Dr. Joe Young, Director of the University of Kentucky's Patterson School of Diplomacy and International Commerce, discusses some of the causes of violence in the US and worldwide. Violence should never be tolerated; however, a democracy depends upon the peaceful transfer of power, which was not recognized during the illegal insurgency to overthrow the free election and US Government on January 6, 2021. Tragically, two of the major areas of extreme violence are in Gaza and Ukraine. Russia's illegal invasion of Ukraine could lead to a larger international conflict if it is not neutralized. Through the support of scores of countries, NATO, and the United Nations agencies, the Ukrainians were much more resilient in confronting Russian aggression. Although the United Nations Security Council has been partially paralyzed, due to the Russian Veto, other UN agencies such as the WHO, UNICEF, and WFP are on the front lines to assist Ukrainians.

In March 2010, King Hamad bin Isa Al Khalifa appointed Al Khalifa to a four-year term as governor of Bahrain's Southern Governorate, the largest such political division. He was reappointed in 2015. Al Khalifa is also a member of the National Commission for Drug Control and the board of the Bahrain Olympic Committee. He was previously president of Bahrain's Weightlifting and Bodybuilding Federation and president of the Asian Bodybuilding Federation and a member of the board of directors of the Bahraini Archery Federation. The Alibaba Group recently publicized the data from their latest earnings report. During the call, CEO Toby Xu outlined a progress update to investors stating, "We see the early success of the execution of our strategy because as we announced earlier this year, the strategy for Taobao and Tmall is user-centric. We need to build up the supply for all our consumers, particularly for the price-competitive product. This early success shows the effectiveness of our executed strategy." Contrary to their recent attention on Artificial Intelligence (AI), the predominant themes of this earnings call revolved around e-commerce, improvements in customer shopping experiences, advancements in cloud computing, and overall growth strategies. Notably, AI was not significantly addressed during this call, with no specific case studies concerning this latest earnings call being highlighted. Alibaba has continued to show a sound financial performance. As reported during the call, the company's total consolidated revenue has experienced a growth rate of 5%, climbing to RMB260.3 billion. Furthermore, their consolidated adjusted EBITDA grew by 2%, reaching RMB52.8 billion. The company maintains a substantial net cash position of RMB487 billion, reinforcing its strong financial status. A notable contributor to Alibaba's success is the implementation of a user-centric strategy and competitive pricing in the realms of Taobao and Tmall Group. These aspects have been instrumental in driving year-on-year growth in gross merchandise volume (GMV). The International Commerce initiative has also aided in revenue growth through the expansion of cross-border offerings and prominence given to improved shopping experiences. Additionally, developments in the Cainiao smart logistics network and cross-border logistics fulfillment solutions have strengthened Alibaba's performance. In cloud computing, the focus of Alibaba Cloud on public cloud services and the optimization of its business structure has yielded improved profitability. Looking at the company's future undertakings, Alibaba projects continued investment in their core areas of operations such as e-commerce and cloud computing to foster growth. They aim to launch initiatives associated with product supply, competitive pricing, efficiency, and quality service enhancement in Taobao and Tmall Group. Though the company's recent focus on AI does not tie directly with the themes of the Last Quarter Earnings Call Analysis, they are demonstrating solid financial performance, adherence to a user-centric strategy, and committed investments in essential areas. By preserving the focus on e-commerce, cloud computing, and enhancing shareholder value, and responding effectively to evolving consumer trends, Alibaba is positioning itself for long-term growth and profitability. Hall, Associate Professor, Patterson School of Diplomacy and International Commerce at the University of Kentucky, Lexington, KY., USA discusses his recent book: “Examining US-China-Russia Foreign Relations: Great Power Politics in a Post-Obama Era.” He proffers that, although the Russian military has been grossly overrated, the post-Soviet Russia is still a "great power." primarily because of its nuclear missiles and the fact it is one of the 5-Permanent Members, along with the US, UK, France and China, of the UN Security Council with the potential to veto any binding resolutions. UN Secretary General Antonio Guterres and the US Secretary of State Antony Blinken are calling for a détente between the West and China, to avoid a misunderstanding and possible military conflict. From a positive standpoint, the US has re-joined WHO, the Paris Climate Accord and UNESCO, is repaying arrears at the UN and is working to renew the Iranian Nuclear Deal.

Before joining the Task Force, Ms. Steimer was the Director for the Center for Nutrition in the Bureau for Resilience and Food Security. Stephanie Fugate, Program Operations, COVID-19 Task Force at USAID Stephanie Fugate is currently the Program Operations/Management/Budget Lead for the USAID COVID Task Force (on detail from her role as Division Chief, Professional Development and Training). With over 15 years in international development, in both the public and private sector, she has served as Branch Chief/Supervisory Contracting Officer with USAID's Special Initiatives and Development Partners division, and Contracting Officer with USAID's Bureau of Democracy, Conflict, and Humanitarian Assistance. She also held the role of USAID's first Coordinator for the Acquisition and Assistance Innovation Lab and remains a USAID Agency Innovation Advocate (AIA) to this day. Previously she held Contracting and Program Officer roles with the U.S. Department of Treasury's Office of Technical Assistance/Revenue Administration and Policy team which sits within the Treasury's International Affairs bureau where she was assigned to the Africa and Caribbean regions. Prior to joining the public sector, she worked for Chemonics International, Inc. where she was a Business Development Manager for the Africa region focused mainly on Eastern and Southern Africa. Ms. Fugate is a member of the NCMA Board of Advisors and holds a BA in International Studies from the University of Missouri-Columbia and a MA in International Commerce and Policy from George Mason University. Chuck Pope, A&A Strategy Lead, COVID-19 Task Force at USAID Charles S. “Chuck” Pope is the Senior Regional Advisor for the Middle East at USAID. Prior to that, he served as Chief of Operations in the Global Health Bureau providing senior leadership to the COVID-19 Response and current and future Supply Chain programming. Previous to that, he served the bureau as Deputy Assistant Administrator leading policy, programs, planning, innovation and systems. He started his career overseas in Russia as a Peace Corps volunteer attached to Moscow City Administration (Zelenograd Prefecture) working on NGO development. Afterwards, he went to work for IREX in Central Asia on the State Department's Internet Access and Training Program. IREX would later promote Chuck to Regional Director of the Caucasus overseeing all programs in the region. Peace Corps subsequently hired him as Administrative Officer to restart the program in Uzbekistan, which had been closed following 9/11. The program would grow to become one of the largest Peace Corps posts, with Chuck also serving a stint as acting Country Director. After his tour, the Peace Corps put Chuck in charge of training new Administrative Officers for overseas assignments. During this time, he also served the agency as the Financial and Administrative Officer of the Hurricane Katrina Relief efforts, the historic deployment of the Peace Corps domestically. Chuck joined USAID's Foreign Service in 2007 and has served in Russia, Afghanistan, Tanzania and India. Prior to public service, Chuck grew up on his family's farm in Kansas and was an accomplished athlete, winning collegiate national championships as both a player and a coach, and garnering all-American accolades at the junior college level before going on to start at Baylor University as center on the football team. LEXINGTON, Ky. (May 11, 2023) – Since the end of World War II, the United States, China and Russia have held a position as the three biggest players on the international stage. The relationships between these three countries dictated events on a global level through the end of the Cold War, according to many observers. However, Dr. Gregory Hall contends that this relationship didn't dissolve but actually reconfigured and adjusted to the new post-Cold War landscape of the 1990s, and actually continues even today as a feature of international politics. Hall, an Associate Professor in UK's Patterson School of Diplomacy and International Commerce, has held appointments at institutions in both the United States and abroad, including Hong Kong and Turkey. He also helped direct the initiative to establish a peace studies program at Morehouse College, where he previously served as Head of the Department of Political Science and Director of the International Studies Program. LEXINGTON, Ky. (May 2, 2023) – This spring, UK is celebrating nearly 6,000 degrees conferred by the Board of Trustees, with more than 4,000 of those expected to cross the stage of Rupp Arena during commencement ceremonies. On this episode of Behind the Blue, we once again spotlight a few of those graduates to talk about their time here at UK, the memories they'll take with them, and how they're prepared to move ahead and make the most of what they've learned. Sarah Holmes, from Louisville, is an international studies major with a Spanish minor, graduating from the UK College of Arts and Sciences. During her time at UK, she served as president of the Model United Nations Club, after she and her classmates, with support of faculty in UK International Studies, worked to reestablish the organization after it shut down during the COVID-19 pandemic. Model UN is an educational experience in which students represent delegates from member states of the United Nations in a simulation of the UN General Assembly. Students work with other delegations to debate and collaborate on solutions for pressing and complex global issues surrounding topics such as conflict, poverty, climate action, gender inequality, global health and more. In addition to this, Holmes has also utilized her Spanish-speaking skills through study abroad and an internship with the non-profit Community Response Coalition of Kentucky (CRCKY), serving vulnerable populations in the Lexington community. She plans to attend the UK Patterson School of Diplomacy and International Commerce in the fall. AJ Miller, from Jackson, Kentucky, is graduating with a degree in Russian studies and minors in criminology and international studies. During his time at UK, he was very active in international studies, residing in UK's International Village, a living learning program that supports international students, and had aspirations to study abroad in Russia, until the Russian invasion of Ukraine made that goal no longer possible. Adding to his challenges, Miller and his family were impacted by the flooding in Eastern Kentucky last year. The International Center at UK supported Miller during this difficult time, helping him navigate the hurdles set before him. He went on to eventually study abroad in Latvia and is grateful for the support he received at UK to still achieve his goal of studying abroad. Dr. DeWayne Frazier currently serves as the University Provost where he is the Chief Academic and Student Development Officer for Iowa Wesleyan University. Dr. Frazier is known as an academic entrepreneur and his career is marked by enrollment growth through creative academic programming. Dr. Frazier's portfolio includes the Adult and Graduate Programs, library services, academic support, international education, Registrar Office, Office of Student Development, career services, community service office, campus ministries and the university academic divisions (Business, Education, Humanities, Nursing, and Sciences). Dr. Frazier serves on the President's Cabinet and is also a full professor in the Division of Business. Under Dr. Frazier's leadership, Iowa Wesleyan has seen over 100% increase in overall student enrollment in less than two years. Frazier has designed and incorporated a step-by-step plan for designing new academic programs and has implemented in the university wide strategic plan metrics to develop a minimum two new programs for review each academic year. Under his leadership the university has launched its first two graduate programs as well as an aggressive micro-credential program. Frazier is a national presenter on academic entrepreneurship. Prior to serving at Iowa Wesleyan, Dr. Frazier was the associate vice president for academic affairs and dean of the Graduate School at Campbellsville University in Kentucky. At Campbellsville University, Dr. Frazier oversaw 17 different graduate programs across various disciplines including business, counseling, education, music, social work, social science, and teaching English to speakers of other languages. Frazier was responsible for implementing recruitment strategies, overseeing curriculum development and monitoring program resources. Under his leadership, the Graduate Programs grew steadily from a Full-Time Equivalency (FTE) of 453 in the Fall 2010 to 535 FTE in the Fall 2012. Two of the programs have recently (2014) been ranked by U.S. News and World Report in the top online programs in the United States. Dr. Frazier came to Campbellsville University after serving three years as the Senior Vice President for International Programs (SVP for IP) at Upper Iowa University (UIU) in Fayette, Iowa. Dr. Frazier was responsible for overseeing UIU's academic extension centers located in foreign locations. Upper Iowa University currently has centers in Hong Kong, Singapore, and Malaysia. Under Dr. Frazier's leadership, full-time student numbers at the international academic extension locations have increased from 399 to 831 over the past three years. The enrollment growth reflects a 108 percent increase in total students. As the Sr. VP for IP, Dr. Frazier oversaw all academic requests, including final grade appeals, internship extensions, appeals from suspension, approval of faculty, and final review of course substitutions. Frazier served on the university wide curriculum committee and graduate curriculum committee as an ex-officio member. He also worked closely with the Higher Learning Commission of the North Central Association on Accreditation to assure that all programs operate within the given principles and parameters of the commission. Dr. Frazier has presented at various conferences on topics ranging from job satisfaction to immigration regulations. He has presented at the World Conference of the International Association for the Promotion of Christian Higher Education and the NAFSA national conference. Dr. Frazier has presented on “F-1 Students for Admissions Offices” and “International Student Recruitment 101” at the Southern Association of Collegiate Registrars and Admissions Officers as well as presentations on globalization. He has published numerous articles on topics such as internationalization of the campus and international recruitment. Dr. Frazier's earned his Bachelor's degree from Campbellsville University in Political Science/ Mathematics. He completed his M.A. in international politics at the Patterson School for Diplomacy and International Commerce on the campus of the University of Kentucky and finished an additional M.A. at the University of Louisville in higher education administration. International Commerce at the University of Kentucky, discusses Vladimir Putin's myriad of motivations for illegally invading Ukraine. Iain and Rob go on to discuss the following: the practicality of a NATO No-Fly Zone; how such a move could see a clash at sea between Russia and Ukraine; the Russian-imposed Black Sea blockade of Ukraine; the prevention of wheat shipments; a possible amphibious assault on Odessa by Moscow's naval forces (and its viability). Among other things Iain and Rob talk about is how the West can best assist Ukraine if it is confronted with a long struggle. They also weigh up whether or not, beyond its current military blunders, the Kremlin has a long game. Might Vladimir Putin be playing ‘11th-dimensional chess'? (Host) Military Operations on Urban Terrain: Please briefly walk us through the basic concepts of this monograph. (Desch) Military operations in cities is not a new topic. But the period of time in which we put together this collection of papers saw a renaissance of interest in the topic. It really was connected with a series of high-profile, urban operations that sort of reminded us all that operating in urban areas presented great challenges—challenges much greater and unique to those of military operations on other sorts of terrain. You know, the big thing on the American side, of course, was the famous Battle of the Bakaara marketplace (Battle of Mogadishu), chronicled in Mark Bowden's book Black Hawk Down: (A Story of Modern War). But there was also the First Battle of Grozny, in which the Russian military tried to suppress the Chechen uprising and felt that they had to do so, in part, by assaulting the capital of Chechnya, Grozny. Neither of these operations was pretty. And neither of them, I think it's safe to say, was fully satisfactory to the respective militaries involved. And so military operations on urban terrain became a hot topic. There was a lot of doctrinal attention to it. But also, at least in the United States, there was an effort to build or improve the infrastructure for (military operations on urban terrain or) MOUT training at various Army combat training centers and other Army facilities. I was at the University of Kentucky, in Lexington, Kentucky, at the time, and one of the US Army facilities that was investing in a significant upgrade of its MOUT training facilities was the (US Army) Armor School at Fort Knox in Kentucky. Why Kentucky and why MOUT? That was the reason that we undertook this study. (Host) Let's talk about military operations on urban terrain today. What did the monograph get right? (Desch) Well, military operations on urban terrain have been a pretty much consistent part of military operations in recent conflicts. So, most famous, during Operation Iraqi Freedom, were the operations in the Iraqi city of Fallujah. Today, we're seeing military operations in conjunction with the Russian special military operation in eastern Ukraine. And the Russian case is interesting both for instances in which the battle is taking place in urban areas, particularly in the southeast, in the Ukrainian city of Mariupol, but also where, at least so far, they're not being undertaken,

International commerce is complicated, especially when considering environmental concerns, societal impact, sourcing, international trade pacts, intellectual property rights, differing business ethics, local political systems of government, and complex legal issues. How do different standards related to intellectual property influence the spread and adoption of emerging military technology?
