More people are getting degrees than ever before, but family background has a big influence on whether people pursue university or another form of tertiary education. That's one of the key findings of this year's OECD report Education at a Glance. The report is the authoritative source of information on the state of education worldwide, with data on the structure, financing and performance of education systems across OECD countries and partner economies. In this edition of Top Class, the OECD's Director for Education and Skills Andreas Schleicher speaks to OECD Editor Duncan Crawford about the main findings.

We live in a rapidly evolving, technology-driven world that is transforming how we learn, create, and interact. Ideally, this transformation would make people smarter, healthier, and more prosperous. But the reality is far from perfect—too many people lack the skills to navigate modern life, leaving them struggling to keep up. A massive OECD study of adult skills across 31 countries reveals a troubling trend: literacy, numeracy, and problem-solving abilities are stagnating or declining, just when societies need them most. In this episode, Andreas Schleicher, Director for Education and Skills at the OECD, discusses these findings with host Alan Stoga. Over the past decade, literacy and numeracy skills among adults have largely declined or stagnated in most OECD countries. This is the main finding from the second OECD Survey of Adult Skills, a once-in-a-decade assessment that measured the skills of adults across 31 countries and economies. Despite efforts to strengthen education and adult training systems, only Finland and Denmark have seen significant improvements in adult literacy skills. However, adults performed better in the numeracy proficiency test, with eight countries seeing their average scores improve. Der Industrieländerclub OECD machte in einer Kurzstudie die übermäßige Smartphonenutzung für den Rückgang des Leistungsniveaus der Schüler verantwortlich, den die letzte OECD-Pisa-Schulstudie 2022 gezeigt hat. Die Nachrichtenagentur DPA bewerkstelligte es, dass die deutschen Medien mit umgekehrtem Tenor über diese Studie berichteten.Ein Kommentar von Norbert Häring.Die Schulschließungen in der Corona-Zeit, die man zunächst für die Hauptursache des Leistungsabfalls gehalten hatte, haben nach Einschätzung von Andreas Schleicher, dem Bildungsverantwortlichen der OECD, nur in zweiter Linie eine Rolle gespielt. Das Magazin titelte: „OECD empfiehlt gezielten Einsatz von Handys im Unterricht“ und textete im Vorspann:„Schülerinnen und Schüler, die ständig aufs Handy starren, kommen nicht zum Lernen. Aber wenn Mobiltelefone gezielt im Unterricht eingesetzt werden, kann das sogar den Lernerfolg steigern. Andreas Schleicher ist ein vielseitiger Künstler, der nicht nur als Musiker, Songwriter und Gitarrist erfolgreich ist, sondern auch als gefragter Vokalcoach arbeitet. Sein aktuelles Album trägt den ungewöhnlichen Titel "Herz Hirn Hose". Andreas erzählt von seinem musikalischen Werdegang - wie er schon früh zur Musik fand und sich über die Jahre zu einem gefeierten Pop-Rock-Künstler entwickelte. Vor 20 Jahren waren Deutschlands miserable Ergebnisse bei der Pisa-Bildungsstudie noch ein Schock. Andreas Schleicher ist Bildungsforscher, OECD-Direktor für Bildung und Kompetenzen und Mitentwickler der PISA-Studien. Der eigene Bildungsweg verlief nicht ganz geradlinig: Ohne Gymnasialempfehlung ging es auf die Waldorfschule, die dann mit einem 1,0-Abi abgeschlossen wurde. Erst nach dem Physikstudium wurde das Interesse am Thema Bildung geweckt. Angesichts der PISA-Studien sprechen Andreas Schleicher und Bob Blume über die Dinge, die nicht quantitativ gemessen werden können. Und wenn Moral- und Charakterbildung nicht gemessen wird, kann es auch nicht verbessert werden. Im Gespräch geht es um Kritik am Bildungssystem, Chancengleichheit, die Frage der Wichtigkeit von breitem Wissen, die Entstehung von Lehrplänen und nicht weniger als um die Zukunft der Schule.

„Kreativität und Neugier sind die entscheidenden Ressourcen des 21. Jahrhunderts“, so Andreas Schleicher von der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD). Ihre Bedeutung ist für Kinder im Bildungsalter umso größer mit Blick auf den Umgang mit und die Herausforderungen von Künstlicher Intelligenz (KI). „Wir haben früher für die Arbeit gelernt, heute ist die Arbeit das Lernen“, betont Schleicher. Lehrkräfte müssen dies zusammen mit den Schüler*innen jeden Tag neu lernen. Das erfordert ein Umdenken für beide Gruppen und ein anderes Verständnis von Lehrplänen. Das Bildungssystem in Deutschland ist teilweise noch sehr verkrustet. In den Niederlanden etwa werden 90 Prozent der Entscheidungen in den Schulen vor Ort getroffen, in Deutschland sind es nur 17 Prozent. Verwaltungsvorgaben bestimmen hier weitestgehend den Schulalltag. „Alles was Transaktion anbelangt, kann die KI besser. Was ich als Lehrkraft brauche, ist das Bewusstsein, wie ich Schüler*innen fördern kann“, erläutert der Bildungsforscher. „Wie lerne ich Fragen zu stellen? Wie lerne ich, das Wissen unserer Zeit zu hinterfragen? Wie lerne ich, Fakten und Meinungen voneinander zu trennen?“ – dafür benötigen alle Kinder Bildung. Lehrkräfte sollten daher heutzutage nicht mehr nur Vermittler*innen von Wissen sein. Ebenso darf sich die Wissensvermittlung nicht nur auf Klassenzimmer beschränken. Vielmehr müsse auch die reale Welt als Lernraum genutzt werden. Eine Gefahr von KI besteht darin, dass Viele aufgrund von Bildungsrückständen zu einfachen Nutzer*innen und weniger gut Gebildete die Designer*innen werden. Wie dies verhindert werden kann, warum auch die Eltern im Verbund mit den Lehrer*innen für die Bildung ihrer Kinder Verantwortung tragen und wie wir alle lernen können, keine Opfer von KI zu werden, darüber spricht Andreas Schleicher mit Holger Klein in der aktuellen Folge des Podcasts „Deutschland, Du kannst das!“

The Schools Plus Network was launched in May by the OECD Directorate for Education and Skills, led by Andreas Schleicher (previous guest on the podcast, Ep #38). The network is intended to position schools as the drivers of innovation and gather and connect the best innovative practices from schools around the world to share them with others. The network will work across three dimensions, to: Foster exchange between networks;  Scale up learning and innovation;  Inform policy, research and practice and the global education debate. Anna Pons is project lead of the Global Teaching InSights at the OECD Directorate for Education and Skills. This initiative aims to use video to advance research on how teaching varies across countries and what practices are most effective for raising student outcomes, and to develop an online library to enable teachers to learn and share with their peers from across the globe. Previously, Anna co-ordinated the accession process of Costa Rica, Colombia and Latvia to the OECD in the area of education. Also, she co-authored in-depth reviews of the effectiveness and equity of nine education systems as well as the report Equity and Quality in Education, which identified system and school-level policies and practices for supporting disadvantaged schools and students. Prior to joining the OECD in 2010, Anna gained work experience in the Catalan government, a local government, and the private sector. Anna holds a BA in Economics and a BA in Political Science from University Pompeu Fabra, and a Master in Economics and Public Policy from Sciences Po, ENSAE and École Polytechnique. Leila Loupis is the Schools Plus Network Coordinator and Analyst at the OECD. Previously she was a senior coordinator of the Teacher Task Force network for UNESCO and has worked as a Communications Specialist for the United Nations and on the UNESCO EFA Global Monitoring Report. Was sollen wir lernen, wenn Google doch schon alles weiß? Welche Kompetenzen brauchen wir in einer Welt, die sich immer schneller dreht und morgen schon Technologien entwickelt, von denen wir heute nichts ahnen? Große Herausforderungen kommen auf unsere Schulen zu und die Ausgangslage ist schwierig: Es gibt zu wenig Lehrende, zu wenig Erziehende in den Kitas und die Leistungen der Schüler:innen werden immer schlechter. Mit der Schließung von Schulen und Universitäten während der Pandemie ist das Thema der Bildung einmal mehr in den Blick geraten. Die Pandemie hat die Schwächen des Bildungssystems deutlich gezeigt – aber auch, wie wichtig diese soziale Institution ist. Welche Rolle spielt Bildung bei der Bewältigung multipler Krisen? Und wie muss sie reformiert werden? Darüber sprachen Nina Bremm (PH Zürich) und Andreas Schleicher (OECD) in der siebten Folge der Reihe "(Un)Sicherheit in der Zeitenwende".

When factual information comes under attack, societies head into Orwellian waters. OECD's Andreas Schleicher and Molly Lesher discuss disinformation and other forms of “untruths” and how to get the measure of a tenacious and elusive phenomenon. Societies can tackle harmful information through citizen- and AI-driven fact-checking and content tagging. Platforms can boost transparency and collaborate with governments to tamp down fake news and synthetic media. But the best defence of all is educating people to question and check information for themselves. Because for contemporary democracy to survive and thrive, it needs digitally literate citizens.

El informe Panorama de la Educación 2019, de la Organización para la Cooperación y el Desarrollo Económicos, OCDE, se acaba de presentar. España se sitúa en la mitad de la tabla de PISA mientras Finlandia es un referente educativo internacional. El problema es que un estudiante de Secundaria en España (de 12 a 16 años) recibe cada curso 1.054 horas lectivas, 246 horas más que un finlandés (808). Algo no funciona en nuestra manera de enseñar. Andreas Schleicher, director de las pruebas PISA, afirma: estar más horas en el aula no garantiza, ni mucho menos, una mejor educación. "Cuando los países mejoran la calidad de su enseñanza, tienden a conseguir mejores resultados sin incrementar el tiempo de aprendizaje del estudiante". Los expertos de PISA aseguran que España no mejorará en destrezas mientras los niños se dediquen más a memorizar que a encontrar soluciones propias. Andreas Schleicher is Director for Education and Skills at the OECD. He initiated and oversees the Programme for International Student Assessment (PISA) and other international instruments that have created a global platform for policy-makers, researchers and educators across nations and cultures to innovate and transform educational policies and practices. He has worked for over 20 years with ministers and education leaders to improve education. Former U.S. Secretary of Education Arne Duncan said that Schleicher “understands the global issues and challenges as well as or better than anyone I've met, and he tells me the truth”. Former UK Secretary of State Michael Gove called Schleicher “the most important man in English education” – even though he is German and lives in France. He is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded in the name of the first president of the Federal Republic of Germany for “exemplary democratic engagement”. He holds an honorary Professorship at the University of Heidelberg. Andreas is also the author of the 2018 book, World Class: How to Build a 21st-Century School System. I don't expect the staff to serve the leadership team. Do our staff feel pressured? Yes they do. Do they feel accountable? Yes they do. Do I think they feel well supported by us? Yes, I think they do. We have pushed our staff to put try and do a more evidence based analysis of what they do My experience in the DFE at the moment is they are genuinely looking at how to do things differently. I was hugely impressed. She spoke about a different landscape. She touched on the sort of skills our young people need.
