In the mid-1980s, young people began leaving an economically devastated Ireland for other countries. By 1986, an estimated 150,000 undocumented Irish men and women were living in the United States. Without proper paperwork they could not access healthcare, report crime or keep bank accounts - and they faced arrest and deportation by INS agents.A group of young Irish immigrants, many of them in their 20s and undocumented, set out with the lofty goal to reform U.S. immigration law in order to create an amnesty for Irish illegal aliens (and immigrants from other nations who were in the same boat).But how could these young activists convince politicians in Washington of the merits of their campaign? À la veille de la fin du mandat du Conseil présidentiel de transition, l'économie haïtienne reste plongée dans une crise profonde. Croissance négative depuis plusieurs années, inflation élevée, dépendance aux transferts de la diaspora, insécurité chronique et paralysie politique : tous les indicateurs économiques sont au rouge. Le signal le plus révélateur de la crise économique haïtienne reste la croissance. Voilà désormais sept années consécutives que celle-ci est négative. Concrètement, cela signifie qu'année après année, le pays produit de moins en moins de richesses. Cette récession s'accompagne d'un autre fléau majeur : l'inflation. En 2023, la hausse des prix a dépassé les 44%. Si elle a depuis légèrement reflué, elle demeure aujourd'hui à un niveau très élevé, compris entre 25 et 30%. Une situation qui a conduit le quotidien Le Nouvelliste à titrer récemment : « L'économie haïtienne, productrice de pauvreté ». Dans les faits, les prix augmentent en continu, sans que les revenus ne suivent pas la même dynamique. Le pouvoir d'achat des ménages s'effondre, la consommation recule, et les entreprises voient mécaniquement leurs chiffres d'affaires diminuer. Une économie dépendante des transferts et pénalisée par le taux de change À ces difficultés, s'ajoute un mécanisme plus technique mais déterminant : le taux de change. Haïti reçoit des transferts financiers colossaux de sa diaspora, dont dépend environ 80% de la population. Ces fonds, envoyés en dollars, doivent être convertis en gourdes, la monnaie nationale. Or, le taux de change est resté largement figé alors que l'inflation a fortement progressé. Résultat : pour chaque dollar envoyé, les familles reçoivent proportionnellement moins de gourdes, tandis que les prix continuent de grimper. Aujourd'hui, près de six Haïtiens sur dix vivent sous le seuil de pauvreté. Ces transferts servent principalement à la consommation et non à l'investissement. Un modèle économique qui, en l'absence de production suffisante, ne permet pas de préparer le développement futur du pays. Insécurité, crise politique et effondrement de l'investissement Si l'investissement ne repart pas, la cause principale tient en un mot : l'insécurité. Les gangs contrôlent des quartiers entiers et des axes stratégiques, imposent des péages illégaux, pratiquent enlèvements et rackets. Cette violence désorganise les chaînes d'approvisionnement, freine le recrutement et décourage l'investissement. En 2018, les investissements directs étrangers atteignaient encore environ 100 millions de dollars. Depuis, ils sont proches de zéro. Lorsqu'ils existent, il s'agit essentiellement de réinvestissements techniques, notamment pour l'entretien d'infrastructures comme les télécommunications. Investir en Haïti est désormais perçu comme un risque majeur. Cette insécurité s'ajoute à une crise politique et institutionnelle profonde. L'appareil d'État apparaît inefficace, mal organisé et miné par la corruption. La confiance s'est érodée, l'instabilité est devenue chronique, ce qui nuit directement à l'activité économique. La précarisation de l'État entraîne ainsi une précarisation plus large de la société. C'est dans ce contexte que s'achève le mandat du Conseil présidentiel de transition. Les économistes s'accordent sur un point : sans réformes structurelles, profondes et de long terme, l'économie haïtienne continuera de souffrir. Certains scénarios évoquent un possible rebond de la croissance, autour de +2%, mais celui-ci reste conditionné à une amélioration tangible de la sécurité et à une stabilisation politique durable. Un nouveau chapitre que le pays est appelé à ouvrir pour tenter de restaurer un minimum de confiance, auprès des investisseurs, des partenaires internationaux et des ménages.

Hortensius may not seem like the most dangerous of the Cenn Hexcloak Trio, but his mastery of poisons means that he can really wear you down (or set you up for another of the trio to knock you out.) Unsurprisingly, he resists poison damage. Starter Tip: Poison Cloud can hit everyone, and it always hits. Get ready to use some tonics!  Maxi, Earthen Hexcloak [NMMX] Traits: Tough, Direct, Snobbish Stats: DEX 10, INS 6, MIG 12, WLP 6 Attacks: Stone Maul Special Abilities: Status Immunity, Stoneshield In-Game Description: A Hexcloak soldier who combines expertise of earthen enchantment with finely honed martial prowess. Maxi is proof that sometimes all you need is a big stick. She doesn't have special attacks or active abilities, just a collection of strong defensive passives and a really high Might (which she tends to keep high because of her Status Immunity ability).  Starter Tip: She resists both earth and, more importantly, physical damage. Spell damage is your best bet here! Mercurion, Voltaic Hexcloak [NMMR] Traits: Laconic, Rude, Mercurial Stats: DEX 10, INS 10, MIG 6, WLP 6 Attacks: Electrified Dagger, Hexipistol, Fulgur Special Abilities: Flying (Bugged?) In-Game Description: Impudent in speech. Electric in action. Mercurion seems to be the leader of the Cenn Hexcloak Trio, and for good reason. They can dish out big damage QUICK with their Fulgur ability (and it also has a low chance of making you dazed). Try to knock them down even quicker, or else Hortensius' heal will make them a real pain in your behind. Starter Tip: The game says they're flying, and they have a hovering animation, but some people have reported that Mercurion isn't actually flying in their boss fight. So don't worry if it seems broken, it's just a bug!
