The Cognitive Crucible is a forum that presents different perspectives and emerging thought leadership related to the information environment. Research Question: Bob Jones suggests as interested student examine:  Is political conflict internal to a single system inherently different than political conflict between two or more systems; and if so, how, why and so what? How is the modern Chinese effort to expand their sovereignty to match their expanded power distinct from, or similar to, the US efforts to do the same in the 1890 to 1914 timeframe? If one expands the definition of unconventional warfare (UW) to the leveraging of foreign political grievances to advance or secure one's interests, do al Qaeda and ISIS conduct UW? Does the presence of absence of violence lend strategic insight to the nature of a political competition/conflict? If one accepts that AQ and ISIS wage UW campaigns, how does one best disrupt, defeat, or render irrelevant their efforts? Is counterinsurgency best thought of as a purely domestic, civilian-led activity; where, as in all domestic emergencies, the military is always in support, last in and first out? It has been offered that internal, revolutionary insurgency differs from democracy only in legality; and that causation is rooted in how some distinct demographic feels about the governance affecting their lives.  How does this perspective affect counterinsurgency operations? About the Lecture Navigating terrain is difficult. Navigating terrain in an unknown land, without a local guide, surrounded by hostile parties, in an arid climate, and dangerously low on supplies makes the journey significantly more perilous. However, the trek throughout these lands and the skills – both brain and brawn – needed to safely traverse a course back home requires unparalleled knowledge in how to adapt to and strategize for the usage of the geography around oneself. Utilizing the account of Xenophon's, and his fellow Greek mercenaries', trials throughout Anatolia and Mesopotamia at the turn of the 5th century B.C.E. helps illustrate the critical importance of geography. This talk looks at providing an analysis for an ancient account of strategy in unfamiliar territories to highlight those principles that transcend time and should be considered even in contemporary operations. Scott Ruston is a Research Professor with Arizona State University's Global Security Initiative, a university-wide interdisciplinary hub for researching complex challenges in the global security arena. He directs the Center on Narrative, Disinformation & Strategic Influence, leading research teams that combine humanities, social science and computer science in order to better understand manipulations of the information environment and develop technologies to identify malign influence activities. Also a member of ASU's Center for Strategic Communication, Professor Ruston's research focuses on the socio-cultural dimensions of the information domain. He has applied his expertise in narrative theory and media studies to a variety of counter violent extremism and counter violent extremist ideology research contexts, including: analysis of extremist narratives; strategies for counter or alternative narratives; and the neurobiology of narrative comprehension. He is co-author of Narrative Landmines: Rumors, Islamist Extremism and the Struggle for Strategic Influence (Rutgers University Press, 2012), as well as articles on strategic communication, extremist videos and the narrative potential of new media technologies.  He has presented widely on topics intersecting disinformation and propaganda, media, narrative/counter-narrative and terrorism to military, academic and non-governmental organization audiences.  Current research projects focus on analysis of propaganda and information operations in so-called Gray Zone operations, as well as narrative-based interventions influencing attitude, belief and behavior in organizational culture. He and his handlers frame any details in such a way that the character is presented as a good guy or has been unjustly accused. I didn't really think about the mechanics of it all until my conversation with this week's guest, Scott Ruston. I invited Scott on the podcast because there is so much controversy in what he calls our information environment. I wanted to understand how others can believe what seems to me to be so patently false. What has gotten us to this place and what can we do about it. Scott Ruston is an expert in the field of narrative disinformation, and teaches and researches it at the university level. As such, our conversation gets pretty theoretical and cerebral. One of many things I admired in his explanation is how neutral he stays as he describes what's going on. The rhetorical devices are used by all sides, and thoughtful people from all points of view can learn from him without feeling judged. About the speaker: Nathaniel Bader is an IWP student pursuing a master's degree in Statecraft and National Security Affairs with a concentration in Public Diplomacy and Strategic Influence. Nathaniel graduated summa cum laude from Dakota Wesleyan University in Mitchell, South Dakota, with degrees in history and nonprofit administration. While at Dakota Wesleyan, Nathaniel was named the Senator George McGovern Scholar, served as parliamentarian for the Student Senate, led the McGovern Engagement Group for Political Activism, and spent time in Uganda working on long-term economic development projects in two rural villages. Nathaniel has interned with Court Appointed Special Advocates and the Africa Center for Strategic Studies. Nathaniel currently works at the American Political Science Association. Nathaniel grew up in South Dakota, and, in his free time, he enjoys watching sports, traveling, playing bar trivia, and watching science fiction films.

Joseph M. Humire is the Executive Director of the Center for a Secure Free Society. As a global security expert specializing in asymmetric warfare, Mr. Humire has produced leading research and investigations on Islamic extremism and Iran’s influence in the Western Hemisphere, as well as other topics. His work is frequently sought after by various entities within the U.S. Department of Defense and intelligence community, as well as prominent think tanks and universities throughout the Americas. Moreover, Mr. Humire is an eight-year veteran of the United States Marine Corps having served combat tours in Iraq and Liberia, as well as taking part in the multinational training exercise in Latin America and the Caribbean: UNITAS 45-04. Iran is the most ardent state sponsor of terror in the world. The Western Hemisphere has been victim of Iranian terror in the past, and these attacks paved the way for the growing presence of radical Islamists and Iranian revolutionary guards in Latin America. In the past five years, there have been at least two clear-cut cases in which the Islamic Republic has used Latin America to stage attempted terrorist attacks within the United States. Joseph Humire will look at the presence of the Iranian Revolutionary Guards Corps and Hezbollah in Latin America, including not only military to military cooperation but also their extensive information operations as well as criminal activities and how these might impact U.S. homeland security.

The historical significance of sea power has been long since established. In 1890, naval expert Alfred Thayer Mahan authored a well-regarded and timeless book, "The Influence of Sea Power upon History" which outlined the influential history and perpetual importance of naval warfare. The concepts in Mahan's book have largely become a foundation for how experts currently regard naval strategy. Building off of these concepts, today's lecture will explain the impact of naval thought on the current geo-political system and the modern implications of naval supremacy. owensDr. Mackubin Thomas Owens is Dean of Academic Affairs and Professor at The Institute of World Politics. He is a Senior Fellow of the Foreign Policy Research Institute (FPRI) in Philadelphia, and editor of Orbis, FPRI's quarterly journal. He recently retired as Professor of National Security Affairs at the US Naval War College in Newport, Rhode Island. At the War College he specialized in the planning of US strategy and forces, especially naval and power projection forces; the political economy of national security; national security organization; strategic geography; and American civil-military relations. From 1990 to 1997, Dr. Owens was Editor-in-Chief of the quarterly defense journal Strategic Review and Adjunct Professor of International Relations at Boston University. Before joining the faculty of the War College, Dr. Owens served as National Security Adviser to Senator Bob Kasten, Republican of Wisconsin, and Director of Legislative Affairs for the Nuclear Weapons Programs of the Department of Energy during the Reagan Administration. Dr. Owens is also a Marine Corps veteran of Vietnam, where as an infantry platoon and company commander in 1968-1969, he was wounded twice and awarded the Silver Star medal. He retired as a Colonel in 1994. Dr. Owens earned his Ph.D. in Politics from the University of Dallas, a Master of Arts in Economics from Oklahoma University, and his BA from the University of California at Santa Barbara. He has taught at the University of Rhode Island, the University of Dallas, Catholic University, Ashland University of Ohio, and the Marine Corps' School of Advanced Warfighting (SAW).
