A la Universidad de Costa Rica le estalló una crisis multifactorial reputacional debido al empecinamiento de un grupo en el control del poder, de llevar adelante decisiones desacertadas, dejando de lado criterios técnicos en su gestión administrativa, que han desnudado ante la opinión pública nacional, no solo pugnas intestinas sino también presuntas violaciones legales. Veamos de manera sucinta: En diciembre 2023 sus autoridades superiores aprobaron -saltándose las disposiciones de la ley marco de empleo público- un nuevo reglamento denominado “Régimen Salarial Académico”(RRSA). Este hecho provoca enfrentamientos entre los defensores de la concreción de esa anomalía y quienes se oponían, advirtiendo los impactos de la ejecución de un nuevo régimen salarial, cuyo más connotado defensor es don Carlos Araya Leandro, tanto en su cargo como miembro del Consejo Universitario allá por 2023, como desde la silla de rector que estrenó en enero pasado. Ante las críticas crecientes Araya invoca la autonomía universitaria y una supuesta narrativa de ataques en su contra. La cuestión es que el nuevo reglamento pretendía sustituir el sistema de salarios compuestos y flexibles, por uno de salario global con sus categorías. A simple vista todo parecía bien, pero lo cierto es que la construcción del reglamento no se apegó a criterios técnicos, es decir no tuvo el respaldo indispensable para sustentarlo y, por tanto, no era viable y tan no lo era que jurídicamente se decretó su nulidad absoluta. Pero el Consejo Universitario por mayoría logró imponer su voluntad al ahora ex rector Gustavo Gutiérrez, quien se vio obligado a ejecutar bajo protesta el reglamento, dejando sin operatividad tres transitorios cuestionados del controversial RRSA. Ahora sabemos que todo el 2024 se vivió a lo interno en la UCR una batalla campal entre los acérrimos defensores del reglamento y los que apegados a criterios técnicos, jurídicos y éticos lo adversaban (adversan) aunque para sorpresa de no pocos, todo aquello transcurría de puertas para adentro, pues nadie quería un escándalo público, peor aún jugándose un proceso electoral, pues justamente terminaba su período el rector Gutiérrez Espeleta. Entonces Araya venció en segunda ronda y para sorpresa de nadie emitió una resolución en la que dejó sin efecto la decisión de Gutiérrez que impedía aplicar los transitorios de la discordia. A partir de entonces recrudecen los cuestionamientos de favorecimiento para algunas personas e inclusión en las listas de aumentos a otras que no cumplían requisitos. Este es un resumen insuficiente y por supuesto aún inacabado, de una larga trama que hoy investiga la Procuraduría de la Ética Pública ante una denuncia por las posibles irregularidades en la tramitación del reglamento. También habrá que esperar lo que señalara en su día la Contraloría General de la República. Es decir, falta mucho, mucho aún para cerrar este amargo episodio. Lamentablemente, este caso, que no es el único que afecta la transparencia en la gestión de la UCR, pero sí el más sonado de las últimas semanas, deja al descubierto un desdén por la seguridad jurídica y financiera que puede tener implicaciones muy severas para la casa de estudios superiores más reconocida del país con incuestionable afectación a su reputación. Para abordar este tema conversamos con William Méndez Garita, miembro del Consejo Universitario y una de las personas que desde el inicio advirtió acerca de las implicaciones de estos hechos.

Today we're looking at our second bishop from the list of new Cardinals Pope Francis will be officially elevating on December 7th 2024, the vigil of the Feast of the Immaculate Conception, because apparently the schedule was already too full for the 8th itself, despite that being the originally announced date of the consistory. Thankfully, through the magic of vigils, it's still falling on the same important feast day, but it's a glimpse into how closely guarded such things are until they are announced that the apparent scheduling conflict wasn't caught earlier. Anyways…   Carlos Gustavo CASTILLO MATTASOGLIO was born on February 28th 1950 in Lima, Peru. He's *our* first Cardinal from Peru, though of course that's not to be confused with being *the* first Cardinal from Peru. Not counting Carlos, there have been five Cardinals who were born in Peru, most of then, like Carlos, hailing from Lima specifically, including two who both happen to turn 80 this year, freeing up spots for more Peruvian electors in the college. Attentive listeners may also recall the case of Cardinal Robert Francis Prevost, who, though originally from Chicago, spent much of his career in Peru before being called to Rome.   But enough about Peru's other Cardinals, let's get back to young Carlos, our Cardinal of the day. By 1968, he was 18 and studying at the Faculty of Letters and Social Sciences at the San Marcos Higher National University of Lima, eventually obtaining a bachelor's degree in social sciences, graduating in 1973. You may have noticed that that's not a seminary, but don't worry, Carlos rectified that with his next move, entering the Santo Toribio di Mogrovejo major seminary of the archdiocese of Lima. Soon enough he was sent to the Gregorian in Rome, getting a degree in philosophy in 1979 and one in theology in 1983. Finally, he was ordained a priest for the Archdiocese of Lima in 1984 at the relatively advanced age of 34.   Carrying on at the Gregorian, Father Castillo followed up with a licentiate and then a doctorate in 1987 before returning to Peru for decades of pastoral work at various parishes and posts. Accompanying his pastoral work, Father Castillo served as assessor of the National Union of Catholic Students as well as lecturing in theology at the Pontifical Catholic University of Peru. That last role brings some real spice to the conversation, as one bit that his Vatican bio just happens to leave off is the part where Father Castillo was suspended by the then-Archbishop of Lima Cardinal Juan Luis Cipriani in 2013  due to vague “allegations of heterodoxy” and slightly more specific “attacks on the ecclesiastical hierarchy”, that is, the bishops. Anyways, I should say, Archbishop Cipriani *tried* to suspend him, but the University didn't enforce the ban, so Castillo kept teaching. I'msure there's more to this story, especially because six years later Archbishop Cipriani was helping consecrate Father Castillo as his successor as Archbishop of Lima. *That* was *probably* awkward.   We get a bit more insight on what now-Archbishop Castillo's “heterodoxy” may have looked like with some quotes from 2019, his first year as Archbishop: for example when he acknowledged “abortion is the destruction of a life” but indicated that “people should reflect and decide freely” rather than having legal bans and interference from the Church, which is definitely an eyebrow-raising take coming from a Catholic Archbishop. The old “attacks on the ecclesiastical hierarchy” charge might also be clarified when we see that he was also then calling for the Vatican to give him permission to quote “appoint families, couples or groups of spouses or lay older people to lead parishes.” You know, stuff generally very much reserved for priests.   One aspect of Archbishop Castillo's tenure that definitely made it onto Pope Francis' radar is his engagement with the Catacaos peasant farming community from Piura in the north of the country. You see, in a nutshell, developers are trying to seize control of their lands and drive them off. And when I say “their lands”, I mean like this farming community was established in 1578, so we're talking many generations. Unfortunately from what I can tell they may not have full proper legal title for the land, which any lawyer will tell you is bad news.      One of the groups attempting to take over the land is a Catholic group known as the Saint John the Baptist Civil Association, which could not be happy with the Archbishop posing for photos with a delegation from Catacaos, although that would have been a drop in the ocean compared with a video message from Pope Francis to Catacaos, in which the Holy Father said “I know what happened to you.” and “Defend your land, don't let it be stolen”, a deeply personal level of involvement in what comes across as a fairly tangential crisis for the Pope to be getting involved in, but then again it's disadvantaged folk--unabashedly his favorite demographic–in his old stomping grounds of Latin America. In any event, clearly Pope Francis *did* choose to get briefly involved to personally show his support for the Catacaos traditional farmers, alongside their more local ally, Archbishop Castillo. Whether this all put Archbishop Castillo on Pope Francis' red hat radar is an open question–it did go down earlier this year, so I'd say you can make a case for it, though I think a stronger case can be made for two other Peruvian Cardinals turning 80 and the Archbishopric of Lima being the most prominent see in the country.   Now, after I wrote my first draft of this, I went back and made a note that I should talk about Fr. Gustavo Guitérrez (whose name I am obviously botching here). Then, Fr. Guitérrez died. Now, I'm not saying I killed Fr. Guitérrez–the man was 96–but I'm taking it as a sign that rather than shoehorn in him and liberation theology here, I should do something more to mark the occasion. So, allow me a few month's time for research, as I definitely didn't have anything going, but sometime next year I'll be posting a special episode on Gustavo Gutiérrez and Liberation Theology on the main Popeular History feed. That'll also mark the last time I check off an episode from the original original request list, back in 2016 or so when I told my friends I was planning a Popeular podcast and asked for topic suggestions. I'm not saying I crossed everything else off the list, but I *am* saying I've lost track of the list and can't recall what else was on it to keep checking things off. It's a very special kind of milestone. In any event, when you eventually do hear that special, just recall that Cardinal CASTILLO MATTASOGLIO, was, like many others, influenced by Fr. Gutiérrez, a fellow cleric from Lima.   After he is officially elevated on December 7th, Carlos Gustavo Cardinal CASTILLO MATTASOGLIO will be eligible to participate in future conclaves until he turns 80 in 2030.   Today's episode is part of Cardinal Numbers, and there will be more Cardinal Numbers… well actually, later today, since this episode got put on hold last week due to my voice being a mess so we're doing a double header today. In our conversation, we introduce some of his most important theological contributions and let Joerg share some stories to give us a window into his powerful personality. Gutiérrez teorizó y defendió a lo largo de su vida la Teologia de la Liberacion, corriente social del catolicismo que promovia la justicia social y la defensa de los mas pobres. En RFI hablamos de su figura con Eduardo Cáceres, filosofo y activista peruano que conoció a Gutiérrez. Con una veintena de libros publicados, el doctor en teología y sacerdote de los barrios pobres de Lima, Gustavo Gutiérrez es considerado el padre de la Teología de la Liberación, corriente católica que inspiró numerosas luchas sociales en Latinoamérica. Como miembro de la Unión Nacional Estudiantes Católicos en los 70, el hoy integrante de la organización de Defensa de los Derechos Humanos APRODEH, Eduardo Cáceres, fue amigo del sacerdote. Con él hemos trazado un perfil de la figura de Gustavo Gutierrez."Publicó en 1971 la primera edición de su famoso libro, justamente titulado Teología de la liberación, con el cual nos hemos formado muchas generaciones, no solo en el Perú, sino en el continente y creo que también en otros lugares del mundo. Creo que su pensamiento desde la década de 1960 y que se plasma en este libro, hacen legítima esta afirmación de que él es el padre de esta corriente teológica", cuenta Eduardo Cáceres a RFI.RFI: ¿Podríamos decir que la teología de la liberación es una corriente del catolicismo que pone la defensa de los más pobres en el centro de la acción de la Iglesia?Eduardo Cáceres: Efectivamente. Es una lectura de la realidad desde un punto de vista del Evangelio, que descubre en la realidad la existencia de injusticias, de desigualdades y que alimenta, alienta un compromiso con los que Gustavo últimamente utilizaba un término que viene del Evangelio, con los insignificantes, o sea, con los que no significan nada para el sistema en función de acompañarlos en su lucha por su dignidad y sus derechos. RFI: ¿De qué forma se involucró el sacerdote Gustavo Gutiérrez en los movimientos sociales de Perú?Eduardo Cáceres: Siempre fue un párroco y su parroquia está ubicada en uno de los distritos pobres de Lima, el distrito del Rima, y además acompañó como asesor a movimientos de la Iglesia católica vinculados con los jóvenes y, en particular, con los universitarios. RFI: El Vaticano siempre ha sido muy crítico con la teología de la liberación. Se la criticó por inspirarse del marxismo. ¿Mejoró la relación de Gustavo Gutiérrez con el Vaticano últimamente?Eduardo Cáceres: Después de haber sufrido varios años una suerte de ostracismo interno en el cual este tuvo serias restricciones para ejercer su función docente y para publicar, efectivamente fue reivindicado muy claramente, no solo por el Papa Francisco, que le envió una carta muy hermosa a raíz de su 90 cumpleaños. También por el reconocimiento que tuvo del cardenal Müller, que era el encargado de los asuntos de la Fe en el Vaticano, que se había formado como teólogo, basando una temporada en Lima, en el Perú. Estudió en un primer momento medicina, especializándose en psiquiatría, pero muy pronto le apasionó la teología. Entre 1955 y 1959 vivió en Francia, en la ciudad de Lyon. En aquellos años la teología francesa se encontraba en plena ebullición y de ella se nutrió Gustavo Gutiérrez, quien, después del Concilio Vaticano II, sentó las bases teóricas de la Teología de la Liberación. Fue miembro de la filial peruana de la Academia de la Lengua y en 2003 se le otorgó en España el premio Príncipe de Asturias por su labor humanística.Como miembro de la Unión Nacional Estudiantes Católicos en los 70, el hoy integrante de la organización de Defensa de los Derechos Humanos APRODEH, Eduardo Cáceres, fue amigo del sacerdote. Ha fallecido el padre Gustavo Gutiérrez, el Padre de la teología de la liberación; un hombre extraordinario y un verdadero profeta. En 2006, tuve el privilegio de asistir en persona a una de sus conferencias. Quisiera compartir contigo, con mucho cariño, la grabación de esa charla, la cual fue parte de un ciclo de conferencias sobre Monseñor Romero, antes de su canonización. Este evento se realizó en la Universidad Centroamericana (UCA) en El Salvador, una institución que también ha sufrido el martirio. Estoy seguro de que disfrutarás y como yo, aprenderás mucho en esta conferencia y rindamos juntos a un gran sacerdote.

Rara vez la teología encabeza las noticias de los telediarios. Ocurrió en los años 80 con la llamada "teología de la liberación". Samuel Escobar tenía en Lima como vecino, al autor de la primera obra que llevó ese título y dio nombre al movimiento en 1971, Gustavo Gutiérrez. El Concilio Evangélico del Perú publicó la primera reflexión de Samuel sobre ella, pero será estando en la Universidad Calvino de Gran Rapids (Michigan) y el Seminario Bautista del Este de Filadelfia que desarrolló el que es para muchos, su mejor libro, su magistral estudio sobre "La fe evangélica ante las teologías de la liberación" (Casa Bautista de Publicaciones, El Paso, 1987). En este programa Samuel Escobar habla con José de Segovia sobre cómo nació esta obra. Escuchamos fragmentos que traducimos del inglés de su conferencia sobre "La teología de la liberación y el desarrollo de la teología evangélica latinoamericana" en la Universidad de Wheaton (Illinois 2011) y las declaraciones de Gustavo Gutiérrez y Leonardo Boff en un documental de Televisión Española en los años 80 sobre la teología de la liberación. Las últimas palabras de Escobar son de un programa de la televisión argentina con Juan Pablo Bongarrá (La Puerta Abierta). Las canciones son del argentino León Gieco en 1978 (Sólo le pido a Dios) y el uruguayo Luis Alfredo Díaz en 2016 (Da tu pan al que tiene hambre). La música de fondo que nos sirve de cabecera es del acordeonista francés Richard Galliano, discípulo del argentino Astor Piazzolla (Tango Pour Claude) y lo que suena en el resto del programa es la banda sonora original de la película "La Misión" (1986), que hizo el ahora fallecido compositor italiano Ennio Morricone.

Cada 10 meses asistimos al tortuoso camino de la negociación del financiamiento de la educación superior pública, que antes se hacía cada 5 años. Hoy, esto se ha convertido en un elemento más que abona a la polarización. La última negociación quinquenal del Fondo Especial para la Educación Superior (FEES) se dio en el 2010, dejo un crecimiento del 81% de esa partida presupuestaria, sin contar con los fondos para la Universidad Técnica Nacional entre ese año y el 2015. Para el siguiente año se tomó la decisión de hacer la negociación anualmente dadas varias circunstancias como la situación fiscal, un cambio en la metodología del Banco Central para estimar el Producto Interno Bruto (PIB), el hecho de que no estuviera listo el Plan Nacional de Educación Estatal (insumo básico para la negociación) y fuertes amenazas en la Asamblea Legislativa de variar el destino de esos recursos a otros programas e instituciones. Desde entonces se viene realizando ese diálogo cada año, con el acuerdo de garantizar que el 1.5% del PIB fuera para las universidades. Pero en los últimos tres años esta discusión se ha convertido en un campo de disputas, reproches y distanciamiento entre el gobierno y el Consejo Nacional de Rectores (CONARE). Para poner esta situación en perspectiva conversaremos con la rectora del Tecnológico de Costa Rica, María Estrada y el rector de la Universidad de Costa Rica, Gustavo Gutiérrez Espeleta.

“Liberation theology is a Christian theological approach emphasizing the liberation of the oppressed. It engages in socio-economic analyses, with social concern for the poor and political liberation for oppressed peoples[1] and addresses other forms of inequality, such as race or caste. Liberation theology was influential in Latin America,[2] especially within Catholicism in the 1960s after the Second Vatican Council, where it became the political praxis of theologians such as Frei Betto, Gustavo Gutiérrez, Leonardo Boff, and Jesuits Juan Luis Segundo and Jon Sobrino, who popularized the phrase "preferential option for the poor". The option for the poor is simply the idea that, as reflected in canon law, “The Christian faithful are also obliged to promote social justice and, mindful of the precept of the Lord, to assist the poor.” It indicates an obligation, on the part of those who would call themselves Christian, first and foremost to care for the poor and vulnerable.[3] This expression was used first by Jesuit Fr. General Pedro Arrupe in 1968 and soon after the World Synod of Catholic Bishops in 1971 chose as its theme "Justice in the World".[4][5] Latin America also produced Protestant advocates of liberation theology, such as Rubem Alves,[6][7] José Míguez Bonino, and C. René Padilla, who in the 1970s called for integral mission, emphasizing evangelism and social responsibility. Tras ocho reuniones de la Comisión de Enlace para la aprobación del Fondo Especial para la Educación Especial (FEES) del próximo año, las universidades públicas y el gobierno no han logrado un acuerdo. Por el contrario, el panorama hoy es cada vez más complejo; de modo tal que: -Por primera vez el tema podría resolverlo la Asamblea Legislativa, para lo que ya hay acercamientos constantes entre las partes. -El conflicto entre el presidente Rodrigo Chaves con los cinco rectores es más evidente, sobre todo con el jerarca de la Universidad de Costa Rica. -El mandatario arremete contra los estudiantes y los llama esbirros, por el simple hecho de ejercer su derecho constitucional a la protesta pacífica. -Aunque seguramente en otras ocasiones ha habido desacuerdos, esta es la primera vez que la relación entre el Consejo Nacional de Rectores y el gobierno de turno resulta tan tirante como para no avizorar una posible vía de acuerdo para gestionar temas nacionales y conflictos sociales. -De hecho, por primera vez, muchos otros sectores se han unido a las universidades públicas para defender conjuntamente los recursos necesarios para toda la educación pública; no solo la superior. Focusing on the example of Latin American liberation theology and the work of Peruvian theologian Gustavo Gutiérrez, Zegarra shows how liberation theology advocates have been able to produce a new balance between faith and politics that advances an agenda of progressive social change without reducing politics to faith or faith to politics. Con 82 años recién cumplidos, este lunes la UCR inicia su curso lectivo. Y el martes la UNA celebra sus 50 años de existencia. Ambas universidades públicas, junto con el también cincuentenario Instituto Tecnológico de Costa Rica, están entre los mejores centros de educación superior de América Latina, por su excelencia académica, de investigación y de proyección social. Son verdaderos motores de movilidad social con su presencia territorial a lo largo y ancho del país, pero también son objeto de señalamiento por haberse constituido en instituciones que crearon un sistema de privilegios salariales, descuidando aspectos medulares como el fortalecimiento en la asignación de becas a estudiantes, así como mayores inversiones en infraestructuras y equipos. El papel y las repercusiones de las universidades públicas no pasa inadvertido y para ampliar sobre ello conversamos este lunes con los rectores, Francisco González, de la Universidad Nacional y Gustavo Gutiérrez, de la Universidad de Costa Rica.

En ce mois de mars 2023, nous célébrons les dix ans du pontificat de François. Dix ans de décentrement pour notre Église qui, même si elle se revendique universelle, est longtemps restée, et le reste sûrement encore, très occidentalo-centrée. En venant d'Argentine, François nous a forcé à regarder ailleurs, au-delà nos frontières, et notamment en Amérique Latine. C'est justement à cette Amérique Latine que nous nous intéressons dans cet épisode. Pendant plusieurs décennies, elle a vu naître et s'épanouir, avant d'être réprimé, un courant théologique inspirant pour de nombreux·ses chrétien·nes engagé·es dans les luttes de leur temps, qui sont aussi les luttes de notre temps : la théologie de la libération. La théologie de la libération a émergé dans le courant des années 60, portée principalement par des prêtres et des évêques, “comme une résistance spirituelle à la pauvreté, vécue comme une injustice en tant que chrétiens, et à aux dictatures.” C'est donc d'abord un mouvement social et politique, théorisé par la suite en courant théologique, ancré dans la parole et l'expérience du Christ. La Universidad de Costa Rica anunció este jueves que retomará las clases presenciales hasta el próximo curso lectivo (2022) y que procurará obligar a todos sus estudiantes a vacunarse contra el virus que produce la COVID-19. La dirección corre en el mismo sentido que la ordenanza emitida para todos los funcionarios, tras diálogo de la Rectoría con los líderes sindicales para atender escepticismos. El retorno al campus no es menor. Implica un cambio en la dinámica estudiantil de miles de jóvenes que han estado condicionados por las circunstancias de la pandemia y su innegable impacto en la calidad de la enseñanza, en la salud emocional y en la limitada o nula socialización que ha conllevado. La mayor casa de estudios superiores del país se prepara también para recibir a una generación de colegiales que, en general arrastran mayores rezagos que los sufridos por los universitarios más avanzados, debido al factor de la conectividad. Todo, además, en un entorno de limitación financiera del país y con insoslayables repercusiones en sus capacidades de respuesta. El internacional artista colombiano Juan Esteban Aristizábal, conocido simplemente como Juanes, lanzó en 2021 su álbum “Origen” en donde hace un homenaje a los artistas y canciones que influenciaron su carrera; entre las que se encuentra la canción “Sin medir distancia”. Seis años antes, el también intérprete colombiano Fonseca, ya había realizado una versión de “Sin medir distancia” para su álbum de 2015 "Homenaje a la música de Diomedes Díaz". En 2018, el cantante Elvis Crespo también hizo una versión en ritmo de bachata de “Sin medir distancia” para su álbum “Diomedizao”. La orquesta dominicana Rikarena grabó su versión de “Sin medir distancia” en ritmo de merengue para su álbum homónimo de 1997. Why do we have to think about capitalism as not just an economic system, but as a culture, which is different from, say, a democratic socialist culture? 05:24 We often read religious texts in moral terms today—what if we took, say, the Bible on its face and considered the moral protest as also a protest on a social, economic, and political level? How does the Bible express issues around class that are still relevant to us today? What aspects of utopian thought exist in the Bible? 15:55 How does the Bible express a political tension that remains on the left today, between a kind of anarchism (governance by law and culture, with no central authority) and a more centralized power structure? 23:39 How have historical religious figures, like St. Augustine and Savonarola, seen religious institutions (like churches) as sites of utopia in the material world, and tried to fashion them as such? What can we learn from these historical attempts about what actually causes and provokes change? Is it the idea of God, or power? A searching and richly textured history of the affinities and common origins of Latin American and North American liberation theologies, The World Come of Age: An Intellectual History of Liberation Theology (Oxford University Press 2018) dives into the work of thinkers who understood that theology must must have something to offer to people suffering under oppressive systems. By offering sharp readings of the ideas of Gustavo Gutiérrez, James Cone, Rosemary Ruether and many others, Lilian Calles Barger traces the parallels between the liberation theologies of Latin America, black thinkers, and feminists in the 1960s and 70s in response to extreme poverty, entrenched white supremacy, and the constrictions of patriarchal power. Theology from the perspective of elite white men reinforced ideas of freedom “defined by the individualism of capitalist economics,” and upheld the rifts in post-Enlightenment theology: “a sacred/secular split, a universal humanity, a private religious self, and ideological autonomy.” In response, Liberationists across traditions turned to a theological poetics that would express a “theology from below.” Trained and educated in traditional western theology, but drawing on theological resources outside the seminaries, liberation theologians worked to address the real conditions of subordinated peoples. Turning to social science, they found a discipline still working to think society along the grooves carved by theological thought, absorbing questions authority and community formation though scrubbed them of their religious aspects. Gustavo Gutiérrez, as a theologian and priest, have worked towards their shared goal of building a better and more just world for the poor. Today, both are internationally recognized for their pragmatic approaches to global health and social justice. What has influenced their life's work? How can societies advance the cause of their most marginalized citizens? Join Dr. Farmer, a leading figure in global health, and his mentor Fr. Gustavo, a noted theologian widely known as the father of liberation theology for a discussion about inequality, social justice, medicine, and lessons from their lifelong experiences of living and working with the poor.
