President Trump's return to the White House has brought a radical shift in U.S.-Mexico ties, reshaping relations between the two neighbors. Within his first 100 days in office, the U.S. President declared a “national emergency” at the southern border, directed U.S. troops to help seal it, designated several Mexican drug cartels as foreign terrorist organizations, and threatened to impose tariffs on Mexican imports unless tougher action is taken to curb the flow of fentanyl and migrants. While Mexican President Claudia Sheinbaum has so far proven capable of navigating President Trump's hardline negotiation style, the road ahead for U.S-Mexico security cooperation remains uncertain. In this episode, Ryan C. Berg sits down with Cecilia Farfán-Méndez, Head of the North American Observatory at the Global Initiative against Transnational Organized Crime. Together, they discuss the security challenges faced by Mexico, as well as the stresses and opportunities presented by the second Trump administration for U.S.-Mexico cooperation. Southeast Asia has become the “ground zero” for the multi-billion-dollar global internet scamming industry according to the UN Office on Drugs and Crime (UNODC).Transnational criminal groups working across the region are targeting victims around the world from so-called scam farms which are operating clandestinely - often alongside legal businesses.Many of the workers are coerced into scamming activities against their will and can be tortured if they do not meet targets for stealing money from victims.Benedikt Hofmann, the UNODC Deputy Regional Representative for Southeast Asia and the Pacific, visited a scam farm in the Philippines that was raided in March this year.  Daniel Dickinson caught up with him there and began by asking him to describe what he saw.

Brazil has long had a problem with mafia-style groups, according to the Global Organized Crime Index, with 8 out of 10, that places the country 3rd in South America.One such group are the so-called militias, made up of former and serving members of military police or law enforcement. The militias groups have sought to profit from the housing market , with many residents facing the threat of violence, and even expulsion from their homes. Alongside this, militias have seeped into other markets, controlling access to utilities such as water, electricity and internet connectivity. According to the Global Organized Crime Index, levels of extortion and protection racketeering are high, at 7 out of 10. David J. Glawe is the President and Chief Executive Officer of the National Insurance Crime Bureau.  Mr. Glawe is responsible for leading a united effort of property-casualty insurance companies, law enforcement agencies, car rental companies, and other strategic partners to prevent and combat insurance fraud and crime.  Mr. Glawe oversees the operational and intelligence capabilities of NICB employees who are deployed in eight regional offices throughout the United States and Mexico.  Prior to joining NICB, Mr. Glawe served as the Under Secretary for Intelligence at the Department of Homeland Security.  He was nominated by the President of the United States and received unanimous confirmation by the Senate.  Prior to his appointment, Mr. Glawe served as Special Assistant to the President of the United States for Homeland Security, and as the Chief Intelligence Officer and Assistant Commissioner at U.S. Customs and Border Protection.  Mr. Glawe also served in the Office of the Director of National Intelligence as Deputy Intelligence Manager for Threat Finance and Transnational Organized Crime, and subsequently on the President's National Security Council.  Earlier in his career, Mr. Glawe served as a Supervisory Special Agent with the Federal Bureau of Investigation, a Federal Agent with the United States Postal Inspection Service, and a Police Officer in Houston, Texas, and Aurora, Colorado.   Mr. Glawe's numerous honors include the Central Intelligence Agency Warren Medallion and Citation, the Department of Homeland Security Distinguished Service Medal and Citation, the National Intelligence Superior Service Medal, and the Department of Justice Meritorious Public Service Award.  Mr. Glawe achieved a Bachelor of Arts in Behavioral Science degree from the University of Northern Iowa and certificate from Harvard University. Part 1: “Who are these guys and what are they doing here?”In late February 2022, Airport workers in Khartoum International Airport in Sudan are stood glued to television screens, watching Russian tanks entering the outskirts of Kyiv in Ukraine. But just outside on the runway, a Russian cargo plane laden with cookies was about to take off, heading to Latakia on the coast of Syria.Earlier that day, officials had inspected the aircraft, suspicious of the cargo manifest. It turned out they were right to be suspicious, because hidden under the cookies was gold. A ton of gold. But the military arrived and the plane was waived through.Gold is Sudan's largest export, although 80% of that is thought to be smuggled out of the country. The industry has a number of players, including the Rapid Support Forces who are currently locked in battle with its rival the Sudanese Armed Forces . This figure is more than the total number caught in the last five years combined. The New York Times reported, "...deaths from drug overdoses rose again to record-breaking levels in 2021, nearing 108,000, the result of an ever-worsening fentanyl crisis, according to preliminary new data published on Wednesday by the Centers for Disease Control and Prevention." The program will cover Russia's invasion of Ukraine and the brutal warfare resulting in 1,000 casualties per day in the Donbas region, and the significance of affirming America's long-standing policy of peace through strength. Iran is dangerously close to completing its nuclear weapons program. Senator Jim DeMint has fought tirelessly for freedom, prosperity, and traditional American values against the Washington swamp for over two decades. Today, he leads and trains a new generation of conservative warriors as Chairman of the Conservative Partnership Institute. After College, Michael Brown was assigned to the DEA Detroit, Michigan Field Division Office. Director participated in several high-profile narcotics investigations and later volunteered for the first DEA Detroit Field Office Mobile Enforcement Team as the primary undercover agent and liaison officer with local and state law enforcement agencies.   Director Brown (1991-1996) after successfully graduating from the Ranger Training Battalion was accepted into the DOJ- DEA's special operations program, Operation Snowcap, serving four tours of duty in Central and South America.   During Director Brown's assignment he worked closely with Bolivian Counterdrug Special Forces units and was responsible for managing combat assault operations targeting clandestine narcotics manufacturing laboratories, clandestine air strips, illicit precursor chemical storage locations, locating fugitives and the development of counter-drug intelligence.   During additional assignments in Pakistan, Director Brown worked in conjunction with the British Serious Organized Crime Agency and the British Special Air Service (SAS) Units pertaining joint counter-drug operations with the Pakistani Anti-Narcotics Special Investigative Intelligence Unit based in Quetta, Pakistan. Director Brown managed all joint undercover operations with Pakistan counterdrug units and developed operational field training programs.   During 1999-2000, Director Brown volunteered for a six-month Tour-of-Duty to Port-a-Prince, Haiti, acting as the principal training officer for the Haitian Counterdrug Maritime Unit. In 2004, Director Brown was transferred to the DEA Houston Field Division, where he was responsible for managing DEA investigations, participating in undercover street operations, and coordinating enforcement actions with other Federal/State law enforcement agencies.     During 2019 to 2021 Director Brown was transferred to the DEA headquarters in Washington D.C. Director Brown was assigned as Staff Coordinator for the DEA Office of Foreign Operations (OFE) for Middle East-Europe-Afghanistan-India.    During June 1, 2021, Director Brown, retired after 32 years as a special agent for DEA and started his new position with Rigaku Analytical Devices as the Director of Counter-Narcotics Interdiction Partnerships. Rigaku is the leader in the development of specialized counter-narcotics analyzers for the identification of unknown substances. In this new role, Director Brown is responsible for designing and implementing strategic planning to enhance the ability of law enforcement agencies using advanced technology to identify and mitigate the threat posed by Transnational Organized Criminal groups and their proxies related to trafficking in dangerous narcotics and illicit precursor chemicals. Director Brown's vision incorporates the use of advanced law enforcement technology as a critical tool in combating the evolution of Transnational Organized Crime groups as they progress in the development of new precursor and pre-precursor chemicals essential to clandestine drug production and international drug distribution.

Pour la première fois depuis son arrivée au pouvoir il y a plus de deux ans, le président mauritanien Mohamed Ould Ghazouani a passé trois jours en Algérie et longuement rencontré son homologue Abdelmadjid Tebboune. Est-ce le signe d'un rapprochement au détriment du Maroc ? Ou le présage d'une médiation à venir de Nouakchott entre Alger et Rabat ? Raouf Farrah, chercheur en géopolitique et analyste principal à Global Initiative against Transnational Organized Crime, basée à Genève, est l'invité de RFI. RFI: Est-ce que cette visite du président mauritanien Mohamed Ould Ghazouani à Alger témoigne d'un rapprochement entre Nouakchott et Alger, peut-être au détriment du Maroc ? Raouf Farrah : Je dirais plutôt que c'est une consolidation de la coopération entre Alger et Nouakchott. Il faut savoir que les rapports entre les deux pays se sont améliorés au cours des dernières années, notamment depuis août 2018 avec la fameuse ouverture d'un poste frontalier temporaire à la frontière qui lie les deux pays au Sahara. Il y a justement cette idée de création d'une zone franche à la frontière, d'où la création du poste frontalier qui a été construit en dur il y a quelques mois seulement. Et cela a permis d'avoir aujourd'hui des échanges économiques intéressants qui sont, certes, relativement faibles et qui sont estimés à à peine quelques millions d'euros, mais qui peuvent augmenter très vite. Et en plus de cela, il faut rajouter que ce qui intéresse surtout les deux pouvoirs, c'est aussi de désenclaver les deux régions frontalières qui sont assez pauvres. Je pense à la wilaya de Tindouf, côté algérien, et à la wilaya de Tiris Zemmour, côté mauritanien. Mais pour cela, il faudra construire le dernier tronçon de route qui manque, justement entre le poste-frontière qui lie les deux pays et la zone de Zouerate en Mauritanie. Et ça aussi, c'est un projet qui est à l'étude entre les deux autorités. Les exportations algériennes vers la Mauritanie ont doublé ces dernières années, mais est-ce que les relations commerciales de la Mauritanie ne sont pas beaucoup plus importantes avec le Maroc qu'avec l'Algérie ? Tout à fait. Les relations économiques mauritano-marocaines sont nettement supérieures à celles avec l'Algérie. Et c'est justement, d'après moi, la raison de cette visite, c'est qu'il y a une concurrence aujourd'hui entre Alger et Rabat sur qui sera en mesure d'être le plus proche de la Mauritanie. Et l'Algérie tente de concurrencer le Maroc. C'est l'une des dimensions d'une course au leadership maghrébin que se livrent l'Algérie et le Maroc dans le contexte actuellement très tendu d'une rupture des relations diplomatiques entre les deux pays. Traditionnellement, la Mauritanie cherche à rester neutre entre le Maroc et l'Algérie. Mais, depuis la rupture des relations diplomatiques entre Alger et Rabat à l'initiative d'Alger le 24 août dernier, est-ce que Nouakchott s'est rapprochée plutôt d'Alger ou plutôt de Rabat ? Je crois que Nouakchott a surtout essayé d'être fidèle à une position de neutralité, sans pour autant remettre en question ses engagements avec le Maroc, mais tout en consolidant ses relations diplomatiques avec l'Algérie. L'année 2021 a été détestable du point de vue des relations entre le Maroc et l'Algérie. Que peut-on attendre pour 2022 ? Il est très peu probable qu'il y ait une désescalade de la tension entre Alger et Rabat. L'entrée en jeu de l'interférence israélienne dans ce jeu de tension maghrébin est vraiment l'élément le plus important, selon moi, à retenir pour l'année 2021, et qui est peut-être l'élément le plus dangereux aussi parce que, du côté algérien, c'est perçu comme étant une vraie menace à la sécurité nationale et du côté marocain, disons que le soutien israélien a donné une sorte de coup de force à des velléités parfois bellicistes au sein de certaines parties du pouvoir marocain. Donc, l'entrée en jeu d'Israël, c'est un facteur déstabilisant, c'est un facteur d'insécurité, c'est un facteur qui va pousser les acteurs ayant les positions les plus dures à maintenir leur posture, alors que l'amélioration des relations diplomatiques entre l'Algérie et le Maroc passe par une approche diplomatique. Et ce n'est certainement pas l'arrivée d'Israël aux frontières de l'Algérie qui permettra d'aller dans ce sens. Est-ce que la Mauritanie peut faire médiation entre l'Algérie et le Maroc ? Je ne le crois pas. En tout cas, pas de manière officielle. Je crois plutôt qu'il y a eu, selon certaines sources qui nous sont parvenues, une tentative de médiation par l'Arabie saoudite qui a approché les deux diplomaties, mais sans succès. A mon sens, le pays, qui est le plus à même d'engager une médiation, serait certainement l'Espagne. Today, I'm thrilled to welcome human trafficking expert, Lori Mann, to the show to talk about trafficking in persons legal cases in which the victims of trafficking themselves are on trial as defendants. But first, about Lori. Lori is an independent consultant with more than 20 years of experience in the fields of international human rights and the rule of law, with a strong focus on women's rights and gender equality, including violence against women and human trafficking. Lori founded an international women's rights NGO dedicated to strategic litigation, Women's Link Worldwide, and has since worked primarily as a consultant for United Nations agencies and the Council of Europe in diverse countries around the world. She has a JD from Columbia Law School and a BA from the University of California at Berkeley. Today, Lori talks us through the findings of some research that she conducted for the United Nations Office on Drugs and Crime (UNODC), which looks at cases involving victim-defendants of trafficking for sexual exploitation. We have a truly fascinating conversation about some of the harrowing experiences that victims of trafficking undergo while being trafficked and then during court proceedings later on. We talk about the nature of these cases and how the victim-defendants can be coerced by their traffickers to commit various crimes, as well as the associated gaps in both developed and developing legal systems. Guest Bio:Ken Paxton is the 51st Attorney General of Texas. He was elected on November 4, 2014, and sworn into office on January 5, 2015. He was re-elected to a second term in 2018.As the state's top law enforcement officer, Attorney General Paxton leads more than 4,000 employees in 38 divisions and 117 offices around Texas. That includes nearly 750 attorneys, who handle more than 30,000 cases annually – enforcing child support orders, protecting Texans against consumer fraud, enforcing open government laws, providing legal advice to state officials, and representing the state of Texas in court, among other things.His first major initiative as attorney general was the formation of a special unit dedicated to combating human trafficking in Texas. During its first year of existence, the Human Trafficking and Transnational Organized Crime section helped arrest the chief executive officer of Backpage.com and coordinated to facilitate the permanent shut down of Backpage.com, the largest online sex-trafficking marketplace in the United States.Under Attorney General Paxton's leadership, the agency's Child Support Division is recognized as the most successful and cost-effective program in the nation. In fiscal year 2018, the division collected more than $4.378 billion for Texas families – an unprecedented amount in one year by any state. This success helped Texas taxpayers avoid over $1 billion in additional public assistance costs.Attorney General Paxton is focused on protecting Texans and upholding Texas laws and the Constitution. Fighting federal overreach, he filed 22 lawsuits against the Obama administration during a two-year stretch, of which six were heard in the U.S. Supreme Court. He's obtained an injunction or other winning ruling in more than 75 percent of the cases he's brought against the federal government. During his tenure in office, Attorney General Paxton has won major cases for Texas on immigration, school rights, Environmental Protection Agency rules and religious freedom. Stopping the EPA's “Regional Haze” rule averted higher energy rates for Texans. Businesses were protected and jobs preserved in Texas when Attorney General Paxton prevailed against the Department of Labor's “Overtime” rule. Attorney General Paxton led a successful multistate coalition against the Obama-era Clean Power Plan, which would have increased consumer prices for electricity and weakened the power grid in Texas. Most recently, a U.S. District Court agreed with his 20-state coalition lawsuit holding Obamacare unconstitutional. His office has also obtained a record number of successful election fraud convictions.

Although Parallax Views can't vouch for and doesn't necessarily agree with all of Hopsicker's conclusions, the fact that Hopsicker was on the trail Andrew Badolato before the alleged fraud of "Build the Wall" have proven of interest to the program. The bottom line for Hopsicker is that as long as the War on Drugs goes on so will transnational organized crime. In 1975 through the Conference on Security and Cooperation in Europe, 35 countries from across the northern hemisphere signed the Helsinki Final Act in an attempt to improve the détente between the Soviet bloc and the West. The Final Act acknowledged not only traditional aspects of state security, such as the inviolability of national frontiers and respect for territorial integrity, but also – for the first time for many of the signatories – that the treatment of citizens within a country's borders affects security and is of legitimate national concern. At the fall of the Soviet Union in the early 1990s, the Final Act served as the foundation for the establishment of the Organization for Security and Cooperation in Europe (OSCE), which has become the world's largest security-oriented intergovernmental organisation. Its mandate includes issues such as arms control, promotion of human rights, freedom of the press, and fair elections. However, this year the OSCE experienced an organisational crisis with a vacuum in its four main leadership positions, which has raised questions about how the organisation is structured and whether it is still fit for purpose. Could your smart fitness device detect if you were coming down with respiratory symptoms? A project collecting data from smart wearable devices to see if they can plot outbreaks of disease symptoms by reporting data in real time and giving it a geographical tag has been launched. This would allow local authorities to mount responses quickly before any virus spreads further. The study is called DETECT and one of those involved is Dr. Jennifer Radin an epidemiologist at Scripps Research Translational Institute in San Diego California and she joins us on the programme. COVID-19 Cybercrime Why are we more susceptible to cybercrime during lockdown? A new report just published by The Global Initiative against Transnational Organized Crime entitled “Cybercrime – Threats during the COVID-19 pandemic” is trying to answer that question. From attacks on hospitals, to a massive rise in the registration of websites with coronavirus, pandemic and COVID-19 in their addresses, the report looks at how our behaviour, our tech and the criminals, have changed in the last few months making cybercrime an even greater threat than before. How safe are sex robots? Sex robots are increasing in popularity. But as more people around the world bring these increasingly sophisticated androids into their homes, what new risks do they bring with them? As countries across the globe enforce strict lockdowns, many of us have felt the power of technology to counter loneliness and isolation, but how close should we let our tech get? And when technology is so taboo, do important discussions about safety ever see the light of day? Luckily, roboticists and regulators are beginning to grapple with some of these issues. The tightening of international sanctions against North Korea is helping to fuel the illicit ivory trade in Africa as the increasingly isolated country searches for new ways to generate revenue, according to a new report from the Global Initiative against Transnational Organized Crime. Much of that ivory, according to the report, is destined for the black market in China. Although China announced in January that it would outlaw the domestic ivory trade, consumer demand appears to remain strong as the wholesale price for raw ivory hovers around $1,100 per kilo. North Korea's role in the African ivory trade is largely confined to "buying and bagging," said Julian Rademeyer, the report's author and an acclaimed South African environmental investigative journalist. North Korean officials, he added, are often able to easily move their illegal contraband as diplomatic cargo so it usually goes unchecked by local customs authorities. Julian joins Eric & Cobus to discuss his findings on North Korea's role in the illegal ivory trade between China and Africa.  Join the discussion. President Obama unveiled his plans to combat what the United States is calling "Transnational Organized Crime" in a paper released by the White House Tuesday morning.   The document focuses primarily on encouraging more international cooperation to target organized criminals dealing in smuggling people, smuggling drugs, committing acts of terror and online financial crime. U.S. Senator Charles E. Schumer announced his support for legislation to crackdown on counterfeit parts in weapons systems, airplanes, and other equipment that are essential to keeping our men and women in uniform safe, and to protect key defense contractors in Central New York. According to the Department of Defense, the rise in counterfeit aircraft parts alone are leading to a "5 to 15% percent decrease in weapons systems reliability" each year, putting additional troops' lives at risk both at home and abroad. Police have identified phishing, pharming and spoofing as the three main cyber crimes that have cost losses amounting to millions.  The Federal Internet Crimes unit head Deputy Superintendent in Singapore said the number of victims falling prey to such crimes, especially through online-banking scams, was also increasing yearly.
