Direct sales are happening on line, at Farmers Markets and to Restaurants but the links to larger institutions where there is need for grinding, braising and stew meats in large quantities is lacking. These are exactly the cuts that small to mid size ranches have trouble marketing so instead they accumulate in their freezers. Michael Dimock, the President of Roots of Change, sees this changing as work begins with the USDA, CA Department of Food and Ag and the University of California System (that feeds up to 600,000 people a day). Ultimately the sufficient quantities of product will be pooled to supply large institutions with regenerative locally produced meat as an alternative to product that may currently be sourced and blended from an assortment of countries on other continents. www.rootsofchange.org

Climate Change Exacerbates California's WildfiresNearly all of California's landscapes are naturally fire-dependent or fire-adapted, and this beneficial relationship with fire allows ecosystems to maintain healthy functions and promotes biodiversity. However, high-intensity wildfires disrupt this relationship and cause detrimental damage to these ecosystems as wildfires impact tree regeneration, soil erosion, and water quality. According to modeling by the California Air Resources Board, climate change makes the conditions for high-intensity wildfires – like hot, dry summers – more likely. Extreme Wildfires Hurt WildlifeHigh-intensity wildfires impact wildlife. Many animals cannot move, so die in the fires. Those that can escape, by running or burrowing into the ground, face another challenge when they return: adapting to a new and changing environment. While directly measuring wildlife casualties isn't possible, emergency vets and zoos across California report dramatic increases in their wildlife patients after severe wildfires. During the 2021 fire season, the Wildlife Disaster Network through UC Davis's Veterinary Emergency Response Team cared for more than 2000 injured wildlife and pets. According to estimates by The Wildlife Society, fires the year before had killed between 300 to 600 cougars – 15% of California's cougar population.California's Plan to Increase Fire ResiliencyIn 2021, Governor Newsom signed SB 85, the $536 million Wildfire and Forest Resilience Action Plan, into law to support early action and intervention against wildfires and measures to build resilient communities, restore ecological health, and fund wildfire suppression. The California Department of Fish and Wildlife (CDFW) manages over one million acres of land in the state – many of which are both fire-prone and vital habitats for wildlife. As a result, the CDFW plays a key role in implementing SB 85's goals. As part of that effort, the California Department of Fish and Wildlife (CDFW) undertook “the largest wildfire protection and resilience efforts in its history.” This new support has helped not only safeguard CDFW property, but better protect surrounding homes, communities, and wildlife habitats, as well. SB 85 also allowed CFDW to hire additional staff, afford new equipment, and start over forty new fire control projects like creating fire breaks, removing wildfire fuel, thinning overgrown vegetation, expanding livestock grazing, and more. In January 2023, the U.S. Senate also introduced the Wildfire Emergency Act. This bill has bipartisan support and aims to reduce the risks of catastrophic wildfires faced in California and across the West of the country. The $250 million act would increase forest restoration and wildfire resilience projects.Looking Forward The California Department of Forestry and Fire Protection (CAL FIRE) in their 2023 Fire Season Outlook predicts a possible abnormal wildfire season due to mixed temperature and precipitation and flooding anomalies earlier in the year. As a result of these historic storms, critically dry fuel moisture alignments are not expected to be reached for the next four months. However, one concern is that the extreme precipitation may accelerate spring plant growth, which once the moisture disappears and heat sets in, will dry out and become additional fuel, accelerating wildfires. The impact of climate change also varies dramatically across different climates of the state with some regions expecting more extreme drier and hotter months. Wildfire season in California begins in early summer and runs through late fall. Although fire season has not officially begun, CAL FIRE has reported 196 incidents of wildfires resulting in 51 acres burnt already in 2023. As climate change intensifies California's wildfires, the work of the CDFW is even more critical because their efforts protect the health of California's ecological reserves, wildlife, waterways, and communities from the devastating effects of wildfires. As my Transaction Coordinator, Jenny is a vital member of my team managing the day-to-day task of ensuring my real estate transaction files are compliant with CA Department of Real Estate rules & regs. I can't think of a better person to talk through disclosures with me and save me from being accused of mansplaining! There are numerous real estate websites consumers can go to for property information. Some of them are owned by real estate brokerages, some not. The general information they provide is useful but it's not the property specific disclosures that licensed agents have access to. At a certain point it becomes essential to work with a real estate agent to gain access to disclosures and to also understand how to interpret the disclosures. YIMBYs in California advocate for laws to address the housing shortage and housing affordability crisis, but what happens after the Governor signs them? Housing law enforcement is an important but often less flashy part of the process of making housing abundant and affordable. Housing law enforcement is possible because of volunteers, organizations like YIMBY Law, the CA Department of Housing and Community Development, and the Attorney General's office. Working together, we're able to hold cities accountable to the laws that are passed, including dozens of California cities that don't have housing plans that are compliant with state law. She grew up in Colorado and after attending college, she moved to DC to work on the Hill and later in the Reagan Administration (U.S. Department of Energy). She moved to Sacramento in the late 1980s, where she worked in and out of state government. In her role as Chief Deputy Director of the CA Department of Finance (under Governor Schwarzenegger) she served on the boards of CalPERS and CalSTRS, among many other state boards. In 2007 Stanford issued the first Clapman Report, outlining best practices principles that she used to improve the governance of the CalSTRS board. The next year, she joined CalSTRS as the first Director of Corporate Governance, just in time for the GFC of 2008! She got very involved with the Dodd Frank legislation in 2011 and the rules that came out of it, such as say-on-pay, proxy access, and others. She retired from CalSTRS in 2018 and later joined the boards of Victoria Secret & Co, Cohn Roberts Holding Corp (NYSE:CRHC) and joined PJT Camberview as a senior advisor.8:45 On the governance of state-owned or public entities, and the influence on politics on those boards. "Anytime there is a politician on a board, there will be a political bent to it." She did not sit on the board of CalPERS when they went after Safeway in their labor dispute (2004). At CalSTRS, they worked very hard to make sure that they did not pursue any political agenda. They made sure to follow a process when making any divestment decision.11:58 On joining the board of CRHC, and the state of SPACs. Today's episode is the first in a three-part series covering guidelines for going back to school for in-person learning for the 2021-2022 school year. It's hard to believe that we are here on the cusp of beginning another school year, and as with the last two school years, COVID-19 has changed everything for students, educators, and parents. Join us for this three-part guide to everything you need to know and the momentum you need to kick off a new school year. We are discussing COVID-19 guidelines, safety protocols, and the recent teacher vaccine mandate in California. Show Highlights: The Safe Schools for All Hub through the www.cde.ca.gov website is THE place to go for updates and guidelines from the CA Department of Public Health. The main components of the guidelines for schools include: recommended vaccines for everyone over age 12 and a mask mandate for all to allow less social distancing within school activities Mask mandates (with medical exemptions) are identified as part of the best practices for schools, and districts have been busy developing their testing protocols. After a positive COVID-19 diagnosis, the requirements for returning to school are as follows: A negative COVID-19 test 24 hours fever-free (without using fever-reducing medications) Improvement of all symptoms **With any positive COVID-19 test, the guideline is for the person to isolate at home for ten days, even if they have no symptoms Assembly Bill 86, approved in March, requires schools to report COVID-19 cases to their local public health department. If a vaccinated person comes into close contact (per CDC definition) with a positive COVID-19 case, they only have to quarantine if they show symptoms. These safety protocols have to be documented to account for various scenarios and posted on schools' websites before the school year begins. The recommendation remains that schools limit non-essential visitors, volunteers, and activities for those not fully vaccinated. Why it is still important to conduct meetings virtually when possible so as to limit exposure for those under vaccination age Hand-washing hygiene and rigorous cleaning recommendations are still in place, as well as maximum social distancing when possible for school activities. As of August 11, CA Governor Newsome stated that teachers in CA be fully vaccinated or submit to weekly COVID-19 testing. CA has 6.1 million students and 550,000 teachers (about 90% of teachers are vaccinated so far) Links/Resources: Thank you for listening! Assam government spells out austerity measures in the wake of Corona outbreak - As anticipated, the State government has taken a slew of measures to cut its cost in the wake of the new Coronavirus pandemic outbreak. Announcing the austerity measures taken by the government before the media here on Wednesday, State Finance Minister Himanta Biswa Sarma said, “Not only Assam, the entire nation is ridden with a financial crisis in the wake of coronavirus pandemic.” 2. Bhutan extends relief packages to border villagers in India during nationwide lockdown - The Bhutan-India Friendship Association (BIFA – Gelephu Chapter) of Bhutan has extended generous help to border villagers on the Indian side who are suffering due to the nationwide lockdown. The BIFA distributed relief packages to 610 families in the Datgari and Hatisar areas of India through the Village Council Development Committees. 3. Three media persons arrested on charges of extortion in Namrup - Three media persons of Namrup have been arrested on a number of charges and legal action initiated against them. The trio identified as Bitu Boruah, Hiren Gogoi and Samiron Boruah was sent to Dibrugarh Jail on Wednesday. Based on an email received at the office of the DC, Dibrugarh, an FIR was registered as Namrup PS case No 62/20 u/s 120B/342/353/387/419/468/34 IPC on Tuesday. This relates to an incident where some media persons of the Namrup area were found stopping vehicles to check documents citing authorization by the DC, Dibrugarh. They had, allegedly, demanded money from truck drivers. 4. Licenses of 8 Fair Prices FP shops suspended in Dibrugarh - District Food, Civil Supplies and Consumer Affairs (FCS&CA) Department has suspended licenses of eight fair prices shops scattered in the district so far on charges of corruption in distribution of subsidized commodities to the beneficiaries and other irregularities. Superintendent of Food Civil Supplies and Consumer Forum (FCS&CA),Jugananda Changmai, who is functioning as a licensing authority, FCS&CA, Dibrugarh, has cancelled the PDS license granted in the name of Nikhil Bhagawati under Nigam Balijan village, Naharkotia with immediate effect on charges of corruption in distributing rice to beneficiaries under National Food Security Act (NFSA), 2013. 5. 13 swab samples from Lakhimpur sent for Corona test - The Lakhimpur District Health Department sent 13 swab samples to the Regional Viral Research and Diagnostic Laboratory, ICMR, RMRC of Dibrugarh district for novel coronavirus test on Wednesday. Of them, 11 swab samples were sent for repeat test while the rest two are the swab samples collected afresh from two persons with suspected coronavirus exposure. 6. Sale of high-yielding rice variety at Regional Agricultural Research Station, North Lakhimpur - The Regional Agricultural Research Station (RARS), North Lakhimpur under Assam Agriculture University (AAUA) has managed to sell the seeds of high yielding rice variety innovated in various research stations under the university. The seeds of the rice variety are suitable for the upcoming kharif season. Intending seed wholesalers, retail sellers and farmers can purchase the seeds at Rs. 38 per kilogram, the price fixed by AAU, at the outlet of the RARS located at Boicha-Gorumuriya during the office days from 10 am to 2.30 pm. 7. Coronavirus update: Chief Minister Sarbananda Sonowal rings up senior citizens - Chief Minister Sarbananda Sonowal on Wednesday called several senior citizens of the State over the phone and enquired about their health condition in the wake of novel coronavirus pandemic. Chief Minister while talking to them informed about various steps taken by the State government to deal with the pandemic.
Until his recent retirement, Bill Somer was a Sr. Environmental Scientist with the CA Department of Fish and Wildlife. Much of his career was spent working on the conservation of a native species of cutthroat trout, the Paiute. Once on the brink of extinction, this fish has made an impressive comeback thanks to the hard work of folks like Bill and his colleagues. This past week, Fed Chair Jerome Powell reaffirmed the Federal Reserve's dovish position as he testified on Capitol Hill, thereby paving the way for the first Fed rate cut in 10 years later this month. Mr. Powell used the word "uncertainties" five times in his prepared speech to describe potential headwinds to the U.S. economy. When things are "uncertain", here or around the globe, it's the Fed's job to be "accommodative" and provide easy monetary policy to stimulate growth and investment, and boost confidence. Here's what we have to consider now that the Fed is going to cut rates -- potentially by as much as .50% on July 31. Fed rate cuts are designed to weaken the U.S. dollar, promote inflation, stimulate the economy, boost Stock prices, boost confidence, and lift some uncertainty. This is really good news for the economy and housing but at the same time, home loan rates will not move lower in lockstep with a Fed rate cut. In fact, we might see a limit to how low home loan rates move in the near-term as we see how Fed rate cuts make their impact on the economy. However, there is a tug of war happening which continues to pull our rates lower, and that is the declining global yields in places like Germany, Spain, and Japan. Due to "uncertainties" within their economies, their Bond yields and interest rates continue to decline, and as a result our Treasuries and Mortgage Bonds push higher in price and lower in rate as well. Bottom line: The Goldilocks scenario for housing continues. We are seeing home loan rates near the best levels in two years and the Fed is about to embark on rate cuts which are designed to help the U.S. economy avoid a recession. Clients should understand that if the Fed is successful, and the recession fears lift, home loan rates may not improve much further. 3 Invaluable Lessons from Jeanne Kuttel Bringing together a strong team is one of the most rewarding things you can do. You need to have a holistic and broader view while also providing details. Keep succession planning in mind and start thinking about who a good candidate could be to take your place one day. This week, host Sue Dyer speaks with Jeanne Kuttel about The Oroville Dam Project, how to partner on a complex project with a tight deadline, and why succession planning is so important. About Guest Jeanne Kuttel (1:08) Jeanne Kuttel is the Chief of the Division of Engineering for the California Department of Water Resources. Jeanne has a BS and an MS from UC Davis and is a licensed Civil Engineer. She’s been in her current position for the last six years. Jeanne’s Journey to Becoming the Chief of the Division of Engineering for the CA Department of Water Resources (2:15) She started working at the DWR straight out of school She started as a designer doing different types of projects including restoration She became more focused on overall project delivery and building good teams She was selected to lead the Division of Engineering and has about 350 staff that reports to her in a broad spectrum of positions About the CA Department of Water Resources and the Global Outlook (4:40) The department is diverse with a lot of amazing opportunities With water there is generally too much or too little, so the department oversees all water resource functions for the State of California They have one of the largest water projects in the world The department does both drought and flood work About Winning the International Partner Project of the Year Award (8:40) They got significant rainfall in Oroville, CA and the spillway was used They discovered a huge crater in the spillway and they had a short amount of time to fix it Jeanne kicked off a team and brought people from all over to get the spillway functional for the next year They shut the spillway off for the 2017 season and began to demolish it The Executive team partnered every two weeks The teams worked 24/7 and completed the project at 10:00 am on the deadline day In the winter they came up with more plans and in the Spring of 2018, they worked to complete the rest of the projects About Jeanne’s Partnering Steering Committee (16:30) For most of 2017, she was working almost exclusively on running the Oroville program. Prior to that, she was developing plans to start a robust Partnering Program. They started a Steering Committee to better understand the perspective of the industry and change the culture internally. About the CA Department of Water Field Guide (21:00) The Field Guide includes many best practices and how to train staff The Guide helps get the word out to Partnering Facilitators and set a baseline for what is expected for partnering at DWR Having the Guide allows the staff at DWR and the contractor staff all have a consistent Field Guide The Field Guide is always a work in progress and being improved The Role that Partnering Played in the Oroville Spillway Dam Project (24:03) The commitment to partnering goes on the department side, with the contractor, and regulatory agencies. Partnering allowed them to focus on what was in the best interest of the project. When we’re starting out with our teaching careers, we’re overwhelmed with all of the details that go into being a teacher that we often neglect to take care of ourselves. I’m sure you’ve seen so many posts, websites, programs, and even CONFERENCES dedicated to teacher self-care. But part of taking care of yourself is making sure that you and your family are safe and secure. It goes without saying that if you didn’t have to worry so much about your finances, your home, your health, and the well-being of your family, you’d have more mental energy and space to tackle teaching. It is typically fixed in its terms and rate. FICO score - A FICO Score is one of many types of credit scores, which are three-digit numbers that summarize your credit history, management and behavior. Your FICO Score is the credit score generated by Fair Isaac Corp. (FICO), a leading financial analytics company. FICO Scores range from 300 to 850. simple interest - interest that is paid on the principal amount borrowed. It is considered the best type of interest for a borrower because it is not compounded. lien on title - A lien is a legal claim or a right against property. Liens provide security, allowing a person or organization to take property or take other legal action to satisfy debts and obligations. Liens are often part of the public record, informing potential creditors and others about existing debts. lien in secondary position - Second lien debt refers to loans that are reimbursed only after loan balances on senior debts (lien on title) are repaid in full following a default. Due to the subordinated claim on assets, if a borrower defaults on a secured loan, the senior lien holder may receive 100% on the loan balance from the sale of the underlying collateral, while the second lien holder receives only a fraction of the loan amount on the subordinated debt. deferred payments - A deferred payment option is an option that operationally defers payment on the loan until a later date. closing costs - Expenses required for a real estate purchase or refinance. Closing costs are also called settlement costs and can include lender charges, title insurance, escrow fees, real estate commissions, recording fees, transfer taxes and others. escrow fees - Escrow is when an impartial third party holds on to funds and distributes them accordingly to process a transaction. The funds, also known as earnest money, is typically held in an escrow account by an escrow officer or attorney. Escrow costs cover the final closing paperwork and handle the exchange of funds and recording of deeds. Escrow may also refer to an account held by a mortgage lender into which the homebuyer pays money each month for property tax and insurance payments. The lender then pays these items on the borrower’s behalf as they come due. title fees - Title service fees are part of the closing costs you pay when getting a mortgage. When you purchase a home, you receive a document most often called a deed, which shows the seller transferred their legal ownership, or “title,” to the home to you. Title service fees are costs associated with issuing a title insurance policy for the lender. default - Failing to repay a debt as agreed. home appreciation - Appreciation is the increase in a home's value over time. loan officer - A loan officer is a representative of a bank, credit union, or other financial institution who finds and assists borrowers in acquiring loans. Loan officers can work with a wide variety of lending products for both consumers and businesses. In today’s episode of Eyes on Conservation , filmmaker Kristin Tieche invites two women in bat conservation who appear in her upcoming feature documentary about bats, The Invisible Mammal ( http://www.theinvisiblemammal.com/ ). Dr. Winifred Frick is the Chief Scientist at Bat Conservation International ( http://www.batcon.org/ ) and an Associate Research Professor in Ecology and Evolutionary Biology at UC Santa Cruz. Dr. Frick has studied the ecology and conservation of bats for nearly 20 years and has worked around the globe on bat conservation, including projects in Mexico, Rwanda, Guinea, Fiji, and Jamaica. With nearly 1,400 species, bats are the second most diverse group of mammals on earth, yet many species are threatened by the forces of global change. Corky Quirk is the founder of NorCal Bats ( http://norcalbats.org/ ) , an organization that provides care for injured bats and educational programs for libraries, school, nature programs, fairs and other events throughout the region. Corky has been working intensely with native bats since 2004 and has educated thousands of people. She is permitted through the CA Department of Fish and Wildlife and the USDA to work with injured and orphaned bats, and returning them to the wild. She keeps a captive colony of non-releasable bats for use in education. How has the coronavirus pandemic disrupted bat conservation?
