Hace dos semanas, la oposición venezolana recibió una noticia alentadora: habían concedido a María Corina Machado el Premio Nobel de la Paz por su incansable lucha por recuperar la democracia en Venezuela tras más de 25 años de chavismo. El Comité Noruego reconoció no solo su liderazgo personal, sino también el esfuerzo de millones de ciudadanos que se movilizaron en torno a ella durante las elecciones presidenciales del año pasado. La oposición logró una victoria abrumadora, pero el régimen la robó de forma descarada. Eso al menos dejó claro al mundo que el fraude electoral es la norma en la Venezuela de Maduro. A pesar del simbolismo del Nobel, lo cierto es que las perspectivas de una transición pacífica siguen siendo inciertas. Machado mantiene vínculos muy estrechos con figuras como el secretario de Estado, Marco Rubio, pero la actitud de Donald Trump hasta ahora ha sido contradictoria. Durante sus primeros meses fue meramente transaccional hasta que en agosto anunció un gran despliegue naval en el Caribe compuesto por siete barcos de guerra, un submarino, helicópteros, drones y cazas F-35 que operan desde Puerto Rico. De camino se encuentra el portaaviones Gerald Ford, y el destructor Gravely se ha posicionado en la isla de Trinidad, a sólo a 10 kilómetros de las costas venezolanas. Oficialmente el despliegue es para controlar el narcotráfico, pero a nadie se le oculta su naturaleza política. Trump ha autorizado operaciones encubiertas de la CIA en Venezuela y, al ser interrogado sobre ataques directos, ha respondido con evasivas. Machado, por su parte, asegura en videos subidos a las redes sociales que el régimen “está acabado” y ha pedido de forma explícita ayuda a EEUU. A partir de aquí se dibujan tres posibles escenarios. El primero una rebelión interna: militares descontentos que agiten los cuarteles junto a manifestaciones multitudinarias que terminen derribando a Maduro. EEUU podría brindar apoyo logístico y de inteligencia. Pero este escenario es improbable. La represión postelectoral ha sido brutal. Machado está escondida. Edmundo González Urrutia y Leopoldo López viven en Madrid. El resto de la oposición está dividida. El ejército no es monolítico, pero sus altos oficiales son chavistas leales y los rangos intermedios se encuentran muy vigilados. El segundo escenario sería un ataque directo de EEUU que culmine con la captura de Maduro, algo similar a lo que sucedió con Noriega en Panamá allá por 1989. Pero Venezuela es muy grande, su geografía compleja y dispone de defensas aéreas. Neutralizarlas implicaría fuego directo, lo que podría derivar en una guerra prolongada que degenere en una guerra civil. El tercero, y más probable de los escenarios es que no ocurra nada. Maduro lo fía todo a que Trump se canse, declare una victoria contra el narcotráfico y opte por volver a la vía diplomática. Ahí podría recuperar su plan de 2020, el Marco de Transición Democrática que proponía una transición ordenada mediante elecciones libres a cambio de retirar las sanciones, pero no hubo voluntad por la parte chavista. Revivirlo requeriría acuerdos verificables con plazos medibles. El despliegue naval es útil como herramienta de presión para llegar hasta ese punto, pero lo cierto es que el régimen no está dispuesto a conceder nada.
