We often think of censorship as governments removing material or harshly punishing people who spread or access information. But Margaret E. Roberts' new book Censored: Distraction and Diversion Inside China's Great Firewall (Princeton University Press, 2020) reveals the nuances of censorship in the age of the internet. She identifies 3 types of censorship: fear (threatening punishment to deter the spread or access of information); friction (increasing the time or money necessary to access information); and flooding (publishing information to distract, confuse, or dilute). Roberts shows how China customizes repression by using friction and flooding (censorship that is porous) to deter the majority of citizens whose busy schedules and general lack of interest in politics make it difficult to spend extra time and money accessing information. Highly motivated elites (e.g. journalists, activists) who are willing to spend the extra time and money to overcome the boundaries of both friction and flooding meanwhile may face fear and punishment. The two groups end up with very different information – complicating political coordination between the majority and elites. Roberts's highly accessible book negotiates two extreme positions (the internet will bring government accountability v. extreme censorship) to provide a more nuanced understanding of digital politics, the politics of repression, and political communication. Even if there is better information available, governments can create friction on distribution or flood the internet with propaganda. Looking at how China manages censorship provides insights not only for other authoritarian governments but also democratic governments. Twin Cities–based dancer and choreographer Dominick Burkhardt discovered his passion for the arts early in life, growing up in his mother's dance studio. Immersed in a creative environment from a young age, he trained extensively in all styles of dance—including ballet, jazz, hip hop, tap, contemporary, modern, and acro—building a versatile and dynamic foundation. He honed his technical and performance skills at both Larkin Dance Studio and the Saint Paul Conservatory for Performing Artists, graduating in 2018 with a strong focus on both commercial and concert dance. During his time at SPCPA, he also received training in musical theater, further enriching his performance range while maintaining a strong dance core. His diverse training has allowed him to move seamlessly across genres, whether on stage, on screen, or in the studio. Dominick has worked with top artists and global brands, performing and modeling for the NFL and several Fortune 500 companies in a range of commercial campaigns. He is a current company member with Black Label Movement, where he performed at the 2024 American Dance Festival, and has worked with companies and artists including Rachel Lieberman in the Red Eye's NW4W Festival, Cheng Xiong in the Candy Box Dance Festival presented by ARENA DANCES, and Eduardo Navarro in Cloud Museum, performed at the Walker Art Center. In 2025, he was selected as a choreographer for Black Label Movement's Movers Make 2.0, a platform supporting emerging choreographic voices. In addition to performing and choreographing, Dominick is a dedicated educator who currently teaches all styles of dance at various Twin Cities dance schools. With a deep appreciation for both technique and artistry, he's passionate about helping dancers of all levels grow in confidence, versatility, and discipline. Outside of the dance world, Dominick holds a Bachelor of Science in Information Technology from Upper Iowa University and works as a system administrator in Minneapolis. He also serves as a Staff Sergeant in the Iowa Air National Guard. Whether on stage, in the studio, or in uniform, Dominick is committed to excellence, mentorship, and empowering others through discipline, creativity, and purpose in every area of life.

The top lawmakers on a key House cybersecurity panel are hoping to remove a barrier to entry for cyber jobs in the federal government. Introduced last week, the Cybersecurity Hiring Modernization Act from Reps. Nancy Mace, R-S.C., and Shontel Brown, D-Ohio, would prioritize skills-based hiring over educational requirements for cyber jobs at federal agencies. Mace and Brown — the chair and ranking member of the House Oversight Cybersecurity, Information Technology, and Government Innovation Subcommittee, respectively — said the legislation would ensure the federal government has access to a “broader pool of qualified applicants” as the country faces “urgent cybersecurity challenges.” Mace said in a press release Thursday: “As cyber threats against our government continue to grow, we need to make sure our federal agencies hire the most qualified candidates, not just those with traditional degrees. This bill cuts red tape, opens doors to skilled Americans without a four-year diploma but with the expertise to get the job done, and strengthens our nation's cybersecurity workforce.” Brown said in a statement that expanding the cyber workforce is “imperative” to “meet our nation's growing need for safe and secure systems.” The bill aims to “remove outdated hiring policies, expand workforce opportunities to a wider pool of talented applicants, and help agencies hire the staff that they need,” she added. The bill calls on the Office of Personnel Management to annually publish any education-related changes that are made to minimum qualification requirements for federal cyber roles. OPM would also be charged with aggregating data on educational backgrounds of new hires for those cyber positions. Texas-based defense startup Saronic Technologies will produce multiple batches of autonomous maritime drones for the U.S. Navy by mid-2031 under an other transaction agreement (OTA) worth more than $392 million, according to officials and public contracting documents viewed by DefenseScoop. Details are sparse regarding the specific features, types and quantities of unmanned vessels Saronic will deliver — but they'll likely mark a major component of the Navy's AI-enabled, hybrid fleet that's being designed to counter security threats in and around the Pacific. OTA contract vehicles offer Defense Department buyers more flexibility and speed than traditional Federal Acquisition Regulation-based acquisitions. They're a key element in the Navy's broader plan to modernize and incentivize accelerated technology adoption to prepare for future fights. According to records posted on the Federal Procurement Data System, Naval Sea Systems Command and Saronic Technologies formalized this $392 million OTA — which has a completion date of May 30, 2031 — on May 16. Two months later, in July, NAVSEA made an award to Saronic worth nearly $197 million under the agreement, or about half of the total award ceiling. It's unclear if more awards have been made to date.

China's commitment to cultivating new quality productive forces through scientific and technological innovation, as reiterated by President Xi Jinping, will help the country gain a competitive edge in strategic emerging fields and tech frontiers, and contribute to global economic growth, said experts and company executives.Highlighting that fostering new growth drivers has been high on China's development agenda, they called for accelerated efforts to achieve breakthroughs in crucial technologies by investing more in fundamental research, reinforcing the dominant position of enterprises in boosting technological advancements, and intensifying financial support for innovation-oriented tech companies.First put forward by Xi, who is also general secretary of the Communist Party of China Central Committee, during his inspection tour of Heilongjiang province in September 2023, the term "new quality productive forces" has been highlighted at several high-profile meetings.New quality productive forces are driven by revolutionary technological breakthroughs, the innovative allocation of production factors, and deep industrial transformation and upgrading, Xi said while presiding over a group study session of the Political Bureau of the CPC Central Committee in January last year.He pointed out that sci-tech innovation can generate new industries, new models and new growth drivers, which are the core elements of the development of new quality productive forces.The tone-setting Central Economic Work Conference held in December called for more efforts to make sci-tech innovation drive the development of new quality productive forces and build a modern industrial system.Huang Hanquan, head of the Chinese Academy of Macroeconomic Research, said, "Developing new quality productive forces is an intrinsic requirement for promoting China's high-quality development and will inject fresh momentum into global economic growth."Huang said that China has favorable conditions for fostering new quality productive forces, given its ever-increasing innovation capacities, complete industrial systems, ultra-large domestic market, high-caliber talent pool and massive data resources.To gain an upper hand in a new round of technological revolution and industrial transformation, he stressed that more efforts should be made to bolster sci-tech innovation, especially innovation in cutting-edge and disruptive technologies, and to accelerate the industrial application of innovative achievements, further deepen reforms in technology and education mechanisms, and expand high-level opening-up.A meeting of the Political Bureau of the CPC Central Committee on July 30, which was presided over by Xi, called for accelerating the cultivation of emerging pillar industries with global competitiveness and promoting the deep integration and development of sci-tech innovation and industrial innovation."Sci-tech innovation plays a pivotal role in nurturing new quality productive forces. China has sent a clear signal that it is dedicated to implementing the innovation-driven development strategy and facilitating the in-depth integration of digital technologies with the real economy, in a bid to drive a shift from old growth drivers to new ones," said Luo Zhongwei, a researcher at the Chinese Academy of Social Sciences' Institute of Industrial Economics.Luo emphasized the need to improve indigenous innovation abilities by stepping up investment in core technologies in key fields to solve bottleneck issues.Pan Helin, a member of the Expert Committee for Information and Communication Economy, which is part of the Ministry of Industry and Information Technology, said, "The integrated advancements in sci-tech innovation and industrial innovation are crucial for promoting social and economic development, advancing Chinese modernization and cultivating fresh driving forces."According to Pan, China's focus on nurturing new quality productive forces is conducive to speeding up the establishment of a modern industrial system and enhancing the stability and resilience of industrial and supply chains.Pan said that in fostering new quality productive forces, different regions of the country should focus on comparative advantages and base their efforts on local conditions, avoiding blind investment in specific fields.Li Dongsheng, founder and chairman of Chinese consumer electronics maker TCL Technology Group Corp, said, "The development of new quality productive forces requires further stimulating technological innovation, continuously investing in scientific research and talent development, and supporting the intelligent transformation of industries."Li underscored the need to give full play to the leading role of enterprises in bolstering sci-tech innovation and motivate their innovation vitality.China's spending on research and development maintained rapid growth last year, thanks to efforts to support technological innovation. Data from the National Bureau of Statistics shows that China's R&D expenditure exceeded 3.6 trillion yuan ($502.3 billion) in 2024, up 8.3 percent year-on-year, ranking second in the world.In recent years, the country's strength in sci-tech innovation has taken a major leap. According to the World Intellectual Property Organization, China has moved up to 11th place in the rankings of the world's most innovative economies and remains the only middle-income economy in the top 30."China is not only a manufacturing powerhouse, but also a global innovation powerhouse driving trends in digitalization, sustainability and high-tech industries," said Denis Depoux, global managing director of market consultancy Roland Berger."China has emerged as a strong player in the global R&D landscape, and has made rapid progress in the development of AI technology, becoming one of the global leaders, and the pace will further accelerate," Depoux said.The country's emphasis on accelerating the development of new quality productive forces will attract more investment by foreign companies to support Chinese companies' transformation, and to bring more technologies to the world's second-largest economy, he added.Anu Rathninde, president for Asia-Pacific at Johnson Controls, a United States-based smart building solutions provider, said the rise of new quality productive forces signifies a transformative shift in China's economic model, replacing outdated growth drivers with more dynamic ones and establishing the foundation for more sustained and robust economic development in the future.He said that China is an important part of the company's global business network, and will continue to be a key contributor to global economic growth. The reason is simple: Zebra Technology has been in business for 55 years and has achieved an impressive amount of success in the commercial world. Jan states that 80% of Fortune 500 companies rely on Zebra for asset tracking. Yet, if one were to walk through a federal technology trade show, one would never identify Zebra. In today's interview, we focused on how Zebra Technologies has had a relentless focus on replacing pen-and-paper systems with modern technology. One unexpected benefit of streamlining asset tracking is the reduction in time to prepare reports. Jan Ruderman states that audit preparation can be reduced from eight hours to twenty minutes. Federal technology leaders are drowning in data, much of which is generated by devices such as Operational Technology under the control of Information Technology. Logistics management is the only way to get control of a rapidly changing system. The real lesson is an application of commercial success to the needs of a federal government that is increasingly operating at the edge.

Welcome to pilot episode, or probably better to call it Episode Zero of EV News China – a limited-run of podcasts I'll be doing from next Monday and then every weekday in July. I'll be sharing insights into China's EV revolution for listeners worldwide. I'm Martyn Lee, and EV News China is not replacing EV News Daily. Let me say first up, I'll be here with the usual global take on the EV industry.  Instead, this will be series of bonus shows, which I hope will be essential listening for anyone interested in, or doing business with, the world's electric vehicle superpower. I wanted to drop a pilot episode to explain my thinking, and what a moment to launch. China has just reached an historic milestone that changes everything in the global automotive industry. In May 2025, plugin electric vehicles captured 53% of China's passenger car market – meaning electric vehicles are now outselling traditional gasoline cars for the first time in history. Think about that for a moment. The world's largest car market has just tipped electric. This isn't a prediction anymore – it's reality. After 7 years of doing this podcast, pretty much every day apart from some breaks when we had two new additions to our family, or some mental health breaks, I've been doing this 7 days a week. And I can't tell you a time when I've been more fascinated about how the rest of the world views the Chinese EV market. And in many cases, how it's still a blind spot for them. The Numbers That Matter Let me put this in perspective with some hard data that business leaders need to understand. Plugin vehicle sales in China topped one million units in May alone – in a market of 1.9 million total passenger vehicles. That breaks down to 31% pure battery electric vehicles and 22% plug-in hybrids and range extenders. For the year so far, China has already sold over 4.3 million plugin vehicles, putting the country on track to exceed 10 million units by year-end – in China alone. To put that in global context, that's more than the rest of the world combined. The leader? BYD dominates with 28.9% of the plugin market, delivering over 376,000 vehicles in May – a 14% year-over-year increase. Meanwhile, Tesla's China market share has dropped to just 4.6%, ranking fifth behind Chinese competitors. The Tesla Reality Check Speaking of Tesla, the numbers tell a sobering story for Elon Musk's company in China. Tesla sold about 58,000 vehicles in China during April 2025, down 6% from the previous year. More concerning, Tesla's retail sales to Chinese customers in the first eight weeks of Q2 2025 dropped 23% year-over-year. This reflects a broader trend – Chinese consumers are increasingly choosing domestic brands. Tesla's China market share in the BEV segment fell from 11.15% to 6.36%, while Chinese rivals like XPeng delivered 33,525 vehicles in May, up 230% year-over-year. The Financial Impact The financial implications are staggering. BYD doubled its Q1 2025 net profit to 9.15 billion yuan, with operating revenue reaching 170.36 billion yuan, up from 124.94 billion yuan the previous year. But it's not just about one company. The Chinese EV trio – NIO, XPeng, and Li Auto – are expected to see explosive growth in 2025: NIO deliveries expected to double to 450,000 units XPeng projected to reach 400,000 units, up 110% Li Auto forecasted at 700,000 units, up 40% These aren't small startups anymore – these are major industrial players reshaping global automotive supply chains. The Technology Revolution What's driving this transformation isn't just price – it's technology. Chinese companies are leading in areas that will define the future of mobility. Solid-state batteries are moving from lab to production. China's Ministry of Industry and Information Technology included all-solid-state batteries in core industrial standards for the first time in 2025, signaling this technology has moved from corporate R&D to national strategic priority. Artificial intelligence integration is accelerating rapidly. Over two dozen Chinese automakers, including BYD, are incorporating DeepSeek AI technology into their vehicles. BYD plans to offer preliminary self-driving capabilities in nearly all its models at no additional cost – making autonomous driving features accessible to mass-market consumers. Ultra-fast charging is becoming standard. Chinese companies like XPeng offer five-minute charging delivering 210 kilometers of range, while the industry moves toward 800V architectures that handle high current flow for rapid charging. Global Trade War Implications But this technological leadership is creating geopolitical tensions. The United States now imposes a 247.5% tariff on Chinese EVs – that's 145% from recent tariffs, plus 100% from Biden-era levies, plus standard duties. Anyone trying to import BYD's $7,800 Seagull to the US would pay an extra $19,300 in tariffs. Europe is taking a different approach, but Chinese brands still doubled their European market share in April 2025 despite tariffs reaching up to 35%. BYD faces a 17% EU tariff, yet still recorded 400% sales growth in the UK, where no tariffs apply. The contrast is stark: in tariff-free markets, Chinese EVs are winning on merit. The Infrastructure Foundation Supporting this EV revolution is massive infrastructure investment. China aims to complete an expressway charging network by end of 2025, with over 5,800 out of 6,000 expressway rest areas already equipped with charging facilities. The government has extended its vehicle trade-in subsidy scheme for 2025, offering up to RMB 20,000 for EV purchases when scrapping older vehicles. This policy has already attracted over 4 million applicants in its first six months. What This Means for Global Business So what does this mean for you – someone who might be an enthusiast of the EV transition, or maybe you work in the business of EVs or charging?  First, China is no longer an emerging EV market – it's the dominant one. Any global automotive strategy that doesn't account for Chinese competition is already obsolete. Second, the technology gap is widening in China's favor. Chinese companies can design and launch new models in six months while German competitors require two years. Third, supply chain dependencies are shifting. China controls a large share of battery-grade chemical production, and Chinese companies are rapidly expanding globally – BYD now operates in over 70 countries. Looking Ahead Over the coming 20 episodes of EV News China, during this limited run of podcasts, we'll dive deeper into these trends. We'll analyze quarterly earnings, decode policy changes, and track the technological innovations reshaping not just China, but the global automotive industry. We'll help you understand what these developments mean for your business, your investments, and your strategic planning. Because in a world where China has achieved 53% EV market share, the question isn't whether electric vehicles will dominate – it's how quickly the rest of the world can adapt. For these and other accomplishments, she won Mentor of the Year 2024 from Women in the Housing & Real Estate Ecosystem (NAWRB) and Partner of the Year 2024 from the Brea Chamber of Commerce. During her tech startup years, Dr. West had two successful startup exits. TestDrive, a try before you buy software platform, was sold to R.R. Donnelley & Sons in just 14 months. She and her co-founders took Audio Highway, an audio on demand platform and MP3 player, public in just 3 years. She helped Project Insight, an Irvine-based project management solution, convert from a professional services company to a SaaS software company with recurring revenue. She led a turnaround team at PROS, an AI revenue management solution, to close the company's biggest deal in its 30-year history, with Lenovo. Then, in the middle of the pandemic, as VP of Global Sales, she led the team that closed Fresco's biggest customer in its 12-year history, completely via remote. When she was 12 years old she sold 200 boxes of Girl Scout cookies, so that should have been her clue that she was destined for sales! Dr. West is the author of Techno-Human Mesh: The Growing Power of Information Technologies, in 2001. This book predicted the social and political challenges in the tech industry 25 years ago.
