Frankly Speaking discusses this week the recent update of the OECD Guidelines on multinational enterprises with Allan Jorgensen, Head of the OECD Centre for Responsible Business Conduct since 2021. He was previously Head of Sustainable Trade for Danish logistics company A.P. Moller-Maersk. Prior to that, Allan served in the public sector as Director of Human Rights and Business at the Danish Institute for Human Rights. The guidelines are the world's principal soft law instrument on responsible business. The OECD describes them as the "most comprehensive international standard on responsible business conduct". They are the only one which is multilaterally negotiated, endorsed by governments and having the unique system to hear complaints known as specific instances, The National Contact Points or NCPs. Anleger können nach Einschätzung des Fondshauses Janus Henderson 2023 mit Rekordausschüttungen von weltweit 1,64 Billionen US-Dollar rechnen. Besonders hohe Dividenden haben im ersten Quartal bereits A.P. Moller-Maersk, BHP und Verizon ausgeschüttet. Mit knapp 80 Milliarden Euro geben aber auch die rund 750 deutschen börsennotierten Unternehmen in diesem Jahr so viel an ihre Anteilseigner weiter wie noch nie. „Das Ganze ist ein Plus von gut 10 Prozent im Vergleich zum Vorjahr“, ordnet Börsenexperte Ulf Sommer im Podcast ein. Die drei Autobauer VW, Mercedes und BMW stünden für 44 Prozent der Dividenden aller 40 DAX-Titel. „Dass eine Branche mit drei Unternehmen so dominant ist, hat es noch nie in der deutschen Wirtschaftsgeschichte gegeben“, so Sommer. Der größte Dividendenzahler in Deutschland sei mit 11 Milliarden Euro aber Hapag Lloyd. Kleinaktionäre hätten jedoch relativ wenig davon, da nur 3,6 Prozent der Aktien im Streubesitz seien. Auch die Dividenden-Renditen fallen im Rekordjahr höher aus. Das treffe vor allen Dingen auf die Autobauer zu. „Da liegen die Dividenden-Renditen bei sehr, sehr hohen 6 bis 8 Prozent.“ Doch da die meisten Konzerne ihre Dividende in diesem Jahr bereits bezahlt hätten, sei es für Aktienkäufer, die neu einsteigen, nur eine theoretische Dividendenrendite. „Ich muss also praktisch jetzt abwägen: Zahlen die Unternehmen auch im nächsten Jahr Dividende oder nicht?“ Fondsmanager von JP Morgan Asset Management würden auf Dividenden-Titel mit sogenannter Kapitalvermehrung setzen. „Das sind Firmen, die bereits in der Vergangenheit gezeigt haben, dass sie ordentliche Dividendenzahlung zahlen und auch steigern können – und dies auch weiterhin vorhaben“, erklärt Sommer. Solche Aktien würden Anlegern dann eine bis zu 1,6-fache Rendite gegenüber dem breiten Rest an Aktien einbringen. Moody's downgraded Egypt's credit rating yesterday for the first time since 2013 due to reduced external buffers and shock absorption capacity. In its first rating action since last May, the agency said it was lowering its rating to B3 from B2 and changed its outlook to stable from negative.Trade balance deficit declined by 38.5% YoY to reach USD2.15 billion in November 2022. This came due to a 26.8% YoY decline in imports. Die erfreuliche Entwicklung des globalen Janus Henderson Dividenden-Index ist Balsam für die geschundene Anlegerseele: Im ersten Quartal 2022 sind demnach die weltweiten Dividenden um 11 Prozent auf 302,5 Milliarden US-Dollar, umgerechnet auf 281,84 Milliarden Euro gestiegen. Bereinigt um den höheren Dollar und einigen technischen Faktoren stiegen die Dividenden sogar um 16 Prozent im ersten Quartal. Damit haben sich die Ausschüttungen seit Einführung dieses Dividenden-Index im Jahr 2009 mehr als verdoppelt. Ja, wer zahlt denn da so viel? Es sind traditionell die Banken, 2022 aufgrund der hohen Rohstoffpreise aber vor allem auch die Bergbauunternehmen. Der Oberhammer ist jedoch die dänische Reederei Moller-Maersk, die 2021 ihren Gewinn verfünffachte, weil aufgrund der Lieferkettenengpässe alles gefragt war, was schwimmt. Die Dividende für 2021 fällt sogar 7,5 mal so hoch aus als noch für das Geschäftsjahr 2020. Die Dividenden-Rendite von Moller-Maersk steigt von 2,64 auf 11,68 Prozent und das wohl verdient. Anlegerherz, was willst Du mehr? Nun ja, für das ganze Jahr darf man insgesamt aufgrund der gestiegenen geopolitischen Risken und der unsicheren Wirtschaftslage nicht von weiterhin so großzügigen Dividendenanhebungen ausgehen. Trotz allem bringt gerade in einem Bärenmarkt der Dividendenregen Segen als Einkommensquelle und derzeit auch einen gewissen Inflationsschutz. Moller-Maersk)12月24日發表最新報告,預期2022年第一季由於船期延誤,海運運力仍繼續受到限制,預計整個農曆新年期間艙位依然十分緊張。看來全球物流和供應鏈在明年仍十分吃緊,該如何看待後續發展? 國際媒體相關報導 ●Bloomberg彭博新聞社:〈Maersk Sees Global Shipping Markets Staying Tight Into 2022〉(馬士基認為,全球航運市場將在2022年維持緊張) ●Financial Times倫敦金融時報:〈Sorry children, Father Christmas has supply-chain problems〉(對不起孩子們,聖誕老人有供應鏈問題) ●Forbes富比世雜誌:〈Here's Why Supply Chains Are So Broken—And Aren't Really Getting Better〉(這就是供應鏈如此破碎,且並未真正改善的原因) 分析解讀 全球海運龍頭丹麥馬士基在這個報告中指出,40呎標準貨櫃仍會供應不足,但20呎標準貨櫃還好,尤其是在大中華地區,農曆新年前,部分地區仍將出現貨櫃短缺問題。 事實上,全球航運的美西線、東南亞線運價,正在緩步上揚續創新高,加上美東線漲幅擴大,帶動12月上海出口貨櫃運價指數SCFI上漲61.4點,達到4,956.02點,連四周創了新高! 貨代業者表示,塞港嚴重,船舶周轉率低,海運艙位持續供不應求,支撐運價維持高檔。預料1月農曆年前,大陸與東南亞生產基地持續趕出貨,運價仍會持續走高。 我想聖誕老人和全球航運業者應該有著相同樣的煩惱。聖誕老人遍佈全球的物流系統,必須在一夜之間把所有禮物送達目的地;航運公司雖然從9月就開始加緊行動,以確保禮品和其他的季節性商品能夠順利排進全球的供應鏈運轉,但整個航運系統仍然處於混亂狀態。 幾個月來,一場由新冠病毒引起的航運延遲和高昂運費的漩渦,導致大量的貨物在海上徘徊,並讓全球商店的貨架空空如也。政客們堅持認為整個混亂早晚會消失,但放眼看去,航運幾乎沒有恢復順暢的跡象。 疫情已經打亂了航運公司在供應鏈上的運營,被迫隔離的工人,也讓勞動力短缺的問題雪上加霜,加上中國的清零措施,在發現了一兩個 Covid-19 病例後,就會立刻關閉港口碼頭,讓供應鏈更難運轉。而新的 Omicron 變種病毒如果在中國開始傳播,則可能關閉更多的港口碼頭。 但疫情最重要的影響,是點燃了被封鎖隔離的消費者對商品的強烈需求,特別是渴望使用紓困資金購買商品的美國人。 一連串因素看下來,供給的減少、供應鏈的不順,需求卻是強勁爆發,就讓運費銳不可擋的往上飆升,其結果就是運費不可能回到現實。 來自線上國際貨運商城 Freightos 的一組數據顯示,中國和美國西海岸之間的基準即期費率雖然已略為降低,但現在每40英尺的貨櫃的費用是15,000美元,已經是疫情前的十倍。 供應練不順和航運受阻,影響了各行各業,首先是企業受傷。 美國對商品的巨大需求,在其他地方也產生了連鎖反應。運往跨太平洋航線的高運費,導致了船隻的短缺,並將中國和歐洲之間的集裝箱運輸成本推向創紀錄的高點,也造成依賴航運公司相關企業的成本大幅增加。 而港口也因為多了許多令人眼花繚亂的成本,拉長了延誤的時間。全球所有的港口從來沒有現在這樣的運量激增,以及需要排隊數周才能卸貨的超長隊伍。由於缺乏卡車司機和倉庫空間,已經達到極限的系統中,全球多達15%的集裝箱船隊,目前仍然只能停泊在各地港口之外。 以上這些問題,目前還看不到明顯的改善跡象。一個備受關注的指標是,等待在洛杉磯和長灘這兩個主要的中美來往港口等待卸貨的船隊,一眼望去,現在仍然還有30-40艘,這已經低於10月份的70-80艘,但主要是因為現在的排隊系統要求,必須在海上很遠的地方等待(有些甚至在中國海岸附近徘徊),據估計,真正排隊的隊伍應該超過了100艘以上。 想要短期紓解供應鏈阻塞是不可能的,而且擁堵的時間越長,要完全緩解的時間就越長。大多數專家認為,在2月份的中國新年之前,想要改善的希望很小。供應鏈中斷可能會持續整個2022年;儘管費率可能已經達到顛峰,但想要降低運費,可能要等到2023,因為要到那時候,各航運公司預定的新船才有可能陸續到位。 在這個連鎖效應下,影響最大的可能就是費用。 即使即期運費已經見頂,大多數客戶在2022年還將面臨更高的賬單。因為管理大多數集裝箱運輸的長期合約運費遠低於即期運費(因為運費是最近才大幅上漲),中美航線的每個貨櫃,可能是2,500-3,000美元。控制著全球市場五分之一的最大集裝箱航運公司馬士基 (Maersk), 簽署的合約中有三分之二都是長期的合約,但隨著2021年合約陸續到期,費率還會進一步攀升。 但是客戶更關心的,是確保短缺能得到滿足,而不是價格問題,因此有些人在合約到期後寧願續簽兩年而不是一年的合約,更進一步推高運費。 馬士基的老闆Soren Skou強調,到目前為止,看不到任何供應鏈短缺獲得紓解的跡象,許多企業也開始對依賴單一國家的供應鏈產生擔憂。但在亞洲其他地區(例如越南或泰國),增加供應商的所謂「中國加一」政策(另找除了中國以外的供應商)也絕非易事。 這個產業本身對緊縮的反應,又反應在 Covid-19 整個結構的變化。即便廉價航運的時代已經過去了,但另一個奇怪的現象就是現在貨運公司滿手現金,所以他們現在已經開始採取不同策略,面對供應鏈問題。 以馬士基為例,除了向股東返還現金外,它還以投資併購的方式收購更多電子商務和空運的公司,作為其努力建立海運、陸運和空運貨物的物流業務的一部分,進一步與 DHL和聯邦快遞競爭。 匯豐銀行表示,在供應鏈吃緊的狀況下,一些週期性的產業也可能會受傷,因此這種商業上的合縱連橫、併購投資並不少見,不只是馬士基這麼做,包括DHL、聯邦快遞、中國的中遠集團,以及法國許多航運公司,都有這樣的營運策略和規劃。 最大的問題是,有多少新產能可以儘快到來。 在2007-2009年金融危機發生之前、世界貿易蓬勃發展時期,新船的訂單大約是現有船隊的 60%,但現在的比例只略高於20%。部分原因是因為製造一個具有25年壽命的船舶,現在必須符合要求更嚴格的碳排放規則,而這類技術現在充滿了不確定性。 以上種種證據顯示,一個昂貴的航運時代,很可能還會再持續一到兩個聖誕節。 二,美國「有線電視新聞網」(CNN)日前報導,科學家們發現,守衛南極「末日冰河」(Doomsday Glacier)的冰棚(Ice shelf),可能在3至5年內崩塌,導致冰河加速融化、引發海平面升高,將對各國沿海造成「災難性」影響。 國際媒體相關報導 ●CNN:〈Scientists warn a critical ice shelf in Antarctica could shatter within the next five years〉(科學家警告,南極洲的一個關鍵冰棚可能在未來五年內破碎) ●BBC:〈Antarctic glacier heading for dramatic change〉(南極冰川即將發生巨大變化) ●Economist經濟學人:〈Why supply-chain snarls still entangle the world〉(為什麼全球供應鏈混亂仍然困擾著世界) 分析解讀 根據報導,研究人員在於路易斯安那州紐奧良市舉行的美國地球物理學會(American Geophysical Union)2021年秋季會議中,公開11月拍攝到的衛星影像,科學研究組織「英國南極勘測」(British Antarctic Survey)海洋學家Peter Davis發現,在暖流影響下,史威茲冰河(Thwaites Glacier)的冰棚表面已遍佈裂縫,顯示其結構愈來愈脆弱,可能在3至5年內瓦解。 「英國廣播公司」(BBC)指出,史威茲冰河又被稱為「末日冰河」,因為其融化不僅將導致全球海平面上升約65公分,也會讓附近冰體的融化速度進一步增加,最後使全球海平面上升達2至3公尺。 海平面大幅上升,將對台灣這類型的海島國家,以及大陸型國家的沿海城市造成「災難性影響」,且源自海洋的颱風等天災也會威力大增,本來千年一次的超強風暴,未來可能僅須數年便會重複出現。 2021年歐洲能源危機持續數月之久,天然氣價格不斷創下歷史新高,數十家供應商難扛高昂的成本而倒閉,歐洲高耗能產業也警告,能源危機不能再急遽惡化,這可能會讓高耗能企業難以負擔高昂的成本,引發更嚴重的倒閉潮。 歐洲這些年盲目執行綠色能源政策,已經引起產業協會的不滿,因為執行綠色能源的同時,傳統能源的產能不斷被限制,供不應求的情況下導致價格攀高,進而讓高耗能企業對高昂的成本無力招架。 12月22日,包括鋼鐵、水泥、造紙業等11個產業所組成的協會聯合發布新聞稿,警告歐洲的能源危機過去幾個月不斷惡化,而在近幾日,惡化程度更加嚴重。歐洲、英國天然氣期貨價格齊飆漲逾20%,儘管之後價格回落,但仍維持在高檔。 由於能源價格漲幅已經高達4至5倍,驚人的成本價格讓許多企業迫於無奈,只能減產應對。歐洲最大的治鋁商法國敦克爾克鋁業公司(Aluminium Dunkerque Industries France),在過去2周就減產了約3%,且若能源價格仍於高檔徘徊,不排除未來繼續降低產能。歐洲普遍處於龐大的壓力之下,因此協會建議歐盟領袖應正視能源危機,協助受影響企業克服難關。 無獨有偶,從上週末開始,一波強勁的寒流南下,席捲了中國大半部地區,為各地帶來暴雪、強風和低溫天氣。北京今年在11月6日就降下今年第一場雪,不但是罕見地在「立冬」節氣之前就下初雪了,還比往年提早了足足23天,而整個中國北方也都出現破紀錄的嚴寒低溫。 11月初就出現這麼低的氣溫,是不正常的。日本也提前遭遇了嚴寒天氣。北海道在10月17日就降下了全國第一場雪,比過去提早了17天,而當地10月份的氣溫,也冷到像11月一樣,等於是提早入冬。 韓國也一樣,今年首爾的第一場降雪出現在11月10日,不但比以往整整提早了一個月,而且還是過去10年來最早的初雪。 整個東北亞地區都提前進入冬天,而且還可能面臨嚴峻的低溫寒害,可以預見接下來會連帶造成兩個重要難題:一是民眾取暖需要更多能源,二是嚴寒天氣衝擊糧食生產。 這些難題在其它國家可能不是太大問題,但是在中國,就很可能成為今年冬天的嚴峻考驗。 首先,大家記得嗎?今年中國嚴重缺煤,而山西雖然是中國的「煤鄉」,但今年受到暴雨洪災的衝擊以及各省爭搶煤炭,所以很可能會造成民眾沒辦法買到足夠的煤炭取暖過冬。況且前陣子中國各地才剛剛發生嚴重的限電危機,缺煤缺能源,現在嚴寒低溫提早來襲,民眾都需要更多的電力和煤炭來取暖,那接下來會不會又再釀成新一輪的限電危機呢? 即便官方不限電,但很可能也會繼續推高電價、油價和煤價,這樣一來,不但民眾要花更多的錢支付冬天的能源與取暖費用,工廠和企業的生產成本也會跟著大幅增加。那麼這些上漲的生產成本怎麼辦?是否又是轉嫁給消費者來分擔?所以接下來就會出現更普遍、更全面的物價上漲,也就是通貨膨脹。 不但中國如此,歐美也有類似問題。今年由於石油與天然氣的生產供應不足,造成國際油價與天然氣價格飆升。目前美國的平均油價已經來到每加侖3.42美元。美國銀行甚至預測,油價明年還會再漲50%,可能會飆到每桶120美元的價位。 那麼,天氣寒冷,取暖需求大增,但能源又供不應求,所以接下來許多國家不但會面臨能源緊缺,還會出現普遍的物價上漲、交通運輸費上漲的問題,勢必會對民生經濟帶來衝擊。 另外,嚴寒天氣還會影響冬季作物的生長,會造成今年的冬糧減產,甚至還可能影響到明年的春糧播種。特別是中國要格外注意,雖然官方最近不斷宣傳說「秋糧豐收」,甚至還說「秋糧增產已成定局」,但其實中國正面臨龐大壓力。 此外,今年夏天,中國東北、河北、河南、山西等地都發生嚴重的洪水災情,洪水不但造成人員傷亡,還造成嚴重的農業損失,大家用常識想想看,這麼頻繁的洪水與天災,會不影響糧食的產量嗎?一定會。那中國糧食還能豐收、甚至比去年還增產嗎?這個部分,是很值得存疑的。 特別是日前中國商務部發佈通知,鼓勵民眾多儲存生活必需品,立即引爆中國各地出現搶購糧食的亂象。商務部為什麼要下這個通知?表面上是說為了防範疫情爆發,但會不會也是因為商務部知道今年冬天或明天春天可能會出現糧食緊缺,所以要求民眾提前存糧過冬呢?我想不能排除這個可能。 說到這裡,我們已經可以看見,今年冬天的嚴寒天氣,不但會重創能源與糧食的生產和供應,還會對民生經濟帶來非常大的壓力與通貨膨脹。 隨著能源價格繼續飆升,美國銀行(BoA)全球商品和衍生品研究部門提供了到2022年初,能源問題的四種可能發展。 1、企業面:能源價格飆升有可能導致經濟崩潰 美國銀行將今年的能源緊縮,類比成2007年至2008年期間的油價上漲,如果類似的石油飆升再次發生,主要的工業製造商可能將大幅減少生產活動或完全關閉生產,最終會引發與2008年相似的全球經濟衰退。 2、能源面:更多的生產或替代 任何商品價格的上漲,都會促使生產者要麼增加生產,要麼尋找更實惠的替代品。到目前為止,美國生產頁岩油的企業已經表示,他們計劃明年在美國國內生產中投入更多資金。同時,隨著天然氣和煤炭價格的飆升,一些公司正在轉向使用石油。根據國際能源署(IEA)的數據,這可能使全球的石油需求量每天增加約50萬桶,帶動石油價格上漲。 3、消費面:只有冬天溫暖將才能緩解能源問題 寒冬來臨,讓天然氣和煤炭的需求激增。美國能源資訊署(EIA)在10月13日警告美國民眾,要預備更高的取暖費以為嚴冬做好準備。除非暖冬降臨,這會是天大的好消息。 4、政策面:升息已經在所難免 最後一種可能性,即美國聯準會加快升息。這意味著允許美國央行在一定程度上提高利率和減少量化寬鬆,使市場冷卻,以放緩整體的經濟增長和能源消費。 疫情發生,全球瘋狂印鈔撒錢,但即便你可以印美元、印歐元、印菲律賓比索,但你沒有辦法印大宗商品和能源。因此面對迫在眼前的能源問題,我們不該掉以輕心。 《經濟學人》總評 經濟學人因為耶誕雙週刊休刊一次,我今天推薦的是雙週刊裡面財經板塊第三篇〈Follow the money〉(跟著錢的腳步),談的則是在經歷了2021年的上下震盪之後,2022年的通貨膨脹到底會走向何方?經濟學人這次認真繪製了兩個可能的發展情況。 事實上在2021年,全球幾乎異口同聲,咬定通貨膨脹就是暫時的,而且早晚會消退。但經濟學人藉由荷蘭的威科集團(Wolters Kluwer)和美國勞工部的數據製作了兩個圖表,告訴我們它的看法。 其中一個圖,顯示了全球分析師一直在不斷上調他們的相關預測,因為一路上通貨膨脹發展的方向,其實和他們預測的截然不同。2021年的消費者物價指數CPI上漲了將近7%,這已經是1982年以來的最快的增幅,非常可怕。 那未來到底會怎樣?另外一個圖表則以不同的假設,顯示出兩個可能的發展情況。 第一個情況,是通貨膨脹猝不及防的回落到了疫情爆發前的發展軌跡(它比照的是2019年月度環比0.2%假設)。但即便如此,最快也要等到2022年底,通貨膨脹率才有可能放緩到常態的2%左右。 第二個發展情況,則是消費者物價指數不停歇的,繼續以驚人的環比速度上漲(按2021年月度環比0.6%假設)。其結果就是2022年的2月份,通貨膨脹率觸及8%,然後仍然繼續的不停提高。 無論哪個情況,唯一一個明確的事實就是:就像美國聯準會在12月15日公開宣示的,2022 年的升息已經勢不可擋。 Powered by Firstory Hosting
