Vladimir Putin's health is declining.There is credible intelligence suggesting that he has a “significant” illness. “Putin appears to have some neuro/physiological health issues.” There is chatter of cancer and/or Parkinson's disease and steroid use, videos of Putin show a rigid right arm and visible limping. We discuss the possibility that he may be dying, and that the Ukraine invasion may be a legacy action that he is trying to complete before his own demise due to medical issues. Putin has a very carefully constructed public image which includes prepared videos and images of him performing physically demanding tasks such as Judo fighting, riding horses, and flying gliders. But these "strong-man" images and videos have declined in number in the past couple of years and in some cases, even have been altered with things such as a photoshopped image of a bear. 1, 2 Russian TV even had to cut a portion of a live appearance, presumably due to some medical issue Putin suffered on stage in front of a crowd, and then re-start the broadcast after he had been attended to and returned to the microphone. 3 We also analyze Ukraine's air force status. The war is slipping through Putin's fingers due to his own mismanagement of the ground assault, and so is the number of aircraft in service in the Ukranian air force. As of our recording they're down to 55 fighter jets - MiG-29s are not known for reliability. 4 We finish by assessing who Putin's successors may be if he dies of natural causes or simply doesn't manage to hold on to control of the country if the Ukraine invasion fails. Anatoly Chubais resigned and fled to Turkey. Yuri Kovalchuk and Alexander Bortnikov may also fall out of favor if Ukraine falls from Putin's grasp - like Mikhail Khodorkovsky who got imprisoned by Putin for 10 years. He says Putin will be "gone in 3 years." The United States has announced sweeping sanctions against Russia, expelling ten of its diplomats and targeting forty-six companies and individuals. The White House blamed Moscow for a range of what it called harmful foreign activities including cyber attacks and meddling in US elections. The Kremlin says new sanctions must stop if the US wants to mend it's relationship with Russia. Tensions are already high between the nations after Russian troops amassed at the border of eastern Ukraine in recent weeks. New York Times correspondent Andrew Kramer spoke to Corin Dann.

The dissident politician Aleksey Navalny had become such an aggravation to Russian President Vladimir Putin that evidence suggests he had his security services try to kill him.  But Navalny not only survived his poisoning, but he escaped Russia, only to return as an even more popular symbol of political discontent with the Putin regime. Protests against Navalny’s re-imprisonment are the largest Russian political demonstrations in decades. Andrew Kramer, Moscow correspondent for the New York Times has the story.

On Monday, Iowans in Philadelphia got the chance to participate in their state's caucus from a thousand miles away. A room in a University of Pennsylvania residence hall transformed into Philadelphia's first ever Iowa caucus satellite location, where fourteen Iowa Democrats tried to convince each other to upgrade their presidential preference -- while a lot of curious Philadelphians watched. from people or whatever different ways that worked and it's like okay like I copied a tutorial like I did this like he doesn't know what he is doing disease is not taking the thing in advancing it is just taking something with wheels did in presenting that it in a different way that the zoning assigned something so everybody have all like this you guys have to collaborate so much with other video production companies animation Studios whatever so you when you're getting a file all the default settings are all wacky or they have a way of doing stuff isn't notices its world people present in the work like the stuff that I see from people like you can pick out if you've seen like there's a huge guide video copilot Andrew Kramer he does like these just crazy tutorials only in you see his stuff and people real-time like this is this likely presented to like it is my work on it no that's not yours you know they are doing the tutorial and then think about it and what the rent because they technically did it place I used to work at where the creative director was asking us I mean this happens everywhere I've seen other people tell the same story but basically Craig Dir. comes in is okay we just think of these these people you looking to hire somebody and then it's like well that's an inter-grammar tutorial so and it soon as that happened in the in the Place I was at initially took the DVD's of that long ago of the computer and just throw trash like that is immediately is like no well he sent whelming to the Google reversed something searched I know that was another I know that prevalent like I figured like I figured like the stand-up comedy community were like if you steal jokes basically what that like a child will not exactly stolen like it's like if somebody well I mean I guess in common it's a little different because in comedy the punch line is always the portal and there's not really like however you'd tell it it changing what it's knowing that it's it's it's a very similar because you can have a premise right that is only unique to that person right that's how a lot of these guys get caught one thing is what people think is that they can go off and tell the joke differently and that that's a different thing right but so it is the same but I'm saying it's same and different yeah and calmly they get way more like shut down on doing and in our world it's more like older, did something a little different than that you know it's it's knock down yeah little bit it's all because you have to you your iterations count and yours were czars are just like you just building to something where there are whiffs of tartar comics you know you you're working on a bit to make it tight where is Joel's final thing if you like the graphic designer for lack of a advice anybody out there who is doing things that they know they have Andrew Kramer or whatever other tutorials out there you're more than welcome to take that material learned from it do it and then do something as simple as go and shoot your own footage and do the same affect on your own footage and lease that shows that you an instant how to apply the effect and I think that that's when the main things that I specimen graphic designers come and play it's almost similar as someone you know what happens in music and as you have is a lot of industry people in music and she liked it might be McNally actually got like five samples and three loops that already came with the package you didn't really create anything unique you may have rearranged a slightly different but yet totally understand what that means is mean and that's and it's a it happens most special and new budding graphic artist they they that's their education they know they get it from from online and they start hot expand upon and I think that's one of the bigger things that I think on that it's overlooked even Andrew Kramer and yourselves on strong workbench always pushing people to go I go take this and apply to your project at least let me see it in an application as opposed to just being quite literally it's the exact same effect that's partly to why I'll get some complaints were once lowered some is like okay you show me from the beginning or what did you do for this waiver unless a click of a really important setting American go often and say yeah okay the setting is 50 for this in 20 for that because then you're not learning how to use it and the point is to take what I make and expand upon it that's kind like us to watch tutorials nowadays like some else comes up something interesting even if it's something I know like a lot of times if I have some down time I watch it because sometimes I'll pick up a little piece of something that they didn't like I didn't even do that were in a like whatever like because even if you're the meekest person you know you still have some no insight in the shirt or something sure no I died I think that's what YouTube is really great for is I that we learn we have to use all the time because it's stay here will they know and we handle so many different services you know so it's like it's yes there is regular green fire you didn't know like you know what you would've heard outside of work and stuff like your at your house like oh okay this like peace in my toilet broke what do I do to fix that and some is like hey here's this exact model of toilet this is the handle that nicotine elixirs like we manage the stuff that we may sketch were very proud about that we didn't put much behind it but we made a sketch like how to be a man sketch toilet because we grew up in this era were like were not handy and definitely and almost embarrassingly have to look up how like how to properly spell your dad or something will you try it first and you break everything and then go back how to feel that you were slightly taken apart and you break the thing that you need you like oh now I know how this works but it's broken every time and then yeah wife pitches at you in this like an okay I won't buy a new one but liked on the figure this out (about what does it mean Adobe After Effects seems like it's like limitless units potential for manipulation sort of thing and Eric actually Eric's videoconference my ex-wife just to give an ex-wife really don't have fever and ex-wife chose man I got Jesus Christ lately ever life will relive IK wow not look I was looking at your site Joe and I looked at the blog and it was like literally the first sentence I'm lost I can't like I thought about looking in the video graphic design stuff and then it was like five minutes and I was like no I can't do this is this is a lament different there there are some simple stuff that that last post is actually kind of comforted okay no known stones pretty computer at a time on number format yeah things okay okay looks really because for some reason I don't know why saw a lot of stuff I do like programming related and as I used to do some of that and what's what's annoyed me about aftereffect sometimes there sometimes like functions in it that you need that you don't have the better like a single function in another language like number format like PHP which is that some bad a lot of stuff in it's like number format this number you go in it is outlining a number with buildings in it yet although Prelude met here you'd like at least as far as I know maybe it's in there somewhere I don't know but like I had actually reverse engineer how to build that junction was on St. like even you you're making these videos you know what you're doing and you have to go reverse engineer Samuel sometimes I have to learn stuff and some you know like other times there's people way smarter than me that figure out things to yeah yeah problem-solving at the end of the day it's it it's really a similar process am sure to for figuring out any difficult process problem whatever that's why life like trying to do stuff that's outside my zone to help that problem so as as you grow to yeah because it all go okay watching this tutorial on how to do grout for my tile actually what subconsciously helps me figure out how to use Alexandria develops and advocates positions on domestic and international policies related to energy efficiency and environmental priorities. She currently serves on the Board for the Center of Diversity and the Environment and is the Chair of the NAACP-DC Climate and Environmental Justice Committee. Prior to ITI, Alexandria coordinated the re-launch of the Tishman Environment and Design Center, an academic hub based at The New School that utilizes design, policy and social justice approaches to solve pressing environmental issues. She was also a manager at The Engine Room, an international NGO using technology and data to support social and environmental causes. While there is nothing illegal about using an RNC domain to keep political and state business separate--the George W. Bush administration was accused of using RNC domains to quote-unquote "lose" 22 million emails. And the Trump campaign of course accused Hillary Clinton of breaking the law when she used her own private email domain for official State Department Business. The RNC was also hacked into last summer, raising questions about the security of the RNC's email server. Nina Burleigh covers this for Newsweek. -- FBI Director James Comey will be staying on under Trump. Comey is 4 years into his 10-year term. Matt Zaptosky and Ellen Nakashima at the Washington Post note that it would be extremely unusual for a president to remove an FBI director, even though Comey is see by many in Washington to have interfered with the U.S. election by making public specious claims about Hillary Clinton's emails just 11 days before the election. -- The White House ordered the Environmental Protection Agency and Departments of the Interior, Agriculture and Health and Human Services to stop making social media posts, blogging, and updating official content until getting approval from White House officials, according to a report by the New York Times' Coral Davenport. So-called black ops websites of the White House and the National Park Service, which claim to be operated by actual federal employees posting to Twitter anonymously, emerged following the order. White House Press Secretary Sean Spicer denies the White House gave any such directive.  The black ops Twitter handles include @RoguePOTUSStaff and @AltUSNatParkService. -- Russian officials have arrested on suspicion of treason a Russian cyberintelligence official whom Americans said oversaw hacks that interfered with the U.S. presidential election. It's not clear what Sergei Mikhailov, a senior officer of the Federal Security Service, or F.S.B.,--basically the new KGB--actually did, but Andrew Kramer has the story in the New York Times. -- Verizon is reportedly making a bid for Charter Communications. The sanctions include the shutting down of two Russian facilities in Maryland and on Long Island which U.S. officials believe were used to collect intelligence. President Obama also expelled 35 Russian agents believed to be involved in the hacks. The President also said the U.S. may undertake covert activity to undermine Russia. But the Kremlin has vigorously denied the hacks, with Russsian President Vladimir Putin calling President Obama's response "irresponsible diplomacy". Yet, Putin has said Russia will hold off on a tit-for-tat response and not expel U.S. agents working in Russia or close American facilities there, until they see how Trump will respond following the inauguration on January 20th. Andrew Kramer has a nice piece in the New York Times describing how Russians recruited hackers for its cyberwar against the United States.  -- Ellen Nakashima also reported in the Washington Post that President Obama has signed a bill that would work to split U.S. Cybercommand from the National Security Administration in order to promote administrative efficiency. But the split can't happen unless it is approved by the defense secretary and the chair of the Joint Chiefs of staff, which may or may not happen under the Trump administration.  -- House Speaker Paul Ryan wants to stop sit-ins by members of Congress on the House floor. Speaker Ryan introduced a rules package last week which would attempt to curtail live streaming on the house floor by imposing sanctions of $500 for the first livestreaming offense and $2,500 for each subsequent offense, with ethical citations also a possibility. Back in June, Democrats had live-streamed a sit-in on the House floor to protest Republicans' failure to introduce gun control legislation. The livestream was organized in response to the fact that Republican leaders had turned off tv cameras in the chamber, preventing the public from viewing the sit-in on C-Span.

The Defense Department will conduct a review of the bonuses paid to California National Guard members from 2004 - 2015, determine how many bonuses were awarded improperly, and determine which ones will be granted a repayment waiver. Waivers will be denied only if the board can make an affirmative determination that the member “knew or reasonably should have known that the member was ineligible for the bonus pay”   Title VII—Health Care Provisions Subtitle A—Reform of TRICARE and military health system     Sec. 701. TRICARE Select and other TRICARE reform. Title IX—Department of Defense Organization and Management Subtitle B—Organization and Management of the Department of Defense Generally   Sec. 915. Repeal of requirements relating to efficiencies plan for the civilian personnel workforce and service contractor workforce of the Department of Defense. Repeals the requirement that the Secretary of Defense have policies and procedures to determine the most appropriate cost efficient mix of military, civilians, and contractor personnel to perform the mission of the Dept. of Defense.   Title X—General Provisions Subtitle B—Counterdrug Activities   Sec. 1011. Codification and modification of authority to provide support for counterdrug activities and activities to counter transnational organized crime of civilian law enforcement agencies. "The Secretary of Defense may provide support for the counter drug activities… of any department or agency of the Federal Government or of any State, local, tribal, or foreign law enforcement agency for…: "Training of law enforcement personnel of the Federal Government, of State, local, and tribal governments…" “Intelligence analysis services" “Aerial and ground reconnaissance” Sec. 1013. Extension of authority to support unified counterdrug and counterterrorism campaign in Colombia. Extended through 2019   Subtitle D—Counterterrorism   Sec. 1032. Prohibition on use of funds for transfer or release of individuals detained at United States Naval Station, Guantanamo Bay, Cub, to the United States.   Sec. 1033. Prohibition on use of funds to construct or modify facilities in the United States to house detainees transferred from United States Naval Station, Guantanamo Bay, Cuba.   Sec. 1034. Prohibition on use of funds for transfer or release to certain countries of individuals detained at United States Naval Station, Guantanamo Bay, Cuba. Specifically prohibits transferring anyone to Libya, Somalia, Syria, or Yemen. Sec. 1035. Prohibition on use of funds for realignment of forces at or closure of United States Naval Station, Guantanamo Bay, Cuba.     Subtitle G—Other Matters     Sec. 1090. Cost of Wars. Secretary of Defense needs to post the costs of each the Afghanistan, Iraq, and Syria wars onto a public website. One-year extension of logistical support for coalition forces supporting certain United States military operations.   Sec. 1202. Special Defense Acquisition Fund matters. Authorizes the amount of money appropriated to the fund to more than double, from $1.07 billion to $2.5 billion. $500 million must be to purchase precision guided munitions for partner and allied forces   Sec. 1203. Codification of authority for support of special operations to combat terrorism. The Defense Secretary is allowed to spend $100 million per year to “support foreign forces, irregular forces, groups, or individuals engaged in supporting or facilitating ongoing military operations by United States special operations forces to combat terrorism" The money will come from the money appropriated for operations and maintenance  Repeals a provision from the 2005 NDAA that provided $25 million a year for this purpose   Subtitle B—Matters relating to Afghanistan and Pakistan   Sec. 1218. Extension and modification of authority for reimbursement of certain coalition nations for support provided to United States military operations. The United States can use $1.1 billion to pay any country that helps our military operations in Afghanistan, Iraq, and Syria, and the United States can pay Pakistan for “activities meant to enhance the security situation in the Afghanistan-Pakistan border region and for counterterrorism"   Subtitle C—Matters relating to Syria, Iraq, and Iran   Sec. 1221. Modification and extension of authority to provide assistance to the vetted Syrian opposition. Extends the authority to “provide assistance to the vetted Syrian opposition” until December 31, 2018. Sec. 1224. Limitation on provision of man-portable air defense systems to the vetted Syrian opposition during fiscal year 2017. State Dept: “Countering the proliferation of Man-Portable Air Defense Systems is a top U.S. national security priority. In the hands of terrorists, criminals, or other non-state actors, MANPADS - also known as shoulder-fired anti-aircraft missiles - pose a serious threat to passenger air travel, the commercial aviation industry, and military aircraft around the world. The United States is working closely with numerous countries and international organizations to keep the skies safe for all." The 2015 NDAA authorized the transfer of “man-portable air defense system” or “MANPADs” to the “vetted Syrian opposition”. They are allowed to continue to do so after a 30-day waiting period if a report is submitted to Congress   Subtitle D—Matters relating to the Russian Federation     Sec. 1233. Extension and modification of authority on training for Eastern European national military forces in the course of multilateral exercises. Amends Section 1251 of the 2016 NDAA to extend the authority to pay to train “national security forces” in “multilateral exercises” through 2018. Adds the European Reassurance Initiative to the list of authorized activities, although it has been renamed the “European Deterrence Initiative” This training is allowed to go to NATO countries and “countries that are a signatory to the Partnership for Peace Framework Documents, but not a member of NATO” Sec. 1237. Extension and enhancement of Ukraine Security Assistance Initiative. Increases the amount allowed to be spent on “security assistance” to Ukraine by $50 million, up to $350 million A minimum of $50 million MUST be spent on “Lethal assistance” including anti-armor weapon systems, mortars, grenade launchers,  small arms, and ammunition This NDAA adds equipment and technical assistance for a border surveillance network for Ukraine to the list of authorized uses of funding $175 million will be withheld until the Secretary of State certifies that Ukraine has taken steps towards reforms including civilian control of their military and “potential opportunities for privatization in the defense industrial sector”   Subtitle E—Reform of Department of Defense Security Cooperation     Sec. 1241. Enactment of new chapter for defense security cooperation. Repeals the authorization from the 2012 NDAA that allowed civilian employees of the DoD to be “advisors” to foreign defense ministries Inserts a new chapter into law outlining procedures for training and equipping foreign militaries The training can be for the following purposes: Counterterrorism Counter weapons of mass destruction Counter-drug trafficking operations Repeals a law limited the support that can be provided to Columbia & Peru Counter organized crime Border security Intelligence “Operations or activities that contribute to an international coalition operation that is determined by the Secretary to be in the national interest of the United States” Repeals the law that authorizes programs only for counter-terrorism, support of on-going military operations, and border security. The Secretary of Defense and Secretary of State will develop and plan train and equip programs together Repeals the law saying that the Secretary of State will be responsible for coordinating development activities The Secretary of Defense is allowed to change the definition of “developing country” “from time to time” The Director of the Defense Security Cooperation Agency will be responsible for “all security cooperation programs" The train and equip programs are authorized to provide “defense articles”, training, “defense services”, supplies, and construction valued under $750,000 per project. The “support” programs are limited to five years unless a written justification for extending it is provided or if funding is shifted to another part of the government or another country. 2017 Funding: Will come from: The Operations and Maintenance account, the “defense-wide” section and “Defense Security Cooperation” section = $6.6 billion + $621 million = $7.2 billion Funds for “Drug Interdiction and Counter-Drug Activities, Defense-Wide” = $720 million Funds for “Operations and Maintenance, Defense-wide, for overseas contingency operations” and money for the “Defense Security Cooperation Agency” = $7.1 billion Money appropriated for the “Counter-ISIL fund" in Iraq and Syria can be spent in countries other than Iraq and Syria as long as Congress is told = $1.1 billion Funds for “Drug Interdiction and Counter-Drug Activities, Defense-Wide for overseas contingency operations” = $191 million + $24 million = $215 million Money made available in previous years = unknown Total = At least $16.3 billion   Subtitle H—Other matters     Sec. 1281. Enhancement of interagency support during contingency operations and transition periods. The Secretaries of Defense and State can enter an agreement to swap “support” to each other’s departments during and up to two years after any “contingency operation" “Support” = food, transportation, petroleum, oils, communication services, medical services, ammunition, base operations support, use of facilities, spare parts, and maintenance services. Sec. 1285. Limitation on availability of funds to implement the Arms Trade Treaty. Prohibits any funds being used to implement the Arms Trade Treaty, which is a 2013 UN treaty designed to regulate and limit the international weapons trade. We signed it in September. Sec. 1287. Global Engagement Center By mid-June 2017, the Department of State will create a Global Engagement Center Purpose: “To lead, synchronize, and coordinate efforts of the Federal Government to recognize, understand, expose, and counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests” Functions Track and evaluate stories abroad that threaten the interests of the US and the US allies and partner nations. Support the creation and distribution of “fact-based narratives” to counter propaganda and disinformation directed at the United States, our allies, and partner nations. Promote “fact-based narratives” to audiences outside the United States The head of the Global Engagement Center will be appointed by the President Any Federal Government employee may be assigned to the Global Engagement Center for a maximum of three years. The State Department can hire domestic and foreign contractors to work for the Global Engagement Center for a maximum of four years each, with a maximum of 50 employees The Global Engagement Center can pay (“provide grants”) to “civil society groups, media content providers, nongovernmental organizations, federally funded research and development centers, private companies, or academic institutions” to: Collect and store examples in print, online, and on social media of disinformation and propaganda directed at the US, its allies, and partners. To “counter efforts” to use information to influence the policies and stability of the United States, it’s allies and partner nations. The Global Engagement Center will end in December 2024 (8 years after enactment) Sec. 1288. Modification of United States International Broadcasting Act of 1994.   The Broadcasting Board of Governors is a global media agency tasked with “informing” other countries in a way that pursues US national interests (aka: our propaganda networks). BBG networks include: Voice of America Radio Free Europe/ Radio Liberty Office of Cuba Broadcasting Radio Free Asia Middle East Broadcasting Networks Changes made by NDAA The head of the Broadcasting Board of Governors will be a Chief Executive Officer, appointed by the President, instead of a Director who has been appointed by the Board. Extends immunity from civil liability to all board members at Radio Free Liberty/Radio Liberty, Radio Free Asia, the Middle East Broadcasting Networks, or “any organization that consolidates such entities” Sec. 1294. Extension and expansion of authority to support border security operations of certain foreign countries. Anne Patterson: Well, a number of opposition figures and people already on the ground. It would be key—and this was in the communiqué—that Syria’s institutions—the military, intelligence, police, civil service—would remain intact, so you wouldn’t have a total collapse of state authority. The idea is just to remove Bashar Assad… Rep. Bass: Like that happened in Iraq? Patterson: …and his cronies from power. 1:30:50 Anne Patterson: The president and certainly the secretary has said many times that Assad’s departure is absolutely critical to any future in Syria. 1:32:45 Ileana Ros-Lehtinen: Those allies, do they see Assad’s removal from power as imperative to deal with this situation? Anne Patterson: Currently, our European allies, our Gulf allies, and Turkey do see that. They’re absolutely determined that he will not remain in power. 1:47:30 Anne Patterson: There’s broad consensus in the international community that these institutions in Syria would remain intact—the intelligence; the military; the police; the civil service; the ministerial structures, like health structures; and that the goal is to remove Bashar al-Assad and his closest advisors and have this political process that would lead to a new government. 1:56:10 Anne Patterson: Let me stress that that is our goal, to get Assad out. As the host of over 160 tutorials and creator of title sequences for tv's Fringe and the film Star Trek, Andrew Kramer has participated in many forms of production: from visual effects artist, to directing commercials and promos. His website Video Copilot has been a progressive force in the visual effects industry, with his upbeat training style and innovative plug-ins. As a freelance artist and web designer at age 20, Andrew began to work on the Video Copilot website from his apartment in Southern California. The website started with a single product and a handful of short After Effects tutorials that were featured on the Creative Cow community. His unusual training style and off-beat humor intrigued viewers by showing them powerful techniques for visual effects that were detailed and also entertaining. The site's online presence has also led to collaborations for Andrew to work with major companies and even the unique opportunity to work with Director J.J. Abrams on film & tv Projects. Video Copilot has since published over 40 hours of training and has over a dozen professional products and plug-ins used by creative professionals around the world. Andrew continues to work in the film industry in addition to publishing new, exciting products and tutorials for the growing motion graphics and visual effects community. In this Podcast, Andrew talks about what inspired him to launch Video Copilot, his experience working with J.J.
