As President of the University of Miami and CEO of UHealth, Joe Echevarria leads more than 20,000 professionals whose focus is transforming lives through education, research, and patient care.A seasoned chief executive, Mr. Echevarria served as the CEO of Deloitte LLP, a global provider of professional services, from 2011 until his retirement in 2014. During his 36-year tenure with the firm, he served in various leadership roles, including Deputy Managing Partner, Southeast Region, Audit Managing Partner, and U.S. Managing Partner and Chief Operating Officer. His leadership responsibilities extended to approximately 70,000 professionals in nearly 90 U.S. cities and India, as well as the firm's US-owned consulting businesses in Germany, Mexico, China, and Brazil.Mr. Echevarria has a long history of service to the University of Miami, where he earned a bachelor's degree in business administration in 1978. Following his retirement from Deloitte and seven years of service on its Board of Trustees from 2012 to 2019, Echevarria brought his expertise to the University of Miami Health System as a Senior Advisor to former President Julio Frenk, Interim Chief Financial Officer, Chief Administrative Officer, and Interim Chief Executive Officer. He became Chief Executive Officer of UHealth in 2020 and his responsibilities as CEO grew to include the entire University in 2022. On June 12, 2024, the University of Miami Board of Trustees appointed him Acting President of the University.

Leaders of the House and Senate tax-writing committees unveiled a bipartisan framework this week that pairs business breaks with an expansion of the child tax credit, but a path toward passage remains rocky. Despite having the blessing of Senate Finance Chair Ron Wyden (D-Ore.) and Ways and Means Chair Jason Smith (R-Mo.), the panels' ranking members aren't yet sold. And while the framework has support from Senate Majority Leader Charles Schumer (D-N.Y.), it's not certain whether Speaker Mike Johnson (R-La.) will back the deal, too. The agreement—paid for by ending the troubled employee retention tax credit program after a public notice—evenly splits roughly $80 billion between the business tax benefits and an enhanced child credit. It also includes the extension of a tax deduction for disaster victims and expansion of a low-income housing tax break for developers. Reporter Chris Cioffi talks through what's in the deal and the political dynamics with Anna Taylor, deputy managing principal of Deloitte LLP's Tax Policy Group in Washington. Taylor spent nearly two decades working on the Hill, leaving her post as Schumer's tax and economic policy principal adviser to join the firm in 2023. In this interview, Jaimie Boyd, National Digital Government Leader for Deloitte Canada, discusses a new report highlighting the demand for digital skills today in the workplace. Boyd talks about the difficulties in finding talent, why it's important for companies to adopt new technologies, the challenges and the investment in cyber security. PRESS RELEASE TORONTO, Nov. 14, 2023 /CNW/ – As some organizations begin to reap the benefits of the digital revolution, the disparities that threaten progress have become more apparent for others. A new report by Deloitte's Future of Canada Centre, Digital equity: Empowering all organizations to succeed in the digital era, finds that not all Canadian organizations are equipped to seize the opportunities created by digital technologies. The third and final digital equity report from Deloitte's Future of Canada Centre reveals that small and medium enterprises (SMEs), Indigenous-owned and -led organizations, public sector organizations, and not-for-profit organizations, face disproportionate barriers to digital equity. Existing and emerging digital technologies carry huge potential to benefit Canadian organizations and spur economic growth, but a lack of in-house specialized technology experience to shape digital strategies or guide digital investment decisions, digital skills shortages in the labour market, and a constantly evolving regulatory and cyberthreat environment, interfere with these organizations' ability catch up, keep up or thrive in a digital era. “Our people are the lifeblood of a resilient economy, and we must first identify, then work to eliminate barriers and ensure they have the skills needed for the future,” says Anthony Viel, CEO, Deloitte Canada. “Thriving organizations create the foundation for thriving people, communities, and societies. The current convergence of cutting-edge technologies underpins a future of possibilities, promising enhanced efficiency, growth, and innovation for all Canadians, and organizations of all sizes across the country. If we act now, Canada's future can be bright, with outcomes for government, business, and people.” Deloitte's new report, which is based on original research including a survey of 804 Canadian senior business leaders, examines the ongoing challenges organizations face across three pillars—access, participation, and ecosystem. The report makes practical and actionable recommendations for leaders of organizations and policymakers on how to work together to ensure a more equitable future. Some of the survey findings include: Two-thirds (67%) of survey respondents describe the cost of software licences and subscriptions as somewhat or very challenging, with one in four (25%) describing it as a great challenge. 56 per cent say choosing between competing software vendors or cloud service providers is somewhat or very challenging. A majority (58%) of survey respondents say uncertainty about which technologies would be most beneficial to the organization is somewhat or very challenging. 67 per cent of organizations with over 10 employees say hiring digitally skilled workers is somewhat or very challenging, which rises to 70 per cent for medium (100-499 employees) and large organizations (500 employees or more). 59 per cent of organizations permit employees to use personal mobile devices for work, while almost a third (32%) permit employees to use personal computers or laptops for work – increasing attack surface for cybercriminals. Meanwhile, 20 per cent of Canadian business leaders surveyed say their organization has not invested in any cybersecurity software or applications. “Organizations open to investing in new ways of working, upskilling, and training employees, will be a part of the movement toward an inclusive digital future” says Jaimie Boyd, National Digital Government Leader at Deloitte Canada. “We hope organizational leaders and policymakers can use our recommendations to address the barriers Canadian organizations are facing and pave the way to a more inclusive digital future for individuals and organizations alike—because we're not there yet.” Some of the recommendations from the report include: Connect every organization with the right digital tools By creating a digital investment strategy clearly linking digital investments to business objectives, employers can participate in the digital economy as they see fit. Attending conferences, trade shows, summits, and seminars will help employers address knowledge gaps around digital solutions and keep them on the pulse of what digital tools are available in the marketplace. Participating in peer networks and industry groups, are ways for leaders to learn from one another and share best practices. Ensure organizations have the skills to thrive in the digital economy Organizations, especially smaller ones and non-profits, that are facing challenges finding and retaining digital talent need to think strategically about their talent value proposition and how it can speak better to digital and tech talent – including by being purpose/mission-forward. Employers can leverage massive open online courses (MOOCs) for on-demand learning paired with informal learning experiences (e.g., lunch-and-learns, mentorships, work-shadowing arrangements) to round out a low-cost upskilling program. Participating in industry advisory groups and working with partners to create industry training hubs are ways organizations can catch up, keep up, or thrive in the digital era. Build a secure and inclusive digital ecosystem Government policy decisions that mandate tech-enablement (such as e-invoicing and open banking), can be real force multipliers for digital adoption, and specifically accelerate small business tech adoption. By designating data protection and privacy champions and educating the workforce on data protection and related vendor management practices, employers can ensure the organization is staying abreast of the latest in the regulatory environment. Deloitte just released its 2023 consumer outlook, and the report kicks off with a great question: Was this a good year or bad year for the industry? In many ways, it’s been both, depending on how you’re holding the glass, and your definition of full. Inflation has meant high prices, but it’s also meant consumers trading down to private label and a loss of brand loyalty. According to Deloitte’s outlook data: Consumer products executives surveyed also feel conflicted about the year ahead. On the one hand, they are negative about the macro environment, with eight of 10 respondents saying they are neutral or leaning pessimistic about the global economy and geopolitical stability. But when it comes to their own companies? Three in four are optimistic about their company’s performance (74%) and its strategy (80%). Some of the biggest challenges of the past year include labor, supply chain, and inflation, and Deloitte’s report touches on all three. Some 62% of respondents expect that supply chain issues will still be a big challenge in 2023, and last year set the record for higher CPG prices. Where does that leave us for the year ahead? Will consumers continue to pay higher prices? Supermarket News spoke with Nick Handrinos, vice chairman and leader of Deloitte LLP’s retail and consumer products, about what both retail executives (and consumers) expect to see in the year ahead. We had to ask Neil whether Marcus was actually him but he assures us the character was totally fictional albeit he draws on his experience of what he describes as the egocentric world of professional service. Whilst full of humour, the story ultimately delivers a serious message about remaining true to our personal values and changing lives for the better. We began reading Maybe It's About Time on a transatlantic flight to Salt Lake City just recently. It was a large book to take on board but Susan was quickly engrossed (and the crew were intrigued to know was it a good book lol). The war for talent has become the top business issue and in response, many business leaders are reviewing their overall business model and employee value proposition. Handling this challenge successfully requires strong leadership from both the executive team and the board. As custodians of the brand, reputation and organisational culture, the board is key to this process, and boards can therefore be powerful ‘agents of change'.In this podcast, Dr Sabine Dembkowski, Founder and Managing Partner of Better Boards, talks with Denis Woulfe MBE. Denis is the Co-Chair on the board of ‘Leaders As Change Agents' (LACA) and a Trustee at The Royal National Lifeboat Institute (RNLI), where he also serves as the Chair of the Audit and Risk Committee. He has served on numerous public interest boards and is a former governor at the University of the West of England. Until 2017, Denis was a Partner and Vice Chairman of Deloitte LLP, holding many leadership roles with the firm. His roles included serving as a board member and on the Audit and Risk Committee for 8 years. In 2018 Denis was awarded an MBE for services to Women and Equality.'Some of the key takeaways of the conversation include:“We're not putting forward a ‘one size fits all' for all businesses.”Denis notes that each business is different in geography, scale, industry, ownership structure etc, so a ‘one size fits all' would be impossible and inappropriate. He describes LACA's 8 foundational principles, which executive teams and boards may wish to take into account when developing their own plans, appropriate for their individual businesses. Those principles are drawn from best practice research. The first principle is empowerment and choice, and Denis explains this is about giving employees an appropriate voice and enabling them to feel connected to the business, which is key to their commitment and support. The second principle is to have diversity, equality, and inclusion as a foundation of the workplace culture, so everybody feels both welcome and included. The third principle is growth and development because everybody wishes to progress in their job and be given opportunities to develop their skills and experience. Fourth is commitment and engagement, gaining the views of employees and engaging them in certain decisions that affect them.Denis goes on to describe participation in decisions as the fifth principle, and an important key to feel involved. The sixth is work-life balance, which he explains will be different in different organisations, but businesses need to ensure that people's work-life balance is respected. Seventh is fairness, and Denis promotes this as being for both sides. The final point he outlines is recognition and reward, not just in terms of pay, but in ensuring employees are recognised and rewarded for the contribution they make.The three top takeaways from our conversation are1. It has never been more important to try and address these challenges, and this is very firmly a leadership issue, which requires a strong and consistent leadership response2. Getting this right can be a key source of competitive advantage for individual businesses, and it goes to the heart of the strategy and culture of the business. Obviously, the board has a pivotal role to play in driving and overseeing this change3. There is an opportunity for business leaders to influence their broader networks by supporting these principles and encouraging others to do so by being active change agents themselves.

I love this question. As I reflect on my journey and the fact that I didn't come to this space with an expertise or an ESG education, I always encourage professionals no matter where they are in their career to really look at, in a traditional corporate context as an example, where is that discipline that you align with? For me it was accounting. Whether it's marketing or operations, finance or legal, complementing a traditional discipline within an organization to really bring that depth and a perspective of the way ESG or sustainability overlays to bring a differentiated perspective to that discipline. We've seen that this “ESG expert” doesn't really exist per se, because we know that ESG performance and priority areas are so broad and diverse. So, bringing that perspective to an existing discipline within an organization is that tool, that effective way to help an organization drive integration within all parts of the business. What are you most excited about right now in the world of sustainability? The momentum, the energy, the passion that we're seeing by not the usual suspects in the market. For those of us who have been working in this space for a long time, the commitment and energy that we're seeing from within organizations. It's not just the sustainability team; it's the finance teams, operations, the supply chain, the talent teams that are all really engaging and driving this momentum. And then naturally, it's a reflection of where the market is headed more broadly, but I would say very simply that the momentum and the recognition that ESG is not a fading movement; it's really here to stay and it's going to become increasingly central to companies. It's the license to operate and the license to grow. What is one book you'd recommend sustainability professionals read? It's hard to choose, but the first is Accountable: The Rise of Citizen Capitalism. It's a great book that came out not too long ago. Michael O'Leary creates and provides some practical examples of the way that the capital markets are evolving and the way in which ESG is so central to strategy. I've also always been a fan of John Mackey. Conscious Capitalism and Conscious Leadership are two of his books that provide great perspective and examples for those participating in this space at different levels of maturity. What are some of your favorite resources or tools that really help you in your work? This will likely come as no surprise. While it's not super sexy, looking to the developments in the whole standards landscape. The largely voluntary standards today - standards and frameworks - there's a tremendous amount of guidance and practical tools that are provided for public use that really help translate these concepts into actionable business priorities, and really help guide companies along this journey toward preparedness for greater scrutiny. The work that that we do is naturally grounded in standards, and the value of a number of these resources is somewhat underplayed given that there's a wealth of accessible information out there. How we are taxed will be crucial to how government pays for net zero. It can use the tax system to incentivise sustainable choices by businesses and consumers as well as disincentivise harmful ones. But government revenues will also fall as people and businesses adapt their behaviour to reduce carbon emissions, with the shift to electric vehicles set to eliminate fuel duties. So what changes are needed to ensure the tax system raises revenue to fund public interventions, redistributes the costs of getting to net zero, and shores up the tax take as fuel duties decline? This event was held after a busy autumn of net zero strategies, a budget and COP26. It asked how the government should adapt the tax system to reach net zero and whether the budget was a missed opportunity, look at the steps being taken in other countries, and set out how to overcome the barriers – political and otherwise – to reform. April 1, 2020 is Census Day—Americans responding to the once-in-a-decade count will report where they were living on that day. As the Committee for Economic Development of The Conference Board outlined in its policy brief, The 2020 Census: The Importance of an Accurate and Robust Accounting of our Nation’s Population, the census is the primary source of data on the nation’s population and economy, used to determine our system of political representation, inform business development and investment, and allocate government funds to where they are most needed. As such, the accuracy of the population count is critical for decision-making in the decade ahead and forms an important basis for trust in the fairness of government. But this year’s Census will face unique and uncertain challenges in the form of a COVID-19 pandemic. Expands the number of financial models swaps dealers will be allowed to use to determine how much actual money they need to hold onto. The risk evaluations will not consider cost If the risk evaluation is requested by a manufacturer, the manufacturer will pay for the risk assessment The EPA will be required to do at least 10 risk assessments per year "subject to the availability of appropriations". Adds an exemption for "replacement parts" from the EPA rules prohibiting chemicals unless the replacement parts "contribute significantly to the identified risk". Adds the requirement that any rules created "shall provide for a reasonable transition period." Eliminates the requirement for an informal hearing when making rules about toxic chemicals. Creates a "critical use exemption" option for the EPA if the requirement is not "cost-effective", if it would "significantly disrupt the national economy, national security, or critical infrastructure" The exemption would be valid for 5 years at a time The exemption will include conditions on the use of the toxic chemical Allows data to be shared with State, local, or tribal governments and with health care professionals to assist with diagnosis or treatment. Forces companies that want to keep information confidential to explain their reasons and automatically releases the information to the public in 10 years, unless the company justifies the confidentiality again in writing. Eliminates caps of fees that can be collected and creates a "TSCA Service Fee Fund" to collect, store, and disperse the funds to pay for the EPA's costs for regulating chemicals. John Shimkus of Illinois's 15th district 48 pages H.R. 1615: DHS FOIA Efficiency Act of 2015 Orders the Chief Freedom of Information Act Officer of the Department of Homeland Security to update Freedom of Information Act regulations within 90 days of the bill's passage. Orders the Chief FOIA Officer to identify the total annual cost of implementing the FOIA within 90 days. Orders the Chief FOIA Officer to identify unnecessary actions taken in the course of processing requests and eliminate them within a year of identifying them. Orders the Chief FOIA Officer to develop a plan to to process requests electronically. Orders the Chief FOIA Officer to issue guidance to the necessary people to reach the goal of reducing the FOIA request backlog by 50 percent by 2018. Authorizes $13.5 million per year through 2020. Passed the Senate by a voice vote Sponsored by Senator Ben Cardin of Maryland 5 pages H.R. 2088: United States Grain Standards Act Reauthorization Act of 2015 Reauthorizes the Department of Agriculture's process for grain inspections until September 30, 2020. Forces the Secretary of Agriculture to waive weighting and inspections of grain in an "emergency, a major disaster"; currently, the Secretary has the option to do so, but does not have to. A "major disaster" is defined to specifically include "a sever weather incident causing a region-wide interruption of government services". Changes the location of export inspections to specifically "export elevators" at export port locations. Widens the criteria for who is qualified to perform official inspections by deleting a list of requirements. Delegations of authority to conduct grain inspections to a State will expire every five years, and my be renewed. Adds a public comment period before the Secretary can delegate inspection responsibility to a State and requires a notice in the Federal Register announcing if the State was approved and the rational for the decision. The State would have to give at least 90 days notice advanced notice in writing to the Dept. of Agriculture if they want to stop performing grain inspections, unless there has been a major disaster. The public must be given online a list of the States delegated to perform official inspections, which needs to be updated at least twice a year. Passed the House of Representatives by a voice vote Sponsored by Rep. Michael Conaway of Texas's 11th district His #2 contributing industry over the course of his career has been Crop Production and Basic Processing; he has taken at least $646,470. 18 pages H.R. 2051: Mandatory Price Reporting Act of 2015 Extends mandatory price reporting requirements for livestock until September 30, 2020. Allows transactions between pork packers and producers to take place using a new pricing formula. Changes the definition of an importer of lamb to include anyone who imports an average of 1,000 metric tons per year; currently importers have to comply with regulations if they import and average of 2,500 metric tons of lamb per year. Changes the definition of a lamb packer to someone who owns 50% or more of a facility and slaughters an average of 35,000 heads of lambs per year; currently if they slaughter 75,000 lambs per year. All 11 members will be appointed by the President and Congressional leaders and their appointments will be for the entire duration of the commission. The Commission's job will be to complete a study on the effectiveness of programs aimed at the health and education of native children and to make recommendations for fixing the inadequacies. The Commission will terminate 90 days after they submit their report. Authorizes, but does not appropriate, $2 million. Passed the Senate by a voice vote Sponsored by Senator Heidi Heitkamp of North Dakota 27 pages H.R. 404: Authorizing early repayment of obligations to the Bureau of Reclamation within the Northport Irrigation District in the State of Nebraska Allows Nebraska landowners to repay construction debts at any time. Adrian Smith of Nebraska's 3rd district 3 pages H.R. 1493: Protect and Preserve International Cultural Property Act Directs the State Department to designate an existing employee to coordinate efforts to protect art around the world from being stolen and/or destroyed. Blocks importation of "archaeological or ethnological material of Syria" starting 120 days after the bills enactment. The import restrictions will expire in five years, but can be extended. Eliminates an annual report on the "status of competition in the market for the delivery of video programming". Eliminates the requirement that a report on cable industry price be completed annually. Eliminates the requirement that a report on regulatory barriers be reviewed every three years. Gary Peters of Michigan 4 pages H.R. 2570: VBID for Better Care Act Establishes a three year demonstration project to test "value-based insurance" for Medicare patients at two Medicare Advantage sites. Value based insurance allows insurance companies flexibility with co-payments, allowing them to lower co-payments for services deemed to be "high value" preventative services and increasing rates for services with uncertain value. It's designed to "create financial disincentives for poor health choices". The demonstration projects would not allow increases in co-payments to discourage the use of services. Diane Black of Tennessee's 6th district 17 pages H.R. 2507: Increasing Regulatory Fairness Act Extends the amount of time between proposed Medicare rate changes are announced and when they can go into effect from 60 days to 90 days. Mike Kelly of Pennsylvania's 3rd district 4 pages H.R. 2582: Securing Seniors' Health Care Act Prohibits the government from terminating a contract for a Medicare Advantage organization because it fails to meet minimum quality standards until the end of 2018.
