GUEST 2 OVERVIEW: Brig. Gen. David Stilwell served as the Assistant Secretary of State for the Bureau of East Asian and Pacific Affairs. Prior to his appointment as Assistant Secretary on June 20, 2019, he served in the Air Force for 35 years, beginning as an enlisted Korean linguist in 1980, and retiring in 2015 in the rank of Brigadier General as the Asia advisor to the Chairman of the Joint Chiefs. He served multiple tours of duty in Japan and Korea as a linguist, a fighter pilot, and a commander. He also served as the Defense Attaché at the U.S. Embassy in Beijing, People's Republic of China, 2011-2013. Most recently, Mr. Stilwell served as the Director of the China Strategic Focus Group at U.S. Indo-Pacific Command in Hawaii 2017-2019 and an Adjunct Senior Fellow at the East West Center in Honolulu from 2016-2019. He earned a B.S. in History from the U.S. Air Force Academy (1987), and a Master's Degree in Asian Studies and Chinese language from the University of Hawaii at Manoa (1988). He is a 2009 graduate of the Executive Leadership program at the Darden School, University of Virginia in Charlottesville, Virginia. He was awarded the Department of Defense Superior Service Award in 2015 and speaks Korean, Chinese and limited Japanese.

Fentanyl, a synthetic opioid fifty times more potent than heroin, is fueling the worst drug crisis in the US. Preliminary CDC data shows over 109,000 Americans died from fentanyl overdose in 2022, a new record. That's equivalent to one person dying every five minutes. The skyrocketing death rate and the $1.5 trillion annual cost to the economy are driving a national debate on how to solve the crisis. This week, the House of Representatives passed a bill looking to make permanent harsh criminal penalties on fentanyl-related drugs. However, many health experts don't support this approach, suggesting it will only make things worse. I really really really enjoyed speaking with Rizwan Virk the amazing writer of The Simulation Hypothesis and The Simulated Multiverse Do multiple versions of ourselves exist in parallel universes living out their lives in different timelines?In this follow up to his bestseller, The Simulation Hypothesis, MIT Computer Scientist and Silicon Valley Game Pioneer Rizwan Virk explores these topics from a new lens: that of simulation theory. If we are living in a simulated universe, composed of information that is rendered around us, then many of the complexities and baffling characteristics of our reality start to make more sense. In particular the two most popular interpretations of quantum mechanics, the Copenhagen Interpretation and the Many Worlds interpretation, which are thought to be mutually exclusive, can be unified in an information based framework. Quantum computing lets us simulate complex phenomena in parallel, allowing the simulation to explore many realities at once to find the most "optimum" path forward. Innovation for Inclusive Agricultural Transformation Steven D. Prager, PhD., Senior Program Officer for Agricultural Transformation Strategy at the Bill and Melinda Gates Foundation Website Understanding inclusive agricultural transformation through the lenses of climate adaptation and labor productivity. Abstract In many lower- and middle-income countries agriculture is not only the basis for food security but also the main path toward economic prosperity for countless small-scale producers. Agriculture systems are highly heterogeneous, however, and this heterogeneity is compounded by the nearly infinite variation in the individual circumstances of those that participate in the production process. At the same time, small-scale producers face several challenges and, in many instances, compound challenges ranging from Covid and climate change to conflict and crop disease. Given these complexities, how can we focus on intentional, inclusive approaches to help transform agriculture systems such that their stewards become more resilient and more predictably on a path to prosperity? To better understand both the opportunities for agricultural transformation and the challenges associated therewith, this presentation will examine “agricultural research for development” (AR4D) through the lenses of both climate adaptation and labor productivity. Here we consider the role of innovation in these areas as a core consideration in thinking about inclusive agricultural transformation (IAT). Innovation in areas from policy to farmer services to the crops themselves must be layered together in context appropriate ways in order to realize the changes needed to improve agricultural development outcomes. From the identification of specific outcomes to the corresponding theories of change, strategies, policy and investment, inclusive agricultural transformation must be both priority-based and right-sized. While there are numerous entry points for fostering climate-sensitive and inclusive agricultural development, through this dialog we will explore the idea that simultaneous consideration of labor productivity and climate adaptation increasingly has the potential to become a cornerstone of new thinking in IAT. At the University of Wyoming, Steven taught and led research in a range of themes mostly centered around spatial modeling and sustainable development. Steven later brought this experience to CIAT and the world of agricultural research for development. At CIAT, he developed and co-led several different research programs, including the “Global Futures and Strategic Foresight” activity with the Policies, Institutions, and Markets research program of the CGIAR. He also played a critical role in building out a LAC-wide and then global scale program in climate services, several efforts related to Sustainable Food Systems, and the SERVIR Amazonia program designed to bring best in class remote sensing and geospatial analysis to local communities throughout the Amazon Basin. In his new role with BMGF, Steve is working with the Foundation's Adaptation Systems and Integration team to bring innovations in climate adaptation to serve small-scale producers throughout Africa and South Asia. In addition to disruption caused by the advent of the Internet and social media, private equity firms have bought up hundreds of local newspapers. Fortunately, there has been a growing resurgence of independent journalism. According to Pew Research, “nonprofit reporters alone (whether full time or less than full time) now constitute 20% of the statehouse corps, up from 6% in 2014.”The overall loss is consequential for communities and puts the health of American democracy at risk. Not only do stories of government accountability go unreported, but an essential public forum for sharing culture and bringing people together evaporates. Such a rapid shift brings profound questions: How do the most consequential subjects get covered at a local level? How does data and fact-based reporting reach community members? What happens when only mainstream national outlets cover local stories? In the Ten Across region, a group of enterprising journalists and entrepreneurs are stepping up to answer these questions with new models of nonprofit journalism. Independent news outlets in this region are making a great impact and setting a new standard for effectively and honestly reporting critical issues important to the future of our country as a whole. Based on extensive, hands-on research into the implications of new trends in collaborative working practices, this webinar explores how we can radically rethink the most precious resource any of us have - our time - in order to make space for the most value-adding work to get done. Speaker: Victoria Ward works as a coach, strategic adviser, convenor for, and companion to those who seek to create lasting change, in themselves, in their teams and networks, in the organisation as a whole, or in the system in which the organisation plays a part. She left NatWest in 1997 to set up a radical new multi-disciplinary practice, specialising in knowledge, narrative, knowledge networks and cultural transformation. Before acting as Chief Knowledge Officer at NatWest Markets, Victoria acted as Chief Operating Officer, Capital Markets, and Managing Director, Global Futures. She joined NatWest from the London International Futures Exchange working as head of R&D, education and statistics, as well as working with Exchange members, and with regulators internationally to change the tax and regulatory regime for index futures and options, and, among other things, to provide a robust response to regulatory enquiry into the role of index futures and options in the market crash of 1987. A 20+ year portfolio includes work in the public, private, not for profit and cultural sectors, with development banks and agencies, financial institutions, government agencies and departments, regulators, international manufacturing and pharmaceutical companies, academic institutions and museums. Victoria is internationally recognised as being at the forward edge of thinking and practice in knowledge management, communities of practice, narrative research, technology-enabled collaborative and storytelling approaches to complex organisational challenges and transformation. Dr Caitlin McDonald is the DXC's resident Digital Anthropologist. One-third of insurance executives are worried that digital trends will leave them in a weaker position – or even cease to exist, according to research by futurist David Smith, CEO of London-based Global Futures and Foresight. And 75% believe that insurance industry boundaries will dramatically blur due to new technologies, such as the Internet of Things. Meanwhile, many younger consumers look at the category differently – they’re willing to try new insurance providers and they’re not even sure the product is essential. Providers need to be ready, David says. “We are exiting the digital age,” he says. “We understand these tools that process. The ‘Intelligence Era’ is analyzing all of that and knowing when and how to talk with people. Allister Chang discussed these and other questions with Taiwan's Digital Minister, Audrey Tang. Audrey Tang is a software programmer who has been described as one of the "ten greats of Taiwanese computing personalities." She took office as Digital Minister on October 1, 2016 and was placed in charge of aiding government agencies to communicate policy goals and manage information, both via digital means. At the age of 35, Audrey Tang became Taiwan's youngest ever government minister. Allister is a a Robert Bosch Stiftung Fellow at the Global Public Policy Institute (GPPi) in Berlin, where he researches on media literacy and disinformation. Peter Schlosser is the vice president and vice provost of the Global Futures Laboratory at Arizona State University. He is the University Professor of Global Futures and holds joint appointments in the School of Sustainability, the School of Earth and Space Exploration in the College of Liberal Arts and Sciences, and the School of Sustainable Engineering and the Built Environment in the Ira A. Fulton Schools of Engineering. The laboratory has been launched to harness the innovative capacity of academia and develop options for sound management of the planet.  Professor Schlosser is one of the world’s leading earth scientists, with expertise in the Earth’s hydrosphere and how humans affect the planet’s natural state. His research interests include studies of water movement and its variability in natural systems (oceans, lakes, rivers, groundwater) using natural and anthropogenic trace substances and isotopes as ’dyes’ or as ‘radioactive clocks.’ He also studies ocean/atmosphere gas exchange; reconstruction of continental paleotemperature records using groundwater as archive; anthropogenic impact on natural systems and sustainable development as academic discipline. His research adds to the basic understanding of ocean circulation and the ocean's role in climate. The same principles are used to investigate groundwater flow in shallow and deep aquifers, providing results that are relevant for environmental risk and impact studies. He has published more than 180 articles in leading journals.

Forced migration is one of the critical issues of our time. 1 in 110 people in the world is currently displaced because of conflict, violence or persecution, or natural and environmental disasters. More common among those who are already vulnerable, forced migration also often creates tensions in the countries or regions that host such migrants. In this episode of the Global Futures podcast we talk about displacement in the South Asian region. In this age of radicalism and polarization we are seeing the religious persecution and displacement of the Rohingya from Myanmar to surrounding countries such as India, as well as increased insecurity around internally displaced people within India, such as the Kashmiri Pandits, who fled violence in the Indian-administered state of Jammu and Kashmir during the beginning of the 1990s and whose future and status remain unclear. Our guest is journalist Aarti Tikoo Singh, senior assistant editor at the Times of India. She has worked as a reporter and editor for more than 15 years, focusing on issues of conflict, war and terror. She was born and grew up in the conflict-torn state of Jammu and Kashmir and returned many years later to report on the politics, violence, governance, and human stories that have shaped the conflict. “We don't have an immigration crisis,” contends Harvard professor Jacqueline Bhabha: We have a “hospitality crisis.” Under President Donald Trump, the United States' limit for refugee admissions has reached a record low. Last week, the administration proposed to again sharply reduce the limit for refugee admissions — from an already anemic 45,000 in 2018 to 30,000 in 2019. Under this year's cap, the US is on track to admit only 22,000 refugees, less than half of the projected maximum. Bhabha joins Peter B. Collins for this week's WhoWhatWhy podcast. Bhabha is professor of health and human rights at the School of Public Health, research director at the FXB Center, and lectures at Harvard Law and the Kennedy School. She is an expert on the global refugee crisis. Natural and man-made disasters, such as wars, ethnic cleansing, and famines have displaced millions of people throughout the world, but Bhabha maintains that the international community has the resources to handle the “challenges” that these migrations cause. She points out that migration is “200,000 years old,” a fact of life as long as humans have populated the Earth. The problem, she adds, is not that there are too few resources and too little space to handle migrants; it's that world leaders, including the president of the United States, perceive immigrants as “evils” to be driven back, rather than a new, young potential workforce to be assimilated. The administration's stated goal is to reduce immigration — both illegal and legal — in order to keep out undesirables whom it sees as a threat to national security. The president frequently has cited the violent acts of the infamous MS-13 gang, and isolated incidents of illegal Mexican immigrants committing violent crimes, as grounds for building a wall on the US-Mexico border. At the same time, the president has faced push-back for his “Muslim ban,” an executive order which restricts travel from several Muslim majority countries. The conservative majority on the Supreme Court recently delivered his administration a victory by upholding the ban's constitutionality. The irony is that the migration crisis facing both the US and Europe — exemplified most recently by the Syrian and Libyan refugees — has its origins in policy decisions made by these same Western countries.  As the author of Child Migration and Human Rights in a Global Age, Bhabha deplores the “barbarity” of family separation under Trump's “zero tolerance” policy. She notes that the US has never signed the Convention on the Rights of the Child, and that its bad record regarding treatment of migrant children precedes the current administration. While also critical of some of President Barack Obama's immigration policies, she says that Trump has further polarized discourse on immigration while criminalizing it in many ways. But the migration crisis is not confined to the Western world, nor is it always just about crossing international borders. Bhabha describes the brutal displacement of Rohingya Muslims by the Buddhist majority in Myanmar. The UN report released on September 18 strongly rebukes Myanmar and its military leaders for acts amounting to ethnic cleansing. Bhabha notes that the UN will be addressing the “final draft[s]” of two global compacts on migration and refugees at the upcoming General Assembly. Both documents attempt to spell out the “universal human rights and fundamental freedoms” that should be accorded to migrants of all kinds. Bhabha's latest book is Can We Solve the Migration Crisis? The world’s fresh water supplies are unevenly distributed and the scarcity of clean water has already led to tensions within and between countries. Climate change, urbanization and population growth exacerbate the problem. Since water is so crucial to the existence of all living things on our planet, can these challenges fuel cooperation rather than competition? What can be done to make the delivery and management of water supplies more effective? Are governments doing enough or too much to protect resources? Ursula Heise is the Marcia H. Howard Chair in Literary Studies at UCLA. She is best known for her work in environmental criticism and environmental humanities, fields she began exploring in the late 90’s. Her 2008 book Sense of Place and Sense of Planet has been described as a landmark book for inaugurating attention to globalism in environmental thinking. This book was at the heart of a recent retrospective in the journal Resilience, which noted that her work has created a network of influence that spans oceans as well as disciplines. Professor Heise’s newest book is entitled Imagining Extinction: the Cultural Meanings of Endangered Species, published in 2016 with the University of Chicago Press.

Jussi Parikka is a media theorist, writer, and professor in Media & Design at Winchester School of Art (University of Southampton). In his presentation "Microtemporalities in Network Ecology: In Bursts, Not Flows," Parikka evokes Ernst’s argument for “a different sort of temporality…one of meticulous microengineering of network temporalities, their bursting nature, a world of data queues and synchronization.” Duke’s Mark BN Hansen, one of the leading scholars in the field of media theory and philosophy, responds to Parikka’s keynote afterwards. Parikka has a PhD in Cultural History from the University of Turku, Finland and in addition, he is Adjunct Professor (“docent”) of Digital Culture Theory at the University of Turku, Finland. In addition, he is a Senior Fellow at the Winchester Centre for Global Futures in Art Design & Media. Mark BN Hansen is a professor with Program in Literature and with the Department of Art, Art History, and Visual Studies here at Duke. Hansen is also a media theorist and cultural critic whose work focuses on the experiential impact of new media technologies. His current research explores the experiential challenges posed by 21st century media, with particular emphasis on the expansion of sensibility through microcomputational sensing and the anticipatory, future-directed operation of data-driven media forms.

Topic covered on today's episode of Mind Set Daily "Mind Uploading & Digital Immortality by 2045" In just over 30 years, humans will be able to upload their entire minds to computers and become digitally immortal – an event called singularity – according to a futurist from Google. Ray Kurzweil, director of engineering at Google, also claims that the biological parts of our body will be replaced with mechanical parts and this could happen as early as 2100. Kurzweil made the claims during his conference speech at the Global Futures 2045 International Congress in New York recently. The conference talks about how the world will look by 2045. Kurzweil was invited to the conference because he has previously written books around the idea of singularity.
