On this episode we sit down with Chris Palmer and Gabe Rivera. Both Chris and Gabe have served on full time SWAT teams and have years of experience. Chris Palmer:1999 to 2001 Patrol officer. 2001 to 2006 N.E.T. Neighborhood Enforcement Team. We were a directed enforcement position within the precincts. Basically we would be tasked by the commander to solve problems brought to them by the community. This is where I got plain clothes and U/C experience. We would work informants, buy dope, write warrants, surveillance and locating subjects with felony warrants, a bit of everything without responsibility for the radio. 2006 to 2019 (SWAT) Full time unit with 5 ten man squads now 4 ten man squads. Barricades, Violent subjects arrested, Present for several (20?) OIS and fired my weapons in 4 of them. At last count I've had 56 rounds fired at me and been hit once. Most of those have been through the walls on HRT entries. I've never shot anyone during an HR. Mine were all arrests/ barricades2017- present Contract breaching instructor for Forced Entry Tactical Training. 2019 - present Full time firearms training detail. Gabe Rivera:15+ years as a Law Enforcement Officer with 12 years assigned to departments Special Weapons & Tactics (SWAT) team. Has held roles on the team such as Team Leader (TL), Assistant Team Leader (ATL), Sniper, JHAT Member, Maritime Team Member, Firearms Instructor, and Tactics Instructor. Eduardo Acosta began his law enforcement career with the Los Angeles County Sheriff's Department in 1997. He has worked custody at the Pitchess Detention Center and the Inmate Reception Center. He also worked patrol at Century Station in Lynwood. In 2007, Eduardo later transferred to the South Pasadena Police Department. He worked patrol, detectives, Special Weapons and Tactics (SWAT) and the West San Gabriel Anti-Crime Task force. The participating agencies in the task force were Pasadena PD, Arcadia PD, Monrovia PD, El Monte PD, Monterey Park PD, Parole Department and South Pasadena PD.In 2015, Eduardo later transferred to the Pasadena Police Department. There he has worked patrol and the Homeless Outreach Psychiatric Evaluation Team (HOPE). The HOPE Team is partnered with a clinician from the Los Angeles Department of Mental Health. He founded the Madison County Sheriff's Office, Special Operations Unit, where he led men and women during high-risk events to include barricaded gunman, hostage rescue events and warrant planning. The team assisted in personal protective details for the Dahlia Lama, Prime Minister Tony Blair, Country Stars Big and Rich and Cowboy Troy, Gretchen Wilson, Tracy Lawrence, Montgomery Gentry and many more. Lance is the recipient of the Medal of Valor, Combat Cross, Gallantry Star for Bravery, Distinguished Service Medal, Veterans Service Award, and the American Legion Award. In 2013 he was a participant in the reality-based TV Show, Elite Tactical Unit on the Outdoor Channel, where he placed 6th out of 14 SWAT Operators from around the country. Years of Service: 1964-1988Interview with retired FBI Special Agent Myron Hitch Years of Service: 1964-1988 Myron began his career in law enforcement in 1964 with the FBI. Myron started in the Denver Division where he worked in general investigations before moving to the Chicago Division. In Chicago, Myron worked on investigations that included fugitive apprehension, civil rights cases, white slave trafficking cases, organized crime, and foreign counterintelligence cases. In 1967, Myron was transferred to the Los Angeles Division where he investigated cases including bank robberies, fugitives, kidnappings, extortion, and narcotics. During this time Myron also served on the Special Weapons and Tactics team better known as SWAT, and from 1979 to 1988 served as the SWAT Team Commander. In 1984, he was responsible for the planning of the FBI's security measures for the 1984 Olympic games.

Today's guest is Kevin W. Condon, LCSW, BCDIn June of 2002, Kevin retired from the City of Coral Gables (FL) Police Department's (CGPD) as a lieutenant with over 25 years of service. At the time of his retirement, Kevin was serving as the Commander of the CGPD Crisis Management Team - Crisis Negotiation Team and Special Weapons and Tactics Team (SWAT). He was also the CGPD Field Training Lieutenant. Kevin participated as a clinical member of a regional Critical Incident Stress Management (CISM) team for emergency responders serving Miami-Dade County.Following his retirement from CGPD, Kevin began a second career as a mental health professional. Since September of 2002, Kevin has worked in community, state residential, and university settings. In March of 2018, Kevin retired from the position of Licensed Clinical Social Worker (LCSW) after over 6 years with the Department of Veterans Affairs in Atlanta. In November of 2018, Kevin founded ‘Law Enforcement Response to Mental Health, LLC'. He provides training, consultation, contractual agreements, presentations, and individual therapy related to law enforcement and mental health.Kevin developed a Mental Health and Wellness Program for law enforcement agencies, based on a published article he authored. Focus areas of the program include reducing public safety deaths by suicide and eliminating the stigma associated with public safety personnel inquiring about and utilizing mental health services. Kevin works with agencies in the development and implementation of a Mental Health and Wellness Program modified to meet agency specific needs.Kevin is certified by the Georgia Peace Officer Standards and Training Council (P.O.S.T.) as a Guest Lecturer on the topics of Law Enforcement Response to People with a Mental Illness and Law Enforcement Mental Health and Self-Care. He is also a certified instructor for Mental Health First Aid (MHFA) and has presented at several Crisis Intervention Team (CIT) trainings. He was part of Seattle's Homeland Security Grants Working Group, Seattle UASI Working Group, and oversaw SPD's Homeland Security Grants projects. Chris Tomaino spent 26 years with the Las Vegas Metropolitan Police Department; retired in 2020 at the rank of Captain. Chris was the SWAT Commander when the Route 91 Harvest Festival Concert mass shooting occurred in October 2017. His previous command level assignments include the Special Weapons and Tactics Bureau, Convention Center Area Command, the Homicide & Sex Crimes Bureau, and the Northwest Area Command. Before promoting to Captain, Chris worked a wide variety of assignments during his career with the LVMPD; Patrol Officer, Field Training Officer, Vice Detective (TDY), Gang Detective, Patrol Sergeant, PSU Sergeant, Robbery Sergeant, Federal Task Force Sergeant, Patrol Lieutenant, Administrative Lieutenant, Internal Affairs Lieutenant, and Critical Incident Review Team Lieutenant where one of his primary duties was overseeing the investigation of Officer Involved Shootings and other significant use of force incidents. Today, Chris works with Constellis Corporation's Centerra Group-which is presently contracted by the United States Marshal Service (USMS) for the 2nd and 9th Circuits. He is the Nevada District Supervisor, responsible for hiring, leading, and managing over 70 Court Security Officers (CSOs) responsible for the protection of the United States' 9th Circuit federal courthouses in Nevada (2 in Las Vegas and 2 in Reno). CSOs are deputized by the USMS as Special Deputy United States Marshals (limited federal arrest powers) all CSOs are prior sworn law enforcement officers with either state, local, or federal agencies. Attendance is limited, so register today!General Assembly to consider Governor Youngkin’s budget amendmentsThe House of Delegates and the Senate convene this afternoon in Richmond to finalize budget amendments recommended by Governor Glenn Youngkin. “I approve the general purpose of this bill, but I am returning it without my signature with the request that thirty-five amendments be adopted,” Youngkin wrote in his recommendations for HB30.(the paragraph below was edited to make a correction)One of the largest amendments is a three month suspension on the state tax on gasoline and diesel beginning July 1. Legislation to accomplish this goal did not pass the General Assembly in the Special Session in April. A bill introduced by Youngkin did not make it out of either the House of Delegates Appropriations Committee or the Senate Finance Committee. Another amendment would make it a class 6 felony to picket at the residence of a judge, juror, witness, or court officer. The amendments cover both the current fiscal year and the next one that begins in two weeks, so financial amounts listed below are split over the biennium. These include:Two full time positions to support the Lieutenant Governor An additional $300,000 in salary increases for staff in the Office of the Attorney General$300,000 in state funds to the Virginia Department of Agricultural and Consumer Services to add staff to expand inspections for new meat processing facilities An additional $3 million for the Virginia Economic Development Partnership Authority An additional $4 million to expand the Early Reading Specialists program to schools that rank lowest in performanceThe redirecting of $5 million in financial aid assistance to students at Norfolk State University and Virginia State UniversityTwo million in additional funding for an Innovation Center to be built an a historically Black College of University as well as another four million over two years for increased security at all of the Commonwealth’s HBCU’s. Four million in funds would be redirected to support the University of Virginia’s Program on Constitutionalism and DemocracyThere’s $160,000 going to the Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University to “research ways to increase opportunities for K-12 students”Two million over two years for the Hampton Roads Proton Beam Therapy Institute at Hampton University $2.35 million in each year to hire 36 security guards at state-operated mental health treatment centersAnother $200,000 would go to the families of the security officers killed at Bridgewater College earlier this yearan appropriation of $50,000 would be made to prepare more prison beds for those arrested for picketing at a judge’s house There are also new policies that have been introduced into the budget.All public universities will have to demonstrate an “official commitment and set of policies and practices to support freedom of expression and inquiry, free speech, academic freedom, and diversity of thought.”The University of Virginia at Wise is authorized to offer graduate programs All state funding for any abortion-related service would be prohibited unless required by federal lawBail would be waived for certain criminal offensesParticipation in the new Community Lab School program would be expandedYoungkin made three amendments to HB29 which is known as the caboose bill as it looks back at previous budgets including the current fiscal year. These include a $26.5 million increase in revenue for FY22 and a $15 million for site preparation work in Richmond in an account called the Property Analytics Firm Infrastructure Fund. VDACS to expand Spotted Lanternfly quarantine to Charlottesville areaThe state entity that oversees management of invasive species will expand a quarantine on the movement of certain products to help slow the spread of the Spotted Lanternfly. The Virginia Department of Consumer and Agricultural Services has sent a letter to localities including Albemarle and Charlottesville notifying them of the new rules. “The Spotted Lanternfly Quarantine requires a permit to ensure that businesses are taking steps to guarantee regulated articles are free from spotted lanternfly,” reads a June 15 letter from David Gianino, the program manager for the Office of Plant Industry Services. “To obtain a spotted lanternfly permit, completion of an online training course is required and businesses must then apply for the permit with VDACS.”According to the letter, the spotted lanternfly is known to feed on “grapes, peaches, apples, maples, walnuts, hops, cucumbers, and basil.” The insect was spotted in Frederick County in January 2018 and a quarantine has been in place there, Clarke County, Warren County, and the city of Winchester. However, surveys conducted by VDACS indicate the bugs have been found in the cities of Buena Vista, Charlottesville, Harrisonburg, Lexington, Lynchburg, Manassas, Staunton, Waynesboro and the counties of Albemarle, Augusta, Carroll, Page, Prince William, Rockingham, Rockbridge, Shenandoah, and Wythe. A wide range of materials are regulated including live or dead trees, lumber, vegetation, shipping containers, outdoor construction materials, equipment trucks, recreational vehicles, and more. A complete list is available in that letter. Information on how to get a permit is available on the VDACS website.Albemarle County Supervisors were briefed on the spotted lanternfly back in February, as reported here. Board of Zoning Appeals upholds city zoning in Wawa Officials with Tiger Fuel attempted yesterday to overturn a decision by the city’s zoning administrator that affects the future layout of a proposed Wawa on Fifth Street Extended. This one gets a little technical. “The applicant contends that the prescribed front setback for gas stations in Section 34-931(h) of the zoning ordinance are more lenient than the front setbacks for structures in the Highway Zoning district,” said Genevieve Keller, the chair of the Board of Zoning Appeals. Keller said that Tiger Fuel believed Zoning Administrator Read Brodhead should have used Section 34-738 instead. Tiger operates a convenience store immediately to the south. The details are way above most people.“It’s a little complicated, I know,” Brodhead said. Gordon Sutton, president of Tiger Fuel, tried to simplify the argument.“We are asking you to determine which of the two standards is more restrictive,” Sutton said. “The Highway Commercial regulations or the gas station regulations.” Sutton said the highway commercial zonings should apply, and he said his company has had to work under those rules in the past. Attorney Valerie Long with Williams Mullen represented the property owner, RBD Bent Creek LLC. “Virginia code specifically provides that the Board is to presume that Mr. Brodhead’s determination is correct and that the appellant, Tiger Fuel, has the burden of proof of proving otherwise,” Long said. Long said their scope of review was solely whether Brodhead was correct.“This is not the appropriate venue for a business owner to be attempting to stifle competition from a prospective business owner or property owner,” Long said. Long said the zoning rules for gas stations are written specifically to safely govern such a use, and that Tiger Fuel’s interpretation was not germane. After a public hearing and brief discussion, the BZA voted unanimously to uphold Brodhead’s determination. Albemarle County Service Authority officials: No PFAS in municipal drinking waterOn Wednesday, the U.S. Environmental Protection Agency issued non-binding health advisories on the presence of certain chemicals that do not break down. Yesterday, the environmental compliance specialist for the Albemarle County Service Authority told that entity’s Board of Directors that the municipal water supply is set up to filter out per- and polyfluoroalkyl substances. But first, Tim Brown explained there are thousands of different chemical combinations that were created to make products that are water-resistant, heat-resistant, and grease-resistant. “Every chemical is distinct by the fact that the element fluorine is a component of the chemical, and the carbon-fluorine chemical bond is a very very strong one,” Brown said. “What does that mean? It means this chemicals do not break down in the environment.”Brown said health risks include liver failure, hormone imbalances, cancers, and suppression of immune systems.“A lot of nasties in there potentially,” Brown said. The EPA is currently promulgating new regulations to require monitoring and to seek to lower the acceptable level of PFAS compounds to near zero. “It was almost borderline startling information,” Brown said. Brown said the current acceptable standard is around 70 parts per trillion for PFAS and the new regulations could take that down. “Now going down into the fractions of parts per trillion which is in essence at the parts per quadrillion level,” Brown said. Brown said one issue will be that current test equipment may not be able to detect those levels. He said he felt the EPA advisories are intended to signal water producers across the country to take the issue seriously. He said the Rivanna Water and Sewer Authority have been testing for PFAS twice a year since 2019. “Eighteen PFAS compounds were tested at all six of our treatment plants, both in the raw water and in the finished or treated water,” Brown said. “There were zero detections.” Brown said the new standards will be announced in September to be effective in the fall of 2023. He said the ACSA and the RWSA will continue to monitor the situation. Camp Albemarle seeks support for a plan to winterize the Hamner Lodge, a structure built in 1941 by the CCC and used by every 4th and 5th grade student in Charlottesville and Albemarle for the study of ecology for over 20 years. Brackney sues the city of Charlottesville, other partiesFormer Charlottesville Police Chief RaShall Brackney has filed a lawsuit in federal court against multiple parties alleging that, among other things, the city of Charlottesville acted unlawfully when former City Manager Chip Boyles fired her last September 1. She’s seeking ten million dollar in damages. (read the suit and its exhibits)In addition to Boyles, Brackney’s complaint in the Western District of Virginia also includes: former city Communications Director Brian Wheeler; city attorney Lisa Robertson; acting police chief Latroy “Tito” Durrette; former assistant police chief James Mooney; current Councilors Sena Magill and Lloyd Snook, former Councilor Heather Hill, and former Police Civilian Review Board chair Bellamy Brown. She also named Mike Wells of the Police Benevolent Association as a defendant. The suit builds on a claim filed with the Equal Employment Opportunity Commission soon after she was fired by Boyles. In a series of facts, the complaint seeks to establish that Brackney was hired in June 2018 to “bring empathy, community-oriented training, and years of law enforcement methodology to the table” following distrust after two specific incidents in the summer of 2017. “As Chief of Police, Dr. Brackney’s priority was to stabilize [Charlottesville Police Department] by building rapport with its employees, whilst simultaneously empowering them to challenge their personal assumptions, regarding policing in the 21st Century,” reads paragraph 31. As part of that work, Brackney collected data on all divisions of the Police Department and according to the complaint concluded that members of several of them including the Special Weapons and Tactics (SWAT) team were not up to the task. “Assignments were not based on strengths, but decades-old, archaic practices such as nepotism, favoritism, genderism, and racism,” reads paragraph 36. The complaint describes Brackney’s attempts to reform, such as converting four positions to civilians rather than sworn in officers. One of these was the public information officer. More trainings sessions were to be held, as well as taking minutes at department meetings.“These actions angered those who resented having a Black female at the helm of a police department, particularly one in the South with a conservative undercurrent,” reads paragraph 47. On June 3, 2021, Brackney received an email and video from a community member claiming police conduct by a specific officer and she took action on the complaint. That action included dismantling the SWAT team and firing or suspending officers she found to be involved through a subsequent investigation. In paragraph 61, the complaint states that Bellamy Brown and Mike Wells in early August put together a survey for Charlottesville police officers that Brackney claims was “intentionally negatively worded and targeting Plaintiff as a result of the investigation and disciplinary actions described above.” Paragraph 66 alleges a conspiracy between Brown, Hill, Wells, Snook, Boyles, Mooney and Magill to out Brackney as chief. The next one states that Boyles expressed confidence in Brackney’s leadership on August 26, 2021, as evidenced in a secret audio recording she made of their meeting. Brackney was fired on September 1 and paragraph 76 of the complaint quotes Boyle’s September 3 press release in the first of many iterations used to advance her complaint. “In order to dismantle systemic racism and eliminate police violence and misconduct in Charlottesville, we need a leader who is not only knowledgeable in that work, but is also effective in building collaborative relationships with the community, the department, and the team at City Hall… and [w]hile very good work and progress has been made, I ultimately decided new leadership was required to continue the City’s progress towards building a new climate and culture within the department,” Boyles wrote. The complaint continues to list specific incidents that Brackney considers libel. Paragraph 89 accuses Roberston and Boyles of falsifying documents, and offers that Brackney has secret recordings. Brackney seeks a trial by jury for all of the counts, including one alleging “tortious interference with employment contract.” Another claims unlawful retaliation and another claims that Brackney acted as a whistleblower and another alleges defamation and another claiming business conspiracy that involves Wells, Brown, and the named City Councilors. A few weeks ago, in the early morning hours of a Sunday in Cayce – 2:48 a.m., on April 24th to be exact – there was what police call a “domestic disturbance.” Police were called to the scene. Three officers responded. The second officer on the scene was Drew Barr. We're going to tell you what happened, but before we do that, you need to know a little bit about the young officer. Partners Drew Barr and Molly He was 28 years old. He joined the Cayce Police Department in 2016. In October 2020, he was promoted to the department's K-9 unit. His canine partner was Molly, a black Labrador retriever, who became his family. He had no wife or children, but he did love his community and he worked to keep it safe. In addition to being a police officer, he was also a volunteer firefighter, a captain in the Monetta Volunteer Fire Department. He was an emergency medical technician. I've been to the place where the world ends. It's in an out of the way spot, far to the north, near a beaver dam and an abandoned air force base that most people have forgotten even existed. A wildlife refuge surrounds this strange little grotto of man-made hillocks that abides there quietly, a vestige of a time that all too unfortunately has not yet passed from our world. Days go by and no human visits. I walked there with my brother and we moved amid the bunkers, squat tomb-like structures built to withstand a nuclear blast unbothered by anyone or anything but a lonely crow flying over the barest whisper of a breeze. If I didn't know better, I could swear I heard someone say something there, something like a prayer. Perhaps that person was me. I grew up about fifteen miles away from this place and for the entirety of my life in my hometown of Caribou, Maine, I knew that the military had nuclear weapons nearby. After all, it was the middle of the Cold War. Loring Air Force Base was even mentioned in the movie ‘Wargames', a film I watched at the local Caribou Theater. In it, a nervous airman answers the call - if the Russians launched an all-out nuclear attack on the United States, Loring would be the first target. Yes, I knew we had bombs. But walking among the bunkers where the nation's first batch of bombs waited in readiness to destroy life on Earth, it brought all that fear and helplessness back to me. It reminded me that I had grown up on the edge of oblivion. We all did. The former site of the North River Depot is in Limestone, Maine. It was built here before the nearby Loring Air Force Base, which itself is now only a memory. The bunkers we walk among are easily viewed on Google Earth but at one time in the early 1950s, this was one of the most secure and secret sites on the planet. Inside this strange and haunting set of structures half buried in the earth, the United States stored enough nuclear warheads to destroy the earth several times over. These are the depositories of doom and they are as quiet as the grave. They stand today as a testament to a period of time in our history when the words ‘the end of the world' were no longer a metaphor. This was the place where the end of the world could easily have begun. In the aftermath of World War II, for a while, the United States was the sole superpower on the planet. Two nuclear fission bombs had been dropped on the cities of Nagasaki and Hiroshima in Japan, ending the greatest war this planet and humanity had ever known. The United States had only two bombs at the time and both were used, with the threat that we had many more at our disposal if the need arose to bomb the country of Japan into submission. When the Emperor of Japan signed the documents ending the war, the United States had no nuclear weapons left. The tactic worked. The arsenal was actually empty, but not for long. Armed with the recipe, the building of bombs began in earnest and with the true start of the military industrial complex came the need for a place to store these weapons, a place where no one would even think to look. IF you're going to stockpile something above top secret, you'd better find someplace no one would ever think of looking. In 1947, a new joint service military organization called the Armed Forces Special Weapons Project began its task of assessing the readiness of the nuclear weapons possessed by the U.S. government. When they got to Los Alamos, they discovered that there were, in fact, no new nuclear weapons to assess. Since the end of World War II, not a single nuclear bomb had been constructed. By the time the inspectors left Los Alamos, there was one bomb that t thought capable of detonation. The Special Weapons project set up shop in neighboring Sandia Base in New Mexico in that same year, which was also the year that the Truman Doctrine became US policy - a doctrine that offered to ‘support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures.' The Truman Doctrine would usher in a period of political tensions that would result in the Cold War, once the USSR also possessed the power of the atom. The US arsenal grew by jumps and starts and by the end of 1947, there were at least fifty-six functional nuclear bombs ready for deployment with a fleet of thirty-five silver-plated B-29s to deliver them. On August 29, 1949, the USSR detonated its first device. The two forces that helped end the war in Europe were now both in possession of nuclear weapons and they were not on the same team anymore. With the tensions growing, it became clear to the powers that be that what was needed was a place to store these weapons. Caribou, Maine is a small city that calls itself the northeastern most city in the country. It is an agricultural country with long, rolling hills, millions of trees, lakes and rivers, and more deer than humans. That was true in 1947 and it is still true today. There were only a few roads into and out of Aroostook County. In 1950, the entire population of Aroostook County was 96,039. This quiet, nearly forgotten part of the country was chosen as the first site in the history of the world to store a nuclear arsenal. Eventually, four more sites would be chosen, but Caribou Air Force Station, also known as North River Depot and then East Loring, was allegedly the first to be built and manned. When you look at an aerial photo of the North River Depot, it is easy to confuse it with a small housing development, but without houses. Instead, you will see over forty small hillocks, covered with grass, masking something larger underneath. These mounds are concrete bunkers built to withstand a nuclear blast. Inside of these structures were stored the bomb housings that, once the detonators were inserted, would each become a means to an end - each designed for the end of someone's world. Looking closer, you will see a road circling the small facility. There are no fences. Instead of fences, a constant patrol circled the bunkers twenty-four hours a day, always in motion. If someone wanted to infiltrate this place, they would have to get there first and then pass through marsh and forest before encountering armed resistance. There are other structures. There is a huge concrete cube that is designed to look like a building. It is modeled to have false windows, false doors and it might be mistaken for a dormitory or office building. If an enemy viewed the building from above, the idea was that they would not view it as a target because of its drab, nondescript design. In fact, despite its size, it has only a few small chambers inside it which you can peek at if you step onto the landing, though it is still off limits to the public. You can see an open vault door a foot thick, open to the elements. Pictures from the decommissioning show shelving with cubicles. This concrete cube housed the detonators, the highly radioactive elements that, once inserted into the bomb housings, would make the bomb capable of detonation and destruction. It was thought safe to store these away from the housings as a precaution against any accidents that might occur. When required, they could quickly be delivered to the adjacent bunkers and gingerly inserted into the bomb. It is rumored that there were underground tunnels running underneath each of the bunkers and from the cube so that in the event of a heavy winter, nothing could stop the efficiency of the bomb's delivery to the aircraft that would ultimately deliver them to their final destinations. In the end, this cube had to be abandoned because it was so heavy, it was sinking at an angle into the ground. Another facility was built and this one was sealed for decades. In January of 1992 when Loring Air Force Base was being closed, twelve workers cut into the door of the cube of Building A and were contaminated by radiation. The Air Force and Congressional representatives investigated the claims. The Air Force explained to the investigators that the building was unknown to them. They didn't know it existed. Officially, the end cause of the illness of the men who cut into the building was that they suffered a massive dose of radon gas that had accumulated in the thirty years it stood there, sealed against the world. This explanation seems weak given that it was once the single place on planet Earth that housed all the man-made radioactive detonators capable of global devastation. Today, there is no door on the building and the winds whistle through the barred doorway. No radon gas can accumulate. For a few years, this site and four others across the country housed Armageddon. The Russians had their storage facilities, as well. So did other nations as the years passed. The long-range bombers used as delivery systems remained but were largely replaced by newer missile systems to deliver the ultimate payload. In 1988, the Cold War effectively ended and Loring Air Force Base closed. Today, it's a hauntingly silent place, still maintained by the local authorities, with one of the largest arch hangers in the world and one of the longest runways, too. There are a few businesses, a nature preserve, a motel, and a museum on the site, but it is always strangely quiet and one might even venture to say haunted- not with ghosts - but with memories. Ask anyone who served at Loring and you'll hear a fondness for the place in their voice, even though the winters were long and cold and it was situated in the middle of nowhere. You'll hear a fondness for the land, for the people, and for the former mission of the base. Time is having its effect on the buildings that are not maintained and it is only a matter of time before much of it returns to the wild. One day, perhaps thousands of years from now, the concrete bunkers that housed the bombs and the sinking concrete cube that housed the detonators will also crumble, but by that time, who knows what the humans of the distant future will think if they stumble upon these curious ruins and wonder, what was their purpose? Who built them and why? I've been to the place where the world could have ended. That the world still exists over seventy years after it was constructed is a testament to the tenacious nature of Humanity. But how strange it is now to walk among the grassy hillocks and into the cavernous mouths of the bunkers and think of things that might have been. It is a lonely, cold feeling, after all, because those things that might have been? Well, the pity is, they still might be... D, Sd.Kfz. 171 to the Eastern Front. Once there, we will get into the details of Operation Citadel and just how well or, not so well, the new Panther tanks would do against a determined defense. We detail the actions of July 5 - July 20 1943 for Panzer-Regiment 39 "von Lauchert" and within, the two Panzer-Abteilungen 51 & 52 (Panther Abteilungen). Further details include the Kriegsstärtkenachweisung (K.St.N. [TO&E]) of the new Panther units as well as plenty of contemporary, and first-hand accounts of how the battle went for these particular units at Kursk and the surrounding areas. Welcome to “Bringing Calm to the Storm”, Episode #41 of Co-creating Peace, a series about conscious communication and conflict transformation. I recorded this podcast in front of a live online audience at the 2021 State of New Mexico Alternative Dispute Resolution Symposium on October 21 – National Conflict Resolution Day.As we all know, conflict often involves high emotion. Not everyone has the ability to manage their emotions well, especially when their emotions are highly escalated. People sometimes completely lose awareness and control of their emotions and behavior. Other times people in conflict may use rage to intimidate and control others.Yet, in order for productive communications to happen and conflict to be resolved, everyone involved must feel safe enough to be able to discuss their experiences and negotiate agreements. That means that someone needs to bring calm to the storm and help everyone de-escalate so that they can move forward together. But, how do we do that??Joining me today is John Allen to provide us with some helpful understandings about de-escalating others, and some effective tools to help us do that. As time allows, John will also take questions posed by the audience.John Allen is a retired Sergeant from the Bernalillo County Sheriff's Office. He is a Lead Law Enforcement Instructor at the Central New Mexico Law Enforcement Academy, which is responsible for training various law enforcement entities. He is a Master Use of Force Instructor, Master Defensive Tactics Instructor and Lead Homicide Instructor with 23 years of law enforcement experience. During his career at BCSO, John was a supervisor for homicide, violent crimes, Special Weapons and Tactics, mobile crisis teams, and crisis intervention teams that deal with mental health. Conflict resolution and crisis negotiation are components of what he teaches in many of his classes.

As the course of the second world war turned against the Third Reich some radical proposals and inventive designs, were put forward by armaments manufacturers, scientists, technicians, aircrew and even private individuals to the German Air Ministry for consideration as weapons to be utilised by the Luftwaffe. Some proposals were destined never to leave the drawing board, while others not only underwent trials but were issued to operational units and used in action. A 22-year veteran of the FBI, he retired as the Supervisory Special Agent of the Houston Division’s Special Operations Group. SAN ANTONIO - The future of the San Antonio Police Department is at stake, staring down Danny Diaz, the new president of the San Antonio Police Officers Association (SAPOA). On his first day on the job, Diaz went one-on-one with Randy Beamer about the critical timespan now facing SAPD. Diaz spelled out his number one priority - negotiating a new collective bargaining agreement that in recent years has turned into a bitter, messy battle with the City. The negotiations begin soon with the current CBA set to expire later this year. Diaz and Randy also talked about an attempt to remove these bargaining rights. Currently, there is a group trying to get these rights on the May ballot. Diaz says efforts like these are similar to the ‘Defund the Police' movement. Plus, Mayor Ron Nirenberg is up for re-election. Randy asked Diaz if the SAPOA will stay out of the race. And in answering, Diaz says there are other council districts that may get SAPOA's attention. Diaz became president of the San Antonio Police Officers Association on February 1, 2021. Prior, Diaz served for nearly 30 years with the San Antonio Police Department. During his tenure, Diaz served on South Patrol, in the Street Crimes Unit, and for 20 years as a member of the Special Weapons and Tactics (SWAT) unit. While executing a narcotics warrant in 2010, he was shot three times. For his service, he was awarded the Meritorious Conduct Award and the Purple Heart. He has also earned several merit awards for apprehensions. On Tuesday, October 13, the police announced that a new tactical team which is to be known as Special Weapons and Tactics (SWAT) Team, has been created to replace the disolved Special Anti-Robbery Squad (SARS). All the same, in a press release delivered on Wednesday evening October 14, Frank Mba said no personnel from the disbanded SARS will be part of the new tactical team. He also disclosed that operatives in the tactical team are restricted from the indiscriminate and unlawful search of phones, laptops, and other smart devices. According to Mba, some of the important facts about the newly created tactical team include-No personnel of the defunct SARS will be selected to be part of the new TACTICAL team-Operations of the new TACTICAL team will ve strictly intelligence-driven-Members of the new TACTICAL team will by no means embark on routine patrols-Members of the new TACTICAL team are barred from the indiscriminate and unlawful search of phones, laptops, and other smart devices.-Operatives of the new TACTICAL team must be free of any pending disciplinary matter especially those touching on misuse of firearms and abuse of human rights. The past few weeks drastically changed the landscape of the world. While I am generally an optimist, it’s my belief that the next few weeks will continue to be a challenge for many. Panel: Leading During Crisis David Cuthbert David began his career in Naval Special Operations after receiving his bachelor’s degree in economics from the United States Naval Academy. Dr. Dale Comstock is the Vice President for Intrepid Global Security Solution's, Inc. Critical Infrastructure Protection Division. Dale regularly works as a contract security specialist applying his skills and knowledge on myriad of security challenges around the world for various clients. Dale retired from the U.S. Army in August of 2001, after serving 5 years in the 3rd Special Forces Group (Green Beret) as the Senior NCO on an A-Team; 10 years with the 1st Special Forces Operational Detachment - Delta (The Delta Force) as an assault Team Leader and Explosives Expert; he served 4 years with the 82nd Airborne Division as an Airborne Infantryman in a Long Range Reconnaissance Platoon; and he served 9 years as a Security Advisor in Afghanistan and Iraq in support of the Global War on Terror (GWOT). He has a Master of Arts Degree in Business and Organizational Security Management and a Post Graduate Degree in Alternative Medicines and Therapies. Since his retirement he has started several security companies specializing in nuclear, petrochemical, personal, and K-9 security. Additionally he is a teacher for Henley-Putnam University in San Jose, California where he teaches Psychology of Violence, Technical Surveillance, Area Study Analysis, and Special Weapons; he is the Military Tactical Advisor for Falchion Enterprises, Inc. Dale Comstock has studied the Martial Arts for 36 years. He has Black Belts in American Karate and Ju-Jitsu. Some of his achievements include: Professional Boxer; Tough Man Championships; Vale Tudo Championships; PKC Kick-boxing Championships.
Mike Doyle is an active Special Weapons and Tactics team member, known as S.W.A.T. He also hosts a podcast called Tactical Tangents that delves into decision making, critical thinking, problem solving, leadership, and teamwork. The mission of the S.W.A.T. team is to provide the police department with the capability to resolve high-risk situations. Examples of their missions include hostage situations, barricaded suspects, high-risk search warrants and raids, VIP protection details, and counter-sniper. His Bureau assignments involved espionage, counter-narcotics, national security, and Special Weapons and Tactics, and took him across America, the Middle East, Afghanistan, and Africa. In this episode of FBI Retired Case File Review, Ray Holcomb discusses his FBI Counterterrorism post 9/11 responsibilities as the Section Chief of the FBI’s Operational Response Section which managed the FBI Fly Away/Rapid Deployment Team, the FBI’s Military Liaison/Detainee Unit and the National Joint Terrorism Task Force (NJTTF). The National JTTF Unit oversaw the operations and budget of nearly 60 state-based terrorism task forces. The Military Liaison/Detainee Unit oversaw agents detailed worldwide to Unified Combatant Commands and the FBI’s role in the interrogation of prisoners at the Guantanamo Bay detention facility. Mr. O'Connor's areas of expertise; law enforcement, Special Weapons and Tactics, drug, vice and organized crime and the training of police canines among others that are complimented by his over twenty five years of Law Enforcement service. Mr. O'Connor served a six year enlistment in the US Army where he was assigned to Aberdeen Proving Grounds, and Yuma Proving Grounds. He then was re-assigned to Germany where he was assigned to a protection detail for General James R. Allen, the Deputy Commander and Chief of the Allied Forces in Europe. After serving in the military, Mr. O'Connor went back to his home state of Delaware and joined the Wilmington Department of Police. While with the department, Mr. O'Connor performed various duties with different divisions such as: Patrol Division, Mounted Division, Drug, Vice and Organized Crime Division, Office of Special Operations, Special Weapons and Tactics and Community Policing Division.
Balaam began his career as a property clerk assigned to the Washoe County Detention Facility in 1993. From 1994 onward, he served as a Deputy Sheriff, working in Sheriff’s Office Operations, Administration, and Detention Bureau, earning all ranks up to that of Chief Deputy of the Operations Bureau. During his career, he was honored to have commanded the Special Weapons and Tactics Team, Hostage Negotiations Team, Detention Response Team, K9 Unit, Motors Unit, Search and Rescue, RAVEN (Aviation Unit), Northern Nevada Counter Terrorism Center, Northern Nevada Regional Intelligence Center and Regional Bomb Squad.
Chief Melissa Hyatt has blended emotional intelligence with a fierce drive to become one of the highest ranking police officers in Baltimore. Even though she is diminutive in size, she never let that or her gender serve as an excuse for not achieving what she wanted to achieve. She credits valuing empathy and persistence as the reason that she's been able to get to where she is today--the highest ranking female in her agency. Melissa joined the Baltimore Police Department in 1997. Her previous assignments include Chief of Staff to the Police Commissioner, Chief of Patrol, Area Commander, District Commander of the Central District, Executive Officer of the Southeastern District, Special Weapons and Tactics (SWAT), District Patrol (Northwestern, Southwestern, and Northeastern), and Citywide Operations. In her current role as Chief of the Special Operations Division, she commands the Tactical Section, the Communications Section, and Headquarters and City Hall Security. USMC 1984 – 1995 (11 years) It was the best of times. It was the worst of times. Traveled to over 22 coutries. Activities to include: - Providing security for Top Secret areas and Special Weapons.- Marine Amphibious Unit - Special Operations Capable- Marine Air/Ground Task Force where I was the first Fastrope Master to utilize the fastrope in a combat situation.- Selected for Marine Enlisted Commissioning Program- Led Marines in Norther Iraq during first Gulf War- Member of Inspector-Instructor Staff Michael Broderick- The path of actor Michael Broderick has been a satisfying one. Served in the Marines from 1986-1990. Michael's on-camera career is off and running with roles on many television shows such as The Mentalist, Criminal Minds, Justified and others, having had a four year run as the voice of Pennzoil, multiple national spots for McDonalds and other radio and TV spots as well as roles in high profile video games like Medal of Honor: Warfighter. As an advocate, Michael is active in both the veteran and autism communities. He currently sits on the Board of Directors of both Veterans in Film & Televison and GallantFew. He also co-founded, along with his wife Dana Commandatore, RethinkingAutism.com, a website dedicated to improving the lives of autistic people.
