    In this On Location episode during OWASP AppSec Global 2025 in Barcelona, Sean Martin connects with event speaker, Wojciech Dworakowski, to unpack a critical and underexamined issue in today's financial systems: the vulnerability of mobile-only banking apps when it comes to transaction authorization.Wojciech points out that modern banking has embraced the mobile-first model—sometimes at the cost of fundamental security principles. Most banks now concentrate transaction initiation, security configuration, and transaction authorization into a single device: the user's smartphone. While this offers unmatched convenience, it also creates a single point of failure. If an attacker successfully pairs their phone with a victim's account, they can bypass multiple layers of security, often without needing traditional credentials.The discussion explores the limitations of relying solely on biometric options like Face ID or Touch ID. These conveniences may appear secure but often weaken the overall security posture when used without additional independent verification mechanisms. Wojciech outlines how common attack strategies have shifted from stealing credit card numbers to full account takeover—enabled by social engineering and weak device-pairing controls.He proposes a “raise the bar” strategy rather than relying on a single silver-bullet solution. Suggestions include enhanced device fingerprinting, detection of emulators or rooted environments, and shared interbank databases for device reputation and account pairing anomalies. While some of these are already in motion under new EU and UK regulations, they remain fragmented.Wojciech also introduces a bold idea: giving users a slider in the app to adjust their personal balance of convenience vs. security.     Ireland's inaugural Internet Governance Forum (IGF) took place last week, 22nd May in Dublin. This landmark event was hosted by .ie and organised by a multi-stakeholder team made up of experts that are passionate about internet governance. The event brought together experts from across business, government, education and civil society to work together to shape how the internet is managed in Ireland. The Internet Governance Forum (IGF), formally established by the United Nations in 2006, is a global initiative to promote open policy discussions that shape the future of the internet. Besides the Global IGF, many nations or regions host their own local IGF events to bring together the local internet community and discuss local internet policy issues. Ireland's trusted national domain registry, .ie, believes it is now time for Ireland as a digital nation, home to some of the world's leading tech companies and a strong internet ecosystem, to join the global conversation. This inaugural IGF in the country welcomed a variety of prolific speakers across government, academia, business and industry to engage with current and emerging trends surrounding internet governance and look ahead at Ireland's digital future. The predominant themes underpinning the IGF included regulating online spaces, moving beyond a compliance checklist focus, diversity and inclusion in internet governance, and ethical approaches to AI. One of the crucial areas of focus for the forum was the threat to cybersecurity across the globe, due in part to growing geopolitical uncertainty. Cybersecurity and Geopolitical Uncertainty The 20-year review of the World Summit on the Information Society (WSIS+20) is set to happen this year. The creation of the IGF is an outcome of the first WSIS, and its mandate is set to expire in 2025. It is crucial for Ireland to be a part of the global conversations around the future of how the internet is governed. In a time of such political and economic disruption, the digital world is also turning its focus to cybersecurity threats which have heightened amid ongoing geopolitical risk. The World Economic Forum has shown that cybercrime increases during times of global crisis, with major events like pandemics, wars, tariffs and climate change events often being used by opportunistic cyber criminals to capitalise on confused or well-intentioned individuals. During the Covid-19 outbreak in 2020, the online world experienced a 'cyber-pandemic' of its own. As so many individuals and businesses shifted online rapidly, bad actors were quick to take advantage of people's naivety and fear, with the scale and quantity of cyber-crime exploding from this point onwards. Closer to home, a 2025 report from the Banking and Payments Federation found that almost half of Irish adults (45%) report being targeted with more scam communications than the same time last year. At a time when innovation is accelerating, yesterday's forum explored the need for Ireland to maintain a people-centred approach to technology - through ethical AI, inclusive governance, and safer online spaces for all. Digital Divide Impact on Internet Governance The forum also addressed the ongoing problem of the digital divide in Ireland. .ie's 2024 Domain Profile Report, launched in January of this year, identified evidence of an ongoing digital divide based on location, size and sector, in particular for micro-SMEs with fewer than 10 employees.[iv] As digital policy decisions increasingly affect every part of our lives, the question of whose voices are heard in those decisions is more urgent than ever. Speakers at the forum explored ways in which Ireland can ensure that internet governance is inclusive, equitable, and accessible - particularly for marginalised, vulnerable, and underrepresented communities.     Our podcast show being released today will focus on S.  919, the Guiding and Establishing  National Innovation for U. S. Stablecoins Act of 2025 or GENIUS Act which was reported out of the Senate Banking, Housing, and Urban Affairs Committee by a bipartisan vote of 18-6. The bill would establish a regime to regulate stablecoins.  Our guest today, Professor Art Wilmarth of George Washington University School of Law, published an op-ed on March 6 in the American Banker in which he wrote that the “..bill would allow stablecoins, which are volatile deposit-like instruments, to be offered to the public without the essential protections provided by federal deposit insurance and other regulatory safeguards regarding banks that are insured by the Federal Deposit Insurance Corp. By placing the federal government's imprimatur on poorly regulated and unstable stablecoins, the …bill would greatly increase the probability that future runs on stablecoins would trigger systemic crises requiring costly federal bailouts to avoid devastating injuries to our financial system and economy.” Our podcast show was designed to be of interest to both crypto neophytes and experts. During this podcast, we explore the following issues:            1. What are stablecoins, and what are their present and potential use cases?            2.  How do stablecoins differ from other types of crypto like bitcoin?            3. How many companies issue stablecoins today?  4. What is the total volume in dollars of outstanding stablecoins?  Has it been growing?  Do all stablecoin issuers also issue other types of crypto?            5. Do any banks issue stablecoins?  If not, why not? 6.  Are there any federal or state regulations that apply to stablecoins today?  What about state money transmitter laws?  7.  Do stablecoins provide a better way to improve the speed and reliability of payments compared to other ways of making payments? Do they offer any benefits that are NOT currently offered by tokenized bank deposits and the instant payment and settlement services offered by FedNow and the Clearing House's Real Time Payment Network?  How do stablecoins on public blockchains compare to tokenized deposits held on private electronic bank ledgers, in terms of safety, reliability, and efficiency. 8.   Professor Wilmarth describes a typical stablecoin transaction and the fact that stablecoin issuers often pay interest on stablecoins that are the equivalent of money market mutual funds and way more than banks pay on passbook or statement savings accounts or checking accounts.            9.  How do stablecoin issuers generate revenue? 10.   What are the potential risks of stablecoins, especially if they can be offered by nonbanks and are not covered by federal deposit insurance?  Would they present the same risks as money market funds, which the Fed and Treasury bailed out in 2008 and again in 2020? Have there been any examples of these risks being realized?  Have there been any failures? What happens if a stablecoin issuer fails?  Does bankruptcy law (as amended by the GENIUS Act), provide a feasible process for dealing with failures of stablecoin issuers?  If nonbank stablecoin issuers become large financial institutions and get into serious trouble, would the federal government be able to finance another series of massive bailouts similar to those of 2007-09 and 2020-21 without risking a crisis in the Treasury bond market and/or another surge of inflation? 11.  Will Big Tech firms issuing stablecoins be able to dominate our banking system and economy and would that necessarily be a bad thing? 12. Which firms are likely to be the most significant issuers of stablecoins if nonbanks are allowed to conduct that activity?  If Big Tech firms are allowed to offer stablecoins, could they use stablecoins to offer banking services and eventually dominate the banking industry?  What should we learn from China's experience with Ant Financial Group (Alipay) and Tencent (WeChat Pay), China's two largest Big Tech firms, which became dominant providers of financial services to Chinese consumers and households? 13.  We then discussed the so-called GENIUS ACT which the Senate Banking Committee passed by an 18-6 bipartisan vote on March 13. What are the major features of the Act?            14.  What are your major concerns about the bill? 15. What would the stablecoin market look like if Congress passed the GENIUS Act in the form that it was approved by the Senate Banking Committee? 16.  Should we require all issuers and distributors of stablecoins to be FDIC-insured banks?  Why do you believe that federal banking laws governing FDIC-insured banks provide a far better approach for regulating issuers of stablecoins?
