On our podcast, we have often talked about the Supplemental Nutrition Assistance Program, or SNAP. In many of those conversations, we've talked about the benefits and eligibility, and ways to improve the work that SNAP does to help low-income families meet their food needs. In today's podcast, we're going to turn our attention to a particular challenge, and it's the SNAP skimming fraud. To help us understand this and the larger context of SNAP, we have the great pleasure of talking with Salaam Bhatti, who is the director of SNAP at the Food Research and Action Center, or FRAC. Interview Summary So, let's provide a little bit of level setting for our listeners. Can you tell us what role SNAP plays in the lives of individuals who are facing low income or food insecurity? Yeah, Norbert, the problem with being in the richest, most powerful nation in world history is that we are facing a food and hunger crisis. We have the means, we have the resources to solve for it, but we haven't. For the record, the USDA, the United States Department of Agriculture, did a study last year. They do this study every year where they report food security in the country. In 2023, 86.5 percent of U. S. households were food secure. The remaining 13.5 percent, which is 18 million households, were food insecure. And this was an increase from 2022. So, 86.5 percent of food security is barely a B+. To be in the most powerful wealthiest nation in the world and we're barely getting a B+ in this space is unacceptable. And so, we saw some really interesting policies happen during the pandemic. We saw emergency allotments come in for the SNAP program, where all households received the maximum benefit amount for their households. And that, unfortunately, sunset. When that emergency allotment was in place, food insecurity-surprise, surprise-decreased. But not just that, we also saw Medicaid healthcare spending costs decrease as well. Because who would have thought that when people had food security, they didn't need to go to the emergency room because their blood sugar was low. So, we're experiencing a lot of challenges where we've seen the government show its hand that it can end poverty. It can end hunger. It just chooses not to. We know that SNAP is an entitlement program. It's available to anyone who meets the eligibility requirements. But we know that everyone who's eligible doesn't participate in the SNAP program. Can you help us think about how more people can be enrolled who are eligible. And maybe we even need to think more broadly about what is eligibility? What are your thoughts about this? In a given month these days, about 42 million people participate in SNAP. That's a lot of people. I would say that 42 million people are participating in it every day, but unfortunately, SNAP benefits do not last the whole month. By the third week of the month, people's SNAP benefits have been exhausted. Now, taking a step back, in case the listeners don't know how SNAP benefits work, it's a, as you said, a government program. And it comes in the form of an electronic benefits transfer card, an EBT card. It looks like a credit card, looks like a debit card. But really, it's more like a hotel card key, because it doesn't have the security measures, which we can talk about later in the show. It doesn't have the security measures that a credit and a debit card have. It is essentially a glorified hotel key. It's got the magnetic stripe on the back, circa 20 years ago. Maybe 15. I'm dating myself. I don't know how long ago it was we were swiping the cards. But all you gotta do is you swipe the card and you type in your PIN. And then you can use it at the EBT retailer. That is in a nutshell how 40 million people are utilizing SNAP benefits every single month. The program itself is also vital to retailers as well. We've seen that every dollar of SNAP benefits generates about $1.54 in economic activity during an economic downturn. So that means that when somebody is using their SNAP benefits at the grocery store, it's helping that grocery store keep the lights on. You know, employ the cashiers. And we need to employ cashiers, enough of this self-checkout stuff. It helps to pay the truck driver who's transporting the produce to the store. And it ultimately even helps pay the farmer for growing the crop. So, it's a great investment from the federal government into not just our households to help them put food on the table, but really into the whole local economy. And it is immediately used directly by the people and helps so many people. Now so, to your question about how do we enroll more people? Well, luckily we are at a time where the USDA reports that in the fiscal year 2022, 88 percent of eligible individuals were participating in SNAP. And that is the highest participation rate we've seen since they started tracking this in the past 50 years. That's great. But again, it's just a B+ so we can do better. There is room to improve. In the study, it showed that older adults, those who are over 60, they're participating at lower rates with only 55 percent of eligible members in that age category participating. We also have so many military families and veterans who are eligible, but don't participate. This SNAP gap is something that our partners are working throughout the states, throughout the entire country. We're working in partnership with a lot of federal agencies and partners as well. So, how do you ultimately close the SNAP gap? We're seeing a lot of targeted outreach. Seeing a lot of education efforts, but, you know, with 88 percent of eligible people participating, what's going on-on the local level? And unfortunately, Norbert, we've seen that state agencies which administer the SNAP program are unfortunately understaffed and they're underfunded. I used to be a state advocate at the Virginia Poverty Law Center. And when I was, hustling in the halls and lobbying for a million households with low income, I became friends with our social services agency because we had similar goals. We wanted to help households with low income. And we came to learn that the agency that we are relying on to administer the program was never getting their budget met by the legislative assembly. So, what we did was we got into partnership with them to advocate for their budget so that they could retain their staff, and so that the staff could do the job. That is something that we have to do across the states. Support these social service agencies in getting the funding so that they can have the staffing so that they can administer the programs in a timely way. Unfortunately, I don't know if you've seen this but earlier this year, the USDA Secretary Vilsack sent out a letter to like 44 state agencies, including D. C. and Guam. Being very concerned about their timeliness issues because they're supposed to complete the application reviews and determine eligibility within 30 days. And that's for a normal SNAP application. You have seven days for expedited applications. And 44 of these agencies were not meeting the mark. That's bad for, in terms of deadlines, but even worse for the families experiencing the food insecurity. So that is a very layered answer. It's the seven-layer dip answer of how we increase participation. Well, we need more staff to, to help that out. I hear that, and I'm really grateful for how you hit it at this point, and I want to draw a little more attention to it. While you talk about 88 percent participation, it looks different on a state-by-state level. Some states have a higher level of participation, other states don't. Do you think it's really the ability of those state agencies to provide that support, or do you think there are other factors that may be influencing the differential participation rates across states? Yeah, so we saw a big retirement, the great resignation, that happened during the pandemic. There were so many state agency employees, you know, who were, who were doing the job because they were passionate about it. They were also at retirement age. So, we saw quite a resignation happen. Because it was incredibly difficult. It was traumatizing to be involved in this space. And so, they resigned, or they retired, or they moved on to somewhere else. The new workers came in and they learned the programs with the flexibilities that were provided during the pandemic. Now, they have to relearn the program because all those flexibilities are gone. So, we're seeing a lot of administrative burden taking place within these agencies. I have a colleague, Carolyn Barnes, who's worked on this idea of administrative burden and the challenge of what's sometimes referred to as street level bureaucrats. The people who are on the ground who do the administration of these programs and the challenges that they face and the ways they engage folks. I appreciate hearing more about this. And I'm going to ask a potentially controversial question then. What if we took that responsibility out of the hands of state agencies and privatized that? What would that look like? Oh, and people have tried that. Governments have tried that, and it's always resulted in net losses. Not only has it cost the states more, but it has also led to the participants not receiving their benefits, or receiving less than, or receiving an error of more than. So many errors have resulted, which has made the program and administration worse. Which is an interesting question because a lot of people don't know that there are skilled employees at the helm within the agencies that are working on these eligibility determinations. They're known as merit-based staff. And every now and then you'll see a Farm Bill, that's the piece of legislation that houses the SNAP program, it'll come in and they'll try to privatize parts of the program. In the guise of, 'Oh, we're just wanting to help the agencies out and get the benefits to the people.' But listen, the several states that have privatized their benefit programs have learned the hard way and they've done away with those privatization efforts. Okay. I want to turn our attention to something that you hinted at, and we talked about at the top of the program. This idea of skimming or the SNAP skimming fraud. And this is not something that participants are doing. It's something that's happening negatively to participants. So, could you tell us a little bit more about this skimming issue? You know, skimming is a very serious problem that has affected all types of consumers. It's a device that gets put on the point-of-sale system, like that thing that you insert your card into or swipe at the checkout. And it's indistinguishable from the actual point of sale system. You could have a trained eye and still not be able to tell that this point-of-sale system has been compromised. So, what happens is when somebody uses a compromise point of sale system, their information, their card number, their pin is all taken. And within the same day, within an hour, you'll see the benefits are extracted. Usually in an entirely different state, and just the account balance is completely wiped out. The SNAP participant does not find out. If they don't check their account balance, they won't find out until the next time they're at the grocery store and they've done their, you know, 30 minutes of 45 minutes of shopping, with their kids in tow, and they've put everything on the conveyor belt and they're checking out and they swipe their card. And it says your payment is declined. And that is an awful harrowing situation that people are subjected to in the richest nation on the planet. They can't even use their government benefits to put food on the table. And then the process that currently exists to replace those stolen benefits is a lot of administrative burdens there as well. Where you have to you go home without the food, you fill out a piece of paper to say what happened, and then it takes weeks for you to get your benefits replaced. And God forbid that this happens to you more than twice in one year because the current resolution from Congress only allows two benefit replacements every year. But I mean, Norbert the question might be, who's stealing all this stuff? And why aren't the states doing something about it? Or why isn't the SNAP participant doing more to protect themselves? What we have to understand is that there are federal authorities, the FBI, are looking into this. They are investigating this because tens of millions of government dollars have been stolen. Over 120,000 households have been affected. This is big. This is bigger than the SNAP participant. This is bigger than the state. This is bigger than the retailers. And so, there's a lot for the federal government to do not just in replacing the benefits. Because that's you know, you we have a hole in the boat and we can't throw money at the hole. We need to fix the hole. So, what are we looking at here? We're looking at the opportunity to Secure our cards, secure the EBT card, by moving to chip. So, that is the next big thing You know what I appreciate out of this conversation is the experience of individuals who are using their SNAP benefits and they go to the store and the pain of discovering that their SNAP benefits have been expended. Not by them, but through some other means. I know the experience of having identity theft and, losing a credit card and not being able to do it. But I'm not in a situation where that means I'm not able to put food on my table. So, thank you for bringing our attention to the individual tragedy of that experience. And I think that's something important. But what you're also hinting at is that this is not some small-time incident. This is something much bigger. And of course, the federal government has a deep interest in trying to address this issue. And there needs to be some fix. And how this fix occurs also needs to be cognizant of the individual experience of low income individuals who are just struggling to make sure that they're able to solve this food problem. Yeah, you were talking about identity theft and when identity theft happens in the private sector things are resolved pretty quickly. If your credit card is hacked, nowadays you can just go online and say dispute charge and everything's taken care of within 24 hours. But can you imagine like not getting food benefits, like your debit card, your bank account being emptied, and you don't get everything back for weeks. It's mind numbing. It's really awful to think about. You've mentioned some technology fixes. And seems like they're pretty well known, the chip technology. Are there other fixes or in terms of technology or security systems that could help prevent this skimming challenge? One of the other challenges we're facing with the skimming is that the replacement benefits are temporary, it's going to expire on December 20th of this year (2024). And this is an extension that happened after the original replacement benefits, which was just under two years. These short-term fixes, or these short-term replacement benefit strategies are not what we need. We really need a permanent replacement benefit because no matter how secure the card gets, criminals are just going to be creative, and they will attack every single type of card as they continue to do with chip cards. Because we're talking about skimming, there's also something called shimming. S H I M M I N G. And that's when the point-of-sale system isn't compromised from the top, but from within, where you insert the card. That's shimming. So, that's something that exists as well. Chip cards will go a long way to decreasing the benefit theft when chip cards rolled out in the private sector it reduced theft by like around 90 percent. We're hopeful and optimistic that similar patterns will emerge there. But that's of course not 100 percent. It's not AA+++ It's a reason for why permanent replacement benefits need to continue. When it comes to chip card benefits, your listeners might be like, wait, wait, wait, this is 2024. We still have cards that haven't gone chip? It's because there's so many layers in the financial sector of what's going on the back end of these cards. So thankfully there was this massive process known as the x9 process where the entire industry came together. All the card manufacturers, grocers, convenience stores, retailers, banks, us humble nonprofits, and we came in to talk about what needs to be done. And so, they finally released the standards just over a month ago. And now we have two states in the running California and Oklahoma to roll out chip cards in the new year. All eyes are on Cali and Oklahoma to see how it goes before, I guess other states are going to hop on. The chip card is going to be the next big thing in the SNAP benefits world. Thank you for sharing this. I want to ask you one additional question about this technology issue. And it's related to a project I'm working on. It's the idea of online grocery shopping and the expansion of the SNAP benefits for online grocery shopping. And I'm wondering if there's any relationship between what you're seeing in skimming and the ability to use online grocery shopping. Or are these completely disconnected? I haven't seen anything regarding theft online, it's all been physical. We are seeing some promising things coming out of online shopping, especially for people who are living in areas without food access. Once we can bridge that gap of getting fresh food, like the produce and meats and chicken and fish, to people who are far away from grocery stores, then we've found the magic solution. But it's a promising trend on the online delivery space. Oh, that's awesome. I want to ask you just more generally about SNAP and where FRAC is right now. Where are you all thinking about in this space? And then what are ways that you can get just regular everyday people to help in the policy work of eliminating food insecurity? For more than 50 years, FRAC has been working to improve health, nutrition, and the well-being of people who have been struggling with poverty related hunger in the United States. Now, we have made tremendous strides in the fight against hunger. We've played a critical role in expanding SNAP. We've secured increased benefits for households with low incomes through landmark legislation, litigation. But unfortunately our work is far from over and we are really trying to work ourselves out of jobs. We cannot do it alone. We really need all hands on deck, especially as we are seeing in this upcoming Farm Bill effort some cuts that are being suggested or offered to SNAP benefit. Salaam also helped develop a mobile-friendly, SNAP screening tool which is used by tens of thousands of people & multiple non-profits and has been rolled out to be available for all states and D.C. Patrick G. Schmid, PhD is an economist and the President of The Institutes' RiskStream Collaborative—a risk management and insurance blockchain & emerging technology consortium. He works with RiskStream's member-led governance boards and oversees RiskStream's products, relationship management, operations, and technology workstreams. Dr. Schmid offers blockchain and emerging technology thought leadership for The Institutes and coordinates the RiskStream's consortium of insurers, brokers and reinsurers with industry participants and technical partners in developing production applications that can lower costs, improve customer experience and drive efficiency across the insurance industry. Patrick was the 2018 recipient of the International Insurance Society's Leaders of Tomorrow award. Dr. Schmid formerly served as the head of The Institutes' Enterprise Research department, where he led a teams of data architects and researchers in developing analytical solutions and market insights. He has also served as the Director of Research for the Insurance Research Council (IRC), a division of The Institutes. In this role, he led efforts to study public policy-related insurance issues, published these research efforts in academic journals and testified on these findings in front of regulators. He went on to Albright College, earning a B.A. in history in 1917; Gordon Divinity School; and Yale Divinity School, where he earned his doctorate.He joined the NAACP in 1919 and was an active voice for racial equality throughout his adult life.He became president of the NAACP's Washington branch in 1947 and was elected to the national board of the NAACP in 1955, vice-president in 1959, and finally chairman in 1961, a post he held until 1975.Spottswood earned a reputation as an outspoken critic of racial injustice and several times attracted press coverage for his political censures.His most prominent criticism was directed at Richard Nixon and his administration's treatment of African-Americans, calling it "anti-Negro". What's the episode about? In this episode, hear Dr Kami Fletcher on death and American and African American history, African American burial grounds, late 19th and early 20th century Black undertaker and contemporary Black grief and mourning. Who is Kami? Dr. Kami Fletcher is an Associate Professor of American & African American History and Co-Coordinator of Women's and Gender Studies at Albright College. She teaches courses that explore the African experience in America and unpacks social and cultural U.S. history all at the intersection of race, gender, class, and sexuality. Her research centers on African American burial grounds, late 19th/early 20th century Black female and male undertakers, and contemporary Black grief and mourning. She is the co-editor of Till Death Do Us Part: American Ethnic Cemeteries as Borders Uncrossed which examines the internal and/or external drives among ethnic, religious, and racial groups to separate their dead (University Press of Mississippi, April 2020) She is currently working on Grave History: Death, Race & Gender in Southern Cemeteries from Antebellum to the Post-Civil Rights Era investigates the southern places where cemeteries take root as well as probe the interplay of southern history, culture, race, class, gender, and climate in these cities of the dead (University of Georgia Press). Currently, Dr. Fletcher is working on a manuscript that historicizes Mount Auburn Cemetery in Baltimore, the first Black owned and operated cemetery in Maryland. The book positions African American cemeteries as the point where life and death meet arguing that this meeting point is a symbol of Black freedom from White control. At the end of the show, Beth asks about one of the paintings on the wall behind Kami. Kami's lifemate, sociologist and artist Dr. Myron T. Strong, painted it. It is entitled "Guardian". Sean Buchanan is an Assistant Coach and Recruiting Coordinator at Albright College, a Division III program in Reading, Pennsylvania. He played collegiately at Dutchess Community College, then transferred to SUNY New Paltz, where he tragically suffered a career ending back injury. He then started his coaching career as a Student Assistant Coach at SUNY New Paltz in 2012 and an official Assistant Coach in 2013. Then in 2014 he was an Assistant Coach at Dutchess Community College. Later, from 2015-2017 he was a Hitting Coach and Recruiting Coordinator at Ave Marina College, an NAIA program and in 2019 an Assistant Coach at Desales University. In the midst of all that, he also spent 5 years coaching in the Perfect Game Summer League. In 2020, he was officially hired on as the Recruiting Coordinator at Albright College where he still remains. In this episode, we start off talking about his career ending back injury and how he got through that as a 20-year-old college student, also how that jumpstarted his coaching career. We than discuss what Coach Buchanan believes to be the most challenging thing he has faced as a College Coach so far in his career. We than dive into developing players for life and how Coach Buchanan goes about that in his programs. Also, diving into the DIII baseball division and how the level of competition is not so far off from the other levels, as well as late recruiting and low-budget tech you have to work through at this level. Jessica got hooked on fundraising when she secured her first $1K gift as a student telefund caller at Albright College. Since then she's had experience in just about every facet of development work, and it shows. Jessica and her team of prospect researchers at Dickinson have launched some amazing initiatives, including their Presidential Fellows program through which students connect with alums in their hometowns every summer (and gather invaluable data through those conversations); and the Revolutionary Challenge that empowered the Dickinson alumni community to suggest, vote on, build out, and promote the priorities of their new capital campaign. It's clear that Jessica fits in well at the helm of her team of creative, inspired, data-loving go-getters who continue to shoot the moon.About JessicaJessica joined Dickinson College in 2015 and currently serves as the Associate Vice President for College Advancement. Jessica manages Advancement Services, Prospect Research, Donor Relations, Alumni & Parent Relations and the Annual Giving offices. She served as the Advancement representative on the College's Strategic Planning Committee in FY16 and the 2017 Presidential Transition Committee where she led the national tour to introduce the new president. In FY17, she led her team through a successful database conversion from Banner to Raiser's Edge. In October 2020, Dickinson held an event that will brought the four finalist teams together to present to the Dickinson community. Originally planned for May 2020, the team pivoted and held the successful event virtually.Prior to Dickinson, she worked for Gettysburg College as Interim Campaign Director and Director of Prospect Research. Jessica's career in advancement began as an phonathon caller at her alma mater, Albright College, Reading PA. She also worked for Hollins University, Roanoke, VA in several different positions over a seven-year period, including Annual Fund Director. Brandon True played football at Bloomsburg University from 2012-2013 after transferring from Albright College in 2011. He now is a CrossFit and Florida Grid athlete. Brandon talks about growing up in Harrisburg, Pennsylvania, playing football and baseball as a kid, and his terrific football career at Bishop McDevitt, a powerhouse program, where he played Defensive Back. He explains his recruiting process, what led him to Albright, his Freshman year there, and losing more than he ever had in his career. Brandon then discusses why he transferred to Bloomsburg, the process of making the football team, and having an agonizing elbow injury in 2012 that caused him to miss the season. He describes his hard work to get back in 2013, the great season Bloomsburg had going 10-2 and winning the PSAC Championship, and the tough decision to end his football career after that season due to his elbow injury. Brandon talks about moving to Florida after graduation, how he got into CrossFit, his passion for it, what Florida Grid is and how he got involved in it, winning the first Florida Grid Tournament he competed in, and his desire to become a professional CrossFit athlete.
This week on Inside the Headset, we are featuring the Carolina Panthers’ Head Coach Matt Rhule’s general session from the 2020 AFCA Convention. Coach Rhule discusses the importance of developing a brand, highlights key components of a team, and shares the significance of coaching young people. Matt Rhule joined the NFL's Carolina Panthers after spending three seasons (2017-19) as the head coach at Baylor University. Rhule helped rebuild the Baylor program, guiding the team from a 1-11 finish in his first season to an 11-3 record and appearance in the Big 12 Championship and the Sugar Bowl in 2019. He was voted the Chuck Neinas Coach of the Year by his peers in 2019. Rhule's coaching resume also includes multiple stops at Temple University, where he served as the head coach (2013-16) and offensive coordinator (2008-11). Prior to taking over the offense reigns at Temple, Rhule mentored the defensive line (2006) and served as the Owls' recruiting coordinator (2007). He has also served as an assistant offensive line coach with the New York Giants (2012). In the second part of our series on arts & entertainment in the time of COVID-19, we spoke with Whitney Jefferson about the state of live entertainment. Whitney is a second-year Master of Entertainment Industry Management Student here at Heinz College, and she spent the summer doing research on how live entertainment venues are handling the pandemic with the AMT lab. Whitney’s passion for the entertainment industry began when she was a teenager. She decided to attend Albright College to get a bachelor degree in music industry studies. This degree equipped Whitney with the understanding of the industry she wanted to work in, but she wanted to know how the music industry worked with film and television. During her graduate studies, Whitney has had the opportunity to intern with Calliope, a non-profit concert promoter, the Arts Management and Technology Lab, and Trend: PR, Branding, & Social Media. Whitney is interested in music licensing and live entertainment. She’s excited to see how the reliance on virtual and augmented reality for concerts during Covid-19 will impact physical concerts and licensing in the future. Two-time all-conference running back Jason Brader has had a roller coaster of a life, he talks about losing his both of his parents in high school, his a struggles with addiction, starting his own sports performance center and his journey to his current position as Director of Sports Performance at Albright College. Dr. Kami Fletcher is a historian and death scholar whose research focuses on the history of African American deathways and deathwork. She is an Associate professor of American & African American History at Albright College and the President of The Collective for Radical Death Studies. This conversation took place in honor of the lives and legacies of #AhmaudArbery and #DreasjonReed, the young men whose lives were hatefully taken away from them in 2020. Joining us today are seven incredible Gen Z activists for a much-needed discussion on discrimination, gun violence, and hate crimes in the US, and we recorded this discussion on the day that would have been Ahmaud Arbery’s 26th birthday. There is no singular or simple answer to combating racism, but everything must start with a conversation. The activists have taken the nation *by STORM* starting conversations about the common links between gun violence in urban communities and affluent communities. They also register first time and irregular voters to make sure everyone has a chance to take action to change the country for the better. Deborah Olatunji is a writer, award-winning poet, education activist, public speaker, and the author of Unleashing Your Innovative Genius: High School Redesigned. Deborah, a seventeen-year-old high school senior from New Castle, Delaware, is intensely passionate about being an igniter and catalytic force in the education system. As the founder of the Student Leadership Initiative Program (SLIP), she and her peers help other high school students to navigate their interests and passions through this mentorship-fueled social venture. It is a space where students can gather to share ideas, encourage and support one another, and tackle projects they believe will improve their communities. In addition to her presidency, Andrea Chapdelaine is also a tenured faculty member in the psychology department, teaching social psychology at the graduate level. She began her teaching career at Wabash College in Crawfordsville, Indiana, from 1993 to 1995 as a visiting assistant professor. She also taught at Trinity College in Hartford, Conn., from 1995 to 1998 as a visiting assistant professor. She joined Albright College in 1998, where she was a psychology faculty member and also served as dean of undergraduate studies, before becoming provost. During her career, she has taught introductory psychology, statistics, research methods, program evaluation, social psychology, psychology and the law, close relationships and community-based research. Her most recent scholarly work has focused on supporting faculty through policies designed to promote flexibility and work-life balance, the value of undergraduate research to student learning and ethical issues in service learning.
Dr. Starnes is a Professor and Chief of the Division of Vascular Surgery and Vice Chair of the Department of Surgery for UW Medicine. John Fetterman is the current Mayor of Braddock, Pennsylvania. Fetterman earned a bachelor's degree in finance from Albright College in 1991 and a master's degree in Public Policy from Harvard University. He moved to Braddock in 2001 to serve with AmeriCorps and start a non-profit organization, Braddock Redux. He won the Braddock mayoral election in 2005 by one vote, and was re-elected in 2009 and 2013. As mayor, Fetterman has drawn international attention for trying to revitalize the economy in Braddock, with an article in The New York Times, an appearance on Comedy Central’s “The Colbert Report” and a Levi’s jeans ad. He has made equality, environmental protection, gay rights, immigration and marijuana legalization major campaign issues. Fetterman is a self-described democratic socialist. On October 29, 1929 the Stock Market crashed, resulting in a devastating economic depression. The Great Depression was caused by the overuse of bank loans, interest and credit. It affected people all across America, leaving them unemployed and job less. Herbert Hoover being President at the time was the inspiration for the name "Hoovervilles," where many homeless people lived. He was credited for the misfortune on the majority of Americans. Fortunately on March 4, 1933 Franklin D. Roosevelt was elected President. He initiated a New Deal Program that instilled relief, recovery and reform from this Depression. Many new programs helped rise the employment rate such as the Civilian Conservation Corps (CCC), and the Works Progress Administration (WPA). Some programs are still implemented today such as the Social Security Act. While America made their way out of Depression conflicts in Europe were evolving. On December 7, 1941 Japanese planes attacked the navel base Pearl Harbor. At first America claimed they were not going to be involved in foreign affairs, however the bombing of Pearl Harbor lead America to join the war. Many battles were fought during World War II, such as the D-Day invasion (June 6, 1944) and the Battle of the Bulge (December 16, 1944). Preceding these battles, two atomic bombs were dropped in Hiroshima and Nagasaki, Japan on August 6th and 9th. They successfully forced Japan to surrender, ending World War II on August 12, 1945. This time in history was very significant and resulted in America coming out of the Great Depression into a surge of nationalism. Ellen Whitmoyer Smiley was born on February 19, 1921 in Reading, Pennsylvania. She lived on Front Street in a rural community with similar buildings and close, friendly neighbors. Being eight year old at the time, Ellen recalls the stock market crash of 1929 when her Uncle lost a lot of investments. Growing up during the Great Depression the Smiley family was very fortunate and was always able to have food. Taking interest in Biology and Chemistry, Ellen studied at Albright College, later working as a medical technician. Oliver Smiley (Ellen's Husband) graduated from college and had trouble finding employment in his field. In the 1940's he was fortunately able to find a job in Baltimore, moving Ellen from her hometown, to Maryland. Together they lived there for a few years in a home built by the government, later moving to Kimberton, PA. In 1949 Oliver and Ellen began the construction of their house, where they lived until moving to Saint John's Herr Estate in 1991. Today, being 96-years-old Ellen is able to clearly recall her life growing up during the Great Depression and World War II.
Albright College men's basketball coach Rick Ferry shares with the Zeke the story of the Lions' 2016-2017 season in which they surprisingly reached the MAC Commonwealth Championship Game despite finishing with a losing overall record at 13-14 but going 10-6 in the conference. Albright lost the title game to top-seeded Lycoming 76-62, but the fact that they even reached the title game was a remarkable turnaround. The Lions were struggling miserably on offense but the emergence of Fred Rowles as a scorer to complement leading scorer Dejuan Smith and Omari Ringgold fueled their strong finish. Smith, a junior, and Ringgold, a senior, were named to the All-MAC Commonwealth Men's Basketball Team -- Smith earning second-team honors and Ringgold making honorable mention. As for the turnaround as the season progressed, Ferry tells Zeke: “I don’t think you can point to one thing -- we’ve been on a rebuild for the past few years. We weren’t necessarily pretty but we were playing good, we had some good losses.” Ferry tells Zeke that a difficult non-conference schedule contributed to their sub .500 season. “I consciously built up our schedule this past year,” Ferry tells Zeke. “It doesn’t matter what our overall record is as long as we do well in the conference and have a shot at the NCAA playoffs. My boss looks at team GPA, retention and graduation rate before wins and losses.” The cost of attendance at a private college like Albright can make recruiting a challenge. “You can’t give scholarships in Division III,” Ferry says, then adds with a laugh: “If you’re really poor and really smart you will get a great financial aid package.” Regarding recruiting, Ferry tells Zeke: “You never know what will make a person tick. You want good work ethic. You want someone who is highly motivated.” When Zeke asks what gives him the most satisfaction in coaching, Ferry replies: “Watching these guys develop. They come in as 17- and 18-year-old boys and leave as 22-year-old men.”
anice Luck, Albright College women's basketball coach, shares with Zeke the story of the Lions' remarkable season. They were 23-6 overall, including 16-0 in the MAC Commonwealth Conference during the regular season, and made their second consecutive trip to the NCAA Division III Tournament. Plagued by turnovers, they lost to Messiah 53-50 in the MAC Commonwealth Championship Game. Albright rebounded to beat Piedmont 64-54 in the first round of the NCAA Division III Tournament. But Marymount's powerful inside game was too much for the Lions in a second-round 68-59 loss. Albright had reached the NCAA Sweet 16 the previous season. The Lions reached 20 wins and the MAC Commonwealth title game for the third straight season. “This past season we had a very difficult non-conference schedule,” Luck tells Zeke. “It made some of the easier competition seem even easier.” Nina Mazzarelli, their top 3-point shooter, was the leading scorer at 14.7 per game, followed by Alysha Lofton at 11.8, Shannon Thomas at 11.5 and Devan Horka at 11. Lofton, a junior, was named Women's Basketball Coaches Association All-America honorable mention for also averaging 9.4 rebounds a game (second in the conference). The All-MAC Commonwealth Conference first-team selection had 13 double-doubles and 21 double-digit scoring games. Her 76 steals ranked third in the conference. Next year also looks promising. “We have four returning starters,” Luck tells Zeke. “They will be seniors.” But all that returning talent can crimp recruiting. “This year was a little rough recruiting because we have so many returning players,” Luck tells Zeke. “Everybody wants to play right away. Athleticism seems to get us where we are today. I’m always looking for that and height. There is a lot more athleticism in women’s basketball today. I want kids who are going to be active on campus.” Another change in college women’s basketball is they play four quarters instead of two halves. “That’s because the WNBA plays four quarters,” Luck says. She played at Albright but upon graduation her career plan didn’t include coaching her alma mater. “I wish I could say that it was a fairy tale and all but I was a psych business major,” Luck tells Zeke. “Looking back, everything happened the way it should have. I love seeing the kids mature, grow up and graduate.”
Ralph Clark is the first head football coach at Alvernia University, which is starting up the program and will kick off in the 2018 season in the Middle Atlantic Conference that includes Albright College. Clark shares with Zeke the opportunities that come with creating a program. "People talk about the challenges of a startup program," Clark says. "I don’t look at challenges. I am the ultimate optimist. Challenges are all opportunities." Clark tells Zeke that he is no stranger to the situation, having been a freshman running back when Joe Walton, the former New York Giants and Washington Redskins tight end and head coach of the New York Jets for seven seasons, created the football program at Robert Morris University. "He told us, ‘Be happy for your teammates' success,'" Clark said. "That stuck with me. It is important to understand and accept your role and know how it fits in the overall success of the team. The ultimate goal is to win the game. Don’t tell me what we can’t do, I'm gonna tell you what we can do with hard work." Clark has 19 years of coaching experience but had never been a head coach until now. "The difference between defensive coordinator and head coach is that everything falls on your shoulders," Clark tells Zeke. "You have to think broad-based." While his recent focus has been defense, Clark has coached every position except offensive line. After an extensive search by Alvernia, the school hired Clark because of his character and integrity, his charisma, his success as a recruiter, and being a players' coach that players love to play for. His boundless energy and emphasis on faith, family and academics made him the perfect fit for Alvernia. It is a shared respect. "Alvernia is a special place," Clark tells Zeke. "We do have core values and mission. That is what I was looking for. Alvernia is the most supportive environment both academically and athletically than any school I've been at. We’ve got more support directed to our students. It’s all about the atmosphere. It’s different at Alvernia." While they are not playing until the 2018 season, Clark tells Zeke he is working hard to bring in recruits in 2017 so they can train and get to know the culture. "We’ll do everything we are allowed to do (under NCAA guidelines); we just aren’t playing games in the 2017 season," Clark says. "We’ll get them in the weight room and on the field," Clark says. "But we will focus on ourselves. We won't be playing games or scrimmaging other schools. What it does is give you an opportunity to think about how it is you want it as a program. You get to mold and shape it brick by brick. Anybody that really loves football will embrace the opportunity. I am looking for guys that want to stay and help build the team. If you’re from this area, then stay here. We can build something special right here."

Mike Eben spent his career in music education. He was a Muhlenberg school district music teacher. Now semi-retired he continues to teach part time at Albright College in addition to offering private sax, flute and clarinet lessons. He also serves on the Boscov’s Berks Jazz Fest Education Committee. The committee helps fill some gaps that music budget cuts may present in schools. As a result of the Jazz Fest we now have the All County Jazz Band and the Jazz Vocal Group. The Education Committee has been conducting music workshops every year in conjunction with the Berks Jazz Fest and they have had a varying amount of success. This year they are doing things differently. Mike Eben says there will a full day of events devoted to workshops. Educators will come in and host workshops, profession musicians will be performing and jazz vendors will be setting up shop. This will be all day at the new DoubleTree in downtown Reading on Saturday April 2. There will also be performances by local school groups. Mike Eben says Jazz is the root of many forms of music and provides a student the opportunity to see how chords and scales work which is the basis of all music. What does a music program or workshop opportunity do for a student? Mike Eben says “It changes a student because there has to be that commitment. You can’t be successful in it if you aren’t into it 100%. You have to practice if you want to maintain your chops. You have to listen to it if you want to sound authentic” He adds that most kids playing music in schools aren’t going to go into music but they will carry that music with them wherever they go. Mike and the education committee of Boscov’s Berks Jazz Fest hope to develop a robust group of jazz music listeners because that will keep the jazz music alive.

Boscov's Berks Jazz Fest is much more than a world renown 10 Day music festival. There is a huge education component that takes place behind the scenes. Meet Chris Heslop and Mike Eben. Both are recipients of the Frank Scott Award recognized for their efforts to promote jazz in Berks County. Chris teaches composing and arranging at the Yocum Institute and Mike is an adjunct professor at Albright College teaching jazz band and jazz history. Mike and Chris both perform in their own band and with other bands. Both are dedicated to sharing the world of jazz music and jazz musicians with students. Serving on the Boscov's Berks Jazz Fest education committee they developed a student jazz jam which provides the opportunity to play with and learn from professional musicians. Born during Jazz Fest this jam now takes place monthly at different school districts in Berks County. New programs continue to be developed including a Get Jazzed program for elementary students.
