A fetal deceleration is a decrease in fetal heart rate below the established fetal heart rate. The VEAL CHOP nursing mnemonic can be used to help remember how to interpret fetal heart rate during labor. For example, early decelerations in FHR (fetal heart rate) indicate head compression. It is typical for decels in FHR during a contraction because of head compression, but FHR should return to normal when contraction ends.

Astrometric Accelerations as Dynamical Beacons: Discovery and Characterization of HIP 21152 B, the First T-Dwarf Companion in the Hyades by Kyle Franson et al. on Monday 21 November Benchmark brown dwarf companions with well-determined ages and model-independent masses are powerful tools to test substellar evolutionary models and probe the formation of giant planets and brown dwarfs. Here, we report the independent discovery of HIP~21152~B, the first imaged brown dwarf companion in the Hyades, and conduct a comprehensive orbital and atmospheric characterization of the system. HIP~21152 was targeted in an ongoing high-contrast imaging campaign of stars exhibiting proper motion changes between Hipparcos and Gaia, and was also recently identified by Bonavita et al. (2022) and Kuzuhara et al. (2022). Our Keck/NIRC2 and SCExAO/CHARIS imaging of HIP~21152 revealed a comoving companion at a separation of $0.37^{primeprime}$ (16 au). We perform a joint orbit fit of all available relative astrometry and radial velocities together with the Hipparcos-Gaia proper motions, yielding a dynamical mass of $24^{+6}_{-4},mathrm{M_{Jup}}$, which is $1{-}2{sigma}$ lower than evolutionary model predictions. Hybrid grids that include the evolution of cloud properties best reproduce the dynamical mass. We also identify a comoving wide-separation ($1837^{primeprime}$ or $7.9 times 10^4 , mathrm{au}$) early-L dwarf with an inferred mass near the hydrogen-burning limit. Finally, we analyze the spectra and photometry of HIP~21152~B using the Saumon & Marley (2008) atmospheric models and a suite of retrievals. The best-fit grid-based models have $f_{mathrm{sed}}=2$, indicating the presence of clouds, $T_{mathrm{eff}}=1400 , mathrm{K}$, and $log{g}=4.5 , mathrm{dex}$. These results are consistent with the object's spectral type of $mathrm{T0pm1}$. We show that a four-detector constellation at Solar radii of >10 AU could measure distances to individual sources with sub-percent precision and, hence, cosmological parameters such as the Hubble constant to this precision. One of the more celebrated aspects of contemporary media is that it seems so much more participatory. In principle, at least, anyone can for example establish a Twitter or a YouTube account, and share their experiences or views with minimal censorious intervention. Some have explained this apparently more participatory media culture with reference to the capacities of technologies. After all, people can participate more easily when so many media functions are collapsed into an internet-enabled device like a smartphone. And yet, for others, this technological explanation is flawed, underplaying longer-term cultural shifts, which these new technologies might more properly be seen as crystallizing.  In this episode, we begin with work by thinkers such as Henry Jenkins, who have notably opposed technological explanations for a participatory media culture. For Jenkins, ordinary people's participation in media creation is about more than gadgets, devices or platforms. Rather, it is a momentous cultural shift, towards new and potentially democratising forms of 'collective intelligence' that blur the old distinction between media ‘producers' and ‘audiences'. Jenkins' work has been widely discussed. For some, his model of ‘a convergence culture' overemphasises the individual agency of media participants. Sure, they may be technically freer and more enabled than in the past, but when someone creates or shares a meme, for example, they also partially reproduce or conform to cultural norms. We might also ask: does insisting on ‘culture' bring us back to the same unsustainable technology/culture dichotomy we have challenged in earlier episodes?  It is probably difficult to conceive, for example, of the cultural conditions for a so-called post-truth politics without some account of the technical affordances of social media platforms. Media, Technology and Culture 08: Participatory Technologies

One of the more celebrated aspects of contemporary media is that it seems so much more participatory. In principle, at least, anyone can for example establish a Twitter or a YouTube account, and share their experiences or views with minimal censorious intervention. Some have explained this apparently more participatory media culture with reference to the capacities of technologies. After all, people can participate more easily when so many media functions are collapsed into an internet-enabled device like a smartphone. And yet, for others, this technological explanation is flawed, underplaying longer-term cultural shifts, which these new technologies might more properly be seen as crystallizing.  In this episode, we begin with work by thinkers such as Henry Jenkins, who have notably opposed technological explanations for a participatory media culture. For Jenkins, ordinary people's participation in media creation is about more than gadgets, devices or platforms. Rather, it is a momentous cultural shift, towards new and potentially democratising forms of 'collective intelligence' that blur the old distinction between media ‘producers' and ‘audiences'. Jenkins' work has been widely discussed. For some, his model of ‘a convergence culture' overemphasises the individual agency of media participants. Sure, they may be technically freer and more enabled than in the past, but when someone creates or shares a meme, for example, they also partially reproduce or conform to cultural norms. We might also ask: does insisting on ‘culture' bring us back to the same unsustainable technology/culture dichotomy we have challenged in earlier episodes?  It is probably difficult to conceive, for example, of the cultural conditions for a so-called post-truth politics without some account of the technical affordances of social media platforms. Abstract: The electromotor neural system in weakly electric fish is a network responsible for active electroreception and electrolocation. This system controls the timing of pulse generation in the electrical signals used by these fish for extracting information from the environment and communicating with other specimens. Ethological studies related to fish mating, exploratory, submissive or aggressive behaviors have described distinct sequences of pulse intervals (SPIs). Accelerations, scallops, rasps, and cessations are four patterns of SPIs reported in pulse mormyrids, each showing characteristic temporal structures and large variability both in timing and duration. This paper presents a biologically plausible computational model of the electromotor command circuit that reproduces these four SPI patterns as a function of the input to the model while keeping the same internal parameter configuration. The topology of the model is based on a simplified representation of the network as described by morphological and electrophysiological studies. An initial ad hoc tuned configuration (S-T) was build to reproduce all four SPI patterns. Then, starting from S-T, a genetic algorithm (GA) was developed to automatically find the parameters of the model connectivity. Two different configurations obtained from the GA are presented here: one optimized to a set of synthetic examples of SPI patterns based on experimental observations in mormyrids (S-GA), and another configuration adjusted to patterns recorded from freely-behaving Gnathonemus Petersii specimens (R-GA). A robustness analysis to input variability of these model configurations was performed to discard overfitting and assess validity. Results showed that the four SPI patterns are consistently reproduced, both with synthetic (S-GA) data and with signals recorded from behaving animals (R-GA). This new model can be used as a tool to analyze the electromotor command chain during electrogeneration and assess the role of temporal structure in electroreception. Kent Hehr is a former federal Liberal cabinet minister and member of parliament for Calgary Centre. As a so-called "recovering politician" with careers on both the federal and provincial levels, Kent has a lot to say about what on earth is going on -- but he’s also got an incredible story. In October 1991 he was with some friends in Calgary when someone in another car opened fire. The bullet went into Kent’s spine, and just like that, he was paralyzed from the chest down as a C5 quadriplegic. About the Guest As a former cabinet minister, Kent has been at the table when big decisions are made. His understanding of how government works and what decision makers are looking for is invaluable for businesses and not-for-profit organizations looking for results. He recently started his own firm with two other partners, Jessie Chahal and Robbie Schuett: HSC and Associates. Kent has over 20 years of comprehensive experience in civic, provincial and federal government work. Kent has an extensive background in dealing with complex problems, systems, and policies. With Thank You For Being Late, he turns his sights to the unprecedented rate of change today. In Thank You for Being Late: An Optimist's Guide to Thriving in the Age of Accelerations, a work unlike anything he has attempted before, Thomas L.   Jonathan Friebert: Public Policy and the Future of Retail: A Starter's Guide (Ep. 162) Jonathan Friebert, U.S. Head of Public Policy of China's largest retailer, JD.com, joined us to discuss the public policies that are most crucial to the future of retail. Bio Jonathan Friebert (@friebs) is the head of U.S. Government Relations for JD.com--China's largest retailer. He has more than 20 years of Fortune 50, political, non-profit and governmental experience. Previously, he was at Microsoft where he helped partners, entrepreneurs, customers and consumers advocate for positive technology public policies through overseeing Microsoft's Voices for Innovation (VFI) initiative: a community of more than 100,000 technology leaders in the U.S. who engage with government leaders. Through VFI, he spearheaded traditional and digital grassroots on issues such as competition policy, STEM funding, high-skilled immigration reform, online privacy, software piracy, cloud computing regulations, security, IP protection and government procurement mandates. Before Microsoft, he was with the PepsiCo government affairs team where he managed several Midwest states as well as federal issues impacting the Gatorade and Quaker Oats brands. This includes bottle deposit bills, food labeling, school breakfast and lunch funding, R&D tax credits and soft drink taxes. Apple’s 5% decline led to a selloff across oil, manufacturing, entertainment and beyond, as investors moved some of their assets to the more stable real estate market—the only sector that rose MMnday at .2%. Amazon will spilt their second headquarters between New York City and Crystal City in Arlington, VA Amazon is expected to announce that it will spit its second headquarters between Northern Virginia and Long Island City in Queens, according to several media outlets, including NPR and the New York Times. The cities beat out 238 proposals across the country. Boeing failed to train pilots on dangerous flight control feature that led to crash in Indonesia Safety experts and midlevel Federal Aviation Administration investigators have  found that Boeing never trained pilots on a dangerous flight control feature that can unexpectedly push down the nose of a Boeing 737. That’s the model that crashed in in Indonesia last month, killing all 189 people on board. The New York Times notes that the plane crashed into the ocean at 400 miles per hour within seconds—a force so strong that it reduced some of the plane’s metal fittings to powder.  The safety feature was apparently intended to prevent the plane from stalling if the nose goes up too high. But it can force the plane down unexpectedly, which can cause pilots to lose control, according to report. FBI and Homeland: No significant foreign influence on midterms Both the FBI and Department of Homeland security concluded that there were no significant efforts by foreign agents to breach the U.S. midterm elections. At a press briefing, DHS Secretary Kirstjen Neilsen said that the main concern was disinformation on social media, but that there was no evidence of breaches into election machines. Google, Facebook, eBay, and Airbnb end forced arbitration in employment agreements Following Google’s lead, Facebook, eBay and Airbnb have all removed forced arbitration provisions from their employment policies. The companies moved to end forced arbitration after thousands of Google employees worldwide staged a protest a couple of weeks ago, in protest of the $90 million Google paid Android creator Andy Rubin when he left the company amidst sexual harassment allegations that a Google investigation had found credible. DEA and ICE are hiding surveillance equipment in streetlights The Drug Enforcement Agency (DEA) and Immigrations and Customs Enforcement (ICE) have begun to hide surveillance equipment within streetlights, according to a Quartz analysis of federal contracting documents. The DEA apparently paid a company called Cowboy Streetlight Concealments out of Houston some $22,000 since June for “video recording and reproducing equipment”. ICE paid about $28,000 to the same company since then as well. Motel 6 corporate to pay $7.6 million settlement after a franchise owner faxed guests’ names to ICE Finally, The Motel 6 hotel chain will pay a $7.6 million settlement to class action litigants after a Motel 6 franchise owner in Warwick, Rhode Island routinely faxed the names of Hispanic guests to the local police department. Another location in Arizona sent guest names directly to ICE. Motel 6 the corporation has denied wrongdoing.
