As a result of past military training and weapons testing activities, unexploded ordnance (UXO) exist on sites designated for Base Realignment and Closure (BRAC) on Formerly Used Defense Sites (FUDS) and other closed ranges on active installations. Munitions ranging in size from 20-mm projectiles to 2000-pound bombs can be distributed on the surface or buried at these sites showing no visible evidence of their presence. SERDP and ESTCP successfully developed and demonstrated technologies that are now widely used to detect, classify and remediate UXO on land. The programs currently focus on UXO in the underwater environment. Ponds, lakes, rivers, estuaries, and coastal ocean areas restrict access and significantly impact the performance of technologies that detect munitions. Following a decade of investment, the programs have developed emerging technologies to detect, classify, and localize UXO in the underwater environment. After testing these technologies across established demonstration sites, the programs are now transitioning to deploy them at live sites where UXO are believed to be present. This presentation will walk through several different developed technologies. Legacies of War is the only U.S.-based educational and advocacy organization dedicated to increasing awareness about the American Secret War in Laos and U.S. involvement in Southeast Asia. They are also actively engaged in securing funding for the safe removal of the remaining UXO. In this episode, Host Jarren Peterson speaks with Danae Hendrickson, Chief of Mission Advancement and Communications, about the Lao-led organization's efforts and successes. The 80-year-old bombs are still considered extremely dangerous and representatives from the Australian Defence Force attended the site. John Hardy OAM has a rich knowledge of the history surrounding World War 2, especially from a local perspective, and operates historical tours of the Atherton Tablelands. The region was a hotspot for military training during the war.

For more than five decades, the people of Colombia have suffered the consequences of warfare between illegal armed groups. Landmines were laid throughout rural areas, devastating local towns and villages. Nearly 12,000 people have been killed or injured by mines or UXO since 1990—that's a casualty rate second only to Afghanistan. This week, we speak to Oliver Ford, programme manager for the HALO trust in Colombia about the new challenges to humanitarian demining in the evolving conflict in the region. HALO has been clearing landmines in Colombia since 2013, making land safe across Antioquia, Boyacá, Casanare, Cauca, Meta, Nariño, Norte de Santander, Putumayo, Tolima and Valle del Cauca. We've removed landmines from coffee plantations, farms, veredas (villages) and indigenous reserves. The Colombia News Brief is reported by Emily Hart.

I never thought I would have to talk about war as a forest disturbance. I was not prepared, nor did I have the experience or knowledge to provide any relevant feedback. This discussion really opened my eyes to the complexity and devastating nature of war as a disturbance. How even when the war is over the consequences will last generations. The ecology will be forever shifted, and the dangers of unexploded ordinances will haunt the people of Ukraine for decades to come. 50 years after the last US bombs fell on Laos, they're still killing and maiming. In an effort to stop the march of communism, between 1964 and 1973, America dropped over two million tonnes of ordnance on neutral Laos: on average, a planeload of bombs was released every eight minutes, 24 hours a day. This is more than was dropped on Germany and Japan in the entire Second World War. Laos, today a country of just 6 million people, remains the most heavily bombed country in the world per capita. Five decades after the war, these deadly items remain a persistent threat and daily reality for communities across Laos. More than 20,000 people have been killed or injured by UXO (unexploded ordnance, unexploded bombs, and explosive remnants of war) in Laos since the war ended in 1975, with people still killed and injured every year. Around half the victims are children. But UXO doesn't just kill and maim, it renders agricultural land useless and prevents economic progress. Beide verabreden sich erneut zum Treffen, um über das Verlegen von Erdkabeln zu sprechen. (02:00) Vor der Verlegung von Erdkabeln muss viel geplant werden. Es gibt Standardfälle, kann aber auch deutlich komplizierter werden. (02:40) TenneT-Lexikon: Was ist eigentlich UXO? Uxo steht für Unexploded Ordnance. Nach wie vor verbergen sich in den verschiedensten Regionen weltweit zahlreiche Blindgänger unter der Oberfläche, auch Unexploded Ordnance (UXO) genannt. Blindgänger sind Munition wie Granaten oder Bomben, die nach ihrer Verwendung nicht oder nicht vollständig explodiert sind. Ursache dafür können technisches Versagen, Fehlbedienung, ungünstige Einsatzbedingungen oder Sabotage bei der Produktion sein. (03:48) Umweltschutz geht vor, deshalb dürfen auch Landbesitzer bei der Erdkabelverlegung mitbestimmen. Wie läuft die Kooperation und welche Bedenken gibt es? (05:20) TenneT beaufsichtigt die Arbeiten, führt sie aber nicht selbst durch. So sehen die Arbeitsschritte aus. Kabellieferanten tragen viel Verantwortung. (05:45) TenneT-Lexikon: Was ist eigentlich ein Stakeholder? Stakeholder kann man übersetzen mit Teilhaber oder Anspruchsberechtiger: Als Stakeholder wird also eine Person, eine Firma oder Gruppe bezeichnet, die ein berechtigtes Interesse am Verlauf oder am Ergebnis eines Prozesses oder Projektes hat. (07:00) Vielfältige Verlegetechniken kommen zum Einsatz. Straßen, Radwege oder Äcker können Hindernisse sein, werden aber einfach durchgraben. (09:02) Beim Ausheben der Baugruben spielt auch die Beschaffenheit des Bodens eine Rolle. Hier versucht TenneT, möglichst umweltverträglich vorzugehen. (10:30) Bei Hindernissen hilft manchmal nur die Tiefbohrung, die sogar unterschiedliche Richtungen einschlagen kann. Dazu gilt: Je tiefer gebohrt wird, desto weiter müssen die Kabel auseinander liegen. (13:00) Warum ist Norderney so wichtig für die Stromversorgung und wie kann das Wattenmeer trotzdem geschützt werden, wenn Erdkabel verlegt werden? (15:00) Das Tunnelbohrverfahren spielt vor allem beim Südlink-Bauprojekt eine wichtige Rolle. Hier wird mit riesigen Bohrmaschinen gearbeitet. Was ist der Unterschied zum HDD-Verfahren? (15:45) Was passiert beim Microtunneling eigentlich genau? (18:40) Im Bereich Erdkabel verbessert die Forschung immer wieder Abläufe und Verfahren. TenneT versucht diese Innovation dann auch rasch bei eigenen Bauprojekten einzusetzen. (23:15) Wie lange dauern die Bauarbeiten eigentlich, wenn Erdkabel verlegt werden? Wovon hängt die Dauer ab? Und wieviele Menschen sind an einem Projekt, z.B. DolWin 6 an der Nordsee, beteiligt? (27:30) Das Stromnetz der Zukunft braucht zahlreiche neue Trassen und Erdkabel, um den Strom von Nord nach Süd zu bekommen. (28:00) Wolfgang ist als Quereinsteiger in die Branche gekommen. This report is a shallow dive into unexploded ordnance (UXO), landmines which is a sub-area within Global Health and Development. This report reflects approximately 40-50 hours of research and is informed by a 6-month internship I did with the programme and donor relations section of the United Nations Mine Action Service in the fall of 2021. The report offers a brief dive into whether we think a particular problem area is a promising area for either funders or founders to be working in. Being a shallow report, should be used to decide whether or not more research and work into a particular problem area should be prioritised. This report was produced as part of Cause Innovation Bootcamp's fellowship program. Thank you to James Snowden, Akhil Bansal and Leonie Falk for providing feedback on earlier versions of this report. All errors are my own. Summary Importance: The issue of UXOs and landmines impacts the health as well as income and most likely the mental health of individuals.. There are on average ~25,000 casualties (defined as severely injured or dead) from landmines, IEDs and UXOs per year (with 2/3rds being caused by IEDs). To put provide some context for this number, Malaria, one of the leading global killers, caused 643 000 deaths (95% UI 302 000–1 150 000) in 2019. This report aims to gauge the income, health and psychological effects of those casualty events. Tractability: Mine action is the umbrella term capturing all the activities aimed at addressing the problem of victim operated landmines, IEDs and other UXOs - meaning that the detonation is triggered by the victim itself. There are several interventions in mine action with four phases to tackle the problem: prevention, avoidance, demining, and victim assistance. Although the report attempts to provide some data on the cost-effectiveness of the different interventions there are several reasons why these estimates are highly uncertain. Furthermore, it is unclear if it would be possible to scale the most cost-effective interventions while keeping the level of cost-effectiveness. Neglectedness: The United Nations Mine Action service functions as the coordinating body for a lot of the funding and efforts in international mine action and moves around 65 million USD. The two biggest implementers are the Mines Advisory Group (90 million USD) and the HALO Trust (100 million USD). Most of that funding comes from high income country governments. These grants often include a political component in where the activities are taking place. It is unclear how effectively these resources are allocated and how many casualties they are preventing each year. Main Takeaways Biggest uncertainties: The poor data availability allows for only low levels of confidence in many conclusions. It is highly uncertain what the economic effects of landmines contamination actually are. Since we would expect that these effects make up a majority of the positive benefit, our cost-effectiveness estimates are highly uncertain. Recommendations for philanthropist and why: The research has led to the recommendation to inquire directly with mine action organisations on what they deem the most cost-effective area or intervention to fund, since such data is highly dependent on the factors which cannot easily be predicted. Ukraine is being heavily contaminated by unexploded ordnance right now, especially in its east, the severity and need of the contamination will require a lot of funding and could be potentially very cost effective due to the dense nature of the contaminants as well as the terrain. A man of many names, Pong, Phongsavath, Peter Kim or just plain PK, is a 31 year old Lao man.  He lost his hands and his eyesight to a cluster bomblet left over from the Vietnam conflict when he was 16.  Never a quitter, he taught himself many things after his incident, including how to breakdance.  Today he is an advocate for people with disabilities in Lao PDR.   Lucas Clarkson is an Ohio-born expat currently living and working as an international educator in Lao, PDR. Prior to this, he spent a wondrous decade in Japan, learning entirely new ways of living and thinking. He values mental, physical, emotional, and spiritual wellness, and hopes to continue giving back to a world that has given him so much.

2023 marks a critical year for Legacies of War's mission as it is the 50th year since the last American bombs were dropped on Laos (August 14th, 1973) as well as the 50th year since the signing of the Paris Peace Accords (January 27th, 1973). This year our podcast is focused on remembrance. This is an homage to all the lives that were lost during war, the current victims of UXO/landmine accidents, and future victims of UXO accidents if we do not find and remove indiscriminate weapons that still impact people today first. This is our way of showing the promise that we will never forget them and continue our fight for funding and education of the history and resolve the current problems. Michael was appointed as the Head of Programs in August 2022, after previously serving as a Regional Manager and leading the Cambodia Mine Action Program since April 2018. APOPO's Program in Cambodia is the largest mine action program in the organization, operating with 70+ rats and dogs in several locations in Cambodia in partnership withNational and International organizations. One of Michael's main roles is to develop APOPO's Technical Survey Dog methodology and implement it within APOPO programs and partners in Cambodia, South Sudan, Angola, Turkey and Azerbaijan. Michael represents APOPO on the IMAS Review Board, contributing to the development of IMAS Animal Detection chapters and Technical Notes. Prior to joining APOPO, Michael spent 10+ years leading various survey and clearance tasks, writing national standards and SOP's, building training and accreditation areas, testing equipment, machines and animals. Sera Koulabdara (Sa-rah Goo-lap-dah lah) serves as Executive Director of Legacies of War, the only international U.S.-based  advocacy and educational organization working to address the impacts of the American Secret War in Laos and conflict in its neighboring countries of Cambodia and Vietnam during the Vietnam War-era. This includes the removal of unexploded ordnance (UXO) and victims/survivor assistance. In this episode, Sera discusses this part of our joint history as Americans that isn't taught or talked about. Under Sera's leadership, US funding for UXO clearance in Laos reached $45M - the highest level in history and the Legacies of War Recognition and UXO Removal Act was introduced by Senator Baldwin (D-WI). If approved, this historic bill authorizes landmark funding of $500M over  5 years divided among the 3 countries of Laos, Cambodia and Vietnam. Legacies of War also received the inaugural Humanitarian Award of 2022 given by the Lao PDR for its successful advocacy efforts in securing funds for bomb removal and victims assistance. Prior to our recording, Elaine Russell, Author and former member of Legacies of War's Board of Directors sat down with us to uncover an archive of over 3,000 photos captured from the very first trips with Legacies. This Thip Khao, we will be flipping through the various photos of the special faces and places we will always remember as part of our mission's tapestry of hope. Elaine first traveled to Laos in 2006 to research her novel, Across the Mekong River, the story of a Hmong family fleeing Laos after the Vietnam War-era civil war. On this trip she learned about the terrible tragedy of unexploded ordnance (UXO), remaining from U.S. bombing campaigns in Laos during the Vietnam War. On returning home, Elaine connected Legacies of War. She volunteered with the group, assisting at many Legacies' events around the U.S., and serving on the Legacies' Board of Directors for five years. She traveled with the organization to Laos in 2008 and 2010, and remains an ardent supporter of the groups important mission. Elaine has written two essays on the civil war in Laos and its aftermath. The first essay, “Legacies of War: Cluster Bombs in Laos,” was coauthored with Channapha Khamvongsa, previously Director of Legacies of War. The article was first published in the Critical Asian Studies Journal in June of 2009. It has since been updated to reflect current information on the situation and the progress made in UXO clearance in Laos. This article is included in the book: The United States, Southeast Asia, and Historical Memory, Edited by Mark Pavlick with Caroline Luft. Chicago, Illinois, Haymarket Books, June 2019. Linda gives great perspective on fate, accomplishments and philosophy on life.  She is close to officially retiring after over 40 years of service both in EOD and UXO career field. Learn about the unexploded ordnances left behind after the United States withdrew from the war, and hear about the "Secret War" in which people from Laos, Cambodia and Vietnam fought alongside American troops. Meet the Speakers Sera Koulabdara serves as executive director of Legacies of War, the only international educational and advocacy organization based in Washington, D.C. Legacies of War is working to address the impact of conflict in Laos during the Vietnam War-era, including removal of unexploded ordnance (UXO) and survivor assistance. Prior to this role, Sera was a long-time volunteer and served on Legacies' board for four years in multiple leadership positions, including vice chair. Under Sera's leadership, U.S. funding for UXO clearance in Laos reached $40 million for 2021—the highest level in history—and the Legacies of War Recognition and UXO Removal Act was introduced by Senator Tammy Baldwin. If approved, this historic bill will recognize the people of Laos, Cambodia, and Vietnam who fought alongside American troops during the Vietnam War and authorizes landmark funding of $100 million for five years divided among the three countries of Laos, Cambodia, and Vietnam. Khao Insixiengmay is a former Royal Lao Army Colonel who received military training in Laos, France and in the United States. He was recruited by the CIA and fought in Military Region 3 for six years, and fought all over Laos. David Phommavong is a father, husband and son of a Secret War veteran, the late Keosond Phommavong of SGU Scorpion Unit. He is the co founder of Laotian American National Voice (LAN-V), co-chair of LAN-V Secret War Veteran's Benefit, and Lao Global Heritage Alliance Board of Director. Phommavong is an advocate and a community activist. He and his wife have a private charity, Nourish Lao Children, through which they provide financial and educational support to impoverished children in Lao PDR. Thomas Leo Briggs is retired from the U.S. federal government after 32 years of service. He spent three years in the U.S. Army with one year in Vietnam as a military police platoon leader, three years in the Drug Enforcement Administration as a special agent, and 26 years in the CIA as an operations officer. He entered duty with the CIA in 1969. His first assignment was as a special operations case officer in Laos from 1970 to 1972. During that assignment, he directed all small team special operations in Military Region IV in southern Laos. He published a book in 2009, Cash on Delivery: CIA Special Operations During the Secret War in Laos, which describes his experiences fighting the Secret War in cooperation with the Royal Lao Government against the North Vietnamese Army invaders of the Kingdom of Laos. Sera serves as Executive Director of Legacies of War, the only U.S.-based educational and advocacy organization working to address the impact of conflict in Laos during the Vietnam War-era, including removal of unexploded ordnance (UXO).   Sera also has a passion for the world’s economy, and first launched her career in Lommel, Belgium as an International Business Consultant. Sera specialized in helping emerging markets and completed projects in over 10 countries including Kuwait, Ghana and South Africa. While in Botswana, Sera discovered her passion for helping others while volunteering with the Clinton Foundation.   Legacies of War is the only U.S.-based educational and advocacy organization working to address the impact of conflict in Laos during the Vietnam War-era, including removal of unexploded ordnance (UXO).   Legacies of War raises awareness about the history of the Vietnam War-era bombing of Laos, provides space for healing the wounds of war, and creates greater hope for a future of peace. Legacies of War works directly with key decision-makers in the U.S. government – including Congress and the Administration – and with the private sector and media outlets to provide these influential groups with compelling information and analysis.   Legacies of War serves as a convener and organizer of partner organizations and individuals seeking to resolve the UXO problem in Laos. Legacies of War's work has led to exponential increase of U.S. funding for UXO clearance and victim assistance in Laos, from $3M in 2008 to $40M today. In bringing greater attention and increasing resources, Legacies of War helped to make a real impact on the ground in Laos: more land being cleared, lives being saved and additional care and services available for the approximately 25,000 UXO victims living in Laos.

Follow travel author Antonia Bolingbroke-Kent on one of the toughest motorcycle journeys on the planet: six weeks and 2,000 miles through the near impassable mud and steep mountain slopes of the Ho Chi Minh Trail. Crossing Vietnam, Laos and Cambodia, The Ho Chi Minh Trail was the main military supply route during the Vietnam War, moving men and supplies from communist controlled North Vietnam to the American backed south. Today, it’s slowly disappearing, overrun by jungle, deforestation and the advancement of the modern world. In riding the trail, Antonia wanted to explore this rapidly changing region and important part of history before it’s lost forever.She also wanted a proper adventure. The Ho Chi Minh Trail that most people ride is the modern tarmac friendly version. Few people attempt the original route over the muddy guts of the Truong Son Mountains in Laos. Even fewer trace it south into the wild eastern reaches of Cambodia. Antonia did both; and she did it on her own with nothing more than a 25-year-old shiny pink 125cc Honda Cub, she named the Pink Panther, for company. It’s an incredibly beautiful place, filled with shimmering jungles, limestone mountains and small tribal villages where tourists rarely go. But it’s also marred with tragedy. During the war, the Ho Chi Minh Trail was bombed on average every eight minutes and the scars are still visible today: entire villages made out of war scrap, bomb craters big enough to fit a double-decker bus and, most tragically of all, UXO (unexploded ordinance).As much as 30% of American bombs dropped during the war failed to explode and 40-years later they are still primed and hidden in the thick undergrowth of the forest. To date, UXO along the trail has killed more than 100,000 people, many of them children. This is an incredible adventure story about one of the most difficult motorbike routes on the planet. But it’s also a story about the legacy of the Vietnam War that is still affecting the people who live along the trail today. Are you ready for a wild ride? Let’s go. The Australian Department of Defence has a webpage all about UXO - unexploded ordinance. But it’s about UXO in Australia. The page says nothing about lethal Australian unexploded ordnance left behind in other countries we've been at war with. Not Vietnam or Afghanistan or Iraq. All of these wars are closely linked to our engagement with ANZUS, but without any enduring sense of responsibility for the damage caused to civilians by our involvement. The environmental and public health issue of UXO, just like Agent Orange, reminds us that wars can remain lethal for generations after the conflict has apparently concluded. In Vietnam UXO is still taking lives and limbs more than forty years later. In Laos, worst hit by the USA's illegal bombing war in the 1960s, there remains an ongoing need for de-mining. But the relatively small amount the USA has been offering may have just become a bargaining chip in the United States' and Australia's attempt to slow down the signing of the Treaty on the Prohibition of Nuclear Weapons. Seeing the influx of international aid into Haiti following the 2010 earthquake, Dr. Florence Jean-Louis, Director of Human Development at Fonkoze, asked herself, “How can all this support, all this solidarity, stay in-country and have a real impact in the long-term?” She spoke at a recent Wilson Center event on the importance of community health systems to the sustainable development and stability of countries. The answer, she concluded, was to build the capacity of local organizations. Case #1: Haiti and the Power of the Local Community In Haiti, Fonkoze began as a small local organization with a grant from USAID. As a new organization, Fonkoze aimed to address sustainability by employing local community members, rather than professional foreign staff. “It took a lot of training, coaching, and consulting to get there,” said Dr. Jean-Louis. Using a volunteer-based strategy and grants from USAID and Advancing Partners & Communities (APC), Fonkoze has achieved a great deal of impact and positive health outcomes from nutrition, sanitation and hygiene, and other programs. Case #2: Increasing Ebola Survivors’ Access to Care in Liberia Liberia was one of the countries most affected by the Ebola crisis in 2014 and 2016. Those who survived the infection faced significant morbidity and challenges to their quality of life, including mental health problems and eye issues. “The focus of our work was on survivors, which including increasing access to specialty care,” said Dr. Rose Macauley, Chief of Party at APC Liberia. Funded by USAID, APC Liberia trained 60 mental health clinicians to meet the needs of Ebola survivors. Prior to this program, Liberia only had one psychiatrist for the 4.5 million people that lived there, said Macauley. Through the grant, APC also funded two faith-based institutions that care for survivors. More than 22 percent of the country’s Ebola survivors registered with them. APC also supported the development of the National Ebola Survivors’ Network of Liberia, a civil society organization that empowers survivors to recover, advocate for themselves, and integrate into their communities. Case #3: Expanding Services for the Disabled in Laos Millions of undetonated submunitions remain scattered throughout Laos since the Vietnam-American War. These explosives continue to be a source of danger and have caused thousands of accidental injuries and deaths since the end of the war. As a grantee of APC, World Education Laos implemented the TEAM (Training, Economic Empowerment, Assistive Devices, and Medical Rehabilitation) project, which gave out “$2.7 million dollars of grants in almost three years to 16 sub-grantees in Laos,” said James MacNeil, Vice President of World Education. These sub-grantees included the Cooperative Orthotic and Prosthetic Enterprise (COPE), as well as the Quality of Life Association (QLA), which are both local organizations dedicated to providing support and assistance to victims of unexploded ordnance (UXO) and people with disabilities to promote rehabilitation and sustainable livelihoods. As a result, these programs have made a significant impact in the disability sector in Laos. Each speaker highlighted how partnerships between local organizations, international organizations and donors, and governments help communities respond to local challenges. These partnerships provide resources to support local organizations and solutions that build capacity to help countries become self-reliant. “Local organizations should be key actors in the work for sustainable development since they are the ones who stay, who strive, who sustain efforts with no termination date,” said Dr. Jean-Louis.

The HALO Trust was founded in 1988 in response to the global humanitarian catastrophe caused by landmines. The problem was particularly acute in Afghanistan where thousands of civilians were being killed or injured by landmines and their presence was preventing the return of tens of thousands of refugees. So, it is a great honour to have the Director of the Halo Trust in Colombia, Ash Boddy, on Colombia Calling to speak about their work here.  For more than five decades, illegal armed groups in Colombia have engaged in conflict with the government. Improvised explosive devices or IEDs, (classified as landmines in Colombia) have been laid throughout rural areas, devastating local communities. For years, according to Landmine Monitor, Colombia was ranked as the country with the second number of landmine victims in the world. According to the National Authority, there have been over 11,600 mine and UXO victims in Colombia since 1990, were 39% correspond to civilians.  Boddy walks us through the projects currently underway in Colombia and how the Halo Trust works. By January 2019, HALO Colombia had cleared a total of 178 minefields (815.399m2), safely destroying more than 600 mines in the process. Additionally, through non-technical survey (NTS) HALO team have reported 876 veredas as landmine free. Together these activities have benefited more than 18,000 people. The most affected regions in Colombia due to landmines are Antioquia, Meta, Valle, Cauca, Narino and Putumayo. Tune in to find out more about the Halo Trust and their work in Colombia

He claims he did not know that his stunt at the NME Awards was directed at the band, but we're not necessarily buying it.
