In this week's Autopsy, we react to a DW News segment reporting that German prosecutors have concluded Ukraine ordered the Nord Stream pipeline sabotage. We analysed this in episode 27 back in February 2023, when a stakeholder analysis based purely on capability and motive pointed away from Russia and towards Ukraine and the United States as the most likely actors. Now we have a little more certainty.The story is not just about who did it. It is about Germany's response, which is essentially no response at all. Nord Stream 2 was an eleven billion dollar infrastructure project and the foundation of Germany's strategic energy model for decades. Its destruction is a direct cause of the industrial crisis that German manufacturers, workers, and citizens have been living with ever since. The perpetrator has now been identified, and it is the country that Germany has been arming and financing for four years. The reaction from Berlin is closer to awkward silence than accountability.This is the Western Bubble at its most revealing. Ukraine gets away with an act of war against a core NATO ally because the narrative of defeating Russia cannot be interrupted. Germany cannot hold Ukraine to account without undermining the entire political framework it has built around the conflict. So it does not. In September 2022, a series of underwater explosions tore through the Nord Stream pipelines beneath the Baltic Sea. The destruction of this $20 billion pipeline severed a major artery of Russian gas supplies to Europe, disrupted economies and triggered a manhunt that strained relations within the NATO alliance. En 2019, un changement d'approche avait été envisagé : Geoffroy Roux de Bézieux, le numéro un de l'organisation à l'époque, souhaitait convier Marion Maréchal Le Pen à un débat pendant les universités d'été du Medef, mais il y avait finalement renoncé, devant le tollé suscité par ce projet. Concrètement, une brigade de combat doit quitter le territoire allemand, et un bataillon d'artillerie longue portée, prévu de longue date, ne viendra finalement pas. L'objectif affiché est de revenir à un niveau de présence « pré-2022 », c'est-à-dire avant le renforcement décidé après l'invasion de l'Ukraine. Cette décision de Donald Trump intervient après des tensions avec le chancelier Friedrich Merz sur la stratégie américaine en Iran et vise aussi l'Italie et l'Espagne. « Que des troupes des Etats-Unis se retirent d'Europe et d'Allemagne était attendu », a réagi le ministre allemand de la Défense, Boris Pistorius, tout en soulignant que la présence de soldats américains en Europe et en Allemagne servait de « dissuasion collective » et était « dans l'intérêt » de l'Allemagne comme des Etats-Unis. Le président Joe Biden avait finalement gelé ce projet en février 2021, avant de l'annuler officiellement.L'Allemagne constitue le pays clef du dispositif militaire américain en Europe. Elle abrite à Stuttgart le Commandement suprême des forces américaines en Europe (Eucom) ainsi que le Commandement des forces américaines en Afrique (Africom). Le plus grand terrain d'entraînement militaire américain à l'étranger se trouve près de Grafenwöhr, en Bavière et c'est aussi en Allemagne, à Landstuhl (Rhénanie-Palatinat), qu'est installé le plus grand hôpital militaire américain en dehors des États-Unis. Enfin, l'énorme base aérienne de Ramstein en Rhénanie-Palatinat a joué un rôle logistique clef dans la guerre avec l'Iran. Ces implantations ne se limitent plus à une logique de présence symbolique ou de dissuasion, mais constituent des points d'appui opérationnels majeurs pour Washington : des plateformes avancées, mais aussi des hubs logistiques indispensables à la conduite des interventions américaines en Irak, en Afghanistan, et plus récemment vers l'Iran.Les dirigeants européens doutent de plus en plus de la possibilité d'une intervention américaine en cas d'attaque de leurs territoires. Désormais, « il faut sans aucun doute renforcer la dimension européenne au sein de l'OTAN », a rappelé, lundi, Keir Starmer, le premier ministre britannique. C dans l'air du 16 avril 2026 - Trump, Poutine... dans le piège de la guerreQue se passe-t-il en Russie ? Fait rare, Vladimir Poutine a reconnu hier que l'économie russe est dans le rouge, sonne l'alarme et réclame des "mesures supplémentaires afin de relancer la croissance". Ce n'est pas anodin. Depuis des mois, les sanctions, le coût de la guerre et l'isolement international pèsent lourd. Concrètement, cela se traduit par un fort ralentissement de l'économie russe, de l'inflation, et un déficit budgétaire qui dépasse déjà les prévisions pour l'année entière. Et puis il y a le pari stratégique autour de la guerre en Iran. Sur le papier, Moscou pouvait y voir une opportunité — détourner l'attention de l'Ukraine, rééquilibrer le rapport de force. Dans les faits, c'est plus compliqué. L'instabilité s'étend, les bénéfices sont pour l'instant limités, et la Russie doit s'adapter. Résultat : le chef de la diplomatie, Sergueï Lavrov, s'active, multiplie les contacts. Il s'est rendu cette semaine à Pékin pour affirmer la proximité de la Russie et la Chine, et porter un message : la Russie est prête à "compenser" le déficit de ressources énergétiques que l'empire du Milieu subirait à cause du conflit. Parallèlement, Vladimir Poutine a proposé d'accueillir l'uranium enrichi iranien en Russie dans le cadre d'un éventuel accord de paix entre Washington et Téhéran qui pour l'instant semble encore loin d'être scellé. De retour d'Iran le ministère des Affaires étrangères du Pakistan a indiqué ce jeudi qu'aucune date n'avait été fixée pour la prochaine série de négociations.Aux États-Unis, là aussi, la situation de Donald Trump se complique, notamment à cause de la guerre en Iran. Au départ, une démonstration de force. Aujourd'hui, des questions. Le blocus des États-Unis dans le détroit d'Ormuz est entré en vigueur. Mais pour combien de temps ? Pour quels objectifs ? Et avec quelles conséquences ? Les critiques montent, y compris chez les vétérans et dans son propre camp. Certains républicains dénoncent une contradiction avec la doctrine « America First » et redoutent le coût politique d'un conflit prolongé à six mois des midterms. En 2024, Donald Trump avait formé une coalition aussi immense qu'hétéroclite. Mais un an plus tard, entre interventionnisme en Iran, choc protectionniste et outrances verbales, le vernis craque, et de plus en plus d'Américains mécontents se font entendre.Autre signal politique, cette fois en Europe : la défaite de Viktor Orbán en Hongrie. Un revers important pour celui qui était considéré comme un allié stratégique de Moscou et un point d'appui pour l'administration Trump. Le vice-président états-unien J.D. Vance était d'ailleurs allé soutenir Viktor Orbán sur place la semaine dernière et Donald Trump lui-même s'était exprimé par téléphone lors d'un des meetings de sa campagne. Cette défaite affaiblit un relais politique clé au sein de l'Union européenne, et envoie un message plus large : les lignes peuvent bouger, y compris dans des pays où le pouvoir semblait solidement installé.
