    Deux jours après la signature de la déclaration de principes entre le gouvernement congolais et l'AFC/M23 à Doha, sous la médiation du Qatar, place désormais à la mise en œuvre. Quel état d'esprit anime les deux parties ? Sont-elles prêtes à respecter les engagements pris ? Et concrètement, comment suivre ce processus de désescalade sur le terrain ?Jacquemain Shabani, vice-Premier ministre congolais, en charge de l'Intérieur, de la Sécurité, de la Décentralisation et des Affaires coutumières, a suivi les discussions à Doha pour le compte du gouvernement. Il est l'invité de RFI ce matin. Il répond aux questions de Patient Ligodi. RFI : Pourquoi parle-t-on d'un cessez-le-feu permanent et non pas d'un cessez-le-feu immédiat ? À partir de quand ce cessez-le-feu permanent est-il censé être entré en vigueur ? Jacquemain Shabani : Il est entré en vigueur depuis le communiqué du 23 avril. La déclaration des principes est revenue là-dessus pour insister et réaffirmer la volonté des parties sur ce principe-là. Et à quelle date est prévue la mise en place du mécanisme conjoint de vérification entre le gouvernement congolais et l'AFC/M23 ? Est-ce que la Monusco et le Qatar seront associés à ce mécanisme ? Ils seront nécessairement associés à ce mécanisme-là. Et tout cela va être explicité et décliné dans le communiqué de paix qui va bientôt être signé encore une fois à Doha. Dix jours à dater de la signature de la déclaration de principes, les équipes vont se retrouver pour la rédaction et la signature du prochain document qui est le communiqué de paix. Que se passera-t-il si l'une ou l'autre des parties ne respecte pas les dispositions de la déclaration de principes ? Depuis le communiqué du 23 avril, il y a autour de la médiation qatarie, un mécanisme d'observation et de vérification de l'état des lieux de la zone en conflit. Et il y a des rapports quotidiens qui se font, qui permettent aussi à cette médiation d'interpeller d'une certaine manière les différentes parties. Et à ce propos, les textes mentionnent que les parties s'engagent à faire en sorte que toutes les forces impliquées respectent le cessez-le-feu. Cela signifie-t-il que vous allez également influencer les Wazalendo et autres groupes armés qui combattent à vos côtés ? Nécessairement. Ici, il faut intégrer le fait que nous avons ce souci-là de stabilité, de la quiétude de nos populations qui vivent dans ces zones. Il est de notre devoir de l'influencer dans ce sens-là, et c'est le rôle que nous jouons au quotidien. Si vous suivez les activités des gouverneurs de province, c'est le rôle qu'ils sont en train de jouer. Dans la déclaration de principes, il est aussi question de la libération des prisonniers. L'AFC/M23 évoque plus de 700 détenus issus de ses rangs. Quand auront lieu les premières libérations ? Alors, cette question a été indiquée effectivement comme étant un des principes qui fera l'objet des échanges et des discussions pour la rédaction de l'accord de paix. Donc, il faut attendre encore quelques jours pour voir la signature de ce document final qui va définir et déterminer les conditions dans lesquelles les différents prisonniers, de part et d'autre, pourront être libérés. Cette question va être discutée et résolue dans l'accord de paix ou bien avant l'accord de paix ? Dans l'accord de paix. Si un accord global est signé effectivement d'ici au 17 août, quel avenir voyez-vous pour l'AFC/M23 ? Bon, je ne saurais moi-même ici aujourd'hui définir un avenir clair pour cette organisation, mais je crois que ça va faire l'objet des différentes discussions. Nous avons aussi identifié comme principe la nécessité d'un dialogue politique, donc nous verrons, entre autres, dans les différentes discussions. Mais c'est à eux aussi de s'exprimer et d'intégrer le processus dans lequel la République démocratique du Congo est en train de s'engager pour que, enfin, ce cycle de violences, de guerres et d'interventions de forces étrangères dans la déstabilisation de la République démocratique du Congo, ne se répète plus. Et de réaliser qu'il y a eu déjà auparavant un pacte républicain mis en place, arriver à l'intégrer, et à eux aussi en toute responsabilité de faire un choix pour le bonheur du peuple congolais et pour la stabilité de la République démocratique du Congo.

    Et si vous partiez en train de nuit pour vos vacances ? Plus respectueux de l'environnement, ce mode de transport est de plus en plus plébiscité. Selon une étude de Réseau Action Climat, plus d'1 million de voyageurs ont pris un train de nuit en France en 2024, un record. L'ONG appelle les pouvoirs publics à investir pour être à la hauteur de cette demande et ne pas la freiner. En Europe, l'Autriche fait figure de modèle : la compagnie ferroviaire ÖBB investit depuis près de dix ans dans le train de nuit et opère aujourd'hui 20 lignes à elle seule. Des trains modernes de plus en plus empruntés, notamment par les jeunes. De notre correspondante à Vienne, Le train de nuit Vienne-Rome est rempli ce jeudi soir, avec de nombreux jeunes à bord qui, à l'instar d'Alexis, jeune Français installé à Vienne, ont choisi ce mode de transport par conviction écologique. « Malgré des retards et un prix souvent plus élevé que l'avion, les avantages dépassent les inconvénients », expliquent Erik et Tina, jeunes Suédois en vacances, installés sur leurs lits couchette. « C'est une façon de voyager respectueuse de l'environnement et aussi très agréable, car on voit où on va, on voit le paysage changer tout au long du trajet. En fait, le voyage fait partie intégrante des vacances », poursuit Erik. « Le train de nuit, c'est un long trajet durant lequel on est assez proches les uns des autres pendant un certain temps, donc cela semble aussi plus naturel de parler aux gens, d'apprendre à les connaître un peu », raconte Tina. Et justement, dans le compartiment places assises, Gaïa et Clélia, deux jeunes Italiennes, font connaissance en discutant des raisons pour lesquelles elles préfèrent le train de nuit. « J'ai l'impression que de nos jours, la culture est plutôt axée sur la rapidité et s'envoler n'importe où. Mais moi, j'aime bien la lenteur dans la vie. Nous sous-estimons, je crois, l'effet que le vol a sur notre corps et notre esprit, car en réalité, nous avons besoin de temps pour nous adapter », estime Gaïa. « Je partage ce que dit Gaïa. Et je crois qu'ici, je me sens plus solidaire des gens. D'une certaine manière, ça paraît naturel de partager cet espace en mouvement », abonde Clélia. Pour Bernhard Rieder, de la compagnie ferroviaire autrichienne ÖBB, si on veut donner au train de nuit une vraie chance, il faut investir. « C'est bien qu'il y ait cette passion, mais pour être vraiment compétitif à l'avenir, il faut investir dans du nouveau matériel roulant. Chez ÖBB, nous avons investi 700 millions d'euros. Et je pense qu'au niveau européen, il est important, dans un avenir proche, de mettre le train et l'avion sur un même pied d'égalité, notamment en ce qui concerne les taxes. Don't kill your dog by playing with it. The dog's reward is not a toy; it's a reward. Toy implies play, and these are working dogs. Malinois and German Shepherd dogs are not fully adult dogs until 2.5-3.
