Vom Bürgerwohl zum PolitikspielEin Kommentar von Janine Beicht.Die Inszenierung des Narrativs „demografischer Wandel“Es ist bequem, den demografischen Wandel als Ausrede für das drohende Renten‑Desaster vorzuschieben. Doch was sich als natürliche Entwicklung verkauft, ist in Wahrheit das Ergebnis jahrzehntelanger politischer Fehlsteuerung. Den Verantwortlichen der letzten dreißig Jahre, egal ob CDU, SPD, Grüne oder Große Koalitionen, musste klar sein: Die demografische Entwicklung war seit langem abzusehen. Trotzdem wurde das Rentensystem über Jahrzehnte auf Pump betrieben, anstatt es rechtzeitig strukturell zu sanieren.Wer heute behauptet, die Krise sei „unvermeidbar“, blendet zudem aus: Die Rentenkassen wurden systematisch umgeleitet, Gelder für Sozialprogramme gekürzt und der Fokus verschoben. Wichtiger als die Menschen im Land waren: Prestigeprojekte, Außenpolitik, NGO-Finanzierungen, Migrationsprogramme und Lobbyinteressen. Deutschland transferierte Milliarden ins Ausland, unterstützte internationale Gagaprojekte, wie Fahrradwege in Peru oder Genderförderung in Afrika. Sie alle exportierten Verantwortung, während die eigene Sozialversicherung ausgehöhlt wurde.Das Narrativ funktioniert, weil kaum jemand den Mut hat, diese historische Verantwortung klar zu benennen. Das ändert sich jetzt.Vom Koalitionsvertrag zum Koalitionsdesaster: Das Rentenpaket 2025 / 2026 Am 16. Oktober 2025 debattierte der Deutsche Bundestag erstmalig über das von der Regierung vorgelegte Rentenpaket, das eine Verlängerung der Haltelinie vorsieht, also dass das Rentenniveau bis 2031 nicht unter 48 Prozent sinken darf. Gleichzeitig sollen Kindererziehungszeiten vollständig anerkannt und die betriebliche Altersversorgung gestärkt werden. (1)Formell klingt das wie ein sozialer Kompromiss, tatsächlich ist es ein Zeichen struktureller Überforderung. Denn schon 2026 wurde nach Schätzungen das Rentenniveau ohne Stabilisierung auf rund 47,3 Prozent absinken. Das ist ein deutliches Signal der kommenden Krise. Der Deutsche Gewerkschaftsbund (DGB) äußert sich in einer Stellungnahme wie folgt:Dabei ist es fatal für die langfristige Finanzierung, dass die Bundesregierung der Rentenversicherung mit den Neuregelungen bis 2026 aktiv über zwei Mrd. entnimmt und weitere rund vier Milliarden Euro an Bundesmitteln durch den geringeren Beitragssatz einspart. Das entspricht rund einem halben Beitragssatzpunkt. Gerade zur langfristigen Stabilisierung hat die Koalition versprochen, mehr Steuermittel aufzuwenden. Dieses Vorhaben wird hier konterkariert. DGB (2)Die Kosten für die Stabilisierung und die Zusatzleistungen sind immens. Kritiker, darunter auch die Jugendorganisation der Union, warnen vor einer „Milliardenlast“, die vor allem die kommenden Generationen tragen müssten. (3)Damit steht nicht nur ein Gesetz, sondern die Regierungsfähigkeit des ganzen Bündnisses auf dem Spiel. Arbeit muss sich lohnen und der Sozialstaat sollte die richtige Balance zwischen Unterstützung und dem Setzen von Anreizen finden. Die aktuelle Diskussion zum Bürgergeld dreht sich genau um diese Frage: Ist die Hilfe ausreichend oder zu großzügig bemessen, um einen Arbeitsanreiz zu setzen? Die Hans-Böckler-Stiftung des Deutschen Gewerkschaftsbundes (DGB) versuchte in einer Studie nachzuweisen, dass sich Arbeit immer lohnt. Die Stiftung geht von einem Vergleich zwischen nicht arbeitenden Bürgergeldempfängern und Mindestlohnarbeitern mit 38,2 Arbeitsstunden pro Woche aus. Je nach Wohnort und den dortigen Wohnkosten ergeben sich dabei im Vergleich zum Bürgergeldbezug Stundenlöhne von 2,48 Euro bis 4,33 Euro, die einen Lohnabstand von monatlich 379 bis 662 Euro (Single-Haushalt) ergeben. Damit dieser Abstand überhaupt erreichbar ist, müssen aber gegebenenfalls Ansprüche auf Sozialleistungen wie Wohngeld, Kindergeld oder Kinderzuschlag einbezogen werden. Es darf bezweifelt werden, dass derartige Stundenlöhne ausreichend große Anreize bilden, um Menschen zur Arbeit zu motivieren und die Sozialsysteme zu entlasten.Schon vor der Einführung des Bürgergeldes gab es Kritik an seiner Anreizwirkung. Der vergangene Mittwoch ist der bisher heißeste Tag des Jahres. Überall 36 Grad und noch mehr, auch im Tonstudio von Sächsische.de und Leipziger Volkszeitung ist es mitunter hitzig zugegangen. Allerdings weniger aufgrund der auch dort fast schon tropischen Luftverhältnisse, sondern wegen einer Diskussion um die kürzlich beschlossene Erhöhung des Mindestlohns. Daniela Kolbe, stellvertretende Vorsitzende des DGB Sachsen, und Uwe Nostitz, Präsident des Sächsischen Handwerkstags, streiten bei „Thema in Sachsen“. Sie stellen sich der Frage, ob weniger als 15 Euro pro Stunde überhaupt zum Leben reichen kann, oder ob die Erhöhung in wirtschaftlich angespannten Zeiten das falsche Signal ist. Dass der Mindestlohn von jetzt 12,82 Euro bis 2027 in zwei Stufen auf zunächst 13,90 Euro und letztlich auf 14,60 Euro steigt, darauf hatte sich kürzlich die Mindestlohnkommission geeinigt. Allein in Sachsen betrifft das rund 230.000 Menschen. Gewerkschafterin Kolbe hält diesen Schritt für überfällig, Handwerkspräsident Nostitz warnt vor den Folgen – vor allem in Sachsen, dessen Wirtschaft kleinteilig ist. Ein Moment der Schärfe entsteht, als Nostitz Kolbe vorwirft, den Mindestlohn „nur als Kostenfaktor“ zu sehen. Kolbe kontert ruhig, aber deutlich: Sozialabgaben seien für Beschäftigte kein Abzugsposten, sondern Grundlage für ein sicheres Leben – im Krankheitsfall, bei Arbeitslosigkeit oder in der Rente. Die Diskussion verheddert sich aber keineswegs in überzogenen Polarisierungen, sondern liefert von beiden Teilnehmern fundierte Argumente über den Fachkräftemangel, die demografische Entwicklung, politische Verantwortung und die Rolle des Staates – insbesondere bei der Frage, ob der sich bei der Findung eines Mindestlohns einmischen oder doch besser raushalten sollte.

Cette campagne est également marquée par le score de l'extrême-droite : l'AfD est deuxième dans les sondages, si cela se confirmait dans les urnes, ce serait historique. Beaucoup d'Allemands s'en inquiètent.  De notre envoyé spécial à Dortmund,Samedi matin, 10h, c'est l'heure du cours d'allemand à l'association Train of hope. Une dizaine de femmes sont là, cahiers sur la table. Massma Housseini a quitté l'Afghanistan il y a 10 ans. Le succès de l'AfD lui fait peur. Elle raconte avoir rejoint l'Allemagne pour fuir l'oppression des talibans. Alors se retrouver aujourd'hui pointée du doigt, stigmatisée, par la deuxième force politique du pays la déçoit énormément.L'association Train of hope, le train de l'espoir, a été créée par Fatma Karacakurtoglu en 2015, quand Angela Merkel a ouvert les portes du pays aux réfugiés syriens. Pour cette élue municipale du parti de gauche Die Linke, une AfD forte au Bundestag serait catastrophique. « Ils vont faire des lois différentes qui vont rendre la vie des étrangers plus difficile qu'elle ne l'est en réalité. C'est déjà dur, mais ça va le devenir encore plus, dénonce-t-elle. On a le sentiment de ne pas être le bienvenu ici. On ne peut jamais dire : "OK, c'est chez moi, c'est chez moi, je peux vivre ici en paix". Ce n'est pas possible. »À lire aussiÉlections en Allemagne: virement de bord en eaux troubles« L'AfD n'est pas du côté des travailleurs ! »David Wiegmann organise à sa façon la résistance. Il s'occupe à Dortmund de la branche jeunesse de la DGB, la principale confédération allemande de syndicats. Il donne des cours dans des collèges pour sensibiliser les jeunes au danger de l'AfD, un parti « nazi » selon ses mots. « Beaucoup de gens se sentent peu pris en compte par les grands partis comme le SPD ou la CDU, analyse-t-il. Et l'AfD a des réponses très faciles à certaines questions. Le problème, c'est que ces réponses sont racistes. »L'AfD prospère chez les jeunes et elle séduit de plus en plus parmi la classe ouvrière en Allemagne. Sur la place centrale de Dortmund, le grand syndicat de la métallurgie IG Metall organise un rassemblement. On y croise Marcel, casque sur la tête, il tient une pancarte sur laquelle il est écrit : « L'AfD n'est pas du côté des travailleurs ! » « Je suis contre l'AfD et je veux que l'AfD soit interdite parce qu'ils sont fascistes et nous devons donc lutter contre l'AfD », affirme ce membre du Parti communiste, qui travaille chez ThyssenKrupp.S'il devient chancelier, Friedrich Merz exclut de gouverner avec l'AfD, mais le parti d'Alice Weidel espère obtenir suffisamment de voix pour devenir incontournable dans le prochain Parlement.À lire aussiAllemagne: Alice Weidel, l'inquiétant visage d'une extrême droite décomplexée
