Mai 2023 war Generalleutnant Scott Berrier, Leiter der US-Defense Intelligence Agency (DIA), zusammen mit Avril Haines, Director of National Intelligence, vor dem Senate Armed Services Committee (SASC) geladen, um die Einschätzung der beiden Geheimdienste (DIA und Defense Intelligence Enterprise / DIE) zur komplexen Bedrohungslage darzulegen:„Wir sind dabei“, so Berrier, „unsere Herangehensweise an die Bedrohung unserer Nation durch den strategischen Wettbewerb mit China, Russland und anderen ausländischen Staaten zu verändern“(1).Mit weiterer Unterstützung des Senats würden DIA und DIE auch künftig hervorragende Leistungen bei der Quellenauswertung und im Bereich Human Intelligence (HUMINT)(2) erzielen. China und Russland seien bestrebt, mittels fortschrittlicher Technologien den technologischen Vorsprung der USA zu untergraben. Dabei verfolge China bei der Technologieentwicklung einen gesamtstaatlichen Ansatz. Die Volksbefreiungsarmee (PLA) – wichtigste militärische Kraft der Volksrepublik China – und der bewaffnete Flügel der Kommunistischen Partei Chinas (KPCh) seien der Ansicht, dass die Integration von Zukunftstechnologien - insbesondere "Künstliche Intelligenz" (KI) und Quantentechnologie - auch in militärischen Angelegenheiten von enormer Bedeutung ist.Der Direktor der DIA zeigte sich sehr besorgt über die anhaltenden Bedrohungen durch China, Russland, Nordkorea, den Iran und durch gewalttätige extremistische Organisationen, „aber China ist unsere größte Herausforderung und hat für die DIA oberste Priorität“. Diese Aufzählung findet sich bereits in TRADOC 525-3-1 "Win in a Complex World 2020-2040" vom September 2014 sowie in der aktualisierten Verteidigungsstrategie vom 27. Senator Ron Wyden (D-Ore.) is to moral panics over privacy what Andreessen Horowitz is to cryptocurrency startups. He's constantly trying to blow life into them, hoping to justify new restrictions on government or private uses of data. His latest crusade is against the intelligence community's purchase of behavioral data, which is generally available to everyone from Amazon to the GRU. He has launched his campaign several times, introducing legislation, holding up Avril Haines's confirmation over the issue, and extracting a Director of National Intelligence report on the topic that has now been declassified. It was a sober and reasonable explanation of why commercial data is valuable for intelligence purposes, so naturally WIRED magazine's headline summary was, “The U.S. Is Openly Stockpiling Dirt on All Its Citizens.” Matthew Heiman takes us through the story, sparking a debate that pulls in Michael Karanicolas and Cristin Flynn Goodwin. Next, Michael explains IBM's announcement that it has made a big step forward in quantum computing. Meanwhile, Cristin tells us, the EU has taken another incremental step forward in producing its AI Act—mainly by piling even more demands on artificial intelligence companies. We debate whether Europe can be a leader in AI regulation if it has no AI industry. (I think it makes the whole effort easier, pointing to a Stanford study suggesting that every AI model we've seen is already in violation of the AI Act's requirements.) Michael and I discuss a story claiming persuasively that an Amazon driver's allegation of racism led to an Amazon customer being booted out of his own “smart” home system for days. This leads us to the question of how Silicon Valley's many “local” monopolies enable its unaccountable power to dish out punishment to customers it doesn't approve of. Matthew recaps the administration's effort to turn the debate over renewal of section 702 of FISA. This week, it rolled out some impressive claims about the cyber value of 702, including identifying the Colonial Pipeline attackers (and getting back some of the ransom). It also introduced yet another set of FBI reforms designed to ensure that agents face career consequences for breaking the rules on accessing 702 data. Cristin and I award North Korea the “Most Improved Nation State Hacker” prize for the decade, as the country triples its cryptocurrency thefts and shows real talent for social engineering and supply chain exploits. Senator Ron Wyden (D-Ore.) is to moral panics over privacy what Andreessen Horowitz is to cryptocurrency startups. He's constantly trying to blow life into them, hoping to justify new restrictions on government or private uses of data. His latest crusade is against the intelligence community's purchase of behavioral data, which is generally available to everyone from Amazon to the GRU. He has launched his campaign several times, introducing legislation, holding up Avril Haines's confirmation over the issue, and extracting a Director of National Intelligence report on the topic that has now been declassified. It was a sober and reasonable explanation of why commercial data is valuable for intelligence purposes, so naturally WIRED magazine's headline summary was, “The U.S. Is Openly Stockpiling Dirt on All Its Citizens.” Matthew Heiman takes us through the story, sparking a debate that pulls in Michael Karanicolas and Cristin Flynn Goodwin. Next, Michael explains IBM's announcement that it has made a big step forward in quantum computing. Meanwhile, Cristin tells us, the EU has taken another incremental step forward in producing its AI Act—mainly by piling even more demands on artificial intelligence companies. We debate whether Europe can be a leader in AI regulation if it has no AI industry. (I think it makes the whole effort easier, pointing to a Stanford study suggesting that every AI model we've seen is already in violation of the AI Act's requirements.) Michael and I discuss a story claiming persuasively that an Amazon driver's allegation of racism led to an Amazon customer being booted out of his own “smart” home system for days. This leads us to the question of how Silicon Valley's many “local” monopolies enable its unaccountable power to dish out punishment to customers it doesn't approve of. Matthew recaps the administration's effort to turn the debate over renewal of section 702 of FISA. This week, it rolled out some impressive claims about the cyber value of 702, including identifying the Colonial Pipeline attackers (and getting back some of the ransom). It also introduced yet another set of FBI reforms designed to ensure that agents face career consequences for breaking the rules on accessing 702 data. Cristin and I award North Korea the “Most Improved Nation State Hacker” prize for the decade, as the country triples its cryptocurrency thefts and shows real talent for social engineering and supply chain exploits. Meanwhile, the Russians who are likely behind Anonymous Sudan decided to embarrass Microsoft with a DDOS attack on its application level. The real puzzle is what Russia gains from the stunt. Finally, in updates and quick hits, we give deputy national cyber director Rob Knake a fond sendoff, as he moves to the private sector, we anticipate an important competition decision in a couple of months as the FTC tries to stop the Microsoft-Activision Blizzard merger in court, and I speculate on what could be a Very Big Deal – the possible breakup of Google's adtech business. Today's episode opens a subject I prefer to wait discussing and that is the mass-shooting in the Texas mall. The narrative changes so much and the Legacy/mainstream media is so desirous to paint a narrative that supports their gun grabbing, freedom infringing desires to eliminate the 2nd Amendment. So, I need to point out the hypocrisy of how some coverage just magically disappears while other stories get embellished and shared. My next story deals with a new allegation brought forth on the Biden Crime Family of evidence of bribery. According to Bud Cummins, he said he notified the DOJ in 2018 over the bribery, but nothing was done. The bribe centers around the removal of a prosecutor looking into Ukrainian energy corruption. Does this scenario sound familiar? Remember Biden bragging about withholding a billion dollars in aid unless said prosecutor was fired? This leads to the ongoing investigation by Rep. James Comer (R-KY) into the money peddling schemes they have detailing. He spoke Sunday and urged the DOJ not to file charges against Hunter Biden until they had a chance to issue their findings this coming Wednesday. I cannot wait to see how the Democrats try to shift the narrative and whether it gets any substantial media coverage. Rep. Lauren Boebert (R-CO) said the ODNI just created yet another Ministry of Truth. It seems a law passed in September of last year gave the Director of National Intelligence, Avril Haines, the ability to try yet another censorship program, designed to have all of the other small ones roll up under it. Remember a few weeks back when the White House said they would send 1500 troops to the border for when Title 42 runs out on May 11, 2023? I said at that moment the troops would serve to make it easier for the invasion of illegals to get across the border. Well, President Biden all but confirmed that in an interview on MSNBC, saying they were not going to enforce the law. Sheriff Lamb who is on the border and running for Senate, put out a video confirming that very notion. Yet, Secretary of Homeland Security Alejandro Mayorkas can't figure out why there would be hundreds of thousands of migrants surging toward our border. He still wants us to believe it's closed. Even Kyrsten Sinema (I-AZ) said the Biden administration has had two years to plan for this and hasn't done a thing. Speaking of Arizona, corrupt election official Bill Gates from Maricopa County wants us to feel sorry for him over his PTSD. According to Gates, dealing with all of the election denialism is the same as what WWII veterans experienced when fighting for freedom. What a disgusting attempt to make the two seem even remotely equivalent. Finally, in the You Can't Make This Up file, ousted mayor of Chicago, Lori “Leftist” Lightfoot wants you to believe she lost thanks to “right wing forces that wanted to take down a big-city mayor.” The radical Leftist, who lost to an even more radical socialist/Marxist, is blaming her loss on the right. It's astonishing the lengths these folks go to in order to let their magical-thinking convince them that their fantasies are reality. Francisco last week at the Rivest-Shamir-Adleman (RSA) conference. We summarize what they said and offer our views of why they said it. Bobby Chesney, returning to the podcast after a long absence, helps us assess Russian warnings that the U.S. should expect a “military clash” if it conducts cyberattacks against Russian critical infrastructure. Bobby, joined by Michael Ellis sees this as a routine Russian PR response to U.S. Cyber Command and Director, Paul M. Nakasone's talk about doing offensive operations in support of Ukraine. Bobby also notes the FBI analysis of the NetWalker ransomware gang, an analysis made possible by seizure of the gang's back office computer system in Bulgaria. The unfortunate headline summary of the FBI's work was a claim that “just one fourth of all NetWalker ransomware victims reported incidents to law enforcement.” Since many of the victims were outside the United States and would have had little reason to report to the Bureau, this statistic undercounts private-public cooperation. But it may, I suggest, reflect the Bureau's increasing sensitivity about its long-term role in cybersecurity. Michael notes that complaints about a dearth of private sector incident reporting is one of the themes from the government's RSA appearances. A Department of Homeland Security Cybersecurity and Infrastructure Security Agency (CISA) executive also complained about a lack of ransomware incident reporting, a strange complaint considering that CISA can solve much of the problem by publishing the reporting rule that Congress authorized last year. In a more promising vein, two intelligence officials underlined the need for intel agencies to share security data more effectively with the private sector. Michael sees that as the one positive note in an otherwise downbeat cybersecurity report from Avril Haines, Director of National Intelligence. And David Kris points to a similar theme offered by National Security Agency official Rob Joyce who believes that sharing of (lightly laundered) classified data is increasing, made easier by the sophistication and cooperation of the cybersecurity industry. Michael and I are taking with a grain of salt the New York Times' claim that Russia's use of U.S. technology in its weapons has become a vulnerability due to U.S. export controls. We think it may take months to know whether those controls are really hurting Russia's weapons production. Bobby explains why the Department of Justice (DOJ) was much happier to offer a “policy” of not prosecuting good-faith security research under the Computer Fraud and Abuse Act instead of trying to draft a statutory exemption. Of course, the DOJ policy doesn't protect researchers from civil lawsuits, so Leonard Bailey of DOJ may yet find himself forced to look for a statutory fix. (If it were me, I'd be tempted to dump the civil remedy altogether.) Michael, Bobby, and I dig into the ways in which smartphones have transformed both the war and, perhaps, the law of war in Ukraine. I end up with a little more understanding of why Russian troops who've been flagged as artillery targets in a special Ukrainian government phone app might view every bicyclist who rides by as a legitimate target. Finally, David, Bobby and I dig into a Forbes story, clearly meant to be an expose, about the United States government's use of the All Writs Act to monitor years of travel reservations made by an indicted Russian hacker until he finally headed to a country from which he could be extradited.

Thứ Bảy, 29/05/2021, Philippines lại gởi công hàm ngoại giao phản đối « sự hiện diện và các hoạt động bất hợp pháp » của Trung Quốc tại Biển Đông. Trước đó hai hôm, ngày 27/05/2021, Nhật Bản và Liên Hiệp Châu Âu trong cuộc họp cấp cao trực tuyến, kêu gọi « duy trì hòa bình và ổn định tại eo biển Đài Loan ». Căng thẳng gia tăng tại Biển Đông và biển Hoa Đông và ẩn sau đó là những rủi ro xung đột giữa Mỹ và Trung Quốc. Làm thế nào đánh giá được những rủi ro đó ? Nhà báo Joris Zylberman trên trang mạng RFI lần lượt phân tích những nguy cơ có thể dẫn đến đối đầu quân sự Mỹ - Trung tại ba điểm nóng ở châu Á – Thái Bình Dương : Eo biển Đài Loan, biển Hoa Đông và Biển Đông. Đài Loan và chiến lược mập mờ Từ năm 2019, Trung Quốc không ngừng gia tăng sức ép không - hải quân đối với Đài Loan. Ông Tập Cận Bình và đảng Cộng Sản Trung Quốc tuyên bố hạ gục « tỉnh nổi loạn » bằng cuộc chiến tiêu hao hay bằng vũ lực nếu thấy cần thiết. Đối với ông Tập, không thể để gánh nặng hợp nhất này cho thế hệ tiếp theo. Kế hoạch tái chiếm có thể được hình dung theo hai bước. Đầu tiên là phá hủy các trung tâm chỉ huy, căn cứ không quân và hải quân sau khi tấn công tin học để vô hiệu hóa hệ thống phòng thủ và chiếm lấy kiểm soát không phận. Rồi tiếp đến mới cho đổ bộ. Nhà nghiên cứu Mathieu Duchatel, giám đốc chương trình châu Á, Viện Montaigne lưu ý trong cuộc chiến này Trung Quốc chưa chắc gì nắm lấy phần thắng. Đó sẽ là một cuộc chiến hao tốn nhân lực. Và nhất là Bắc Kinh chưa làm chủ được một yếu tố quan trọng : Phản ứng của Mỹ. Thế nên, theo ông Mathieu Duchatel, « kịch bản khả dĩ nhất, chính là hai hay ba thời điểm khủng hoảng trong 10 năm, đưa Trung Quốc dần dần tiến đến mục tiêu của mình. Mỗi một cuộc khủng hoảng sẽ mang lại một chút lợi thế. Điều quan trọng là Bắc Kinh cần trắc nghiệm quyết tâm kháng cự của Đài Loan và Hoa Kỳ ». Nước Mỹ của Joe Biden sẽ làm gì ? Với đạo luật 1979, « Taiwan Relations Act », Hoa Kỳ cam kết cung cấp vũ khí để Đài Bắc có thể tự vệ trước những hành động gây hấn của Bắc Kinh, nhưng đồng thời vẫn tôn trọng « nguyên tắc một nước Trung Hoa duy nhất ». Vậy khi Đài Loan bị xâm chiếm, liệu Mỹ có sẽ đến ứng cứu hay không ? Về điểm này, nước Mỹ vẫn tỏ thái độ nước đôi, đến mức có cả một chính sách : « Mập mờ về chiến lược » Hiện tại, tổng thống Joe Biden không đoạn tuyệt với chính sách của Donald Trump. Ông cũng gởi các đặc sứ cấp cao đến gặp tổng thống Đài Loan Thái Anh Văn. Tháng 4/2021, Joe Biden cho dỡ bỏ những hạn chế các cuộc tiếp xúc cấp cao với chính quyền Đài Bắc. Ông thậm chí còn vận động được G7 lên án « những hành động quấy rối của Trung Quốc nhắm vào Đài Loan ». Phải chăng chủ nhân Nhà Trắng hiện nay sắp làm rõ chính sách của mình về Đài Loan ? Đây cũng chính là những gì mà nhiều tướng lĩnh cấp cao Mỹ đòi hỏi từ ba tháng qua. Đối với cựu đô đốc James Stavridis, sự mập mờ về chiến lược « rất có thể dẫn đến những đánh giá sai lầm từ phía Trung Quốc (hay từ Đài Loan) và khơi dậy một cuộc xung đột diện rộng. » Thế nhưng, đó không phải là quan điểm của chính quyền Biden, nhất là với bà Avril Haines, giám đốc tình báo quốc gia (cố vấn của tổng thống về tình báo). Theo bà, « việc từ bỏ chiếc lược nước đôi có lẽ gây bất ổn sâu sắc cho Trung Quốc. Điều này sẽ còn củng cố ý tưởng của Trung Quốc cho rằng Hoa Kỳ quyết tâm ngăn chặn sự trỗi dậy của Trung Quốc, kể cả thông qua sức mạnh quân sự. Điều này chắc chắn sẽ đẩy Bắc Kinh tìm cách gây cản trở các lợi ích của Mỹ trên toàn thế giới. » Cũng theo bà Avril Haines, việc tỏ rõ lập trường còn thúc đẩy thêm những mầm mống tuyên bố độc lập chính thức của Đài Loan, vốn dĩ là một điều tối kỵ đối với Bắc Kinh. Theo nhà nghiên cứu Antoine Bondaz, Quỹ Nghiên cứu Chiến lược (FRS), « với Đài Loan, những bảo đảm an ninh đó là không rõ ràng. » Quan điểm này đã được ông Kurt Campbell, điều phối viên của Nhà Trắng về chính sách Ấn Độ - Thái Bình Dương khẳng định. Ông cho rằng Washington và Bắc Kinh chia sẻ cùng lập trường : Duy trì nguyên trạng xung quanh đảo này ở một mức độ nào đó, là nằm trong lợi ích của cả hai cường quốc. Biển Đông và yếu tố Philippines bất định Tại Biển Đông, vùng biển này có diện tích rộng bằng một nửa châu Mỹ, có nhiều nguồn khoáng sản, dầu khí và còn là con đường giao thương huyết mạch, nơi trung chuyển của 1/3 thương mại toàn cầu, Trung Quốc đòi hỏi chủ quyền đến 80% diện tích khu vực. Một đòi hỏi khó thể chấp nhận được đối với nhiều nước sở hữu và cũng có các đòi hỏi chủ quyền với nhiều đảo như Việt Nam, Philippines, Malaysia, Brunei và Indonesia. Hồi tháng 2/2021, Trung Quốc ban hành một đạo luật mới cho phép « tầu tuần duyên Trung Quốc có trang bị vũ khí » được phép đáp trả « những sự cố bạo lực nghiêm trọng » tại những vùng lãnh hải mà Trung Quốc cho là có chủ quyền. Bởi vì tầu chiến nước ngoài ngày càng hiện diện đông đảo. Hạm đội Mỹ đặc biệt còn tiến hành các chiến dịch « tự do lưu thông » ở Biển Đông, vì Washington không muốn để Bắc Kinh độc quyền kiểm soát cả một khu vực chiến lược rộng lớn. Rủi ro xảy ra sự cố hiện hữu khắp vùng. Người ta còn nhớ vụ va chạm trên không giữa một tiêm kích Trung Quốc và chiếc máy bay trinh sát của Mỹ năm 2001 đã làm thiệt mạng một phi công Trung Quốc. Năm 2018, hàng không mẫu hạm USS Decatur và tầu khu trục hạm Lan Châu (Lanzhou) xuýt nữa va nhau khi chỉ cách có 41 mét. Nhà nghiên cứu François-Xavier Bonnet, Viện Nghiên cứu về Đông Nam Á đương đại (Irasec), nhận định : « Rủi ro ở đây chính là một sai lầm. Nếu một tầu chiến Mỹ bị radar Trung Quốc chiếu sáng và một chiếc tên lửa được trực tiếp bắn đi sau khi bị rọi, Hoa Kỳ có thể có phản ứng. Chiến tranh cục bộ có thể trở nên lan rộng ». Ngoài ra, Hoa Kỳ còn phải đối mặt với một rủi ro khác : Bị lôi kéo vào một cuộc đối đầu giữa Trung Quốc và một trong số các nước đồng minh của Mỹ, những nước đang có tranh chấp chủ quyền, đặc biệt là Philippines. Theo yêu cầu của Manila, Tòa Trọng Tài Thường Trực La Haye năm 2016 ra phán quyết cho rằng những đòi hỏi « chủ quyền lịch sử » của Bắc Kinh ở Biển Đông là không có cơ sở pháp lý. Vì hy vọng thu hút nhiều đầu tư Trung Quốc, tổng thống Philippines đã gạt phán quyết của La Haye sang một bên, cho đấy chỉ là « một mớ giấy lộn » đáng « ném vào sọt rác ». Thái độ nhún nhường này của ông Rodrigo Duterte cũng không ngăn cản được 200 tầu đánh cá Trung Quốc ngang nhiên neo đậu tại bãi Đá Ba Đầu hồi tháng 3/2021. Trên thực tế, đó là những đội tầu dân quân biển, có nhiệm vụ làm tiền đồn cho hải quân Trung Quốc. Theo nhà địa lý học François-Xavier Bonnet, bãi Đá Ba Đầu là phần đông bắc của Cụm Sinh Tồn, « cụm đảo quan trọng nhất tại Biển Đông ». Trung Quốc đã chiếm hai bãi đá ngầm và giờ nếu có được cả bãi Đá Ba Đầu, nước này có thể xây dựng một khu căn cứ hải quân lớn cùng với oanh tạc cơ, có khả năng tấn công đến đảo Guam của Mỹ. Một điểm khác cũng khiến Hoa Kỳ lo lắng : Căn cứ không quân trên bãi đá Chữ Thập, trong quần đảo Trường Sa. Tại đây, Bắc Kinh cho xây dựng một đường băng dài 3.000 mét và đang chuẩn bị mở rộng thêm căn cứ. Từ điểm này, một chiếc oanh tạc cơ Trung Quốc cùng với máy bay tiếp liệu có thể đi tới các bờ biển của Úc. Ông Francois-Xavier Bonnet tóm lược như sau :« Scarborough, Đá Chữ Thập (Fiery Cross), Cụm Sinh Tồn (Union Banks) và bãi Đá Vành Khăn (Mischief), khi nối tất cả các nhóm đảo này lại, Bắc Kinh có thể sẽ kiểm soát được Biển Đông, cả trên bình diện không quân, hải quân lẫn tầu ngầm. » Để hiểu rõ toàn cảnh vấn đề, chuyên gia Antoine Bondaz còn cho rằng người ta nên chú ý đến độ sâu của các vùng biển :« Biển Đông là vùng biển ngoại vi duy nhất của Trung Quốc có độ sâu lớn, ở đó người ta có thể làm cho các chiếc tầu ngầm không bị phát hiện, một điều quan trọng cho khả năng răn đe hạt nhân của Trung Quốc. Hiện tại, tầu ngầm tên lửa hạt nhân của Trung Quốc chưa thể đi tới đến bờ tây của nước Mỹ. Bởi vì, Trung Quốc còn phải đối mặt với một chuỗi các điểm không an toàn : nước này cảm thấy bị bao vây bởi hệ thống liên minh của Mỹ theo hình chữ "J" bắt đầu từ Nhật Bản, sang Đài Loan, Philippines rồi Úc. Do vậy, việc phá vỡ vòng vây này, thu hồi Đài Loan, cũng như biến Biển Đông thành một thành trì kiên cố là điều cần thiết ». Trước đà trỗi dậy mạnh mẽ về chiến lược của Trung Quốc, Washington mong muốn có thể dựa vào tất cả các đồng minh trong khu vực. Chính ở điểm này Philippines của ông Duterte lộ rõ là một yếu tố bất ổn. Vị tổng thống tính khí thất thường đe dọa hủy thỏa thuận thăm viếng quân sự (VFA) ký kết từ năm 1999. François-Xavier Bonnetgiải thích : « Thỏa thuận này cho phép các binh sĩ Mỹ tiếp cận dễ dàng hơn các khu căn cứ quân sự Philippines mà không cần hiện diện thường trực vào lúc mà Hoa Kỳ đang dần triệt thoái khỏi Afghanistan. Hoa Kỳ còn có thể đối phó với một đòn tấn công mạnh tại khu vực trong trường hợp xung đột với Đài Loan. » Trong bối cảnh này, Hoa Kỳ đã đề nghị tái đàm phán thỏa thuận. Nhưng ông Duterte tìm cách cản trở tối đa. Đối với nguyên thủ Philippines, không có chuyện chọc giận Bắc Kinh và có nguy cơ dẫn đến một cuộc xâm chiếm phía bắc Philippines từ Trung Quốc. Biển Hoa Đông : Vùng xám Nhìn sang Biển Hoa Đông, cách nay vài năm, căng thẳng giữa Nhật Bản và Trung Quốc tưởng chừng đi đến một cuộc xung đột lớn. Việc chính quyền Tokyo mua lại quần đảo Senkaku – mà Bắc Kinh gọi là Điếu Ngư và có đòi hỏi chủ quyền – nhằm ngăn cản Shintaro Ishihara, thị trưởng Tokyo mang tư tưởng chủ nghĩa dân tộc mua lại quần đảo, đã làm cho mối quan hệ với Bắc Kinh trở nên xấu đi. Từ đó, Trung Quốc không ngừng đưa tầu chiến xâm nhập vùng lãnh hải này và dẫn đến nhiều vụ chạm trán may thay không để lại các hậu quả. Đỉnh điểm căng thẳng là năm 2013. Hiện tại, tuy đã giảm hẳn nhưng các cuộc xâm nhập vẫn còn tiếp diễn. Giả như xung đột xảy ra, Hoa Kỳ sẽ có phản ứng ra sao ? Theo đánh giá của ông Mathieu Duchâtel, mọi việc ở vùng biển này rõ ràng hơn ở những nơi khác : Hoa Kỳ công nhận quần đảo có tranh chấp là một phần lãnh thổ không thể tách rời của Nhật Bản. Avril Haines will be the new Director of National Intelligence, the first woman ever appointed to that post. Yesterday, U.S. officials reported another 4,200 coronavirus deaths. Efforts to slow the spread are starting to hit a wall, with some states running out of vaccine doses.

United States President-elect Joe Biden is making it clear that his presidency will not be a "third Obama term." He made those statements in his first interview as president-elect with NBC's Lester Holt, Tuesday night. Biden went onto say that it's a different world since the Obama Administration and that President Donald Trump changed the landscape saying in part: "It's become America first. America Alone." The President-elect also formally announced new members of his National Security Team on Tuesday. His members include: John Kerry as Special Presidential Envoy for climate, Jake Sullivan as National Security Adviser and Avril Haines for Director of National Intelligence. Biden praised his nominees and their diverse backgrounds. Haines is a physicist and a pilot who also knows judo. The number of people dying from Covid-19 is rising. The climbing trend continued on Tuesday with 15 days of record hospitalizations and more than 1800 people reported dead. Dr. Anthony Fauci says he's had his first conversation with President-elect Biden's team. Biden says, the hope is that the Trump Administration will be able to start distributing the vaccine before Biden takes the oath of office in January. Millions of people are going against the CDC's guidelines and traveling for Thanksgiving. Brought to you by justcoffee.coop TODAY'S HEADLINES: The General Services Administration informed the Biden campaign that they were finally ready to begin the formal transition of power process, according to a letter sent by it’s head Emily Murphy this afternoon, shortly after Michigan official certified its election results. Meanwhile, a new leaked report exposes a shocking, pervasive surveillance campaign waged by Amazon upon everyone from labor movements to environmental activists. And lastly, the Biden campaign has released a slew of cabinet picks. Here’s how they stack up. THESE ARE THE STORIES YOU NEED TO KNOW: Donald Trump’s tenure as president, including his extremely lackluster coup attempt, are coming to an end. On Monday evening, General Services Administration head Emily Murphy told the Biden campaign that she would begin the formal transition process of power. The GSA had been under fire for days because of Murphy’s apparent reluctance to begin the process, which Democrats thought was evidence she was under pressure from the Trump administration to hold off. Murphy denied this in her letter to Biden on Monday, but come on. The decision means that the government can use federal funding to start Biden’s transition process and that Trump’s officials have to coordinate with their counterparts in the incoming administration. Trump took things, well, it’s actually pretty hard to tell. He fired off two tweets shortly after Murphy’s announcement trying to make it look like the whole thing was his idea, saying quote: “Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same.” Does that tweet read like not something Trump would say at all to you? Certainly sounds like a real adult took over the Twitter app for that one. But it appears that the GOP and White House staff are waking up to the fact that Trump really doesn’t have a leg to stand on. His legal efforts to dispute the vote have so far turned up approximately nothing, and even several GOP officials urged Murphy to just get on with it. Adding insult to injury, Michigan officially certified its election results on Monday. The best sign of all this: even the megacorporations are deserting him. On Monday, General Motors dropped its support for Trump’s legal battle against California’s emissions laws. What do they say about rats and sinking ships again? Amazon Spying, Again! Meanwhile, remember Amazon? Sure you do. Well we’re here with another update of Jeff Bezos’s retail and everything else monopoly being a terrifying dystopian fascist empire. The crime du jour? Domestic surveillance. According to internal reports leaked to Vice’s Motherboard, the company has been waging a widespread, organized surveillance campaign on labor groups as well as social and environmental movements, primarily in Europe. Their goal, it seems, was to keep tabs on all of their employees’ organizing attempts to sniff out every possible hint of a union forming. To do so, Amazon contracted the notorious Pinkerton Detective agency. Yes, the literal Pinkertons, famous for union busting way back in the olden days of the Homestead massacre. Motherboard reports that Amazon collected data including the exact date, time, location, number of participants and a description of what happened at most labor organizing events. And they did this for all kinds of stuff, including using social media to track organizations it saw as quote “threats,” like Greenpeace, the Yellow Vest protests in France, and Greta Thunbergs climate strike movement. In one case, the reports indicate that a Pinkerton spy was inserted into a warehouse in Poland in 2019 to investigate an allegation that managers were coaching their employees in how to complete job interviews. Amazon denied that they use the Pinkertons to spy on workers. But really, at this point, who believes a single thing they say? Biden's Cabinet Has A Lot of Knobs We finally have a pretty comprehensive look at Joe Biden’s Cabinet. There’s a lot of names out there, so let’s go over some of the biggest picks rapid-fire. First, we’ve got John Kerry. Sorry, he’s not actually on the cabinet, but he will be Biden’s quote “climate czar,” which climate journalist Emily Atkin said was sign that Biden is going for a middle-of-the-road approach that hinges on GOP support. Not exactly the rapid, revolutionary change we need, but we’ll see. Next up, Antony Blinken is getting the nomination for Secretary of State. He’s well-liked by the general liberal establishment but is also a creature of the icky strategic consultancy world, and probably won’t be a major departure from the Obama-Clinton State department years. Former Fed chair Janet Yellen is expected to take Treasury Secretary. She isn’t exactly Wall Street friendly, but nor is she an open progressive fiscally. Biden’s pick for Director of National Intelligence is Avril Haines. If you recognize that name, you might have read one of the many articles about her developing Barack Obama’s drone strike policy and covering for the CIA’s torture programs during the Bush administration. Yay! Rounding out the international relations corps is Jake Sullivan as National Security Advisor and veteran diplomat Linda Thomas-Greenfield as ambassador to the UN. Sorry to Pete Buttigieg for missing out on that last one. And finally, Biden will nominate Cuban-American immigratn Alejandro Mayorkas to be his secretary of the Department of Homeland Security, a historic first for the agency, which, then again, shouldn’t even exist and was started by George W. Bush to consolidate power and infringe on civil liberties. So, in other words, pretty much what we’d expect so far. No word yet on whether Bernie Sanders will be able to nab the Labor Secretary spot and maybe get some work done there, nor on whether Rahm Emanuel will successfully worm his way into the administration. AND NOW FOR SOME QUICKER QUICKIES: 87 year-old Diane Feinstein announced on Monday that she will not seek the Judiciary Committee Chairmanship or any ranking position in Senate Leadership when the new Congress comes in in 2021. That would mean that if the Democrats do manage to win the Georgia runoffs and take the senate, there’s no chance Feinstein would be in charge. We can only hope that retirement follows! Republican Kelly Loeffler, one of the most openly corrupt politicians in the Senate, is returning to the campaign trail for her January 5 Georgia run-off despite the fact that she might have COVID, seeing as she tested both positive, then inconclusive, then allegedly negative in the past 3 or so days. What do they say down in Georgia? Bless her heart. In the bad news column, the surge of coronavirus cases that used to be largely contained to the upper midwest is now nationwide, the New York Times reports, showing that cases have risen sharply in nine non-Midwest states in recent days. This thing is going massively up all over. But finally, in very good news, we have a THIRD major company that claims to have a vaccine that’s 90 percent effective in early tests. President-elect Joe Biden on Monday announced members of his foreign policy and national security team, including his nominations for secretary of state, homeland security and director of national intelligence. Antony Blinken, Biden's top foreign policy aide, has been picked to be secretary of state. Alejandro Mayorkas has been nominated to be Biden's secretary of the Department of Homeland Security, and would be the first Latino to head the agency. Avril Haines, a former top CIA official and deputy national security adviser, has been nominated for director of national intelligence. And Biden will tap former US Secretary of State John Kerry as a special presidential envoy on climate. Kerry is a champion of the Paris climate agreement, which Trump formally withdrew from.
