US Executives Visiting to Explore Drone Tech Collaborations More than 20 executives from U-S companies that manufacture drone and anti-drone systems are visiting Taiwan this week to explore collaboration and trade opportunities. The trip has been organized by the American Institute in Taiwan and the U-S Department of Commerce's International Trade Administration. According to A-I-T, the delegation includes representatives from Northrop Grumman, AEVEX Aerospace and General Atomics Aeronautical Systems, among others. A-I-T says the business development mission will help foster the relationships between U-S and Taiwan companies that are needed to increase global supply chain resilience (彈性). Forest Fire Drill Alert to be Sent out in Parts of Kaohsiung Friday And, The Forestry and Nature Conservation Agency is reminding residents of two Kaohsiung districts that they will receive a forest fire drill text warning on their phones this Friday. A message reading "Forest Fire Alert Drill. Please don't panic" will be delivered through the Public Warning Cell Broadcast Service between 2:30 and 3:30PM. It will be sent phone users in Tianliao and Cishan districts. According to the agency, the drill is part of the efforts to help raise awareness (提高認識) of forest fires in higher-risk areas in central and southern Taiwan, particularly during October's dry season. Japan Claims Russia Plane Violates Airspace Japan is protesting to Moscow after claiming a Russian plane violated its airspace on Monday. The incursion triggered (觸發) a Japanese Self-Defense Force jet to respond with signal flares for the first time ever. Chris Gilbert reports from Tokyo. Congo Prisoners Released Congo's minister of justice says nearly 1,700 ill inmates have been released from the country's largest prison as part of an effort to thin out Congo's overcrowded prisons. The operation took place Monday at Makala Central Prison in the capital Kinshasa. Severely ill prisoners received immediate medical care, while others were sent home on buses provided by the ministry of justice and a state-owned company. Makala prison, Congo's largest penitentiary (監獄) with a capacity for 1,500 people, holds more than 12,000 inmates, most of whom are awaiting trial, according to information from Amnesty International. The country's minister of justice says there are plans for the construction of a new prison in Kinshasa, without giving more details. In Dec 1984, President Reagan took the U.S. out of UNESCO citing corruption and mismanagement. In Oct 2003, President George Bush rejoined UNESCO to advance human rights, tolerance, and learning. In Dec 2018, President Trump took the U.S.out of UNESCO citing anti-Israel bias, and the U.S.'s mounting arrears to UNESCO resulting from Palestine's election as a full member. In July 2023, President Biden rejoined UNESCO for the third time to combat increasing Chinese influence at the organization. Given the problematic relationship between the U.S. and UNESCO, and the organization's history of controversial initiatives, was this a wise decision? What are the pros and cons for the U.S. of being a member of UNESCO once again? About the Presenters: Gerald C. Anderson served as Director of Administration and Finance at the Pan American Health Organization in Washington, DC, from March 2014 to July 2021. Prior to joining PAHO, Mr. Anderson served from 2011-2014 as Secretary for Administration and Finance at the Organization of American States in Washington DC. Mr. Anderson served the United States Foreign Service from 1980 - 2010, completing his serviced as Principal Deputy Assistant Secretary in the Bureau of International Organizations. Mr. Anderson also served in Foreign Service posts in Warsaw, Tel Aviv, Seoul, Jerusalem, and at the U.S. Mission to the United Nations. Prior to joining the Foreign Service, Mr. Anderson served in the United States Peace Corps in Benin, West Africa, and in the International Trade Administration of the U.S. Department of Commerce. Mr. Anderson holds a Master of Arts degree from the Johns Hopkins School of Advanced International Studies, Washington, DC, (1980) and a Bachelor of Arts from Bradley University in Peoria, Illinois (1976). Stephen Engelken is a veteran of 38 years in the U.S. Foreign Service. Notably, he was Deputy Chief of the U.S. Mission to UNESCO in 2007-2010, serving as Charge' d'Affaires for seven months in this period. Engelken went on from there to serve as Deputy Chief of the U.S. Embassy in Islamabad, Pakistan (2010-2011). Prior to those senior assignments, he served postings abroad in Saudi Arabia, Jordan, Lebanon, Italy; France, and Australia and at the State Department in Washington as Director of Pakistan/Bangladesh Affairs, Director of the Office of Proliferation Threat Reduction, Deputy Director of the office of Peacekeeping and Humanitarian Operations, and Deputy Director of Arabian Peninsula Affairs. Since his retirement in 2012 while Principal Officer in Peshawar, Pakistan, Mr. Engelken has taught at Foreign Service Institute, the State Department's training center. Mr. Engelken is a native of Cincinnati, Ohio, and a resident of Washington, D.C. He holds a B.A. in International Affairs from George Washington University. He is also a graduate of the Ecole Nationale d'Administration in France. Mr. Engelken speaks French, Italian, and Arabic.

This week, climate leaders, scholars, and activists from around the world will travel to the United Arab Emirates for the annual United Nations conference on climate change known as COP. Many highly debated topics will take center stage at this year's COP28, including the role of fossil fuels in meeting future global energy demands, the follow through on loss and damage commitments from last year's meeting, and rising international trade tensions over clean energy economics. Even the location of the meeting has sparked debate. The UAE is a major oil exporting country, and the CEO of its national oil company, Ahmed Al Jaber, is this year's COP president. So, how will world leaders address some of these major topics? And what could be the outcome of this year's meeting? This week host Bill Loveless talks with David Sandalow and Sagatom Saha about COP28. David is the director of the energy and environment concentration at the School of International and Public Affairs at Columbia University. He is also the inaugural fellow at the Center on Global Energy Policy, and founded and directs the Center's U.S.-China Program. Before joining Columbia, David served in senior positions at the White House and at the U.S. State and Energy departments. Sagatom is a senior associate in the energy transition practice at Macro Advisory Partners as well as an adjunct research scholar at the Center on Global Energy Policy. Trade, Industry, and Competition minister Ebrahim Patel has directed the International Trade Administration Commission of South Africa (ITAC) to consider the creation of a temporary rebate provision on chicken meat. The directive follows an engagement between the Minister Patel and the Agriculture, Land Reform, and Rural Development, minister Thoko Didiza. South Africa is currently dealing with avian flu outbreak, which led to the culling of more than 2-million chickens. The impact of avian flu outbreak has led to the depletion of locally available poultry, which could have a severe food security implications and prices of poultry.Sakina Kamwedno spoke to ITAC Chief Commissioner, Ayabonga Cawe.

Francisco J. Sánchez served as the U.S. Under Secretary of Commerce for Trade until 2013, a role former President Barack Obama nominated him to in 2009. As Under Secretary, Mr. Sánchez led the International Trade Administration in its efforts to improve the global business environment by helping U.S. businesses compete abroad and was one of the architects of President Obama's National Export Initiative, with the goal of doubling U.S. exports by the end of 2014.During the Clinton Administration, Mr. Sánchez served in the White House as a special assistant to former President Bill Clinton, and chief of staff to the Special Envoy to the Americas. He then served as assistant secretary at the U.S. Department of Transportation (DOT), before returning to the private sector.Currently the co-head of the International Trade practice at Holland & Knight, he is also an entrepreneur and investor. Can tech companies send data about European Union citizens across the Atlantic? According to a new framework, the answer is yes. Recently, the EU formally adopted a new agreement with the U.S. on data privacy that gives companies the green light to send data back and forth. For years, EU privacy advocates have raised alarms that U.S. intel agencies like the NSA are spying on EU citizens, particularly by tapping the data droves of Big Tech companies like Google and Meta. This framework is the third attempt at a data-sharing framework after past attempts were struck down by a European court after the Edward Snowden revelations revealed U.S. spying practices. After high school, guest Michael Anderson was wrestling whether he wanted to arrive at college as a Michael or Mike. It became a moot point after his Boy Scout qualities were immortalized a nickname given to him in orientation: Ranger. Known thusly ever since, Ranger soaked up the experiences of college and yet didn't leave with a clear path in mind. Early jobs in Boston were of the "work to live" sort, providing him enough structure and income to allow him to concentrate being in the moment with friends, a marker of achievement at the time. Recognizing he wasn't enjoying his work, he decided to pack it in for home in Chicago and press reset. After some soul searching he realized he was interested in urban planning and public policy and went back to graduate school.An early position in municipal planning led him to understand that many of the ways his hands were tied at the local level came from decisions made at the federal level. So he headed to Washington and landed in the Department of Commerce, where he would ultimately spend his career in various analyst and budget director roles. When he realized that the pendulum of achievement had shifted too far to the career and too far from other markers of a well-lived life, he decided he needed to refocus once more. Jorge Sanchez is President and CEO of San Antonio-based Thor Energy, which develops and finances energy-efficient projects throughout Mexico and South America. Sanchez tells the fascinating story of how a start in his family's business turned into Thor Energy, and how simply listening – to your customers, yourself, your children – holds the key to differentiating yourself from the competition. From the start, Sanchez listened to customers' specific needs and found a foothold selling locomotive parts to Mexican businesses. Leveraging the common language, Sanchez quickly expanded into South America, and listened when businesses in the marine and oil and gas industries – both of which utilize the same parts as the auto industry – asked for his services as well. At every turn, says Sanchez, listening to customers and their needs catapulted Thor over their competitors. The move from oil and gas and fossil fuels to renewable energy occurred when Sanchez's daughter presented a school project on renewable energy; it was the moment he recognized not only the opportunity, but also an immediate need, to pivot in that direction. Sanchez seamlessly transitioned the company into a service that recognizes a problem, identifies the technology to solve it, then finds funding for the partnership. In this instance, he explains, Thor quickly overtook the competition by adding the financing piece. Even large, State-run companies throughout South America often lack the financing up front to address pressing issues in the Amazon, he explains. Thor Energy can simultaneously find the partners and technology for a solution and conduct a visibility study to secure the financing to push projects forward. Culturally, each country is its own entity, says Sanchez. A push for stronger climate policy should unite Americans and Europeans. It might be raising trade tensions instead. The Inflation Reduction Act was a signal that America is a serious player in global climate negotiations. European countries, however, worried the bill would be a threat to their domestic manufacturers and took their complaints directly to the Biden Administration. The EU responded by proposing a Green Deal Industrial Plan, which will match American subsidies to clean-energy manufacturers. European officials are also pursuing a green tariff in 2026, which would tax imports of carbon-intensive goods. How will this transatlantic industrial arms race play out? And will it cause trade disputes between the U.S. and EU to escalate? This week, host Bill Loveless talks with Noah Kaufman and Sagatom Saha. Noah is an economist and research scholar at the Center on Global Energy Policy. He served as a senior economist at the Council of Economic Advisers under President Biden. He also served as the deputy associate director of energy and climate change at the White House Council on Environmental Quality under President Obama. In Edible-Alpha® podcast #116, Sarah sits down with Chris Wojtowicz, international trade consultant with the Wisconsin Small Business Development Center (SBDC). With 30 years of experience in trade development and trade compliance, he helps small businesses statewide plan and execute their global strategies. According to Chris, less than 1% of U.S. companies export, yet more than 95% of the world's market lies outside the U.S. Therefore, selling excess capacity overseas or simply expanding internationally could be a smart play for food and farm businesses. Many entrepreneurs assume it'll be too complicated, expensive, or scary, but Chris insists it doesn't have to be. It just requires research, planning, and tapping into the right resources. Chris tells clients to first evaluate their product, its benefits, and the reason consumers want to buy it. Then explore various international markets to learn whether they are importing similar products and/or would have a desire for theirs. To help, the International Trade Administration has a database at export.gov that suggests market opportunities for specific products. Next, zero in on the nations with the most potential and develop a strategic market entry. Entrepreneurs should decide how they want to sell, such as direct to the end user or through a distributor, and what each path would entail. Overall, this process is very similar to planning a regional or national expansion, except it also requires consideration of foreign regulations around food safety, packaging, labeling, licensure, taxes, etc. Entrepreneurs must also look at costs and logistics, and if working with a distributor, hammer out terms such as who covers freight, insurance, and loss. Clear documentation and good relationships are key. On the surface, this all might seem daunting to a small business owner. But there are plenty of resources to help, including SBDC and the Wisconsin Economic Development Corporation (WEDC) and similar organizations in other states, as well as the U.S. Commercial Service and industry trade associations. Domestic resources such as these can then connect entrepreneurs to foreign-equivalent organizations. With the right guidance, Chris says even very small companies can successfully go global—in some cases, even before they expand domestically. It all boils down to finding the white space and executing on the right opportunities—and budgeting time and money carefully, of course. Bolivia is a country with 36 indigenous people and 37 official languages. It has the world's largest salt flat. Besides supplying salt, it contains several other minerals of use. It is so large that after it rains the standing water becomes the earth's largest mirror making it ideal for calibrating the altimeters for earth's satellites. Nearby you will find the Hotel de Salad, built entirely from salt blocks including the interior and the furniture. Camille has served in Miami, FL; Buenos Aires, Argentina; Rio de Janeiro, Brazil; Nairobi, Kenya; Mumbai, India, and Sao Paulo, Brazil facilitating commercial partnerships between U.S. and local companies. In 2021, she was appointed as Commerce ITA's new Deputy Assistant Secretary for the MEA region.A native of Washington, D.C., Camille earned a B.A. in International Relations from Brown University and an M.A. in International Relations from Johns Hopkins/SAIS. Benin is a country whose government's aim is to educate future generations about its long history of human suffering via the slave trade. There are a couple of museums in place just for this purpose. Yet, due to great poverty in the country it is ironic that many parents in desperation, send their children to work as servants in the homes of the wealthy, both in their own country and in neighbouring countries. It is also the birthplace of Vodou, a practice which voodoo stems from. This is a country where the Royal Python is welcomed into the homes nearby the Serpent Temple they are released from weekly, as they hunt for a meal. Guest Bio: Lori Feathers '90 Lib is the co-owner and principal book buyer for Interabang Books a large, independent bookstore in Dallas, Texas, which she opened after retiring from a legal career in 2017. After Lori earned her Bachelor of Arts degree with honors in Russian from Penn State's College of the Liberal Arts in 1990 where she was Phi Beta Kappa, she earned a Juris Doctorate degree and a Master's degree in international affairs, both from American University in Washington DC in 1993. Upon graduating she took a job at the US Department of Commerce's International Trade Administration, and during her tenure she traveled extensively throughout the former Soviet Union—spending time in 13 of the 15 former Soviet republics--as a member of various delegations working on US trade and investment issues in the region. After four years at the Department of Commerce, Lori was hired as an international oil and gas attorney by Atlantic Richfield Company (ARCO) and moved to Dallas, Texas. While at ARCO Lori chaired negotiations with companies such as Rosneft, Lukoil, and the Georgian State Oil Company for billion-dollar oil exploration and infrastructure deals, accumulating lots of frequent flier miles in meetings with officials in Moscow and Tbilisi. When ARCO was acquired by British Petroleum in 2000, Lori joined the corporate law firm of Haynes and Boone in Dallas as an international attorney. In 2005 she was hired by Dallas-based independent oil and gas producer Pioneer Natural Resources as its Associate General Counsel for International Business. In addition to owning and running Interabang Books, Lori is a writer and a published book critic and was elected by her peers to serve two terms on the Board of the National Book Critics Circle, a national organization of book reviewers and publishing professionals. As a Board member she sits on the jury for the annual National Book Critics Circle awards. She is also Chair and Founder of the Republic of Consciousness Prize for Small Presses, a literary prize that supports the work of small publishers in the United States and Canada. In addition to reading books and writing about them, Lori enjoys a full life in Dallas with Kelem, her partner of 26 years, and their English bulldog, Botero. On July 26, 2018, Craig Allen began his tenure in Washington, DC as the president of the US-China Business Council (USCBC), a private, nonpartisan, nonprofit organization representing over 200 American companies doing business with China. Prior to joining USCBC, Craig had a long, distinguished career in US public service. Craig began his government career in 1985 at the Department of Commerce's International Trade Administration (ITA). He entered government as a Presidential Management Intern, rotating through the four branches of ITA. From 1986 to 1988, he was an international economist in ITA's China Office. In 1988, Craig transferred to the American Institute in Taiwan, where he served as Director of the American Trade Center in Taipei. He held this position until 1992, when he returned to the Department of Commerce for a three-year posting at the US Embassy in Beijing as Commercial Attaché. In 1995, Craig was assigned to the US Embassy in Tokyo, where he served as a Commercial Attaché. In 1998, he was promoted to Deputy Senior Commercial Officer. In 1999, Craig became a member of the Senior Foreign Service. From 2000, Craig served a two-year tour at the National Center for APEC in Seattle. While there, he worked on the APEC Summits in Brunei, China, and Mexico. In 2002, it was back to Beijing, where Craig served as the Senior Commercial Officer. In Beijing, Craig was promoted to the Minister Counselor rank of the Senior Foreign Service. After a four-year tour in South Africa, Craig became Deputy Assistant Secretary for Asia at the US Department of Commerce's International Trade Administration. He later became Deputy Assistant Secretary for China. Craig was sworn in as the United States ambassador to Brunei Darussalam on December 19, 2014. He served there until July 2018, when he transitioned to President of the US-China Business Council. Craig received a B.A. from the University of Michigan in Political Science and Asian Studies in 1979. He received a Master of Science in Foreign Service from Georgetown University in 1985. The technique, discovered with his colleagues at IBM, allows removal of material to a precisely determined depth without thermal damage to surrounding tissue.Until the early 1980s, lasers were used in eye surgery to create scar tissue that had therapeutic value, as when welding a torn or detached retina. The excimer laser breakthrough is used for delicate surgical procedures, most notably refractive eye surgeries such as PRK, and LASIK, which permanently change the shape of the cornea, the clear covering of the front of the eye.Born in Brooklyn, New York, Wynne, a physicist, received his A.B. in 1964 and his Ph.D. in 1969 from Harvard. He then joined IBM, working at the Zurich Research Laboratory before moving to the Watson Research Center in New York, where he was manager of the laser physics and chemistry group when excimer laser surgery was discovered. The recipient of many honors, including the National Medal of Technology and Innovation and NAE's Russ Prize, Wynne is presently exploring new ways to apply laser technology to dermatology. Kendra Kuo, Director of the US Export Assistance Center Grand Rapids. Kendra and her organization assist US companies sell their goods and services into foreign markets. Their assistance falls into four areas: international market research, international matchmaking (finding local partners and customers), trade events and training, and advocacy and investment. The U.S. Commercial Service, part of the International Trade Administration, has 100 U.S. locations and a presence in 70 countries worldwide. Kendra’s office has received lots of inquiries from companies as they deal with new issues arising from the Covid-19 pandemic and surrounding disruptions to the supply chain. She suggests working closely with your freight forwarder, and reaching out to her (or one of her colleagues; Michigan offices are in Grand Rapids, Pontiac, and Detroit). Calling it a fundamental change in how the agency does digital, the International Trade Administration launched a new iteration of its Trade.gov web site. It's full of new features to help companies that export, or hope to. For what went into this digital services effort, the ITA's acting chief information officer, Rona Bunn spoke to the Federal Drive with Tom Temin.
We’re seeing escalating taxes and tariffs with foreign countries having a significant impact on American businesses – and on American consumers. For instance, in addition to tariffs on some $365 billion in Chinese-origin imported goods, the Trump administration has imposed global tariffs on large residential washers, solar products, and steel and aluminum articles. There are deep interconnections between the U.S. and Chinese economies, and China has built its technology base on what it has acquired from the West. China’s government and some Chinese companies will use any means, legal or illegal, to acquire technology. Speaker: Craig Allen, President, US-China Business Council This event is part of the "China Economy Lecture Series," hosted by Professor Meg Rithmire at the Fairbank Center for Chinese Studies, Harvard University. On July 26, 2018, Craig Allen began his tenure in Washington, DC, as the sixth President of the United States-China Business Council (USCBC), a private, nonpartisan, nonprofit organization representing over 200 American companies doing business with China. Prior to joining USCBC, Craig had a long, distinguished career in US public service. Craig began his government career in 1985 at the Department of Commerce’s International Trade Administration (ITA). He entered government as a Presidential Management Intern, rotating through the four branches of ITA. From 1986 to 1988, he was an international economist in ITA’s China Office. In 1988, Craig transferred to the American Institute in Taiwan, where he served as Director of the American Trade Center in Taipei. He held this position until 1992, when he returned to the Department of Commerce for a three-year posting at the US Embassy in Beijing as Commercial Attaché. In 1995, Craig was assigned to the US Embassy in Tokyo, where he served as a Commercial Attaché. In 1998, he was promoted to Deputy Senior Commercial Officer. In 1999, Craig became a member of the Senior Foreign Service. From 2000, Craig served a two-year tour at the National Center for APEC in Seattle. While there, he worked on the APEC Summits in Brunei, China, and Mexico. In 2002, it was back to Beijing, where Craig served as the Senior Commercial Officer. In Beijing, Craig was promoted to the Minister Counselor rank of the Senior Foreign Service. After a four-year tour in South Africa, Craig became Deputy Assistant Secretary for Asia at the US Department of Commerce’s International Trade Administration. He later became Deputy Assistant Secretary for China. Craig was sworn in as the United States ambassador to Brunei Darussalam on December 19, 2014. He served there until July 2018, when he transitioned to President of the US-China Business Council. Craig received a B.A. from the University of Michigan in Political Science and Asian Studies in 1979. He received a Master of Science in Foreign Service from Georgetown University in 1985.

Section 725 Prohibits funding for the salary or expenses of a person who prepares or submits language into the President's budget proposal that assumes revenues or money from fees that have not been passed into law. The person would be paid if they submit, along with the revenue language, a corresponding cut that would go into effect if the suggested revenue is not enacted by the time the 2014 Appropriations conference begins. Section 732 No money can go towards a contract with a corporation that has been convicted of a felony in the previous 2 years, unless the contract officer says it's not necessary to protect the government. Section 733 No money can go towards a contract that hasn't paid all their Federal taxes, unless the agency says it's not necessary to protect the government. Section 735 Section 411 of the Plant Protection Act prohibits regulated plant "pests", like weeds, that are somehow considered harmful if allowed to be freely grown in the United States. Anyone is allowed to petition to have a plant removed from the regulated list. If the Secretary of Agriculture chooses to regulate a plant that was previously unregulated, this bill says the Secretary "shall" "immediately grant temporary permits" which will authorize the movement, introduction, continued cultivation, or commercialization, while the petition is evaluated. Section 736 No money will be allowed to pay for "mitigation" associated with removal of a dam on the White Salmon River in Washington state on October 26, 2011. "Mitigation" according to FEMA: "Mitigation is the effort to reduce loss of life and property by lessening the impact of disasters. Mitigation is taking action now- before the next disaster- to reduce human and financial consequences later… Without mitigation actions, we jeopardize our safety, financial security, and self-reliance." Section 742 Prohibits any money from going towards implementing proposed and some existing regulations in the poultry market. Regulations prohibited: Terms eliminated "Tournament system": Methods used by poultry dealers to calculate the payment rate to poultry farmers by comparing one one farmer's performance with another's. "Additional capital investment": $25,000 or more paid by the poultry or pig farmer beyond his initial investment for expanding facilities. "Competitive injury": When conduct distorts competition in the marketplace "Likelihood of competitive injury": When their's reason to believe a competitive injury is likely to occur. Examples: When a dealer kills competition through large-scale exclusive dealings When a poultry/pig dealer raises competitor's costs When a dealer lowers amounts paid to the farmers below market value When a dealer impairs a farmer's ability to compete with other farmers When a dealer impairs a farmer's ability to get their full payment from their sales in the marketplace Applicability of Regulations (these people would be exempted) Poultry dealers - buy and sell the poultry from farmers List of actions that would not be allowed by regulation Being deceitful in poultry market contracts Retaliatory actions -including intimidation or disadvantage- by a dealer against a farmer in response to anything said or written by that farmer A refusal to give farmer the statistical information & data used to determine the compensation paid to him by the dealer An action or attempt to limit a farmer's rights in a contract, including: Right to a trial by jury (arbitration ok if voluntarily agreed to) Right to damages Rights to attorney fees awards Right to fair trial location Paying a premium or applying a discount on the payment to a pig farmer without documenting the reason and cost justification Ending a contract with a poultry/pig farmer for no reason other than an allegation of wrong doing. The violation must be reported to the authorities for it to be grounds for termination. A business practice designed to mislead farmers A contract that causes a competitive injury Eliminated Rules Packers and dealers would have to submit a copy of their contracts to the Grain Inspection, Packers, & Stockyards Administration (GIPSA) within 10 days. Packers, purchasers, and dealers would have to tell GIPSA when their contracts are dead. The contracts would be available to the public on the internet. Trade secrets, confidential business information, & personal information would not be made public. Confidential business information of packers and dealers would have to be given to GIPSA. Tournament System: All farmers growing the same type and kind of poultry would have to paid at the same rate. There would be a minimum required payment.
