In 1900, German colonial officers executed 19 Tanzanian leaders, including Akida Kiwelu, and shipped their skulls to Berlin for scientific study. Thousands of such skulls and ancestral remains stolen from Germany's past colonies are still kept in Berlin museums to this day. In an administrative building in Berlin, Zablon Kiwelu encounters his grandfather's skull for the first time. DNA testing confirmed a genetic match to this skull, held in an anthropological colonial-era collection of thousands of skulls known as the S-Collection. But despite proof of his heritage, Zablon cannot bring his grandfather home for a proper burial.

Papusza / Bronisława Wajs. Tears of Blood: A Poet's Witness Account of the Nazi Genocide of Roma (Brill, 2024) is nothing less of an academic, literary, and historical miracle. It is dedicated to a key figure of Romani literature, Bronisława Wajs, also known as Papusza. This book offers—for the very first time in history—the full version of Papusza's key work, Tears of Blood, which was considered lost for seventy years and circulated only in a highly reduced copy. This poem is a unique account by a woman about the Roma Holocaust in Eastern Europe during WWII. Beyond this important historical and literary document, the book also provides literary translations of this manuscript into several languages, including English, and has chapters written by leading researchers of Romani Studies who comment on the history of this text and the challenges behind making it available to the broader public. It took the team over three decades to locate the manuscript, transcribe it, translate it, and fill in the gaps in its history. Volha Bartash is a postdoctoral researcher at the University of Münster in Germany and a co-convenor of the network “Margins of Memory: Cultures and Politics of Non-Hegemonic Remembrance.”  Tomasz Kamusella is Reader in Modern Central and Eastern European History at the University of St Andrews, whose work focuses on language politics and nationalism. Thirty-three years after the fall of Napoleon Bonaparte’s Empire, his nephew (known as Napoleon III) became the first president of France before becoming emperor himself. Although he was a capable ruler and reformer, Napoleon III’s failed military campaigns, especially France’s loss to Germany in the Franco-Prussian War, led to his defeat, capture, and the fall of the Second French Empire and permanent eclipse of Germany in military power. Many historians have blamed Napoleon III’s wife for his failings. Eugénie de Montijo was a Spanish noblewoman who became the last French empress. She was a cultural tastemaker and activist for feminist equality, but many blame her blunders when she held power as regent for France’s worst failures and reckless rush into a ruinous war with Germany. But the story of her life has rarely been told in full. It was a career filled with glamour, achievement, and tragedy, as well as contributions that transformed the nation she ruled unlike any other royal noblewoman in Europe. She spearheaded movements in health and education to help transform France into a modern country. She pushed Parisian architecture toward steel and glass construction of buildings as well as for inclusion of green spaces throughout the city, many of which exist today. Most of all, she crafted much of the idea of what it means to be French in the modern era. On 14 July 2015, Iran agreed to temporarily limit its nuclear programme. The deal was signed in Vienna, the capital of Austria. While lawmakers delayed fixing their own error, peer nations like China and Singapore advanced forward-looking tax regimes that actively incentivize both research and commercialization.Restoring immediate expensing brings us back to where we were before 2017, but stability in the tax code shouldn't be treated as a favor to innovators—it should be the baseline. R&D thrives on long timelines and clear signals, not temporary fixes and partisan reversals. If Congress wants to take innovation seriously, it needs to treat R&D expensing like core infrastructure and embed automatic responsiveness into the tax code. For example, if GDP growth stalls or domestic R&D spending drops below a certain threshold, the deduction should automatically increase—just as China did with 120% expensing for integrated circuits and industrial machinery.Beyond that, we need to rethink what we're rewarding. Under current rules, companies receive tax breaks for spending on research whether or not those ideas ever generate revenue, jobs, or real-world application. I'm not arguing against basic research, but I believe we should offer enhanced incentives for firms that meet defined commercialization benchmarks—like securing patents, licensing products, or manufacturing IP domestically.Repealing amortization was the right move, but the three-year delay already did serious harm to sectors both parties claim to support. Immediate expensing should now be seen as the floor—not the ceiling—of effective R&D policy. We can't afford to let innovation incentives swing with the political winds. That's why I believe Congress should require full economic scoring from the Joint Committee on Taxation or CBO before any future attempt to undo R&D expensing. KMT Volunteers Receive Deferred Prosecution for Forged Recall Petitions Nineteen individuals associated with the KMT New Taipei City party headquarters have been granted deferred prosecution, in a case involving forged recall petitions. The New Taipei District Prosecutor's Office is investigating alleged forgery in recall petitions targeting DPP legislators including Su Chiao-hui, Chang Hong-lu and Lee Kun-cheng, indicting over 31 people on charges related to violating personal data protection laws and forgery last month. Now the office says 19 individuals, including KMT volunteers and relatives, admitted to forging (偽造) signatures on recall petitions, and received a one-year deferred prosecution. The individuals must also complete three hours of legal education and eighter pay a fine of up to $30-thousand NT to the public treasury, or perform 40 hours of community service. (NS) Trump threatens 100% tariffs if no Ukraine-Russia ceasfire in 50 days US President Donald Trump has threatened "secondary tariffs" if Russia does not reach a ceasefire (停火) deal with Ukraine in the next 50 days. UN Global Vaccine Coverage Report Warns of Unequal Access U.N. health officials reported that more than 14 million children did not receive a single vaccine last year. In their annual estimate of global vaccine coverage, released today, the World Health Organization and UNICEF said access to vaccines remained “deeply unequal” and that conflict and humanitarian crises quickly unraveled progress. The data showed that nine countries accounted for 52% of all children who missed out on immunizations entirely: Nigeria, India, Sudan, Congo, Ethiopia, Indonesia, Yemen, Afghanistan and Angola. The WHO and UNICEF said that coverage against measles rose slightly, with 76% of children worldwide receiving both vaccine doses. Germany Tarantula Smuggling Attempt Busted Customs officials have released photos from a seizure of roughly 1-thousand-500 young tarantulas found inside plastic containers that had been hidden in chocolate spongecake boxes shipped to an airport in western Germany. Customs officials said the shipment was found at Cologne Bonn airport in a package that had arrived from Vietnam. The tarantulas were discovered three weeks ago. But the customs office only made the photos public on Monday. The office says many of the eight-legged creatures didn't survive the trip, while survivors were given to the care of an expert handler. “Italy, Gentlemen, wants peace, wants quiet, wants work, wants calm; we will give it with love, if that be possible, or with strength, if that be necessary.” This is the story of Italy's Benito Mussolini's creation of fascism and rise to power in interwar Italy. Benito starts life the way his father intended—as a socialist—and the often moving, young schoolteacher quickly emerges as a leading voice in the movement as he's entrusted to serve as the editor of one of the party's most important newspapers. But the Great War changes that. Benito supports it, the party doesn't, and by the conflict's end, the returned soldier has a new idea—one that takes him across the political spectrum, all the way from the Marxist left to the nationalist far-right—a violent, war-glorifying, anti-democratic, one-party, dictatorial version of nationalism. He calls it “fascism.”  Benito speaks of order. Economic prosperity. National pride. Some see his black-clad fighting squads, known as “Blackshirts,” as their saviors from the far-left's communism, so feared in the wake of the recent Bolshevik Revolution in Russia. Indeed, many Italians welcome his march on Rome and his growing powers as Prime Minister, and celebrate his foreign policy achievements, including a reconciliation between Italy and the Vatican.  But as Benito kills Italy's constitutional monarchy in all but name as he turns into a dictator, conquers Ethiopia, ignores the League of Nations, and bonds with Germany's rising dictator Adolf Hitler, former allies are growing concerned. Some fear his anti-democratic path will also embolden Germany. As W.E.B. Du Bois questions: “If Italy takes her pound of flesh by force, does anyone suppose that Germany will not make a similar attempt?” Only time will tell.
