Berbeda dengan peramalan (forecasting) yang mencoba memprediksi satu hasil yang paling mungkin, atau visi yang menetapkan satu tujuan yang diinginkan, perencanaan skenario bertujuan untuk mengidentifikasi dan mempersiapkan diri menghadapi beberapa kemungkinan masa depan yang berbeda. Metode ini mengajak kita untuk berpikir secara mendalam tentang faktor-faktor pendorong utama yang dapat membentuk masa depan, terutama yang tidak pasti, sehingga kita tidak hanya reaktif, melainkan proaktif.
