Randy Tift, Former USAID Chief A&A Policy Officer, joins Mike Shanley as co-host, along with guest Michael Metzler, Executive Director of USAID's Private Sector Engagement (PSE) Hub. As the first formalized private sector engagement office, USAID is the longest running donor in the space. USAID's influence continues to evolve, especially as more U.S. foreign assistance professionals are shifting their focus towards the local development of communities and engaging in the private sector space. With this shift comes the need for new policies and strategies necessary to streamline future projects and to support complex relationships between USAID and private sectors. This impactful discussion focuses on USAID's Private Sector Engagement's (PSE) priorities and progress, learning from PSE USAID projects, PSE and localization, and USAID and impact investing.  IN THIS EPISODE: [3:53] Michael Metzler gives a rundown of the history of USAID's Private Sector Engagement. [7:00] What inspired USAID to shift their focus to the commercial interests of their private sector partners and how has this shift benefited USAID and their private partners?  [12:44] Michael touches on why USAID is such a great resource for private sectors and local partners trying to establish themselves to tap into.  [15:00] Randy introduces PSE Modernize, the overarching term for several initiatives that USAID has launched to track the agency's private sector partnerships, and to bring data to bear for USAID planners, both in the missions and in DC. This has brought more order to managing PSE partners, resulting in a real system for customer relationship management and knowledge management. Michael shares his thoughts on the launch. KEY TAKEAWAYS:  Many U.S. foreign assistance professionals disagreed on the importance of  engaging with multinational corporations, and even local firms, whose primary motive is mere profit. But there's really been a major shift in terms of the development community and engaging the private sector.  USAID founded the first formalized private sector engagement office in 2000 with the intention to formalize an approach and its thinking around engaging with the private sector. The Private Sector Engagement Policy and the A&A Strategy, both firsts of their kind, were both released in December of 2018. Michael reflects on that time period and what the resulting awards have accomplished. When the Development Finance Corporation (DFC) was created, there was a significant hole in the agency in terms of its ability to transact. Thus, the Mission Transaction Unit was created to allow for the transaction that USAID brings into the DFC. In fact, we went further than that and said, it's actually a history of how we are going to do development into the future. So out of that recognition came the first ever PSE policy for the agency, and, if you read the policy, you will see that it presents a very bold vision.” - Michael Metzler “USAID has one of the best networks in the business community, as well as a wide team of experts in all technical areas. These are areas that private sectors would like to tap into. USAID has some of the best reputations and the best connections with government officials that can be leveraged. For a company that's coming from the outside that is trying to establish themselves, that is gold.” - Michael Metzler “It's remarkable for partners to know that for any private sector engagement concern, they can find out who those people are. For various reasons, including security, most technical leads for health or food security are not listed, you have to do research to find out who they are. Mr. Metzler was previously the Executive Director of IPI's Private Sector Engagement (PSE) Hub.  Previously, Mr. Metzler was the Director of USAID's Development Credit Authority (DCA)  in which he successfully led efforts that mobilized over $6 billion of new financing for development projects in over 80 countries. He was also a leading Agency voice on the development of the BUILD Act, which created the U.S. International Development Finance Corporation (DFC) and managed the successful merger of the DCA office and program into the DFC. Prior to his DCA work, Mr. Metzler served as the Director of USAID's Economic Growth Office in Serbia, where he managed a diverse portfolio of projects focused on regulatory reform, local economic development, agriculture, enterprise competitiveness and economic security. Mr. Metzler is a graduate of the Johns Hopkins School for Advanced International Studies, where he studied development finance and economics.   Randy Tift, Former USAID Chief A&A Policy Officer: J. Randall (Randy) Tift is an advisor / consultant to international development organizations. He led a USAID reform initiative in 2017-21. Previously, he served on US Congressional staff, in field-based operations in global development, and as a policy manager in international affairs focused on relief and development, democracy, human rights, and national security. At USAID Randy served as Chief Acquisition and Assistance Policy Officer and as Senior Leader Champion for USAID's Effective Partnering and Procurement Reform (EPPR). EPPR established reforms in program cycle, partnering approaches and delivery mechanisms for more than $20 billion in annual USAID funding. Through EPPR and the New Partnerships Initiative, USAID continues to advance locally-led development, adaptive and collaborative programming, and diversification of the USAID partner base. From 2006-2017, Randy was Senior Adviser and Senior Director for Policy at World Vision. In this role, Randy managed WV policy engagement with US executive branch agencies in crisis response, operational risk, program effectiveness in fragile states, civil society strengthening, human rights, counter-terrorism, and other issues affecting WV brand, mission, and message. He coordinated US donor support for field programs promoting local advocacy and policy change as a critical driver of development outcomes in over 40 countries. From 1995-2006, Randy managed international development programs in the Balkans. As Chief of Party in Serbia, he managed the $50 million USAID Community Revitalization through Democratic Action (CRDA) program, supporting post-conflict civic participation, economic growth and income generation, stabilization and reconstruction assistance to Serbia. Randy also served as USAID Senior Adviser for Democracy and Governance in Romania, managing a portfolio of a dozen US and local implementing partners building coalitions for reform, promoting programs to remove barriers to free enterprise and economic growth, supporting independent media, and strengthening Romanian democratic institutions. Deployed to both Iraq and Afghanistan as a member of the 4th Engineer Battalion, Chef Ro started cooking professionally after she returned stateside and joined the 395th Combat Sustainment Support Battalion, where she cross trained as a food supply specialist. In 2016, NBC Black named Chef Roshara Sanders to their annual “28 Under 28” list, and in 2018 she was named to Forbes “30 Under 30.” In 2020, she became the first Black woman to be a chef instructor at the Culinary Institute of America in New York. There are a lot of hard-working thought leadership practitioners in the non-profit sector! What's it like to face the challenge of communicating complicated, multi-generational problems to a global audience? We're glad you asked!   To better understand the role thought leadership plays at established non-profits, I've invited Meghan Quinn, Director of Thought Leadership at Habitat for Humanity International, to chat with me about her work. Meghan defines her role, elaborating on the meaning of thought leadership means at Habitat for Humanity. In a non-profit, conversations around thought leadership often start by focusing on the role and goals of the greater organization: for Habitat, that's the global affordable housing crisis. In order to have a real impact, Meghan's work needs to reach policymakers, stakeholders, and donors. Meghan tells us how moving these people to action means taking technical research and creating content that is both curated and simple-to-approach. Rule #1: If your audience doesn't understand what you're saying, and why, they certainly won't be moved to act on your information. As with many thought leadership programs, measuring success can be a difficult task. Sales data and leads aren't as tangible in the non-profit sector. Meghan shares how success at Habitat is measured, through anecdotal evidence, making connections with new backers, and deepening relationships. Her primary goals are to spread the word, and to increase credibility and trust in the organization. This kind of vision can't be measured in weeks or months - it can take years to see real results on a global scale. Welcome Tanya Weaver to the podcast this week! Tanya Weaver is the Executive Director of American Foundation for Children with AIDS (AFCA), a role she has held since 2005. In addition to directing AFCA's day-to-day activities, Tanya frequently speaks about AFCA and AIDS to students, community organizations and religious organizations. In 2007, Tanya created and held the first Climb Up so Kids Can Grow Up, an international series of outdoor events that raises funds for AFCA. She has spent much of her life abroad involved in international development. Prior to joining AFCA, Tanya worked in Afghanistan as a Project Supervisor and later as Interim Country Director for Shelter for Life International, a global organization that provides assistance building homes and other shelters for those in need. Previously, Tanya worked with Habitat for Humanity International in Romania, Portugal, Kyrgyzstan, Hungary and Russia. Tanya's involvement with international development began early in her life. Raised in Colombia, she worked in orphanages in Colombia, Brazil and Jamaica during college summer breaks, further broadening her world view. Tanya has a Masters in Art Therapy from the University of Illinois at Chicago. More about Tanya Weaver in her own words and why she believes she is a leader, "Fundamentally my goal is to help those in need, and I have led my life and career in that direction. So when I lead, I use that goal as my true north, and continually work to find the best ways to get there, and bring as many people as I can along with me to help." In addition, Tanya says, "As executive director of a non-profit organization for 17 years, I have a lot of experience leading people and projects." Tanya Weaver is an absolute inspiration and what she has and does do to help children and families and women around the world. Tanya is not only helping people at the American Foundation for Children with AIDS through providing medicine and immediate assistance. "A Ladder Up: The construction sector's role in creating jobs and rebuilding emerging market economies" ha sido realizado por economistas de la Universidad de Pensilvania, la Universidad del Sur de California y la Universidad de Washington. Before that, he managed volunteer services for a national 501c3 nonprofit supporting families of fallen veterans. Substance abuse adds another layer of complexity to the divorce process. So, what do you need to consider if you’re divorcing an addict? And what if you’re struggling with alcoholism or drug abuse yourself? Attorney Aaron Thomas is the Founder of Aaron Thomas Law, a family law practice based in Atlanta, Georgia. Aaron began his legal career in 2002 as an in-house staff attorney for Habitat for Humanity International. He also served as a trial attorney in the Dekalb County Public Defender’s office for four years before starting his own practice and shifting his focus exclusively to family law in 2007. On this episode of Divorce Dialogues, Aaron joins Katherine to discuss how substance abuse impacts the divorce process. He explains how drug addiction and alcoholism affect a judge’s decision-making around child custody, child support, division of assets and spousal support. Interview with:JOHN ASHCROFT graduated with honors from Yale University in 1964 and received a law degree from the University of Chicago in 1967. He was an associate professor on the business faculty at Southwest Missouri State University in Springfield. He and his wife, Janet, have coauthored two business law textbooks, in addition to authoring numerous professional articles. He was appointed state auditor in 1972, was elected state attorney general in 1976, and was reelected in 1980. He is a former president of the National Association of Attorneys General. He was appointed by the Reagan administration to serve on the U.S. Attorney General’s Task Force on Family Violence in 1983 and in 1986 was appointed to the Advisory Council on Intergovernmental Affairs. He has served as chair of the Education Commission of the States, the Republican Governors Association, and the National Governors Association. Ashcroft was elected governor of Missouri in 1984 and held that office until 1993. He went on to win election to the U.S. Senate where he served from 1995 to 2001. In 2000, he was named U.S. Attorney General by President George W. Bush. He resigned in 2004 and took a teaching position at Regent University.Lieutenant General MICK KICKLIGHTER served in the military for over 35 years. Following his retirement as a Commander of the United States Army Western Command in 1991, he became the Inspector General of the Department of Defense. He also served as the Deputy Under Secretary of the Army for International Affairs, and in 2001, was honored with a nomination by the President to become the Assistant Secretary for Policy and Planning, Department of Veterans Affairs. During his time as a public servant, Mick also served on the Board of Directors for Habitat for Humanity International and held the Chairman position for three years. TODAY’S TOPIC The Treatment Advocacy Center is a national nonprofit organization dedicated to eliminating barriers to the timely and effective treatment of severe mental illness. The organization promotes laws, policies and practices for the delivery of psychiatric care and supports the development of innovative treatments for and research into the causes of severe and persistent psychiatric illnesses, such as schizophrenia and bipolar disorder. Mr. Snook is the executive director of the Treatment Advocacy Center. He has more than 15 years of policy and advocacy experience at both the federal and state levels. Prior to joining the Treatment Advocacy Center, John Snook worked on policy issues at the Mortgage Bankers Association (MBA) and at Habitat for Humanity International. Mr. Snook is a staunch advocate of mental illness reform, working first with the West Virginia Supreme Court on mental health issues and then at the Treatment Advocacy Center. He received his J.D. from the George Mason School of Law and his B.A. from Washington & Jefferson College. As the CEO of Habitat for Humanity International, Carolina alumnus Jonathan Reckford knows a thing or two about the value of home. “When you think about the idea of home, it’s really a foundation and a launching pad for the kind of lives we want everyone to have the opportunity to have," said Reckford, who graduated from Carolina in 1984 with a degree in political science. The Chapel Hill native will return home on Sunday to deliver Carolina’s Commencement address, in which he will challenge the Class of 2019 to aspire toward bigger ambitions. “I think sometimes we settle to lightly for either material things or for short-term happiness against that deep reward of finding real joy that comes from deep relationships and losing yourself in a purpose bigger than yourself,” he said. On this week’s episode, Reckford will share the experiences he had at Carolina that served as a launching pad for his career of serving others.

She has volunteered locally with American Cancer Society, the U.S. Green Building Council, Bluegrass Junior Women’s Club, and American White Water which focuses on river protection issues. Warman’s commitment to help in the community is not just limited to Kentucky. She has traveled to over 21 countries to bring proper sanitation and nutrition information to developing countries. Warman has also worked with Habitat for Humanity for over nine years, Habitat for Humanity International for one year, and has served on several boards of directors and councils. She has served on the Board of Directors for the Home Builders Association (HBA), was the Chair for the HBA Green Council, and 2012 Chair of the Mid-West Energy Conference. In this week’s show we interviewed Amanda Moore from Koinonia Farms Community. Founded in 1942 by Clarence and Florence Jordan and Martin and Mabel England, this Christian community emphasized the sharing of resources. Koinonia has been in the forefront of Black and White relations providing equal wages to workers from any race and sharing meals without segregating racial groups as early as the 1940s. Their commitment to racial equality, pacifism, and economic sharing brought an organized boycott and ongoing persecution from the Ku Klux Klan in the 1950s. Through nonviolence they resisted the attacks and were able to thrive and place their focus on the poor quality of local housing. They began a project to build decent, affordable homes for their neighbors, a ministry that evolved into Habitat for Humanity International. This ministry was established by Millard and Linda Fuller, former Koinonia members. Koinonia has been instrumental in the founding of other organizations, such as Jubilee Partners (a community that welcomes refugees from war-torn countries), and many others that work for social justice. Other sister organizations include Open Door and Riverplace. In 2008, they re-committed to farming as a way of life. In they switched their income sharing system to a non-profit one creating problems of sustainability. Amanda shared about their several transitions which affected the number of members they have. We also spoke about how this faith-based community has stayed alive. Our conversation addressed their interest in the environment, activism in both social and economic justice and their support for gender equality. Amanda spoke about their community traditions and the seven covenants members partake of such as their spring covenant ceremony. Currently Koinonia grows a variety of natural produce, pecans, grass-fed beef, and other livestock. This Christian intentional community seeks to embody peacemaking, sustainability, and radical sharing as they strive to be an alternative to materialism, militarism and racism.

Wigington Associates, is involved in initiatives to evaluate and redefine the process, scope, and value of residential energy reductions. She is demonstrating the feasibility of achieving deep reductions (beyond 70%) in existing dwellings through North American Thousand Home Challenge. Some listeners may know her better as being the founder of and being associated with the Affordable Comfort Conference from its inception in 1986, (when she worked for ACTION-Housing), through 2013. As program director, she convened the program committees and confirmed the agendas for over 50 North American and regional conferences. These events have been instrumental in promoting an integrated approach to health, safety, durability, and energy performance. Linda has also been a technical consultant for residential utility programs. She was a founding member of the Passive House Institute U.S. (PHIUS) board of directors (2009) and is a board member of Community Solutions based in Yellow Springs, OH, and Cornerstone Care, a community health center serving several counties in southwestern PA. She has led the Reducing Outdoor Contaminants in Indoor Air ROCIS initiative since its inception in June 2014, and the ROCIS Low Cost Monitoring Project since it began in September 2015. . In the past Linda served as an advisor for Habitat for Humanity International's Green Team and is currently on the Editorial Board of Home Energy magazine. Housing insecurity is one of the greatest problems facing millions of Americans today and the lack of safe, quality, affordable housing invites a host of other problems that can affect one's health as well as limit access to employment and healthy food. Fortunately there are many creative and thoughtful people working on this and we have one of them in the studio today. John Paukstis of Habitat for Humanity Metro Maryland joins us for a conversation about the unique approach Habitat takes to tackling the problem of housing and how they involve businesses and community members in the solutions. With a massive volunteer base through Habitat for Humanity International, the organization has turned affordable housing on its head. Can you guess how many defaults the Maryland affiliate has faced since they got into the business in 1982? 50? 100? 500? John has served as Executive Director of Habitat for Humanity Metro Maryland since 2006. Originally from the South Side of Chicago where he worked in a family owned printing business prior to assuming executive roles at Safeguard Business Systems and becoming CEO of McBee Systems, Inc., a manufacturer of accounting forms, payroll services, and the development of digital printing in partnership with the Weizmann Institute of Science, Rehovot, Israel. As well, he was the facilitator of CEO Roundtable groups in Philadelphia and strategic planning throughout the U.S. John owned and operated building construction businesses in Florida prior to relocating to Maryland. Habitat sells homes to working people in certain income ranges. Habitat provides a long-term zero interest mortgage to qualified families.

Dr. Millard Fuller speaks about Habitat for Humanity, and shares a little of his personal background. Millard Fuller founded Habitat for Humanity International in 1976 and served in executive roles until 2005. His leadership helped forge Habitat into a worldwide Christian housing ministry. In 1996, former U.S. President Bill Clinton awarded Fuller the Presidential Medal of Freedom, the nation’s highest civilian honor, calling Habitat “…the most successful continuous community service project in the history of the United States.” Mr. Fuller passed away in February, 2009 at the age of 74.

She also faces a major crisis at her high-powered job. The most unsettling of all her adversaries, however, turns out to be her own mind, filled with conventional notions about this illusive tie in between motherhood and womanhood. DG Martin interviews Paul Leonard - Music of a Thousand Hammers-Inside Habitat for Humanity Habitat for Humanity International focuses on two goals. The first is to build as many houses as it can, using the principles of sweat equity, no interest, no-profit, volunteer-driven construction- one house, one family at a time-in every corner of the world. Today, Habitat is completing a house somewhere in the world every 26 minutes (20,000 per year). Habitat also attempts to make housing a matter of conscience everywhere. Habitat wants everyone to understand that it is morally and socially unacceptable for any human being not to have a simple, decent place to sleep at night. Yet, all is not well in the Habitat household. In late 2004, Habitat’s founder Millard Fuller was forced out of his job by the board of directors of the Christian homebuilding ministry. The announcement that Fuller was stepping down came near the end of a tumultuous year for Fuller and the Americus, Georgia-based organization that he co-founded in 1976 with his wife, Linda. The year included allegations against Fuller by a female employee of inappropriate behavior and a struggle concerning the organization’s future. The shakeout, now apparently complete, could affect Habitat for years.
