TITLE XII - MATTERS RELATING TO FOREIGN NATIONS Subtitle E - Matters Relating to the Indo-Pacific Region Sec. 1263: Statement of Policy on Taiwan “It shall be the policy of the United States to maintain the capacity of the United States to resist a fait accompli that would jeopardize the security of thepeople of Taiwan.” Fait accompli is defined as, “the resort to force by the People's Republic of China to invade and seize control of Taiwan before the United States can respond effectively.” Sec. 1264: Sense of Congress on Joint Exercises with Taiwan Congress wants the Commander of the United States Indo-Pacific Command to carry out joint military exercises with Taiwan in “multiple warfare domains” and practice using “secure communications between the forces of the United States, Taiwan, and other foreign partners” Taiwan should be invited to participate in the Rim of the Pacific (RIMPAC) exercise in 2024. RIMPAC is a multinational maritime exercise, now the world's largest, that has happened 28 times since 1971. The last one took place in and around Hawaii and Southern California in the summer of 2022. 26 countries, including the US, participated. TITLE LV - FOREIGN AFFAIRS MATTERS Subtitle A - Taiwan Enhanced Resilience Act PART 1 - IMPLEMENTATION OF AN ENHANCED DEFENSE PARTNERSHIP BETWEEN THE UNITED STATES AND TAIWAN Sec. 5502: Modernizing Taiwan's Security Capabilities to Deter and, if necessary, Defeat Aggression by the People's Republic of China Grants: Expands the purpose of the State Department's Foreign Military Financing Program to “provide assistance including equipment, training, and other support, to build the civilian and defensive military capabilities of Taiwan” Authorizes the State Department to spend up to $100 million per year for 10 years to maintain a stockpile of munitions and other weapons (authorized by Sec. 5503). Any amounts that are not obligated and used in one year can be carried over into the next year (which essentially makes this a $1 billion authorization that expires in 2032). The stockpile money is only authorized if the State Department certifies every year that Taiwan has increased its defense spending (requirement is easily waived by the Secretary of State). Authorizes $2 billion per year for the Foreign Military Financing grants each year for the next 5 years (total $10 billion in grants). The money is expressly allowed to be used to purchase weapons and “defense services” that are “not sold by the United States Government” (= sold by the private sector). No more than 15% of the weapons for Taiwan purchased via the Foreign Military Financing Program can be purchased from within Taiwan Loans: Also authorizes the Secretary of State to directly loan Taiwan up to $2 billion. The loans must be paid back within 12 years and must include interest. The Secretary of State is also authorized to guarantee commercial loans up to$2 billion each (which can not be used to pay off other debts). Loans guaranteed by the US must be paid back in 12 years. Sec. 5504: International Military Education and Training Cooperation with Taiwan Requires the Secretary of State and Secretary of Defense to create a military training program with Taiwan by authorizing the Secretary of State to train Taiwan through the International Military Education and Training Program. The purposes of the training include enhancements of interoperability between the US and Taiwan and the training of “future leaders of Taiwan”. The training itself can include “full scale military exercises” and “an enduring rotational United States military presence” Sec. 5505: Additional Authorities to Support Taiwan Authorizes the President to drawdown weapons from the stocks of the Defense Department, use Defense Department services, and provide military education and training to Taiwan, the value of which will be capped at $1 billion per year The President is also given the “emergency authority” to transfer weapons and services in “immediate assistance” to Taiwan specifically valued at up to $25 million per fiscal year. Sec. 5512: Sense of Congress on Taiwan Defense Relations “The Taiwan Relations Act and the Six Assurances provided by the United States to Taiwan in July 1982 are the foundation for United States-Taiwan relations.” “The increasingly coercive and aggressive behavior of the People's Republic of China toward Taiwan is contrary to the expectation of the peaceful resolution of the future of Taiwan” “As set forth in the Taiwan Relations Act, the capacity to resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system, of the people on Taiwan should be maintained.” The US should continue to support Taiwanese defense forces by “supporting acquisition by Taiwan of defense articles and services through foreign military sales, direct commercial sales, and industrial cooperation, with an emphasis on capabilities that support an asymmetric strategy.” Support should also include “Exchanges between defense officials and officers of the US and Taiwan at the strategic, policy, and functional levels, consistent with the Taiwan Travel Act.” PART 3 - INCLUSION OF TAIWAN IN INTERNATIONAL ORGANIZATIONS Sec. 5516: Findings “Since 2016, the Gambia, Sao Tome and Principe, Panama, the Dominican Republic, Burkina Faso, El Salvador, the Solomon Islands, and Kiribati, have severed diplomatic relations with Taiwan in favor of diplomatic relations with China” “Taiwan was invited to participate in the World Health Assembly, the decision making body of the World Health Organization, as an observer annually between 2009 and 2016. Since the 2016 election of President Tsai, the PRC has increasingly resisted Taiwan's participation in the WHA. The famous saying now seems silly, that no two countries with McDonald's have ever gone to war. That's obviously no longer the case. But the point being is that was the notion behind it. It was what the then Director General of the WTO called a "world without walls," rules-based international order. Others call it globalization. And basically, our foreign policy has been built around that, even though it's an economic theory it basically, is what we have built our foreign policy on. I think it's now fair to say that we admitted China to the World Trade Organization, Russia as well, I think it's now fair to say that while wealth certainly increased, particularly in China through its export driven economy, massive, historic, unprecedented amount of economic growth in that regard, I don't think we can say either China or Russia are more democratic. In fact, they're more autocratic. I don't think we can say that they're more peaceful. Russia has invaded Ukraine now twice, and the Chinese are conducting live fire drills off the coast of Taiwan. So I think it's fair to say that gamble failed. And we have now to enter -- and I think the President actually hinted at some of that in his speech the other night -- we're now entering a new era. What is that new era? What is our vision now for that world, in which not just the global international order and World Without Walls did not pacify or buy nations, but in fact, have now placed us into situations where autocracies, through a joint communique, are openly signaling that we need to reject Western visions of democracy and the like. So, before we can talk about what we're going to do, we have to understand what our strategic vision is. What is the strategic vision of this administration on what the new order of the world is? It is possible, however, to generate an arsenal of alternative military capabilities that could be delivered to U.S. forces in large enough quantities within the next few years to make a decisive difference. Those decisions could all be taken by this Congress. The goal would be to rapidly field what I have referred to as a "moneyball military," one that is achievable, affordable and capable of winning. Such a military would be composed not of small quantities of large, exquisite, expensive things, but rather by large quantities of smaller, lower cost, more autonomous consumable things, and most importantly, the digital means of integrating them. These kinds of alternative capabilities exist now, or could be rapidly matured and fielded in massive quantities within the window of maximum danger. You could set this in motion in the next two years. The goal would be more about defense than offense, more about countering power projection than projecting power ourselves. It would be to demonstrate that the United States, together with our allies and partners, could do to a Chinese invasion or a Chinese offensive what the Ukrainians, with our support, have thus far been able to do to their Russian invaders: degrade and deny the ability of a great power to accomplish its objectives through violence, and in so doing to prevent that future war from ever happening. After all, this is all about deterrence. All of this is possible. We have sufficient money, technology, authorities, and we still have enough time. If we are serious, if we make better decisions now, we can push this looming period of vulnerability further into the future. Mike Rogers (R-AL): China is the most challenging national security threat America has faced in 30 years. If we fail to acknowledge that and take immediate action to deter it, the next 30 years could be devastating for our nation. Under President Xi, the Chinese Communist Party has nearly tripled its defense spending in the last decade alone. The PLA has gone from an obsolete force barely capable of defending its borders to a modern fighting force capable of winning regional conflicts. The CCP now controls the largest army and navy in the world, with a goal of having them fully integrated and modernized by 2027. The CCP is rapidly expanding its nuclear capability; they have doubled their number of warheads in two years. We estimated it would take them a decade to do that. We also were just informed by the DOD [that] the CCP now has more ICBM launchers than the United States. The CCP is starting to outpace us on new battlefields as well. They have leapfrogged us on hypersonic technology, they are fielding what we are still developing. They are making advances in AI and quantum computing that we struggle to keep pace with. Finally, their rapid advances in space were one of the primary motivations for us establishing a Space Force. The CCP is not building these new and advanced military capabilities for self defense. In recent years, the CCP has used its military to push out its borders, to threaten our allies in the region, and to gain footholds on new continents. In violation of international law, the CCP has built new and commandeered existing islands in the South China Sea, where it has deployed stealth fighters, bombers and missiles. It continues to intimidate and coerce Taiwan, most recently by surrounding the island with naval forces and launching endless fighter sorties across its centerline. In recent years, the CCP has also established a space tracking facility in South America to monitor U.S, satellites, as well as an overseas naval base miles from our own on the strategically vital Horn of Africa. These are just a few destabilizing actions taken by the CCP. They speak nothing of the CCPs Belt and Road debt trap diplomacy, it's illegal harvesting of personal data and intellectual property, it's ongoing human rights abuses, and its advanced espionage efforts, the latter of which came into full focus for all Americans last week when the Biden administration allowed a CCP spy balloon to traverse some of our nation's most sensitive military sites. Make no mistake, that balloon was intentionally lost as a calculated show of force. 44:15 Dr. Melanie W. Sisson: Since 1979, the United States has adopted a constellation of official positions, together known as the One China policy, that allow us to acknowledge but not to accept China's perspective that there is one China and that Taiwan is part of China. Under the One China policy, the United States has developed robust unofficial relations with the government and people of Taiwan consistent with our interest in preserving peace and stability in the Taiwan Strait. US policy is guided by an interest in ensuring cross-strait disputes are resolved peacefully and in a manner that reflects the will of Taiwan's people. This has required the United States to deter Taiwan from declaring independence, and also to deter the CCP from attempting unification by force. The 40 year success of the strategy of dual deterrence rests upon the unwillingness of the United States to provide either an unconditional commitment to Taipei that it will come to its defense militarily, or an unconditional commitment to Beijing that we will not. The U.S. national security interest in the status of Taiwan remains that the CCP and the people of Taiwan resolve the island's political status peacefully. Dual deterrence therefore remains U.S. strategy, reinforced by U.S. declaratory policy which is to oppose unilateral changes to the status quo by either side. 45:28 Dr. Melanie W. Sisson: The modernization of the PLA has changed the regional military balance and significantly enough that the United States no longer can be confident that we would decisively defeat every type of PLA use of force in the Taiwan Strait. This fact, however, does not necessitate that the US abandon the strategy of dual deterrence and it doesn't mean that the United States should seek to reconstitute its prior degree of dominance. Posturing the U.S. military to convince the CCP that the PLA could not succeed in any and every contingency over Taiwan is infeasible in the near term and likely beyond. The PLA is advances are considerable and ongoing, geography works in its favor, and history demonstrates that it's far easier to arrive at an overconfident assessment of relative capability than it is to arrive at an accurate one. Attempting to demonstrate superiority for all contingencies would require a commitment of forces that would inhibit the United States from behaving like the global power that it is with global interests to which its military must also attend. This posture, moreover, is not necessary for dual deterrence to extend its 40 year record of success. We can instead encourage the government of Taiwan to adopt a defense concept that forces the PLA into sub-optimal strategies and increases the battle damage Beijing would have to anticipate and accept. 46:45 Dr. Melanie W. Sisson: U.S. military superiority in the Persian Gulf and Indian Ocean allows us to threaten the maritime shipping upon which China depends for access to energy, global markets, and supply chains. The inevitable damage a use of force would cause to the global economy and the imposition of sanctions and restricted access to critical inputs needed to sustain China's economic development and the quality of life of its people, moreover, would certainly compound China's losses. 1:04:50 Adm. Harry B. Harris: We're going to share the crown jewel of America's military technology, the nuclear submarine and the nuclear reactors, with another country and that's Australia. We have not done that with any other country, except for the UK, back in the late 50s, and into the 60s. So here we have the two countries with with that capability, the United States and the UK, and we're going to share that with Australia. It's significant. But it's only going to going to be significant over the long term if we follow through. So it's a decade long process. You know, some people the CNO, Chief of Naval Operations, has said it could be 30 years before we see an Australian nuclear submarine underway in the Indian Ocean. I said that if we put our hearts and minds to it, and our resources to it, and by ours, I mean the United States', the UK's and Australia's, we can do this faster than that. I mean we put a man on the moon and eight years, and we developed a COVID vaccine in one year. We can do this, but we're going to have to put our shoulders to the task for Australia, which has a tremendous military. For them to have the long reach of a nuclear submarine force would be dramatic. It would help us dramatically. It would change the balance of power in the Indian Ocean, and it will make Australia a Bluewater navy. They are our key ally in that part of the world and I'm all for it. 1:32:05 Adm. Harry B. Harris: I think this issue of strategic clarity versus strategic ambiguity is critical, and we have been well served, I'll be the first to say that, by the policy of strategic ambiguity with Taiwan over the past 44 years, but I think the time for ambiguity is over. I think we have to be as clear about our intent with regard to what would happen if the PRC invades Taiwan as the PRC is clear in its intent that it's ultimately going to seize Taiwan if need. 1:41:25 Adm. Harry B. Harris: I used to talk about during the Cold War with the Soviet Union, almost every branch of the U.S. government understood that the Soviet Union was the threat. You know, I used to joke even a park ranger, Smokey Bear, would tell you that the Soviets were the bad guys. We didn't have that comprehensive unified view of the PRC. You know, State Department looked at as in negotiation, DOD look at it as a military operation, Commerce looked at it as a trading partner, and Treasury looked at it as a lender. So we didn't have this unified view across the government. But I think now we are getting to that unified view and I think the Congress has done a lot to get us in that position. 1:49:45 Rep. Matt Gaetz (R-FL): We have the capability to block the transmission of information from the balloon back to China, don't we? Adm. Harry B. Harris Jr.: We do. Rep. Matt Gaetz (R-FL): And in this type of an environment do you think it's probably likely that we did that? Adm. Harry B. Harris Jr.: I would only guess, but I think General van Herk said that -- Rep. Matt Gaetz (R-FL): Well you can't see any reason why we wouldn't do that, right? Eliot Engel (D-NY): Taiwan is a flourishing multiparty democracy of over 20 million people with a vibrant free market economy. It is a leading trade partner of the United States alongside much bigger countries like Brazil and India. Over the past 60 years, the U.S.-Taiwan relationship has undergone dramatic changes, but Taiwan's development into a robust and lively democracy underpins the strong U.S.-Taiwan friendship we enjoy today. 14:00 Rep. Brad Sherman (D-CA): I think that it's important that we provide Taiwan the tools to defend itself, but Taiwan needs to act as well. Taiwan spends less than $11 billion on its defense, less than 1/5 per capita what we in America do, and God blessed us with the Pacific Ocean separating us from China. Taiwan has only the Taiwan Strait. On a percentage of GDP basis, Taiwan spends roughly half what we do. So we should be willing to sell them the tools and they should be willing to spend the money to buy those tools. 1:11:50 Rep. Randy Weber (R-TX): I think Chris Smith raised the issue of a One China policy. Does it not bother you that that exists, that there are statements that people have made, high level officials, that said they they agreed on one China policy? Does the administration not view that as a problem? Kin Moy: Our one China policy is one that has existed for several decades now. Rep. Randy Weber (R-TX): Okay. Well, I take that as a no, but let me follow up with what Jerry Connolly said. So you haven't sold submarines yet, you don't take Beijing into account. People around the world watch us. Words and actions have consequences. Would you agree that y'all would be okay with a one Russia policy when it comes to Crimea and the Ukraine? Is that akin to the same kind of ideology? Kin Moy: Well, I can't speak to those issues. But again, we are obligated to provide those defense materials and services to Taiwan and we have been through several administrations, I think very vigilant in terms of providing that. Haass: The bottom line is China is not yet a military competitor, much less a military peer. Interestingly, I think Chinese leaders understand this. And they understand just how much their country requires decades of external stability so that they can continue to focus their energies and their attention on economic growth and political evolution. China is an emerging country, but in no way is it a revolutionary threat to world order as we know it. 1:47:20 Richard N. Haass: We alone cannot bring about a successful us Chinese relationship. What the Chinese do and say will count just as much. They will need to begin to exercise restraint and patience on Taiwan. There can be no shortcuts, no use of force. We, at the same time, must meet our obligations to assist Taiwan with its defense. We can also help by discouraging statements and actions by Taiwan's leaders that would be viewed as provocative or worse. 2:03:47 Harry Harding: Now with the support and encouragement of the United States, China has now become a member of virtually all the international regimes for which it is qualified. And therefore the process of integration is basically over, not entirely, but it's largely completed. And so the issue, as Bob Zoellick rightly suggested, is no longer securing China's membership, but encouraging it to be something more, what he called a "responsible stakeholder." So this means not only honoring the rules and norms of the system, but also enforcing them when others violate them, and assisting those who wish to join the system but who lack the capacity to do so. It means, in other words, not simply passive membership, but active participation. It means accepting the burdens and responsibilities of being a major power with a stake in international peace and stability, rather than simply being a free rider on the efforts of others. Now, China's reacted to the concept of responsible stakeholding with some ambivalence. On the one hand, it appreciates that the United States is thereby seeking a positive relationship with China. It suggests that we can accept and even welcome the rise of Chinese power and Beijing's growing role in the world. It certainly is seen by the Chinese as preferable to the Bush administration's earlier idea that China would be a strategic competitor of the United States, as was expressed during the campaign of 2000 and in the early months of 2001. However, Beijing also perceives, largely correctly, that America's more accommodative posture as expressed in this concept is conditional. China will be expected to honor international norms and respect international organizations that it did not create and it may sometimes question. And even more worrying from Beijing's perspective is the prospect that it's the United States that is reserving the right to be the judge as to whether Chinese behavior on particular issues is sufficiently responsible or not. Joe Biden (D-DE): Taiwan security, in my view, flows from its democratic form of government's growing economic, cultural and political contacts with the mainland and, ultimately, the United States' abiding commitment to a peaceful resolution of the Taiwan question. In my opinion, we should concentrate on strengthening those areas rather than spend time pre-authorizing the sales of weapon systems, some of which don't even exist yet. 20:10 Stanley Roth: There are three pillars of the [Clinton] administration's policy. First, the administration's commitment to a One China policy is unchanged. Regardless of the position of the parties, we have not changed our policy. The President has said that both publicly and privately. Second, we believe that the best means to resolve these issues is by direct dialogue between the parties themselves. We have taken every opportunity, including on my own trip to Beijing last week with Ken Lieberthal from the NSC, to urge the PRC to continue this dialogue. It strikes us that it's precisely when times are difficult that you need to dialogue, and to cancel it because of disagreements would be a mistake. China has not yet indicated whether or not these talks will continue in the Fall, as had been previously anticipated, but they put out a lot of hints suggesting that it wouldn't take place, and we are urging them to continue with this dialogue. Third point that is integral to our position. We have stressed again, at every opportunity, the importance of a peaceful resolution of this issue and the President has made that absolutely clear, as did Secretary Albright in her meeting with Chinese Foreign Minister Tong in Singapore last week, as did Ken Leiberthal and I in our meetings in Beijing. But China can have no doubts about what the United States' position is, with respect to peaceful resolution of this issue. 1:29:15 Caspar Weinberger: So I don't think that we should be hampered by or felt that we are in any way bound by what is said by the communique, nor should we accept the argument that the communique sets the policy of the United States. 1:32:50 Caspar Weinberger: There are two separate states now, with a state-to-state relationship, and that the unification which was before emphasized, they repeated again in the statement of Mr. Koo, the head of their Trans- Strait Negotiating Committee, that the unification might come when China itself, the mainland, changes, but that that has not been the case and it is not now the case. 1:41:15 David “Mike” Lampton: Once both the mainland and Taiwan are in the WTO, each will have obligations to conduct its economic relations with the other according to international norms and in more efficient ways than now possible. 1:45:20 James Woolsey: The disestablishment of large, state-owned enterprises in China over the long run will bring some economic freedoms, I believe, that will quite possibly help change China and Chinese society and make it more conducive over time to political freedoms as well. But in the short run, the unemployment from the disestablishment of those enterprises can lead to substantial instability. U.S.-Taiwan Relations February 7, 1996 Senate Foreign Relations Committee, Subcommittee on East Asian and Pacific Affairs Witness: Winston Lord, Assistant Secretary of East Asian and Pacific Affairs, U.S. Department of State Clips 16:45 Winston Lord: The Taiwan Relations Act of 1979 forms the basis of US policy regarding the security of Taiwan. Its premise is that an adequate defense in Taiwan is conducive to maintaining peace and security while differences remain between Taiwan and the PRC. I'm going to quote a few sections here because this is a very important statement of our policy. Section two B states, "It is the policy of the United States to consider any effort to determine the future of Taiwan by other than peaceful means, including by boycotts or embargoes, a threat to the peace and security of the Western Pacific area, and of grave concern to the United States. To provide Taiwan with arms of a defensive character, and to maintain the capacity of the United States to resist any resort to force or other forms of coercion that would jeopardize the security or the socioeconomic system of the people on Taiwan." Section three of the TRA also provides that the "United States will make available to Taiwan such defense articles and defense services in such quantity as may be necessary to enable Taiwan to maintain a sufficient self defense capability." 18:00 Winston Lord: The key elements of the US policy toward the Taiwan question are expressed in the three joint communiques with the PRC as follows. The United States recognizes the government of the PRC as the sole legal government of China. The US acknowledges the Chinese position that there is but one China and Taiwan as part of China. In 1982, the US assured the PRC that it has no intention of pursuing a policy of two Chinas, or one China, one Taiwan. Within this context, the people the US will maintain cultural, commercial and other unofficial relations with the people of Taiwan. The US has consistently held that the resolution of the Taiwan issue is a matter to be worked out peacefully by the Chinese themselves. A sole and abiding concern is that any resolution be peaceful. 19:30 Winston Lord: The U.S. government made reciprocal statements concerning our intentions with respect to arms sales to Taiwan, that we did not intend to increase the quantity or quality of arms supplied, and in fact intended gradually to reduce the sales. At the time the joint communique was signed, we made it clear to all parties concerned that our tensions were premised on the PRC's continued adherence to a policy of striving for peaceful reunification with Taiwan. 21:30 Winston Lord: The basic inventory of equipment which Taiwan has or will have in its possession will, in our view, be sufficient to deter any major military action against Taiwan. While arms sales policy aims to enhance the self defense capability of Taiwan, it also seeks to reinforce stability in the region. We will not provide Taiwan with capabilities that might provoke an arms race with the PRC or other countries in the region. 21:55 Winston Lord: Decisions on the release of arms made without proper consideration of the long term impact. both on the situation in the Taiwan Strait and on the region as a whole, would be dangerous and irresponsible. If armed conflict were actually breakout in the Taiwan Strait, the impact on Taiwan, the PRC, and indeed the region, would be extremely serious. The peaceful, stable environment that has prevailed in the Taiwan Strait since the establishment of our current policy in 1979 has promoted progress and prosperity on both sides of the Taiwan Strait. The benefits to Taiwan and the PRC have been obvious and I outline these in my statement. All of these achievements would be immediately put at risk in the event of conflict in the Strait. Conflict would also be costly to the United States and to our friends and allies in the region. Any confrontation between the PRC and Taiwan, however limited in scale or scope, would destabilize the military balance in East Asia and constrict the commerce and shipping, which is the economic lifeblood of the region. It would force other countries in the region to reevaluate their own defense policies, possibly fueling an arms race with unforeseeable consequences. It would seriously affect the tens of thousands of Americans who live and work in Taiwan and the PRC. Relations between the US and the PRC would suffer damage regardless of the specific action chosen by the President, in consultation with Congress. For all these reasons, we are firmly determined to maintain a balanced policy, which is best designed to avoid conflict in the area. I have to admit as I was doing my research into the caecilian I was amazed to discover that we actually know of about 200 species of this amphibian. Most of my friends and family looked at me with blank faces when I mentioned that I wanted to do the next series of Ten Things I Like About on caecilians. I had a few people ask me if it was going to be about people from Sicily. (laughs) Clearly not. This episode will include a lot of scientific names so I apologize in advance but most caecilians don't have common names since they are not very well known. Let's start off with a little taxonomy, that's the scientific classification of all living things. All caecilians are in Kingdom Animalia, as are humans, Phylum Chordata, because they are vertebrates with a skeletal system, Class Amphibia, because they are amphibians, Subclass Lissamphibia, and Order Gymnophiona also known as Apoda which is Latin for “without foot”. Within this Order there are ten Families of caecilians. The different Families of caecilians are distinguished from each other based on physical characteristics and life history. The extant, or living species, are classified by the absence or presence of a tail, the amount of fusion of the skull bones, the degree of movement in the skull, the nature of the annular grooves (these are the cutaneous grooves that circle the body), and the structure of the phallodeum (which is the male's sex organ). Classification is also based on whether an aquatic larval stage is present in the life history of the caecilian and whether they lay eggs or have live birth. The youngest family of caecilians is Family Caeciliidae. The species in this family date from the Paleocene era which is 65 to 55 million years ago to today. They have no tails and most have no aquatic larval stage. There are 42 species in Family Caeciliidae. They are native to Central and South America and as adults they range in size from 4 to 60 inches. The next seven families all date from the Cretaceous period which is 145 to 65 million years ago to today. Family Dermophiidae includes 13 species. They have secondary annuli with annular scales. They are viviparous which means they give live birth and they are found in Africa and Central and South America. Family Herpelidae, commonly known as the African caecilians, is native to Africa and includes 9 species of caecilian. Family Ichthyophiidae species have tails, an aquatic larval stage and are native to Southeast Asia, peninsular India, Sri Lanka, Sumatra, Borneo, and the Philippines. There are 50 species in this family that range in size from 16 to 20 inches as adults. This family is also known as the Asiatic tailed caecilians or the fish caecilians. I couldn't determine why they are called fish caecilians but they do have an aquatic larval stage. Family Indotyphlidae is native to Africa, the Seychelles, and India. There are 21 speices in this family. Some of them are viviparous and some of them are oviparous which means they lay eggs to reproduce. The viviparous species do not have scales or secondary annuli. The characteristics that bond these species together are their non-perforated ear bone and the presence of teeth in the lower jaw. Family Rhinatrematidae has tails and aquatic larvae. The 11 species of this family are native to South America and range in size from 10 to 13 inches as adults. This family is also known as the Neotropical tailed caecilians, the American tailed caecilians, or the beaked caecilians. Family Siphonopidae, also known as common caecilians, have non-perforated ear bones and no teeth in the lower jaw. The 19 species of this South American caecilian family are oviparous. Our last family originating in the Cretaceous period is Family Typhlonectidae. These caecilians have no tails. Adults are aquatic, so these caecilians live their entire lives in the water. The young have gills but the adults breathe through tracheal lungs. There are 13 species in this family and adults range in size from 20 to 28 inches. Family Typhlonectidae is native to South America and are also known as rubber eels. Our last two families are our two oldest species and originate in the Jurassic period which is 200 to 145 million years ago. Family Scolecomorphidae is native to Africa and only contains 6 species. They have no tail and no aquatic larval stage. Adults range in size from 16 to 18 inches. They are also known as tropical caecilians, the buried-eyed caecilians, or the African caecilians. Family Chikilidae is the most recently discovered family but they are one of the two oldest living caecilians. The seven species of this family have two rows of teeth on their lower jaw and are native to northeastern India. The year 2012 brought this terrestrial caecilian into the light and is named after chikila, the northeastern Indian tribal name for this amphibian. Now that we've talked a bit about the different families of caecilians let's talk about colors! In the anatomy episode we learned that all capelins essentially look like earthworms, They have no legs, they have annuli that make their skin look segmented, and they are covered in slimy mucus. But we didn't discuss what colors they come in. Yes! I said colors. Many caecilians, actually a lot of caecilians, are a gray to black color, but not all. Some caecilians are blue, some are red or orange, some have accentuated annuli that gives them a two-toned ringed appearance. Some even have bright yellow striping that runs from their head to their tails! Considering all caecilians are blind and live in mostly dark places, we're not entirely sure why they have different colors, but boy are they pretty. Siphonops annulatus is a beautiful azure blue color, the sticky caecilian is dark gray with a yellow stripe down the midline of their body, the Sao Tome caecilian is bright yellow all over, the Panamanian caecilian is lime green! With 200 different species their color possibilities are quite varied. They vary drastically in size as well. The largest caecilian is Caecilia thompsoni and this species measures in at a whopping 5 feet long! Holy Smokes! They can weigh up to 2.2 lbs. If you'd live to get a chance to see this caecilian plan a visit to Columbia, as this is their native country. The smallest caecilian is a tie between Idiocranium russeli from West Africa and Grandisonia brevis, from the Seychelles. These two species grow to only 4 inches. That is quite a difference in size! Boy caecilians sure as fascinating. The UK Six Metre Group's Summer Marathon runs until the 2nd of August, with contacts on the 50MHz band exchanging your 4-character locator. Now the radio propagation report, compiled by G0KYA, G3YLA, and G4BAO on Wednesday the 10th of June 2022. The sunspot number on Wednesday was zero with a solar flux index of 100. Given the high flux numbers, we have been seeing this as a little disappointing. The last time the visible disk was officially spotless was December 2021. The upside is that there has been little risk of coronal mass ejections and the Kp index has remained below three for more than a week. Anecdotal reports showed that the upper HF bands have been quite quiet. A couple of potential regions are currently behind the Sun's east limb and will begin to turn into view during the next few days. NOAA predicts that the SFI will increase slightly to perhaps 110 at first and then up to 125 by the 19th of June. While F2-layer openings may be peaking at around 15 metres this month, Sporadic E should bring lots of strong short-skip openings from 14MHz to 28MHz. June is a good month for Es openings. Check out 10 metres at peak Es times of mid-to-late morning and mid-to-late afternoon. Early evening can also bring surprises as well. For novelty's sake alone, listen out for the HB9HD 10m repeater on 29.650MHz in Switzerland, complete with its musical box ident! And now the VHF and up propagation news. We start the week with high pressure over mainland Europe. The Hepburn tropo charts predict that we may see lift conditions over southern England this weekend. Paths from locations south of London may be possible into northern France and the low countries, with a slight possibility of extended tropo towards southern France. These opportunities may tend to dissipate as we head into next week. For stations in the north of England, there may be fewer opportunities for tropo DX as low pressure is predicted to pass to the northwest of the country. Microwave rain scatter opportunities may be available though. From mid-week onwards, the most likely scenario is for low pressure to the north of the UK to clear as high pressure builds from the west, which may bring tropo opportunities to northern areas. There are always Sporadic-E opportunities available in June, with many good openings reported over the last seven days. The first half of June is one of the best periods of the year for daylight meteor scatter-DXing but is often masked by Sporadic-E propagation. We have already seen the peak of two daytime meteor showers, namely the Arietids and zeta-Perseids last week, but as they are both characterised by a broad maximum and high ZHR value, they continue to be useful. The best time for them is early morning for North to North-East and South to South-West directions, and early afternoon for North to North-West and South to South-East directions. With the Moon approaching perigee, its closest point to Earth, on Tuesday, path losses for EME will be at their lowest. This sadly coincides with minimum declination on Wednesday, with short moon visibility windows and low peak moon elevation. 144MHz sky noise will peak on Tuesday and Wednesday at a little over 3100K. There is a wide range of things to be part of, from using the /70 suffix to creating something for the Innovation 70 competition or having a go at the WSPR 70 fun challenge. There is also still time to activate one of the seven special GB70 call signs. Details of how to take part are on the RSGB website at rsgb.org/jubilee. A team from hi-impact on the Wirral will be working alongside the Oaktree Multi-Academy Trust, a Wirral based group of schools, on a High Altitude Balloon launch. This is planned for Thursday the 26th at 11 am from a location near Welshpool. The frequency in use will be 434.250MHz USB. IARU Region-1 is holding its Interim Meeting on the 23rd of June. As outlined in the recent June RadCom, feedback is welcomed on proposals for global HF band changes to accommodate growth in digital modes and related matters. It will see around 4,500 athletes from 72 nations and territories, compete in 19 sports across 14 competition venues. Using the 5.7 and 10GHz bands, the exchange is signal report, serial number and locator. Now the radio propagation report, compiled by G0KYA, G3YLA, and G4BAO on Friday the 20th of May 2022. Solar activity reached a new peak for this cycle this week, with the solar flux index hitting 180 on Thursday the 19th. This was partly down to the very large active region 3014, which is almost big enough to be seen with the naked eye if suitable precautions are taken. To put this into perspective, the sunspot number is 147, which is higher than the estimated smoothed maximum prediction of 115 for Cycle 25. Meanwhile, geomagnetic conditions have been favourable with the Kp index moving between one and three since Monday. This is all good news and is being reflected in the band conditions at the moment, with round-the-world echoes being heard on some DX signals. Make the most of them as there is the ever-present threat of X-class solar flares to contend with. Two active regions, which have already been emitting X-class flares, are about to rotate into view. The USAF predicts that the SFI may stay above 175 until at least Wednesday, before declining into the sub-150 range. This is at odds with the NOAA prediction, which never really thought that the SFI would get to 180 last week. In other words, it is anyone's guess what we will get! Don't forget that Sporadic-E is also livening up the upper HF bands and providing strong short-skip signals. These can often link into multi-hop Es or join with F2-layer hops to give surprise long-distance DX that is hard to predict. We have never had it so good for some time and let's hope it continues into the Autumn when HF can really come into its own. And now the VHF and up propagation news. It seems we are in a typical summer unsettled pattern with areas of thundery rain and heavy showers drifting north from France. This will obviously keep rain scatter as an option. Summer can also be a time of strong Tropo, especially around coasts and over the adjacent seas. This is because a strong temperature inversion can develop over cool seas with areas of mist and fog at sea level overlain by warm dry air blowing off the continent. These paths are likely to persist over long periods, particularly across the North Sea, English Channel and Irish sea with extended options south across Biscay. To finish off we have the early stirrings of the 2022 Sporadic-E season, which is starting to show some promising signs, and not just on digital modes. A major controlling influence is often associated with the presence of jet streams nearby and the upper air forecast charts suggest that there should be some reasonable opportunities during the coming week. Don't forget that jet stream upper air charts are available daily with commentary on the Propquest.co.uk website. There is no major meteor shower this week, but we are at the tail end of the Eta Aquarids shower, which began in late April and is generally regarded as petering out next weekend. Eta Aquarids are associated with Halley's Comet. But don't expect to see the comet until 2061! The Moon will be waning throughout this week with decreasing declination and increasing distance as it moves towards apogee and that, therefore, leads to increasing path loss. Moon libration will be low. This week's TK/HB9CRQ Corsican EME microwave DXpedition should enjoy favourable lunar path conditions if the weather cooperates. The former President of Honduras Juan Orlando Hernandez was voted out of power in January, and within weeks was arrested, accused of being part of a major international drugs ring. This month, Mr Hernandez was extradited to the US, where he will face charges of drug trafficking and money laundering - charges he denies. Meanwhile, back in Honduras, police say they are now trying to destroy the drug industry, and invited our correspondent Will Grant along to show how. A British man was killed this week while fighting in Ukraine, emphasising the international aspect of the crisis. Thousands of foreigners have travelled to Ukraine to take up arms, encouraged by the country's President, Volodymyr Zelensky. But why would someone travel to a distant country, to fight in towns and cities they may have struggled to find on a map? Hugh Barnes found a wide variety of reasons - and people - who have answered the call. Across Ukraine, there are reminders of the warm relationship the country once had with its neighbour, Russia. The southern city of Odessa had a particular closeness, many of its population being native Russian speakers. But Odessa has been hit by Russian missiles, and with significant civilian casualties. Jen Stout tried to find out what local attitudes are now. One of the tragedies of climate change is that those who will suffer worst from its consequences are often those who played little role in causing it - he West African island nation of Sao Tome and Principe is particularly exposed, a poor place made poorer still by environmental damage. Now it may have a chance to alleviate some of that poverty, by selling the oil which some believe lies under its ocean. Yet it is burning oil which has caused the country's climate problems in the first place, presenting a dilemma which Tamasine Forde witnessed first hand. As Emmanuel Macron savours victory in the French election, some will be putting it down in part to the studied attempt to change his image and look more casual. The WSJT development team has announced the General Availability release of WSJT-X version 2.5.1. This release mainly contains improvements and defect repairs related to Q65 and JT65 modes when used with non-standard and compound calls. Also included is a new feature for microwave aircraft scatter, and repairs for defects detected since the 2.5.0 release. Just type WSJT-X into your favourite search engine. Eclipse and Frequency Measurement Festivals are worldwide citizen science campaigns in which amateurs and short wave listeners measure Doppler shift from their home stations, using their regular HF receivers. As the shadow of the moon passes across Antarctica on the 4th of December, it will generate travelling ionospheric disturbances that will, in turn, affect radio propagation. Data collection will run from the 1st to the 10th of December and the results will be made available for scientific analysis. All radio amateurs and short wave listeners are invited to join in, even those located far from the path of totality. In 2020, more than 100 individuals from 45 countries took part in eclipse festivals. For more information, go to hamsci.org. The Yasme Foundation Board of Directors has announced that it will be giving a grant to the Seychelles Amateur Radio Association to establish a facility for its amateur radio club. On Tuesday the SHF UK Activity Contest runs from 1830 to 2130UTC. Using all modes on the bands between 2.3 and 10GHz, the exchange is signal report, serial number and locator. On Wednesday the UK EI Contest Club 80m contest runs from 2000 to 2100UTC. Using CW only, the exchange is your 6-character locator. The 80m Autumn Series runs from 1900 to 2030UTC on Thursday. Using SSB only the exchange is signal report and serial number. Next weekend is the 48-hour CQ World Wide DX SSB contest. Ending at 2359UTC on the 31st, it uses the 1.8 to 28MHz contest bands. The exchange is signal report and your Zone, which for the UK is 14. Now the radio propagation report, compiled by G0KYA, G3YLA & G4BAO on Friday the 22nd of October. After a week of sunspots and DX fun it looks like we are back in the doldrums again. The Sun currently has just one sunspot visible, meaning the sunspot number is 11. This represents one sunspot in one group. There has been DX to be had, mostly thanks to DXpeditions, including Guinea Bissau, J5T, The Kingdom of Eswatini, 3DA0WW, and Sao Tome and Principe, S90K. These have been relatively easy to work and brought much-needed excitement to the HF bands. Geomagnetic conditions have been mixed, with the Kp index hitting four on Tuesday. This was the result of a large coronal hole that was Earth-facing earlier in the week. Next week, NOAA predicts the solar flux index will climb again to the high 80s, ending the week in the low to mid-90s. This is likely due to a large active region that is visible on the STEREO Ahead spacecraft's imager and which should rotate into view over the next few days. This may bring a surge in activity again, which should be welcomed by HF operators. And now the VHF and up propagation news. After a reminder of how unsettled Autumn can be, this weekend will see a weak and transient ridge crossing the country, and a possible brief Tropo window, especially to the east across the North Sea. Apart from that, the unsettled autumn flavour continues through the whole of next week and, as we have seen recently, that can mean some pretty wet and windy weather. Rain scatter on the GHz bands is, of course, an option in these conditions, but there is little else to bring cheer unless meteor scatter and aurora come into play. Today the Moon is at apogee, so EME path losses are at their maximum. Moon declination reaches maximum positive declination again on Tuesday so we'll see the Moon reaching its highest elevations at its zenith. The Orionids shower is still active and the Leonis Minorids peaks today, so there's still some interest for meteor scatter enthusiasts. The best time for reflections is, as always, around dawn. GB2RS News Sunday 10th of October 2021 The news headlines: School ISS contact this Tuesday RSGB exam booking system is live New 2x1 callsigns for Australia At 1112UTC on 12 October, GB4MHN will be calling the International Space Station to enable ten deaf children to speak to a NASA Astronaut. The children at the Mary Hare School for deaf children in Newbury will be assisted by Lloyd, M5LDF and other members of Newbury and District Amateur Radio Society. The children will each ask a question to the astronaut and the reply will then be interpreted into subtitles and sign language. The event is made possible by ARISS, which heads up the radio contacts for space agencies NASA and ESA. The ISS signal can be received on the 2m band or watched live at live.ariss.org. The RSGB's new exam online booking system is now live. On the first page, you choose whether you are an individual who wants to book a remote invigilation exam or a club that wants to book an exam for candidates at the club premises. Clubs will be able to choose whether to book and pay for their candidates, or just book the date and time then receive a link that candidates will use to pay for their own exams. You can find the new booking process and an FAQ to help you at rsgb.org/exam-bookings. The Australian Communications and Media Authority will commence the release of brand new 2 x 1 Australian contest callsigns at 10 am, 13 October 2021. The contest callsign template comprises the VK, VJ or VL prefix followed by one number then one letter. There are a number of rules governing the application for a short contest call and they will be allocated on a first-come, first-served basis. The RAF Air Cadets are planning to run the next Blue Ham Radio Communications Exercise on the 16th and 17th of October. They hope that radio amateurs can put some time aside to join in with the cadets and staff on the shared section of the 5MHz bands. A Blue Ham participation certificate is available to those who contact 15 or more special Cadet callsigns during the exercise. Just search for exercise blue ham to find out more information. As part of the day of lectures for the British Amateur Television Club CAT21 day, Ian, GM3SEK is giving a talk on the application of the RSGB-Ofcom Calculator to microwave bands and QO-100 satellite operation on Saturday the 16th of October at 1.30 pm. Jamboree On The Air is an annual event in which Scouts and Guides all over the world communicate with each other via amateur radio. Members of the BBC's radio club, The London BBC Radio Group, have been granted an exceptional all-year Special Event callsign to help celebrate the BBC's centenary year in 2022. Ofcom will permit GB100BBC to operate throughout the year, starting at midnight on New Year's Day, from the headquarters station in Broadcasting House, London. Operating slots will then be allocated for use by individual members and local groups of operators, from their home QTH, or BBC premises throughout the UK. The exchange for both is signal report, serial number and locator. Wednesday sees the data leg of the 80m Autumn Series running from 1900 to 2030UTC. The exchange is signal report and serial number. The 50MHz UK Activity Contest runs from 1900 to 2130UTC on Thursday. Using all modes the exchange is signal report, serial number and locator. Next weekend is the Worked All Germany contest running for 24 hours from 1500UTC on the 16th. Using SSB and CW on the contest bands between 3.5 and 28MHz, the exchange is signal report and serial number. German stations will also send DOK. Next Sunday, the 17th, there are four contests taking place. The first is between 0900 and 1300UTC the 50MHz AFS contest uses all modes and the exchange is signal report, serial number and locator. Stations in the UK and Commonwealth Dependencies also exchange the first two letters of their postcode. The second contest is The UK Microwave Group 24 to 76GHz Contest runs from 0900 to 1700UTC. Using all modes, the exchange is signal report, serial number and locator. The IRTS 40m Daytime Counties Contest runs from 1200 to 1300UTC and is the third contest on the 17th. It uses CW and SSB and the exchange is signal report and serial number. EI and GI stations will also send their County code. Finally, for the 17th, the second Rolling Locator, or RoLo, contest runs from 1900 to 2030UTC. It is CW-only on the 3.5MHz band. The exchange is the signal report and the rolling locator. Now the radio propagation report, compiled by G0KYA, G3YLA & G4BAO on Friday the 8th of October. Solar activity has dipped a little over the last two weeks. From a solar flux high of 102 on the 20th of September, activity declined to the mid-80s and stayed there. That isn't to say that HF activity has been poor. Far from it. There are numerous reports of DX being worked, including S9OK on Sao Tome and Principe. The Czech DXpedition, off the coast of western Africa, has been logged on many bands and continues to be popular. Ten metres has thrown up SSB contacts into Brazil, Chile and Uruguay for many, and openings to the Far East at times. Autumnal HF conditions are driving the DX, rather than the solar flux index. Maximum usable frequencies over a 3,000km path are often above 24 or even 28MHz in the afternoons. Next week is looking like more of the same, with NOAA predicting a solar flux index of 85, declining to 75 later in the week. Having said that, the STEREO Ahead spacecraft is highlighting two active regions due to rotate into view that may or may not develop into sunspots, so NOAA's forecast may turn out to be pessimistic. The good news is that a decline in coronal hole activity means the Kp index may remain low, perhaps down to two, which may result in continued settled geomagnetic conditions. As always, we maintain that October is one of the best months for HF DX, so do make the most of it. And now the VHF and up propagation news. High pressure this weekend should be producing good Tropo conditions for the southern half of the country, but probably peaking on Saturday the 9th. It is likely to return at times after mid-week as high pressure becomes more dominant over the country. Remember that Tropo can be long-lasting, as opposed to brief Sporadic-E openings, and it is often better on higher frequencies, so if 2m feels good then look at 70cm and 23cm too. It is worth looking up on beaconspot.uk, checking out some of the useful beacons across DL, OZ, SM, SP, LY, YL, and ES and getting them in your rig memories. In the second part of the week Tropo is more likely to favour the western side of the UK and support paths south to France or Spain. Other modes such as rain scatter, aurora and meteor scatter are worth checking and of course, you have a number of opportunities using the low earth orbit and geostationary satellites to keep you interested. The Draconids meteor shower peaked on Friday and we have the small delta-Aurigids, with a low ZHR of two, peaking on the 11th. For EME enthusiasts, the SV5/HB9COG DXpedition to Rhodes is now over, with the team making QSOs on all bands from 432MHz up to 10GHz with just a lightweight 1.5metre portable dish and a single Yagi. Moon declination reaches minimum on Tuesday with the Moon barely reaching 11 degrees elevation at its zenith that day. Path losses are still low but increasing. And that's all from the propagation team this week.

Beth Santos takes us on her journey growing up in the U.S., studying abroad in Portugal, re-connecting with her heritage, and then moving to the West African island-nation of Sao Tome and Principe at age 22. She reflects on her work in the non-profit sector, her experiences in Sao Tome, as well as her subsequent travels to Brazil and other places around the world, and how it all contributed to the development of her social and political consciousness. Beth talks about the importance of reconsidering dominant narratives around “travel safety”, especially for solo female travelers, and explains how travel safety rankings and warnings are often overly-broad and tend to homogenize entire countries. She also explains how “travel safety” discussions are frequently laden with the race, class, culture and identity bias of the person writing the article, or being interviewed for it, and that such rankings are often limited to considering the safety concerns of only certain groups of people and not others. Beth then goes on to explain the importance of understanding travel as a political act, and how to be a more thoughtful and socially conscious traveler. Next, she explains the origins of her company, Wanderful, and how it aims to help all women and gender-diverse people travel the world. Beth talks about her choice to build a diverse team, and to center intersectional anti-oppression politics into Wanderful's community-building, empowerment of content creators, and advocacy within the travel industry. And, finally, Beth opens up about her own entrepreneurial journey as a mother with two kids, and gives tips on how to run multiple businesses as a “Start Up Mama”. Amílcar Lopes da Costa Cabral was born September 12, 1924 in Bafatá, Guinea-Bissau, one of Portugal’s African colonies. On January 20, 1973–48 years ago today–Cabral was murdered by fascist Portuguese assassins just months before the national liberation movement in which he played a central role won the independence of Guinea-Bissau. This particular struggle was waged for the liberation of not just one country–Guinea-Bissau, where the fighting took place–but also for another geographically-separate region, the archipelago Cape Verde. Cabral and the other leaders of the movement understood that they were fighting in a larger anti-colonial struggle and global class war and, as such, that their immediate enemies were not only the colonial governments of particular countries, but Portuguese colonialism in general. For 500 years, Portuguese colonialism was built upon the slave trade and the systematic pillaging of its African colonies: Mozambique, Guinea Bissau, Sao Tome e Principe, Angola, and Cape Verde. Restrictions de voyage, restaurants et bars fermés dans plusieurs pays, remontées mécaniques des stations de ski à l'arrêt en France également. Pas de quoi rattraper une année à rayer du calendrier pour les professionnels du tourisme. Le Covid-19 a provoqué une descente aux enfers. Le tourisme mondial a subi, de janvier à octobre 2020, une perte dix fois plus importante que lors de la crise financière de 2009. C'est le constat de l'Organisation mondiale du tourisme (OMT). Sur cette même période, elle enregistrait une baisse de 70% du tourisme international ce qui se traduit par 935 milliards de dollars de pertes d'exportations. Les répercussions sur l'emploi et les richesses globales sont énormes. En novembre, le Conseil mondial du voyage et du tourisme prévoyait que la crise pourrait faire perdre 174 millions d'emplois dans le monde cette année. Sur l'ensemble de l'année, l'OMT s'attend à ce qu'un milliard de touristes en moins soient allés à l'étranger. Un retour trente ans en arrière. Cela pourrait entraîner une perte de 2000 milliards de dollars du PIB mondial. Part des exportations La chute du tourisme international est forte partout. En baisse par exemple de 69 % en Afrique, à peine moins en Europe et en Amérique, 82% dans les régions Asie-Pacifique sur les dix premiers mois de l'année. Mais, les risques sont plus importants pour certains États. Le tourisme prend une place prépondérante dans les exportations de certains pays d'Afrique et des petits États insulaires en développement, alertait l'ONU au mois d'août. Les revenus du tourisme international représentent, par exemple, 67% des exportations totales du Cap-Vert, à peine moins pour Sao Tome-et-Principe. Il dépasse les 30% des exportations d'Haïti et de l'île Maurice. Le secteur est donc pour ces pays un pourvoyeur de devises. Au-delà de ça, il peut constituer un levier de développement des infrastructures. Or, l'ONU a estimé que les projets liés aux voyages figureraient parmi les principales victimes de la chute des investissements directs étrangers, cette année et l'année prochaine. Les compagnies aériennes ont subi cette crise de plein fouet « Une crise dévastatrice et implacable » a résumé Alexandre de Juniac, le directeur général de l'Iata. Selon l'Association internationale du transport aérien, les compagnies devraient avoir transporté 2,7 milliards de passagers en moins en 2020, par rapport à l'an dernier, une perte estimée à près de 118,5 milliards de dollars pour 2020. Et les comptes devraient encore s'inscrire dans le rouge l'année prochaine malgré l'espoir d'un rebond ; une année 2021 que certaines compagnies n'ont pas pu attendre. Plus de quarante d’entre elles ont déjà fait faillite selon l'Iata. Nature et patrimoine Et les conséquences de la chute du tourisme vont au-delà des pertes économiques des entreprises avec un impact sur le patrimoine ou parfois sur la nature. En France, par exemple, les monuments historiques accusent une perte de plus de 50% de leur chiffre d'affaires. Malgré une augmentation du budget de la part du ministère de la Culture, la société de billetterie en ligne Patrivia estime qu'il y aura des conséquences irrévocables. Alors, le château de Chantilly, habituellement prisé des touristes chinois, a lancé une campagne de dons en ligne pour « sauver le domaine ». L'épidémie a aussi un impact sur le tourisme animalier. L'Union internationale pour la conservation de la nature (UICN) souligne l'aspect positif d'une moindre pression des visites sur l'écosystème. Mais la contrepartie c'est qu'une baisse des revenus touristiques alliée aux mesures sanitaires a fait baisser la surveillance et augmenter les risques de braconnage. Opportunité Or, l'année 2021 s'annonce encore difficile. L'OMT prévoit un rebond du tourisme international l'an prochain, principalement au second semestre. Néanmoins, un retour aux niveaux de 2019 pourrait prendre entre deux ans et demi et quatre ans. L'Iata table sur 2,8 milliards de passagers contre 4,5 milliards en 2019. Pour faciliter la reprise, alors que chaque État impose des règles différentes, les compagnies aériennes réclament une généralisation des tests. L'Association des compagnies aériennes développe d'ailleurs une application pour un passeport santé numérique. La relance pourrait être une opportunité. L'ONU voit dans cette crise l'occasion de repenser le tourisme. Vers une plus grande compatibilité avec les objectifs de développement durable. Actuellement, le transport touristique représente environ 5% des émissions de gaz-à-effet de serre.

The World Health Organisation says the number of reported COVID-19 cases in the W.H.O. African Region has increased from 33,000 to over 34,000 in the past 24 hours. The WHO Regional Office for Africa in Brazzaville, Congo, gave the update in a tweet on Wednesday. The WHO African Region COVID-19 dashboard showed that in sub-Saharan Africa, South Africa suffered the most severe outbreak, while Cameroon and Ghana had more than 3,300 confirmed cases. The figures showed South Africa, Algeria and Cameroon had continued to top the list of countries with the highest reported cases. Sao Tome and Principe, the third country with the lowest cases, had recorded 11 confirmed cases with zero death. The Nigerian Government has called for a collective effort to exploit the economic potentials in the Nigeria-Sao Tome and Principe Joint Development Zone. Minister of State for Foreign Affairs, Zubairu Dada, stated this on Wednesday in Abuja at the official inauguration of the Nigerian delegation to the Nigeria-Sao Tome and Principe Joint Ministerial Council of the Joint Development Zone. Dada said that with the inauguration of the delegation, Nigeria’s interest and symbolic achievements would be showcased at the council, which would further advance the two countries’ commitment to peace and enhanced Africa integration. Valerie Plame is employed by the Central Intelligence Agency, a fact known outside the agency to no one except her husband and parents. She is an agent involved in a number of sensitive and sometimes dangerous covert operations overseas. Her husband, Joseph C. Wilson, is a diplomat who most recently has served as a U.S. ambassador to Gabon, Sao Tome and Principe. Due to his extensive background, Wilson is approached by Plame's CIA colleagues to travel to Niger and glean information as to whether yellowcake uranium is being procured by Iraq for use in the construction of nuclear weasons. Wilson determines to his own satisfaction that it is not. After military action is taken by George W. Bush, who justifies it in a 2003 State of the Union address by alluding to the uranium's use in building weapons of mass destruction, Wilson submits an op-ed piece to the New York Times claiming these reports to be categorically untrue. Speech text: "How many of you know the 16 words in President Bush's State of the Union Address that led us to war? (none) How many know my wife's name? (everyone) How can you know one, and not the other? When did the question move from "Why are we going to war" to "Who is this man's wife?" I asked the first question and someone else asked the second. And it worked. Because none of us know the truth. The offence that was committed was not committed against me, it was not committed against my wife – it was committed against you. All of you. If that makes you angry or feel misrepresented, do something about it. When Benjamin Franklin left Independence Hall, just after the second draft of it, he was approached by a woman on the street, the woman said, ‘Mr Franklin, what manner of government have you bequeathed us? And Franklin said, ‘A Republic madam… if you can keep it.’ The responsibility of a country is not in the hands of a privileged few. We are strong and we are free from tyranny as long as each one of us remembers his or her duty as a citizen. In 1781 a slave ship, named the Zong (based out of Liverpool, England), was on a horrible trip to get human beings—to sell them in Jamaica. The ship made it to Africa, along the coast of present-day Ghana, and then to Sao Tome (or St. Thomas, an island near present day Gabon and Equatorial Guinea). Luke Collingwood was the captain of the ship and he decided to go with a “tight” packing method.

As the world worries about North Korea, Nick Danziger gets a glimpse of life in Pyongyang; designer coats, European football shirts and courting couples furiously tapping away on locally-manufactured mobile phones were not what he was expecting. In Uzbekistan, it’s the crunch of crinoline and sound of snapping cameras that surprise Caroline Eden – because now is wedding season in the former Soviet state. In the UAE, Julia Wheeler discovers a road named ‘Happiness Street’, a Minister of State for Happiness and fines for those who aren’t quite happy enough. And Mark Stratton goes to Sao Tome and Principe to see how a new approach to the cocoa trade is replacing the bitter legacy of the slave trade.
