Selon Fabien Verdier, ancien maire de Châteaudun et président de l'association « Mouvement pour le développement des villes Sous-préfectures », cette érosion résulte d'une combinaison de désindustrialisation, de métropolisation, de retrait des services publics et de fractures sociales croissantes. L'exemple de Châteaudun illustre cette spirale : entre 1980 et aujourd'hui, la population est passée de 16.000 à 13.200 habitants, les fermetures industrielles et militaires ont supprimé plusieurs centaines d'emplois, et le sentiment d'abandon vis-à-vis de l'État s'est accru.Malgré ces difficultés, ces territoires conservent des atouts encore sous-exploités : taille humaine, patrimoine, qualité de vie et potentiel d'expérimentation de politiques publiques innovantes. La crise sanitaire a également favorisé un léger regain migratoire, soutenant la redynamisation de certains marchés immobiliers.Pour accompagner ces dynamiques, l'État a lancé plusieurs programmes de revitalisation, dont le plus emblématique est Action cœur de ville. Lors du premier quinquennat, ce dispositif a mobilisé près de 6 milliards d'euros, avec une promesse de 5 milliards supplémentaires lors du second quinquennat, pour 234 villes et plus de 6.500 opérations, incluant la rénovation de dizaines de milliers de logements. Les indicateurs témoignent d'un impact réel : +17 % de ventes immobilières depuis 2018 et 91.000 logements remis sur le marché. Cependant, la vacance commerciale reste élevée (12‑12,7 %), et l'effet sur l'emploi et le PIB demeure difficile à mesurer. Par ailleurs, les aides publiques représentent moins de 25 % du financement total, limitant leur effet levier.Face à ces constats, Fabien Verdier propose 21 mesures concrètes visant à renforcer l'action de l'État, soutenir l'industrie et l'emploi, améliorer l'attractivité et réduire l'isolement des sous-préfectures. Ces propositions répondent également à un enjeu politique majeur : le sentiment d'abandon a favorisé la progression du Rassemblement National. Lors des élections municipales de mars 2026, le RN est passé de 22 à 74 mairies et a obtenu plus de 3.000 conseillers municipaux dans 84 départements, traduisant un déplacement du centre de gravité politique vers les villes moyennes.
