Mark Metcalf, Lecturer in Global Commerce at the McIntire School (UVA), discusses "How the PLA Applies Sunzi's Art of War to Contemporary Warfare." This lecture took place at The Institute of World Politics on July 21, 2022. About the Lecture: Over the past decade, PLA-affiliated authors and publishers have produced numerous academically-rigorous texts that are used to teach its members about Sunzi and how his teachings should be regarded in the context of modern warfare. Many of the perspectives that are discussed are distinctly Chinese, not apparent to most Western readers, and provide unique insights into the ways that the PLA views modern warfare. About the Speaker: Mark Metcalf joins the McIntire School in 2020 as a Lecturer in Global Commerce teaching “Doing Business in China,” a seminar that investigates the historical, political, and sociological roots of business practices and norms in the PRC. Since 2014, he has taught courses in Chinese literature in UVA's Department of East Asian Languages, Literatures, and Cultures, including a semester-long seminar on The Art of War. Prior to UVA, Professor Metcalf spent over 25 years as a contractor working as a Signals Analyst, Systems Engineer, Project Manager (PMP), Technical Translator (Russian and Chinese), and Intelligence Analyst in support of the Department of Defense and other U.S. government agencies; assignments involved extensive travel to Europe, Asia, and Australia. This was preceded by service as a Naval Officer, during which he was initially assigned aboard a frigate homeported in Japan, where he qualified as a Surface Warfare Officer. He subsequently transferred to the Naval Security Group and spent the majority of his naval career as a Naval Cryptologist, retiring at the rank of Commander. Professor Metcalf's current research is focused on contemporary Chinese military perspectives regarding strategy and ethics. He enjoys translating and analyzing Chinese military texts in order to better understand the PRC military's approaches to decision making. He is particularly interested in understanding the uniquely Chinese historical and philosophical roots that engender such practices, perspectives that are often misunderstood in the West. Professor Metcalf has published his research in academic and professional journal articles and book chapters. He has been invited to the U.S. Naval War College to give presentations about topics ranging from the role of technical standardization in Chinese PLA Navy ship construction, to Chinese perspectives on the relevance of The Art of War to modern warfare. Larry Kochard is the CEO and CIO of the University of Virginia Investment Management Company (UVIMCO), where he provides leadership, connectivity to the University, and responsibility for the University's $8.5 billion long-term investment pool.  Before joining UVIMCO in 2011, he served as Georgetown University's first in-house CIO. Prior to that, he was Managing Director of Equity and Hedge Fund investments for the Virginia Retirement System.  From 1997-2004, Larry was an adjunct, and later full-time, professor at Virginia's McIntire School of Commerce.  He spent his formative professional years in debt capital markets at Goldman Sachs, and corporate finance at Fannie Mae and DuPont. Larry received his B.A. in Economics from William & Mary, an MBA from the University of Rochester, and an MA and PhD in Economics from the University of Virginia. Sign up today to lower your energy bills, increase comfort, and reduce energy waste at home!Charlottesville’s FY23 Budget posted - Rogers does not recommend a property tax rate increase Just as I was about to hit send today, interim City Manager Michael C. Rogers’s $216.17 million budget was posted on the city’s website. Rogers does not recommend an increase in the real estate tax rate at this time. However, Council can still decide to move forward with a ten cent tax increase, which would generate $9.2 million. “While the funding from that additional 10-cents assessment is in the presented budget for City Council to consider, the City Manager’s budget does not utilize thosefunds as part of the presented balanced budget,” reads Rogers’s letter to the Council. This budget is presented almost two years after the pandemic altered the economic situation. Rogers said there has been a rebound. “Sales tax is up 8.33 percent, meals and lodging tax are up 19.3 percent and 30 percent respectively,” Rogers said. “While the City’s unemployment rate was at acalendar year high in June 2021 at 4.1 percent, by year end it had plummeted to 2.35 percent.” The Commissioner of Revenue is recommending a decrease in the personal property tax rate due to the increased valuation, but the budget currently recommends that being kept at $4.20 for now. Senior Budget Analyst Krisy Hammill said the recommended rate would be unveiled during the budget process. Bond proceeds to cover the cost of the $75 million reconfiguration would not be authorized until FY24. The budget will be presented to the City Council tonight and the first work session will be held virtually Thursday beginning at 6 p.m. More details in a future installment of the newsletter. UVA students vote to end expulsion for honor violationsStudents at the University of Virginia have voted to end a long-standing tradition where people can be kicked out permanently for violating the honor code. Instead, the new single-sanction punishment will be a year’s suspension rather than the traditional expulsion. According to UVA Today, over 6,000 students voted on the proposal with around 80 percent in favor of the change. The University Board of Visitors met last week and President Jim Ryan told the group that he would not have voted to make the change. He also spoke of the enhanced community involvement UVA has made during his tenure. Ryan established the President’s Council on UVA-Community Partnership and a report was completed in February 2019. (read the report)“It has been in the spirit of what we can do together and the approach on affordable housing is a great example of that,” Ryan said. UVA has pledged to work with a private developer to build up to 1,500 below-market units and has selected three sites on land owned by the UVA or its real estate foundation. One of them is at the North Fork Discovery Park, and a rezoning for that project is making its way through Albemale County’s land use application process. “All of it going a long way to changing the narrative about UVA and about UVA’s relationship to Charlottesville and Albemarle County and I think that that’s a very good thing for the University,” Ryan said. “There’s still plenty of work to do but the conversation is different than it was four years ago.” Ryan also sought feedback on the University’s strategic plan and some of the initiatives within. One of them is to “Be a strong partner and good neighbor to the Charlottesville region.” (See all of the articles tagged Land Use - University of Virginia on Information Charlottesville) UVA committee gets update on construction On Thursday, the BOV’s Buildings and Grounds Committee met and discussed several matters of interest. There are several major construction projects underway with the most impact likely coming from the Emmet - Ivy Corridor where the School of Data Science is well underway heading toward a December 2023 completion date. The committee was briefed on some changes coming to UVA’s Capital Plan which has a budget of just over $3 billion, according to Colette Sheehy, Senior Vice President for Operations and State Government Relations. “We’ve actually completed quite a bit of work in the last year, $700 million worth of projects,” Sheehy said. “Some of the more notable ones include the University of Hospital expansion, the orthopedic center, and the Student Health and Wellness Center.”Sheehy said staff are proposing adding $411 million in new project, with $20 million of that just to plan projects. The proposed 2022 Capital Plan would be $2.67 billion. They’re also proposing removing a standalone project to construct a $60 million new building for the Batten School of Leadership and Public Policy. “We now are pursuing a partnership between the Karsh Institute for Democracy and the Batten School to provide some space for Batten within the Karsh Institute,” Sheehy said. That building will also be within the Emmet - Ivy precinct along with a new hotel and convention center. Construction of that building is expected to begin in late spring or early summer. Projects under construction are the renovations of Alderman Library, a new residence hall on Brandon Avenue, and the Contemplative Commons near the Dell stormwater pond. Projects in the planning stages include a football operations building, an Olympic sports complex, the Karsh Institute, and a new building for the McIntire School of Commerce. There are three new projects that will be added to the planning pool. “One is the Center for the Arts,” Sheehy said. “The planning authorization was included in Governor Northam’s introduced budget allowing us to actually use our money to do the planning. But that is a good signal the state is interested in funding that project in the future.”This authorization remains within the budget bill currently being negotiated in the General Assembly. UVA has an $11 million gift to cover the cost of the design work. There’s also a $4 million gift to begin planning work for a Center for Design for the School of Architecture and a $5 million gift for an academic building for the Engineering School.“We’ve done some planning already for both of those schools and there is a need for additional space,” Sheehy said. Four projects would be added for construction, with one of them being a $350 million Institute for Biotechnology. “It is a research facility with a manufacturing facility included in it that would allow us to produce research through to clinical trials for new drug therapies,” Sheehy said. “The intention is that it would attract many biotechnology companies that would want to work with our faculty and to locate in and around Charlottesville.” This project is also within both the House and Senate versions of the budget. Other new projects are additional landscaping on Ivy Road, HVAC work at Monroe Hall, and infrastructure at Memorial Gym to make it more accessible as well as ADA compliant. There is also funding for a study of childcare needs as well as a space study for nursing to accommodate more instructional space. The changes to the Capital Plan will be voted upon in June. Sheehy also said there will also be an update of the 2019 Parking and Transportation Study post-COVID. (read the 2019 study)“The president has asked us to go back and do a more comprehensive kind of broad-based look at the need for parking overall across the institution,” Sheehy said. One member of the Buildings and Grounds Committee suggested building additional parking on the other side of the railroad tracks south of the University of Virginia Health System. Sheehy pushed back. “We have to be careful that that’s a residential neighborhood and there are lot of issues to consider,” Sheehy said. “Traffic, neighbors, the needs of the health system. I’ll try to track the progress as many of those as possible, but for now, here are some more bills that originated in the Republican-controlled House of Delegates that did not make it out of the Democrat-controlled Senate.A bill to delay the requirement of the State Air Pollution Control Board to implement federal Clean Car regulations failed to make it out of the Senate Agriculture, Conservation, and Natural Resources Committee on a party-line 7 to 8 vote. The House of Delegates had passed the Bill 52 to 48. (HB1267)A bill to allow hunters to go onto other people’s property to retrieve the animals they’ve killed also did not make it out of that Senate committee on a 10 to 5 motion to pass by indefinitely. (HB1334)A bill that would have required people seeking an abortion to provide written consent and undergo counseling was passed by indefinitely in the Senate Education and Health Committee on a 10 to 5 vote. (HB212)A bill related to abortion that would have made it a Class 4 felony to not treat an “infant born alive” passed the House on a 52 to 48 vote but was passed by indefinitely by the Senate Rules Committee on an 11 to 4 vote. (HB304)The Senate Education and Health Committee also defeated a bill to allow the Commissioner of Health to allow people to be exempt from vaccine mandates for religious reasons. That was defeated on a 9 to 6 vote. (HB306) Also passed by indefinitely is a bill that would have directed the Board of Education to provide alternate pathways for people who want to attain an advanced high school diploma. (HB340)Another would have created Parental Choice Education Savings Accounts. HB1024 passed the House of Delegates on a party-line 52 to 48 vote but was passed by indefinitely by the Senate Education and Health Committee on a 9 to 6 vote. A bill to prohibit the teaching of moral dynamics of race and sex had passed the House of Delegates on a 50 to 49 vote, but the Senate Education and Health committee passed this by indefinitely on a 9 to 6 vote. (HB787)A bill to require the Department of Planning and Budget to establish a program to reduce regulations and to limit spending by state government agencies made it out of the House of Delegates on a 51 to 47 vote, but the Senate Finance and Appropriations Committee voted this down on a 11 to 4 vote. (HB244)That committee also killed a bill to lower the state’s gas tax rate for a one-year period. This was on a 12 to 4 vote. (HB1144)A bill to eliminate permanent lists for absentee voters passed the House of Delegates on a 52 to 46 vote but the Senate Privileges and Elections Committee voted to pass it by indefinitely on a 9 to 6 vote. (HB175)A bill that would allow some school security officers to carry a firearm passed the House on a 52 to 46 vote but was passed by indefinitely by the Senate Rules Committee on a 13 to 3 vote. (HB8)A bill that would have allowed high school students to be arrested for disorderly conduct on school property also was killed by the Rules Committee on a 13 to 3 vote. The House of Delegates had passed that 52 to 48. (HB89)The Senate Rules Committee also passed by indefinitely a bill that would have created a Commission on Historically Black Colleges and Universities in the Commonwealth. The vote was 14 to 2 on a bill that had passed the House of Delegates unanimously. (HB1057)Oral arguments scheduled for tomorrow in House 2022 race appealTomorrow afternoon, a three judge panel of the Fourth Circuit Court of Appeals will hold oral arguments for a lawsuit in which one party seeks an election in the House of Delegates this year. In the past seven days there have been another 239 fatalities reported in Virginia. The seven-day testing positivity has fallen to 9.8 percent from 10.5 percent a week ago. In the Blue Ridge Health District, there are another 112 cases reported today and the percent positivity is at 7.1 percent. There have been four more fatalities reported since the last edition of this newsletter on September 16, 2021. The Blue Ridge Health District will hold a virtual town hall on the pandemic tonight at 7 p.m. If you have questions, you can send them in advance when you register to be on the Zoom call. (register)The person who has been serving as the interim director of the Thomas Jefferson Planning District has been given the job on a permanent basis. Christine Jacobs has been serving in the position since February and was hired after an extensive search. Jacobs took over the position from Chip Boyles who has been serving as Charlottesville City Manager. The TJPDC is a regional planning body that covers the city and the counties of Albemarle, Fluvanna, Greene, Louisa and Nelson. When the University of Virginia’s new hotel and conference center opens on Ivy Road, there will be a rooftop bar. The Buildings and Grounds Committee of the Board of Visitors will meet Thursday to approve a change to the design for the six-story structure which is part of the Emmet/Ivy Corridor. Another future building is the Institute of Democracy and the Committee will consider design guidelines for that structure as well as a renaming proposal to the Karsh Institute of Democracy. They’ll also consider a proposal to name a new McIntire School building Shumway Hall and will consider the expansion of the Encompass Rehabilitation Hospital at the  Fontaine Research Park. The latter had been originally proposed as a new structure at the North Fork Research Park, but the decision was made to expand in place. “The proposed project will renovate and update nearly 50,000 SF in the existing hospital and construct a 16,400 SF addition, allowing the hospital to convert from 50 beds in semi-private rooms to 60 beds in private rooms,” reads the staff report for the item. Visit jmrlfriends.org for more information.Charlottesville Fire Chief Hezedean Smith has been on the job nearly ten months and he had the opportunity Monday to talk about the department as well as to explain changes to the way the fire department dispatches ambulances. Earlier this month, representatives from the Charlottesville Albemarle Rescue Squad critiqued the new “proximity dispatch” system. (Story from September 8, 2021)“I’m appreciative of the many years of contributions from CARS for over 60 years and for our Fire Department for over 165 years and agree that working together collaboratively, we’ll be able to create a model system framework in this region based on 21st century concepts and strategies,” Smith said. In this community, emergency calls are routed through the Charlottesville-UVA-Albemarle Emergency Communications Center. Smith said there are initiatives underway to make the system more efficient.“This medical priority dispatch system will replace an almost 25 or 30 year old system that’s being currently used to triage calls that are sometimes not necessarily 100 percent accurate because it requires on information from the 9-1-1 caller,” Smith said.Smith said EMS services across the nation are working to implement something called EMS Agenda 2050 which seeks to position public safety calls as people-centered. “It talks about how EMS personnel must have immediate access to resources that they need for patients including health care providers, social services, and other community resources,” Smith said. In his tenure, Smith said he has realigned the command structure of the Fire Department to better meet those goals and others. One of those is the Neighborhood Risk Reduction program which seeks to inform residents about the specific hazards that face specific demographics and geographic areas.  A StoryMap on this program is available online:“So for example if you want to look at 10th and Page, what’s going on in 10th and Page, you can see what the community profile looks like and this is a compilation of various data sources that are out there,” Smith said. “This neighborhood is first in cardiac arrests. Third for structure fires, diabetic emergencies, cardiac emergencies, falls.” Smith said knowing that information can help with preparations and community outreach. As it relates to the dispatch system, Smith said everyone wants a system that works but there are disagreements about whether the recent change to the proximity dispatch system has been beneficial. Chief Smith said he is in frequent conversations with Albemarle Fire and Rescue Chief Dan Eggleston. “Chief Eggleston and I have the same vision for this system delivery in this region so we have conversations about what the future should look like in this system,” Smith said. Smith said while he intends to collaborate with CARS but if they cannot meet a desired level of service, the city will provide the service instead with professional crews whose salaries are covered by tax dollars. At issue is how to get service calls to get to the scene more quickly with a travel time target of four minutes. Also at issue is the difference between Advanced Life Support (ALS) and Basic Life Support (BLS). Here’s Deputy Chief Mike Rogers with an explanation. “The basic life support level is emergency medical technician basic,” Rogers said. “That’s a requisite for the jobs that the firefighters here at the Charlottesville Fire Department have and that’s the basic level. Bleeding wound care, CPR to the basic life support level, basic anatomy and physiology of being able to take care of the patient.” Advanced Life Support requires more training to allow care at a trauma level. “And essentially that allows the EMT to begin to place IV’s, give some limited amounts of medication,” Rogers said. Chief Smith said the system that has been in place is due for a replacement to increase the chances of a patients’ survival by ensuring all calls have the chance of receiving ALS. “The triage protocols that are in place are greater than 20 years old so the move to a 21st century protocol and electronic framework is underway currently,” Smith said. “Oftentimes the basic life support if all you have is an EMT who cannot execute any advanced skills, that patient does not have getting anything done pre-hospital unless there’s a call for the Fire Department to come and provide ALC which oftentimes delays care even more.”The proximity dispatch system uses algorithms to dispatch calls using automatic vehicle localities and the global positioning system. Chief Smith acknowledges that that the system has caused concerns, but also notes that Albemarle County initiated proximity dispatch in recent years. He also presented evidence that shows how the system is working to increase response times in some neighborhoods. In all, he gave an hour-long lecture that is a must-view for anyone interested in this topic. (watch on BoxCast)During his hour-long presentation, Chief Smith said that “what can be measured can be improved.” “Seventy-one percent of the time in FY21, the first arriving CARS unit on the scene met the performance benchmark for turnout and time,” Smith said. “Not bad. Actually decent! But there’s opportunities for improvement.”However, CARS’ performance on more advanced calls were much lower. Chief Smith said CARS met these calls on time ten percent in FY21. But here’s where the need for better metrics comes in.“The system is designed in a way that the numbers for ALS versus BLS are not necessarily clearly defined because the protocols vary in how the system was set up but essentially there are opportunities for improvement,” Smith said. Smith said the Charlottesville Fire Department’s results on more advanced calls could also use improvement. “Here we have a 58 percent metric that we’re not doing well,” Smith said. “There’s opportunities for improvement here for CFD as well,” Smith said. During the public comment period, UVA trauma surgeon Forest Calland took the opportunity to ask Smith a series of questions and to question the idea of sending ALS units to as many calls as possible. “There’s just simply no evidence pointing to the benefit of having response teams under four minutes for BLS calls and there’s no evidence that sending paramedics to BLS calls is of any benefit,” Dr. Calland said. Last year, Charlottesville a federal grant from the Federal Emergency Management Agency to hire additional firefighters. Dr. Calland said he is concerned by prioritizing ALScalls, the city will lose the financial benefit of volunteer labor. “Your system is going to cost $2.5 million additional per year once your grant runs out,” Calland said. “Is the City Council prepared to take this money out of the taxpayers’ pockets when CARS has been providing this service for free for the last 50 years?”Chief Smith said his presentation was to prepare for the future, and not debate the past. In addressing the questions, he said the SAFER grant was to ensure firefighting capacity and he acknowledged a need to address capacity issues. “I will not be satisfied having insufficient firefighters on the fireground and potentially risking losing a firefighter,” Smith said. “Ultimately the staffing limits will have to be addressed.”Chief Smith said he would be willing to meet with CARS officials when the time is appropriate. “But the idea is to have a conversation because what we have done for the last 60 years or what we’ve done for the last 165, if we continue to do that I don’t think we will move forward with meeting the needs of this community,” Smith said. Charlottesville’s arrangement with CARS is in a memorandum of understanding that has both an operational and a budgetary component. City Attorney Lisa Robertson had suggested that Chief Smith not meet with CARS management while disputes were ironed out.“I think the two issues were conflating and they need to be separate,” Robertson said. “The financial relates to the other but they’re two separate issues. In both issues, both the city manager and the fire chief will have to sit down with CARS and work through both sets of issues. It has absolutely not ever been by intention to tell anyone that you can’t sit down and talk to each other because of legal issues. About Peter J. Burns III Peter J. Burns III is a serial entrepreneur, who has demonstrated time and time again that he has a keen eye for creating innovative businesses and partnerships. Based today in Del Mar, California, Burns grew up in a well-established New England family in New Canaan, Connecticut. He was briefly educated at the United States Military Academy Preparatory School at West Point, the University of Virginia (UVa), and finally the Harvard Business School's Owners and Presidents Management Program. While his two younger brothers went on to have successful business careers, Burns chose the life of an entrepreneur. Burns adds that his "official" career as an entrepreneur started as a result of his enrollment in an Entrepreneurship course at UVa's venerable McIntire School of Commerce. His business plan for that course was importing mopeds (motorized bikes) to the US from Europe and renting them to tourists at US resorts. “I executed my business plan on Nantucket after my class was over, made a small fortune and never looked back,” said Burns. Burns started hundreds of businesses over the next two decades. He then moved to Arizona in the early 2000s and became a pro bono adjunct faculty member at the highly respected Barrett Honors College at Arizona State University. In 2006, he took his teaching practice across town to Grand Canyon University and its entrepreneur-like founder Brent Richardson, where the two men would launch the nation's first College of Entrepreneurship at GCU. “The spark behind the college was ignited only a month ago by Peter Burns, a self-made millionaire who is teaching entrepreneur education classes at Arizona State University's Barrett Honors College,” according to the Phoenix Business Journal. “Burns met with GCU Chief Executive Brent Richardson after, Burns says, ASU and its business school weren't interested in forming a program specifically targeting entrepreneurs.” In recognition of his work, Burns was honored by the Arizona chapter of the Future Business Leaders of America its Businessperson of the Year in 2007. Shortly thereafter, he started Club Entrepreneur as a way to bring entrepreneurs together in an “open-source entrepreneurship” platform. The Phoenix chapter attracted 10,000 members. In 2016, Burns moved to the West Coast and started Burns Funding as a way to help entrepreneurs secure hard-to-get funding for their businesses. Burns is the father of two daughters and four granddaughters, which he credits as an influence for his latest or most innovative venture – Millennial Queenmaker, an emerging company that helps young women become successful entrepreneurs. Jeneanne Rae is an internationally recognized thought leader and expert in innovation management, design strategy, and customer experience. She has served as a consultant and teacher to dozens of leading organizations during her twenty-year career, including Procter & Gamble, Under Armour, Microsoft, Kaiser Permanente, Johnson & Johnson, AARP, HP, and AIG. In addition to penning articles for top industry publications such as the Design Management Review, Innovation Management and Fast Company, Rae has written extensively for Bloomberg BusinessWeek and was named one of its “Magnificent Seven Gurus of Innovation” in its cover story on the creative corporation. She was later hailed one of BusinessWeek's “Leaders of the Year,” for her groundbreaking work in the study of service innovation. Prior to forming Motiv, Rae spent seven years on the executive team design powerhouse IDEO and was President of management consulting firm, Peer Insight, for six years. She has serviced as an adjunct professor at Georgetown University's McDonough School of Business for 10 years and has taught executive education through a number of top-ranked programs. The idea of service innovation is not wide-spread yet, even within large service organizations like healthcare providers. This is a problem for companies attempting to grow their own business and fix issues that they may have. 15:10 Organizations that spend some time training employees in service innovation will have a competitive advantage in their respective markets. 16:40 What is “Touch Point Mapping”? It is the backbone of customer experience service design. 17:20 “Moments of Truth” of customer experience really reveal a company's success or failure in customer service. 18:30 The Patient Clinical Journey vs. the “Other Patient Journey” 20:20 “One user experience does not fit all.” It's important to put together a map of who the customers you want to study are. When you are designing an experience for your customers, you want to design an experience for the ends of the bell-curve, not the middle of the bell-curve, as most companies would expect and do. 21:20 Service innovation is not only the functional customer experience, but also the emotional customer experience. 22:10 Sometimes improving customer experience means changing the culture of an organization. 23:00 Jeneanne recently did a study on customer design that showed that over a period of 10 years, companies that invested in building design capabilities had a 228% return over the same period of time. 24: 05 Companies that invest in “Right-brain skills” have shown that they can out-perform year after year. 25:03 “Strategy is more imagination than it is analytics.” 26:07 Jeneanne writes blogs for HBR.org to help their audience understand design management more. 27:12 Often, when companies call in Motiv Strategies, they don't have the insights they need to get an edge.
