Interpreting India
Europe's China Policy with Janka Oertel

Interpreting India

There has been a significant transformation in Europe-China relations over the past decade, with a shift from economic optimism to cautious de-risking. While Europe has sought partnerships with China, particularly in industrial and technological sectors, there are increasing concerns about economic dependencies that may be leveraged by Beijing for political gain. The Russia-Ukraine war has further complicated the dynamic, as China's support for Russia has created divisions within Europe regarding how to engage with China moving forward. In this episode, Janka Oertel explains the key drivers behind Europe's changing relationship with China and the ongoing debates in European policy circles about how to reduce dependencies on Chinese goods, technology, and investments without completely decoupling. She emphasizes that de-risking is not a simple, one-size-fits-all strategy but rather a complex process that varies across European countries and industries. The episode also discusses how China has sought to deepen relationships with countries in Eastern Europe and the Western Balkans, providing investments through the Belt and Road Initiative (BRI) to gain access to EU markets. Oertel notes that while some EU countries have welcomed Chinese investments, others are growing increasingly wary of Beijing's intentions. The conversation touches on how Europe is looking to collaborate with India and the Global South as part of its broader strategy to diversify partnerships and reduce its reliance on China. The discussion highlights the importance of political will on both sides to make the EU-India relationship a cornerstone of future European foreign policy.Episode Contributors:Janka Oertel is the Director of the Asia Program at the European Council on Foreign Relations (ECFR). Her research focuses on EU-China relations, US-China relations, Asia-Pacific security, and emerging technologies. She is the author of "End of the China Illusion: How We Must Deal with Beijing's Claim to Power."Shibani Mehta is a senior research analyst with the Security Studies Program at Carnegie India. Her research focuses on the India-China boundary dispute with the purpose of analyzing India's foreign and security policy decision-making. In this episode we are looking at the challenges AI technology faces when it comes to becoming, and then remaining sustainable. The benefits of AI are unquestionable: from improved medical assistance and increased efficiency in the workplace, to autonomous transportation and next-level gaming experiences. But the more expansive the abilities of AI become, the more data storage that's required. That data storage uses a lot of energy. In fact, it has been predicted that AI servers could be using more energy than a country the size of the Netherlands by 2030. For HPE Chief Technologist, Matt Armstrong-Barnes, the rate at which AI has grown in recent years has had an environmental impact, and he believes that's down to people rushing into training large language models without thinking about longevity, or the need for future change. And that, in turn, has led to data being stored that is no longer needed. The sustainability issue is something that is also a main focus of Arti Garg, Lead Sustainability & Edge Architect in the office of the CTO at Hewlett Packard Enterprise. Like Matt, Arti has kept a keen eye on the exponential growth of AI data storage and the effect that is having on the environment, and agrees that the key to a more sustainable future is in how we train models. However, whilst training models well is important, the tech itself is a key component in more efficient AI. Shar Narasimhan is the director of product marketing for NVIDIA's data center GPU portfolio. He believes that a combination of openly available model optimisations and chipsets, CPUs, GPUs and intelligent data centers optimised for AI is a key piece of the puzzle in avoiding energy wastage, and making AI more sustainable all round.Sources and statistics cited in this episode:Global AI market prediction - https://www.statista.com/statistics/1365145/artificial-intelligence-market-size/#:~:text=Global%20artificial%20intelligence%20market%20size%202021%2D2030&text=According%20to%20Next%20Move%20Strategy,nearly%20two%20trillion%20U.S.%20dollars.AI could use as much energy as a small country report - https://www.cell.com/joule/fulltext/S2542-4351(23)00365-3?_returnURL=https%3A%2F%2Flinkinghub.elsevier.com%2Fretrieve%2Fpii%2FS2542435123003653%3Fshowall%3DtrueIndustry responsible for 14% of earth's emissions - https://www.emerald.com/insight/content/doi/10.1108/JICES-11-2021-0106/full/htmlNumber of AI startups - https://tracxn.com/d/explore/artificial-intelligence-startups-in-united-states/__8hhT66RA16YeZhW3QByF6cGkAjrM6ertfKJuKbQIiJg/companiesAI model energy use increase - https://openai.com/research/ai-and-computeEuropean Parliament report into AI energy usage - https://www.europarl.europa.eu/RegData/etudes/STUD/2021/662906/IPOL_STU(2021)662906_EN.pdf

For hundreds of years, man has been the greatest destroyer of the planet. As the highest being on the food chain, our impact on the environment is the greatest contributor to the loss of species worldwide. Breeding grounds are being destroyed and access to resources is diminishing due to industrial and residential development, logging, crop farming, livestock grazing, mining, road and dam building and pesticide use. All of this in the name of progress. This topic is one that really hits me where I live. Nothing angers me more than a chemical spill that kills countless animals and has long lasting effects on their habitats. I'm going to talk about three instances where greed, human error and indifference caused permanent damage to huge swaths of land and ocean. I'm going to talk about the Exxon Valdez oil spill, the Chernobyl nuclear incident and the Palestine, Ohio train derailment. These aren't the only three chemical spills that have ruined countless miles of habitat and cost thousands of animals their lives, but these are hallmarks of what can happen when companies and their employees cut corners and refuse to follow the rules. Měly by centrální banky "zezelenat"? Liv Watson, Sr. Director of Strategic Customer Initiatives at Workiva, and David Wray, Sr. Director of Accounting and Reporting at Huawei, join Count Me In to talk about the recently published paper by IMA that they co-authored, which calls for a digital transformation to solve a critical market problem of cost and risk of compliance. The International Federation of Accountants (IFAC) estimates fragmented regulations cost the financial industry sector alone $780 billion annually. IDC has predicted that worldwide data will grow 61% per year, from 33 zettabytes to 175 zettabytes by 2025. IBM estimated annual costs incurred from low-quality data in the United States alone in 2016 reached $3.1 trillion. These staggering numbers highlight the critical need for accounting and compliance professionals and processes to transform in order to overcome these challenges—and do so fast. And Liv and David discuss exactly what that all means for you and your organization! 27 států - 7 let - 1 rozpočet. A pandemie do toho. Vítejte u (skoro) nejdelšího summitu v dějinách Evropské unie! Lídři EU strávili 90 hodin vyjednáváním o financích na příští roky - a my skoro stejnou dobu snahou o proniknutí do tajů evropského rozpočtu. Jde o revoluční moment v historii EU? Čistí plátci a čistí příjemci, “perverzní” dotace a mosty, co nikam nevedou, Hamiltoniánský moment, německý pivot a mnoho a mnoho dalšího! Bruegel senior fellow J. Scott Marcus joins Sean Gibson for this episode of Deep Focus on the 'The Sound of Economics', elaborating on a Bruegel study for the European Parliament into the progress made with the Commission's Digital Single Market Strategy since 2015. In a study for the European Parliament, Bruegel senior fellow J. Scott Marcus (together with co-authors Georgios Petropoulos and Timothy Yeung) has reviewed the gains delivered so far by these new measures, insofar as they can yet be determined. The authors also look at what the next legislative term might deliver, what realistic progress can be expected and what business remains unfinished regarding measures implemented by the current Commission. Speaking to Bruegel press officer Sean Gibson in this episode of the Deep Focus podcast series, Scott Marcus specifies some of the real achievements that the DSM can - and, indeed, has begun to - deliver for both consumers and producers. More broadly, the DSM is put in the context of efforts to digitise European society, specifically how well policies towards the former are keeping pace with the latter.  We invite you to review [the research paper in question](http://www.europarl.europa.eu/RegData/etudes/STUD/2019/631044/IPOL_STU(2019)631044_EN.pdf) in this episode, but also recommend consulting [Scott Marcus' testimony before the European Parliament Committee](http://bruegel.org/2018/07/economic-benefits-of-the-digital-single-market/) on the Internal Market and Consumer Protection (IMCO).

Energy policy is a competence shared between the EU and its Member States. Whereas the EU has a responsibility under the Treaties to ensure security of supply, Member States are responsible for determining the structure of their energy supply and their choice of energy sources. EU legislation on security of supply focuses on natural gas and electricity markets, and is closely related to other EU objectives: consolidating a single energy market, improving energy efficiency, and promoting renewable energy sources to decarbonise the economy and meet the Paris Agreement goals. The current legislature has seen several initiatives on security of supply. The EU institutions reached agreement on a revised regulation on security of gas supply, a revised decision on intergovernmental agreements in the energy field, and new targets for energy efficiency and renewables by 2030. Parliament has adopted several own-initiative resolutions in the energy field, including one on the new EU strategy on liquefied natural gas and gas storage, which is key to gas supply security. EU projects of common interest finance energy infrastructure that improves interconnection and supports security of supply. Negotiations between the European Parliament, the Council and the Commission (trilogue) are ongoing on a proposal to revise the regulation on security of electricity supply, as part of the clean energy package. There is growing expectation among EU citizens that the EU will intensify its involvement in energy supply and security. If this view was shared by just over half of Europeans in 2016 (52 %), it is now expressed by roughly two thirds of EU citizens (65 %). The EU will retain a key role in monitoring security of supply throughout the energy transition from a historic system of centralised generation dominated by fossil fuels in national markets, towards a new system characterised by a high share of renewables, more localised production and cross-border markets. However, the EU would need to use a special legislative procedure to intervene directly in determining the energy supply of its Member States, requiring unanimity in Council.http://www.europarl.europa.eu/RegData/etudes/BRIE/2018/630275/EPRS_BRI(2018)630275_EN.pdf Source: © European Union - EP

By promoting a high level of employment, the European Union (EU) has been fighting against unemployment since as long ago as the early 1950s. The fight against unemployment was brought to the top of the European agenda with the onset of the 2008 economic and financial crisis, and the consequent rise in unemployment rates in all European Union (EU) Member States. In its Europe 2020 strategy, the European Commission set a target to get 75 % of 20 to 64 year-olds into employment by 2020. EU labour market conditions have significantly improved in recent years, and most labour market indicators have strengthened steadily. Since mid-2013, the unemployment rate has continued to decline, and the EU is back to its pre-crisis level (6.8 % in July 2018). Despite the recovery in economic growth and its positive impact on the labour market, the EU has still to face unemployment challenges, particularly concerning differences between Member States, youth unemployment and long-term unemployment. Since 2014, efforts have been made in a number of areas, including to help young people enter the labour market, to combat long-term unemployment, upgrade skills, and facilitate workers' mobility in the European Union. The improvement in labour market indicators has been reflected in citizens' improved evaluation of the EU's involvement in the fight against unemployment, but there is still a very high demand for even more EU intervention in this policy area (76 % of EU citizens). In the future, new or updated legislation relating to employment could modernise work to help in adjustment to a digital world, support sustainable transitions from unemployment into employment and between jobs, increase labour mobility and create closer coordination between economic and social policies.https://www.europarl.europa.eu/RegData/etudes/BRIE/2018/630274/EPRS_BRI(2018)630274_EN.pdf Source: © European Union - EP

Strengthening peace and democracy globally has never been an easy task, however, and today's geopolitical context poses new challenges. The proliferation and increasing gravity and duration of conflicts – some in the EU's immediate neighbourhood, the emergence of new threats, such as terrorism or nuclear proliferation, and the crisis of liberal systems have driven the EU to widen and intensify its efforts. They have also led to a new vision for action revolving around the concept of 'resilient societies' based on the mutually reinforcing pillars of peace and democracy, and a special emphasis on fragile states. Against this background, recent surveys have shown that citizens expect the EU to be even more active in promoting peace and democracy externally – something that should surely strengthen its resolve to make further progress in this crucial area. http://www.europarl.europa.eu/RegData/etudes/BRIE/2018/628271/EPRS_BRI(2018)628271_EN.pdf Source: © European Union - EP

Through its environmental policy, the EU has been improving Europeans' well-being since 1972. To make sure that by 2050 we are living well, within the limits of the planet, the EU is striving to move towards a low-carbon, resource-efficient economy, to safeguard biodiversity and to protect human health through legislation on air quality, chemicals, climate, nature, waste and water. In a recent poll conducted for the European Parliament, three quarters of EU citizens expressed support for increased EU action on environmental protection. Since 2014, efforts have been made in a number of areas, including waste management (for example new recycling targets, restrictions on plastic carrier bags, action on plastics, measures to tackle marine litter); climate (for example the 2030 greenhouse gas emission targets, and measures to decarbonise the transport sector); nature (primarily to improve the way EU rules on biodiversity protection are implemented); and air quality (new rules on maximum amounts of five key air pollutants that EU countries can emit into the atmosphere). The European Parliament has advocated ambitious policies in many of these areas. In the future, EU environment and climate spending is expected to rise. https://www.europarl.europa.eu/RegData/etudes/BRIE/2018/628233/EPRS_BRI(2018)628233_EN.pdf Source: © European Union - EP

In the framework of the next long-term EU budget for 2021-2027, the Commission is proposing a new, €9.2 billion programme to build up digital capacity and infrastructure and support a digital single market. It will operate mainly through coordinated and strategic co-investments with the Member States in the areas of advanced computing and data, artificial intelligence, and cybersecurity, their uptake and optimal use in the private and public sectors and boosting advanced digital skills. According to the Commission, the programme will help European societies and businesses to make the most of the ongoing digital transformation. The Commission sees the potential for efficiency gains in exploring complementarities and synergies with other planned programmes such as Horizon Europe, the Connecting Europe Facility and the European Regional Development and Cohesion Funds. In the European Parliament, the file has been allocated to the Committee on Industry, Research and Energy (ITRE).
