The most unusual thing about today's story is that almost everyone is going to bruise their lungs. For your sake, I hope it's from laughing. And if you were listening on Patreon… I would use tales of sharks and octopuses and meth and sex toys to try and make today's location more appealing; you would meet the surviving inductees to the No-Parachute Hall of Fame; and you would find out how the greatest construction disaster in US history inspired my idea for an OSHA Violation Ouija Board Game.In this episode, so you know, I was going to start by saying we have a story you're going to fall head over heels for, but that felt like the most unintentionally disrespectful thing I've ever said. I'm also going to teach you the reassuring paleontological roots of why you laugh at this show. It is my unique pleasure to be able to take us all back to Oceana on today's episode. I make a point about how little attention is paid to this part of the world outside of South East Asia. Actually, I make a few points about it, as I've done in the past as well. This is, sadly, one of those episodes were young people will die terribly, and frighteningly, but it's also one of those stories that offers two things. First, a silver lining and legacy of change and safety, sure – but second, a chance to really get your torches and knives out for a government that dropped a ball and then walked behind it kicking it the whole way. I know a lot of listeners get a kind of malicious satisfaction or bureaucraschadenfreude when people in positions of responsibility for our stories get their heads removed. You'll just have to wait and see. And because we're now into October and the Halloween Season, I will be creating a masterpiece of horror and gore for our next episode. This is one I originally started writing all the way back in 2016 (yes, it took four years to get this show rolling). I shelved it though. Too violent. Too many limbs. Industrial policy, supply chain security, and economic competitiveness are central to how we think about clean energy deployment. As the Trump administration pulls back federal support for the clean energy transition, there are more and more calls for pragmatism and realism. The shifting conversation around clean energy is visible in other ways, too. During last month's Climate Week in New York, there was more focus on a broader set of energy policy goals that included not only decarbonization but also energy security, energy affordability, and energy for economic development. So what does effective energy policy look like in this new era and under new pressures? How should we balance climate ambitions with energy security and economic competitiveness? And what does all of this mean for domestic leadership and investments in things like manufacturing and modernizing the electricity grid? This week, Jason Bordoff speaks with Sarah Ladislaw about the risks and opportunities they both see in this evolution towards building a better energy system. Sarah is managing director of the US Program at Rocky Mountain Institute, where she leads work on federal, state, and local energy policy, and runs the New Energy Industrial Strategy Center. The year was 1999. At the time, it seemed like the internet was the answer, what's the question? Companies were spending hundreds of millions burying optical fibre anywhere they could. After all, the internet would need lots of fibre to carry all of that traffic. There was tons of investment in the core of the network to carry all of this traffic. I personally was an executive in the tech industry. I left Nortel in 1997. The next company I was at was Tundra Semiconductor. We were designing microprocessor core logic chips that were used in all kinds of applications. One of our customers was Motorola who was shipping 250,000 cellular base stations a year. These would eventually be upgraded from the GSM base station to the Edge base station and then eventually the 3G base station. Back in those days, the emphasis was on building out the core of the network.Later in my career I took progressively more senior positions in the tech industry. By 2004 I was VP of Engineering at AMCC that was headquartered in San Diego. I was also President of AMCC Canada. My company had raised about $1B in the public markets at the height of the Dotcom frenzy. As a result, we had all kinds of startup companies parading through our board room with the hopes of getting acquired by a company with a ton of cash. I learned to ask three very simple questions of every startup company. The answer to these questions revealed more than anything else. The Ten Across Resilience Network convened in Jacksonville, Florida, in April to share strategies from their communities—the hottest in the nation—for mitigating the mortality and economic loss caused by extreme heat, and to identify common obstacles to both long-term planning and immediate response. Representatives from the Federation of American Scientists (FAS) joined the exercise to discuss and document the findings. With co-author Dr. Melissa Guardaro, Senior Global Futures Scientist for ASU's Global Futures Lab, FAS's Grace Wickerson has drafted a set of policy recommendations for all levels of government and non-governmental actors, “Framework for a Heat-Ready Nation.” This document draws heavily upon the recommendations, challenges and successes raised by Ten Across participants and outlines a series of steps that can be taken to protect people and their livelihoods from rising temperatures nationwide. In this episode, Grace walks us through the five high-priority measures defined in the report; how these points were determined and what it will take to see them carried out. A scientist recognized for their policy advocacy work by last month's 2025 Grist 50 list, Grace discusses the importance of decisions based on sound science, and how to move forward even as most federal climate policy is rolled back. Everyone seems to be talking about context engineering. That was certainly the case in our recent discussions for the upcoming edition of the Technology Radar (volume 33, due early November 2025). And although we ran into the term on the Technology Podcast just a few weeks ago, we thought it would be useful to try and tackle exactly what people are talking about when they talk about context engineering. We know context is important when it comes to AI, but what does it mean to engineer it? On this episode of the Technology Podcast, host and Thoughtworks CTO Rachel Laycock is joined by Thoughtworkers Alessio Ferri (Lead Software Engineer) and Bharani Subramaniam (CTO for India and the Middle East) to discuss what context engineering is, how it's being done and what it tells us about the evolution of AI. NASA’s Perseverance rover has made one of its most intriguing discoveries yet in Jezero Crater. A rock sample called Sapphire Canyon, drilled from the Bright Angel formation, contains unusual chemical and mineral patterns that may be potential biosignatures. We begin with remarks from Morgan Cable, research scientist at NASA’s Jet Propulsion Laboratory and co–deputy principal investigator of the PIXL instrument on Perseverance, in a video released alongside NASA’s September 10, 2025 announcement. Then, host Sarah Al-Ahmed speaks with Joel Hurowitz, associate professor of geosciences at Stony Brook University and deputy principal investigator of the PIXL instrument on Perseverance, who is also the lead author of the new Nature paper detailing the findings. Hurowitz explains how textures nicknamed "poppy seeds" and "leopard spots" connect organic carbon with minerals like vivianite and greigite, and why these could represent some of the most compelling evidence yet for ancient microbial life on Mars. Last year, an energy permitting reform bill sponsored by Senators Joe Manchin and John Barrasso passed out of committee but failed to gain full support in the US Senate. Since then, rising energy costs and infrastructure backlogs have only heightened pressure on Congress to take another run at reforming the National Environmental Policy Act (NEPA). As a result, momentum behind permitting reform is building again. Several legislative efforts are underway, most notably the bipartisan SPEED Act, which would change NEPA requirements in order to streamline the permitting process. It would also set limits on judicial review. So how likely is meaningful permitting reform, this time around? How would it enable timely development of energy infrastructure without jeopardizing environmental concerns? And what might make it feasible to supporters of fossil and renewable energy alike? This week, Bill Loveless speaks to Jim Connaughton about shifting motivations for permitting reform in DC, and whether policymakers can find enough common ground to push reforms forward. In this episode of ACM ByteCast, Bruke Kifle hosts ACM Distinguished Member Cecilia Aragon, Professor in the Department of Human Centered Design and Engineering and Director of the Human-Centered Data Science Lab at the University of Washington (UW). She is the co-inventor (with Raimund Seidel) of the treap data structure, a binary search tree in which each node has both a key and a priority. She is also known for her work in data-intensive science and visual analytics of very large data sets, for which she received the Presidential Early Career Award for Scientists and Engineers (PECASE) in 2008. Prior to her appointment at UW, she was a computer scientist and data scientist at Lawrence Berkeley National Laboratory and NASA Ames Research Center, and before that, an airshow and test pilot, entrepreneur, and member of the United States Aerobatic Team. She is a co-founder of Latinas in Computing. Cecilia shares her journey into computing, starting as a math major at Caltech with a love of the Lisp programming language, to vital work innovating data structures, visual analytics tools for astronomy (Sunfall), and augmented reality systems for aviation. She highlights the importance of making data science more human-centered and inclusive practices in design. Cecilia discusses her passion for broadening participation in computing for young people, a mission made more personal when she realized she was the first Latina full professor in the College of Engineering at UW.
