On Wedneday's Mark Levin Show, Larry O'Connor fills in for Mark. Border Czar Tom Homan is achieving what President Trump campaigned on: apprehending and deporting criminal illegal immigrants, even in hostile areas like Minneapolis. Despite media claims that the administration is retreating or changing policy, the opposite is true—the administration is getting everything it wants, with Homan delivering the message diplomatically yet firmly, almost as if favoring Governor Tim Walz. Sanctuary city policies in places like Minneapolis blocks common-sense law and order by refusing to cooperate with ICE, denying that ICE is law enforcement and obstructing the orderly transfer of criminal aliens from local custody to federal deportation.  Trump confirmed that the withdrawal of 700 ICE agents from Minneapolis was his decision and he acknowledged that a somewhat softer touch in Minneapolis might be useful while still remaining tough on serious criminals. Based on decades of research from the Consumer Bankruptcy Project, the nation's most comprehensive study of bankruptcy filers, Debt's Grip goes beyond aggregate data to document the lived experience of financial distress. The book shows how illness, job loss, aging, family structure, debt collection, and racial inequality converge to push households toward bankruptcy and what that reveals about how financial risk is allocated in the U.S. economy. Rather than treating bankruptcy as a personal failure, the authors demonstrate how policy choices over time shifted economic risk from institutions to individuals, leaving many households one unexpected expense away from crisis. Those risks fall unevenly, with Black families, single mothers, and older Americans disproportionately affected. The Authors Pamela Foohey, Allen Post Professor of Law, University of Georgia School of Law, is a principal investigator with the Consumer Bankruptcy Project and a leading scholar on bankruptcy and financial distress. Robert M. Lawless, Max L. Affordability is back in focus in D.C. after the brief U.S. shutdown. Our Deputy Global Head of Research Michael Zezas and Head of Public Policy Research Ariana Salvatore look at some proposals in play.Read more insights from Morgan Stanley.----- Transcript -----Michael Zezas: Welcome to Thoughts on the Market. I'm Michael Zezas, Deputy Global Head of Research for Morgan Stanley. Ariana Salvatore: And I'm Ariana Salvatore, Head of Public Policy Research. Michael Zezas: Today we're discussing the continued focus on affordability, and how to parse signals from the noise on different policy proposals coming out of D.C.It's Wednesday, February 4th at 10am in New York. Ariana Salvatore: President Trump signed a bill yesterday, ending the partial government shutdown that had been in place for the past few days. But affordability is still in focus. It's something that our clients have been asking about a lot. And we might hear more news when the president delivers his State of the Union address on February 24th and possibly delivers his budget proposal, which should be around the same time. So, needless to say, it's still a topic that investors have been asking us about and one that we think warrants a little bit more scrutiny. Michael Zezas: But maybe before we get into how to think about these affordability policies, we should hit on what we're seeing as the real pressure points in the debate. Ariana, you recently did some work with our economists. What were some of your findings? Ariana Salvatore: So, Heather Berger and the rest of our U.S. econ[omics] team highlighted three groups in particular that are feeling more of the affordability crunch, so to speak. That's lower income consumers, younger consumers, and renters or recent home buyers. Lower income households have experienced persistently higher inflation and more recently weaker wage growth. Younger consumers were hit hardest when inflation peaked and are more exposed to higher borrowing costs. And lastly, renters and recent buyers are dealing with much higher shelter burdens that aren't fully captured in standard inflation metrics. Now, the reason I laid all that out is because these are also the cohorts where the president's approval ratings have seen the largest declines. Michael Zezas: Right. And so, it makes sense that those are the groups where the administration might be targeting some of these affordability initiatives. Ariana Salvatore: That's right. But that's not the only variable that they're solving for. Broadly speaking, we think that the president and Republicans in Congress really need to solve for four things when it comes to affordability policies. First, targeting these quote right cohorts, which are those, as we mentioned, that have either moved furthest away from the president politically, or have been the most under pressure. Second feasibility, right? So even if Republicans can agree on certain policies, getting them procedurally through Congress can still be a challenge. Third timing – just because the legislative calendar is so tight ahead of the November elections. And fourth speed of disbursement. So basically, how long it would take these policies to translate to an uplift for consumers ahead of the elections. Michael Zezas: So, thinking through each of these constraints, starting with how easy it might be to actually get some of these policies done, most of the policies that are being proposed on the housing side require congressional approval. In terms of these cohorts, it seems like these policies are most likely to focus on – that seems aimed at lower-income and younger voters. And in terms of timing, we know the legislative calendar is tight ahead of the midterms, and the policy makers want to pursue things that can be enacted quickly and show up for voters as soon as possible. Ariana Salvatore: So, using that lens, we think the most realistic near-term tools are probably mostly executive actions. Think agency directives and potential changes to tariff policy. If we do see a second reconciliation bill emerge, it will probably move more slowly but likely cover some of those housing related tax credit changes. But of course, not all these policies would move the needle in the same way. What do we think matters most from a macro perspective? Michael Zezas: So, what our economists have argued is that the affordability policies being discussed – tax credits subsidies, payment pauses – they could be meaningful at a micro level for targeted households, but for the most part, they don't materially change the macro outlook. The exception might be tariffs; that probably has the broadest and most sustained impact on affordability because it directly affects inflation. Lower tariffs would narrow inflation differentials across cohorts, support real income growth and make it easier for the Fed to cut rates. Ariana Salvatore: Right. And just to add a finer point on that, I think directionally speaking, this is where we've seen the administration moving in recent months. Remember, towards the end of last year, the Trump administration placed an exemption on a lot of agricultural imports. And just the other day, we heard news that the trade deal with India was finalized reducing the overall tariff rate to 18 percent from about 50 percent prior. Michael Zezas: Okay. So, putting it all together for what investors need to know. We see three key takeaways. First, even absent new policy, our economists expect some improvement in affordability this year as inflation decelerates and rate cuts come into view. And specifically, when we talk about improvements in affordability, what our economists are referring to is income growth consistently outpacing inflation, lowering required monthly payments. Second, most proposed affordability policies are unlikely to generate the meaningful macro growth impulse, so investors shouldn't overreact to headline announcements. And third, the cohort divergence matters for equities. Pressure on lower income in younger consumers helps explain why parts of consumer discretionary have lagged. While higher income exposed segments have remained more resilient. So, if inflation continues to cool, especially via tariff relief, that's what would broaden the consumer recovery and potentially create better returns for some of the sectors in the equity markets that have underperformed. Ariana Salvatore: Right, and from the policy side, I would say this probably isn't the last time we'll be talking about affordability. It's politically salient. The policy responses are likely targeted and incremental, and this should continue to remain a top focus for voters heading into November. FAA reorganization and shutdown prep, Airbus A220 stretch, certification as a trade tool, UPS MD‑11 retirement, 777X engine snag, fatal Challenger crash, iconic aircraft, new NASM galleries, aviation career issues, aviation-themed music, and a future DC‑3/CH‑47 fly‑in. Aviation News FAA Adds Departments, Shuffles Roles The new FAA reorganization differs from the previous structure mainly by centralizing safety oversight, creating new modernization and advanced technology offices, and consolidating internal support functions under new top-level offices. A new, agency‑wide Aviation Safety Management System (SMS) Organization implements a single safety system and risk-management strategy across all FAA lines of business, rather than having safety functions and metrics siloed in multiple offices as before. An Airspace Modernization Office is dedicated to rolling out the “brand‑new air traffic control system” and overseeing broader NAS modernization, which previously was handled within the Air Traffic Organization and other units rather than a single, focused office. An Office of Advanced Aviation Technologies integrates UAS, eVTOL, AAM, electric, and supersonic aircraft into the NAS. These functions were formerly spread among UAS integration, NextGen, and various certification/AVS branches. A new Administration and Finance Office consolidates the functions of finance, information technology, and human resources. Previously, they were distributed across multiple lines of business and staff offices. A Policy and Legal Office pulls together policy, legal, stakeholder engagement, financial assistance, and the agency's rulemaking/regulatory office. Previously, rulemaking and policy lived mainly within Aviation Safety and other distinct policy offices. The Administration and Finance Office, Policy and Legal Office, Air Traffic Organization, and the new safety and modernization offices all report to the Administrator. Shutdown Plan for FAA Involves 10K Furloughs The FAA's plan for the short-lived partial government shutdown was to furlough more than 10,000 FAA workers and withhold pay for 13,835 air traffic controllers. Exclusive: Airbus to kickstart pre-sales for a larger A220 jet, sources say Airbus is considering launching an A220 stretch – the A220-500 with around 180 seats. This is a “simple stretch,” meaning the same wings, the same engines, and a longer fuselage. The Airbus Board approval is required before the A220-500 can be formally launched. Trade War Skies: Understanding Trump's 2026 Decertification Order on Canadian Aircraft In a January 30, 2026, social media post, President Donald Trump announced the “decertification” of all Canadian-manufactured aircraft if Gulfstream aircraft were not certified by Canada. The President alleged that Canada has “wrongfully, illegally, and steadfastly” refused to certify U.S.-made G500, G600, G700, and G800 jets. If Transport Canada did not act immediately, a 50% tariff would be implemented. Over 5,400 Canadian-built planes are registered in the U.S. This sent shockwaves, if not panic, throughout the industry. With time, clarification has come: The order would apply to new aircraft airworthiness certificates and wouldn't ground the fleet. The IAM (International Association of Machinists and Aerospace Workers) urged a separation of safety regulation and political grievances. “You can't weaponize the certification process,” said union leaders, emphasizing that aviation safety should remain an independent pillar of global travel. Some feel Transport Canada is holding off on certifying the G700 and G800 mainly because they are not willing to mirror the FAA's temporary fuel‑icing exemption. The Canadian regulator wants the full cold‑weather and icing compliance demonstrated first. UPS won't resurrect MD-11 fleet after deadly crash, takes $137M charge UPS is retiring its fleet of 27 MD-11 aircraft and, in the process, writing off $137 million after-tax. The MD-11s will be replaced with twin-engine Boeing 767-300 cargo jets. In response to the grounding of the MD-11 fleet, UPS repositioned some aircraft from outside the US, expanded transportation by truck, and leased planes from partner airlines. During an earnings call, Chief Financial Officer Brian Dykes said, “Over the next fifteen months, we expect to take delivery of 18 new Boeing 767 aircraft, with 15 expected to deliver this year. As new aircraft join our fleet, we will step down the leased aircraft and associated expenses. We believe these actions are consistent with building a more efficient global network positioned for growth, flexibility and profitability.” Boeing's certification ‘hangover' drags on with new 777X issue Also, Boeing has identified an engine durability issue with the General Electric GE9X engines that power the 777X, although CEO Kelly Ortberg says this will not impact the first 777X delivery in 2027. Also, Ortberg signalled to investors that the company plans to increase 737 MAX production this year to 47 from 42 planes per month. Boeing has been preparing a fourth MAX production line in Everett to produce 737 MAX 10s, although the aircraft has yet to receive certification. Boeing posted job openings for the line, and the tooling is complete. Tracing the hours after a fatal plane crash in Bangor The Bombardier Challenger 600‑series business jet crashed during takeoff from Bangor International Airport in a snowstorm, killing all six people on board and triggering a complex, weather‑hampered investigation. The business jet was operating a private flight from Bangor to Europe with two crew and four passengers from the Houston area. The plane had been deiced and was cleared for takeoff on runway 33 around 7:40–7:45 p.m., in heavy snow, with visibility down to about three‑quarters of a mile and several inches of snow on the ground. Within roughly a minute of takeoff clearance, controllers halted all traffic after the aircraft crashed on or near the runway, coming to rest inverted and on fire. Possible lines of inquiry include: Wing contamination and ice buildup are known risk factors that have contributed to past Challenger‑series accidents. Aircraft performance and whether the wing stalled on takeoff. Deicing procedures and timing relative to takeoff, including whether holdover times were exceeded. Crew qualifications, training, and recent duty history. Mechanical condition of the aircraft and any anomalies captured on the flight data recorder and cockpit voice recorder, which have been sent to the NTSB in Washington. The difference between agroecology and regenerative agriculture is the deep social change we need in the food and agriculture system. Kevin Warsh became the youngest Fed Governor, ever, at 35, and served as a Member of the Board of Governors of the Federal Reserve System from 2006 until 2011, as the Federal Reserve’s Representative to the Group of Twenty (G-20), and as the Board’s Emissary to the Emerging and Advanced Economies in Asia. In addition, he was Administrative Governor, managing and overseeing the Board’s operations, personnel, and financial performance. Prior to his appointment to the Board, from 2002 until 2006, Kevin served as Special Assistant to the President for Economic Policy, and Executive Secretary of the White House National Economic Council. TRUMP Warsh has compared Bitcoin favorably to gold as a “sustainable store of value,” indicating a positive view of gold’s role in the financial system.  However, his nomination led to sharp declines in gold and silver prices (e.g., silver fell up to 26% in one day), as markets interpreted him as an inflation hawk who might pursue tighter monetary policy, reducing the appeal of precious metals as inflation hedges.  This reaction stemmed from fears of less dovish Fed actions, which had previously driven gold’s rally amid uncertainty over Fed independence.  Warsh’s broader hawkish stance on inflation aligns with “hard money” principles that could indirectly support gold, but his emphasis on shrinking the Fed’s balance sheet and normalizing policy suggests he prioritizes institutional reform over promoting gold as a standard. Is Kevin Warsh Pro-Sound Money?Yes, Warsh is a strong advocate for sound money principles, emphasizing disciplined, anti-inflationary monetary policy. He views inflation as a “monetary phenomenon” and “a choice” driven by excessive government printing and spending.  As a former Fed Governor, he was often the most hawkish voice, opposing aggressive rate cuts during crises due to inflation risks.  He criticizes the Fed’s “mission creep,” oversized balance sheet, and reliance on quantitative easing (QE), arguing these enable fiscal irresponsibility and distort markets. Warsh calls for “regime change” at the Fed, shifting away from Keynesian models toward rules-based policy that incorporates money supply considerations and reduces interventionism. He stresses credibility, clear rules, and accountability to maintain sound money.   In a 2025 Hoover Institution paper, he advocated scrutinizing monetary policy under a framework that could include constitutional measures for prosperity and idea diffusion. Trust account expert Lazaro Cardenas explained something to jurors this week that changes everything about the Colts Neck murders: Keith Caneiro's $3 million life insurance policy was structured so that Paul would only benefit if Keith, Jennifer, AND both children were all dead. Not just Keith. All four of them. According to prosecutors, this is why 11-year-old Jesse and 8-year-old Sophia weren't spared. They weren't collateral damage. They were allegedly necessary casualties. A detective testified that Sophia had a stab wound to her left eye. The final recorded phone call between Keith and his brother Paul captures a man demanding answers hours before his murder. "Give me the f***ing login, Paul!" Keith is heard saying, giving his brother a deadline to provide access to a trust account. Prosecutors say Keith had discovered Paul was stealing from their shared businesses and was cutting him off from a $225,000 salary. A neighbor put a timestamp on the killing. Dennis Corpora testified he woke up around 3:20 AM on November 20th, 2018. "I heard the shots, and I said, 'Someone just got whacked.'" Hours later, four people were dead and the mansion was burning. Prosecutors say Paul shot Keith outside the home, then went inside and stabbed Jennifer and the children before setting the house on fire. Hours earlier, he allegedly set fire to his own Ocean Township home while his wife and daughters slept inside. The defense wants jurors to look at a third brother, Corey, claiming police never investigated him. But the murder weapon, silencer, night-vision scope, bloody jeans with the children's DNA, and a go-bag with a passport were all found at Paul's house. For the defense theory to work, Corey would have had to commit quadruple murder and plant all the evidence. That's not reasonable doubt. Last week a report from the Welsh Health and Social Care Committee revealed that women in Wales felt that they were being failed by gynaecological cancer services, with many facing long waiting lists to see a specialist or start treatment. A bill approved on Wednesday in the French National Assembly adds a clause to the country's civil code, which currently defines the duties of marriage as "respect, fidelity, support and assistance," and says couples commit themselves to a "community of living." The proposed law makes clear that "community of living" does not create an "obligation for sexual relations." Anita is joined by the French journalist Anne-Elisabeth Moutet.Across Wales more than 700 women volunteers regularly bring faulty toasters, ripped jeans, wobbly chairs and other broken stuff back to life for free. They are part of Repair Café Wales, a charity that spans 134 locations. They are launching 'Fix It February', a month-long campaign to inspire people to repair one broken item instead of replacing it. Anita is joined by Repair Cafe Wales director Phoebe Brown and Lucy Harris, one of the volunteers.The writer and performer Paris Paloma has a new single out today about women's bodies called Good Girl. Do Native Americans need more encouragement to consume saturated fats? Native nutritionists are wondering how the new federal dietary guidelines just unveiled by U.S. Secretary of Health and Human Services Robert F. Kennedy, Jr. intersects with decades of scientific research urging the population with the highest rates of heart disease to limit their saturated fat intake.
