Il a atteint 310 milliards de dollars Depuis 2019, le surplus chinois vis-à-vis de l'Europe a presque doublé. Et tout porte à croire qu'avec les droits de douane de Trump, qui ferment en grande partie la porte du marché américain aux exportations de l'empire du Milieu, ce phénomène est appelé à s'amplifier et à durer. Cela traduit l'impressionnante montée en puissance de la Chine dans un grand nombre de technologies, notamment dans les industries vertes, sur lesquelles l'Europe se retrouve désormais, dans un renversement du rapport de force, en position de demandeur. Face à la Chine, sur le plan économique et commercial, l'Europe n'est plus naïve : elle filtre les investissements ; applique des droits de douane sur les biens bénéficiant de subventions à la production, comme les voitures électriques ; travaille à desserrer l'étau de sa dépendance en ressources de base, comme les terres rares et les aimants permanents ; elle prend des mesures commerciales fortes, comme les quotas qui s'appliqueront pour l'acier et l'inox au 1er janvier prochain. Elle se convertit à l'idée, très française, de préférence européenne notamment pour les achats publics. Début décembre, le commissaire Stéphane Séjourné a porté à Bruxelles un texte pour conditionner les investissements en Europe à des transferts de technologie. Ces mesures révèlent un changement de logiciel de la Commission européenne, dans un rapport de force de plus en plus tendu avec Pékin. La prise de conscience des vulnérabilités stratégiques européennes gagne des pays pour qui le libre-échange était auparavant l'alpha et l'oméga, comme l'Allemagne, les Pays-Bas ou les Scandinaves.Pour sa quatrième visite d'État en Chine depuis 2017, du 3 au 5 décembre, Emmanuel Macron, qui était accompagné en 2023 par la présidente de la Commission européenne Ursula von der Leyen, a été bien seul face à Xi Jinping. Les Chinois sont aujourd'hui en position de force dans presque tous les domaines. Les contentieux entre la France et la Chine s'accumulent. L'Ukraine en est l'exemple le plus patent, à l'heure où Donald Trump cherche à précipiter un accord de paix, au risque de s'aligner sur les positions de Vladimir Poutine : bientôt quatre ans après l'invasion russe, Pékin n'a jamais faibli dans son soutien diplomatique et industriel à l'effort de guerre russe. Le numéro un chinois a opposé une fin de non-recevoir à la demande du chef de l'État français de faire pression sur la Russie. Le président français a également pressé son hôte sur le front économique, en quête d'un grand « rééquilibrage » avec là aussi une réponse fuyante de l'« usine du monde », qui déverse ses surcapacités industrielles aux quatre coins de la planète.LE BLOC CENTRAL S'EFFONDRE-T-IL ?Le projet de loi de financement de la Sécurité sociale est revenu mardi en deuxième lecture à l'Assemblée nationale. Vendredi, les députés ont adopté son volet recettes pour 2026, par 166 voix pour et 140 contre. Paradoxalement, le gouvernement s'inquiète davantage des votes du bloc central (Renaissance, Modem, Horizons, et LR) que de ceux des oppositions. Or les députés du parti Horizons, présidé par Édouard Philippe, n'entendent pas voter pour ce texte qui « ne propose pas de réduction du déficit, repose sur de nouvelles mesures de fiscalité et ne propose pas de nouvelles mesures de réduction de dépenses », selon le patron du groupe à l'Assemblée Paul Christophe. Des gestes ont été faits, sur la Défense, ou le prix de l'électricité, mais ce coup de pression venant d'un parti qui compte trois ministres au sein du gouvernement Lecornu, est mal compris par ses partenaires. Une adoption du texte, le 9 décembre, serait un succès pour le Premier ministre, qui espère provoquer ensuite une dynamique favorable sur le projet de budget de l'État. Les incertitudes demeurent d'autant plus que l'amertume monte au sein du bloc central, après avoir dû concéder des mesures aux socialistes, dont la suspension de la réforme des retraites de 2023.À un an et demi du scrutin présidentiel, dans un bloc central affaibli par les divisions et avec l'impopularité du président sortant, aucun candidat « naturel » n'a pour l'heure émergé. Seul prétendant déclaré, l'ancien Premier ministre Edouard Philippe s'efforce de s'imposer comme le candidat de la droite et du centre et exclut de passer par une primaire. Après son appel à la démission du président de la République, un sondage est venu, depuis, ébranler son camp. Selon le dernier baromètre Odoxa publié le 25 novembre, pour la première fois au second tour, face à Édouard Philippe, Jordan Bardella recueillerait 53% des voix. Quoi qu'il en soit de la fiabilité d'un sondage de deuxième tour dont les sondeurs eux-mêmes soulignent la fragilité, en avril dernier, Édouard Philippe était donné vainqueur de Jordan Bardella au second tour, avec 54% contre 46%. Cette baisse dans les sondages affecte tout le bloc central, soulignent les philippistes, alors que les discussions budgétaires au Parlement s'enlisent. L'affaiblissement de l'ancienne majorité présidentielle dans les sondages serait selon eux le résultat d'une « succession de mauvais choix » d'Emmanuel Macron, lequel aurait « contaminé » les prétendants issus de son camp. « Ils ne mouraient pas tous, mais tous étaient frappés », résume l'eurodéputée Nathalie Loiseau, membre d'Horizons. À l'offensive sur les terrains militaire et diplomatique, Vladimir Poutine veut montrer au reste du monde que, malgré les sanctions et le mandat d'arrêt dont il fait l'objet, il n'est pas isolé. Dnes sa majú stretnúť s Volodymyrom Zelenskym. Predmetom rokovaní mal byť upravený mierový plán, ktorý sprevádzala polemika o jeho rusko-americkom pôvode.Ukrajinský prezident sa v súvislosti s moskovskými rokovaniami vyjadril, že „koniec vojny je bližšie než kedykoľvek predtým, no stále zostávajú nedoriešené otázky“. Francúzsky Emanuel Macron však nevidí „žiadne známky ukončenia agresie“ zo strany Kremľa.Podľa špeciálneho poradcu Vladimíra Putina Juri Ušakova im americká delegácia odovzdala 27-bodový plán a iné 4 dokumenty – „ktoré prešli“. „Našli sme akceptovateľné časti“, no je toho ešte „veľa na práci“, uviedol po päť hodinových rokovaniach. „Pozície Moskvy a Washingtonu sa nezblížili (…) „nenašli sme nijakú dohodu o územiach, ktoré by mala Ukrajina prepustiť Moskve,“ uviedol po stretnutí.Medzitým pokračujú ruské smrteľné útoky na ukrajinské ciele. Nájde sa prienik medzi požiadavkami Kyjeva o zachovaní suverenity územia a zaistení silných bezpečnostných záruk s nárokmi Moskvy? Incarnation depuis bientôt quatre ans de la résistance ukrainienne à l'invasion russe, le président ukrainien fait face dans son pays à un important scandale de corruption éclaboussant le gouvernement, qui a contraint à la démission le puissant chef de cabinet du président, Andriï Iermak.Lundi en fin de matinée, le président français a accueilli son homologue ukrainien, puis Volodymyr Zelensky et Emmanuel Macron ont pu échanger avec les négociateurs américain Steve Witkoff et ukrainien Roustem Oumerov qui mènent des discussions en Floride.     Tough issues have yet to be resolved following U.S.–Ukrainian talks in Florida, Ukrainian President Volodymyr Zelenskyy said on Monday, as he and other Ukrainian officials toured Europe to rally their allies. Meanwhile, U.S. President Donald Trump's envoy is heading to Moscow to brief the Kremlin. Zelenskyy arrived in Paris to rally support from French President Emmanuel Macron, and will travel to Ireland tomorrow. Ukraine's defense minister attended an EU counterparts meeting in Brussels today.Luigi Mangione is due in New York state court today. He's accused of killing UnitedHealthcare CEO Brian Thompson a year ago. His attorneys are seeking to have evidence thrown out of court, including a notebook and a nine-millimeter handgun that prosecutors say matches the one used in the killing. The prosecution says the notebook contains passages describing Mangione's intent to “wack” a health insurance executive. His lawyers argue that investigators seized the items illegally from the 27-year-old's backpack without a warrant.
