Dans un entretien à RFI, Grégoire Goodstein, le chef de mission de l'Organisation internationale pour les migrations (OIM) en Haïti, dresse un constat alarmant de la situation humanitaire en Haïti et revient sur l'arrêt de l'aide américaine décidée par l'administration Trump. RFI : Vous êtes de passage à Paris pour quelques jours, comment décririez-vous le quotidien des habitants de Port-au-Prince ?Grégoire Goodstein : L'insécurité s'accroît, de plus en plus d'habitants sont forcés de fuir leur maison, leur lieu de vie, leur travail. Et les attaques des gangs réduisent petit à petit le périmètre de sécurité qui permet de reloger les déplacés. On compte aujourd'hui 260 000 déplacés dans la région métropolitaine de Port-au-Prince, qui vivent pour l'essentiel dans des écoles, des églises ou sur des places publiques. Ces familles occupent ces espaces avec très peu de moyens et nous essayons aussi bien avec nos partenaires qu'avec le gouvernement haïtien, de subvenir à leurs besoins immédiats. Ces sites de fortune n'ont jamais été imaginés pour accueillir des déplacés, encore moins des familles avec enfants. Quelles sont leurs conditions de vie ? Elles sont terribles. Si les gens ont pu emmener quelque chose avec eux, un matelas ou des draps par exemple, ils les gardent avec eux. Sinon, ils dorment à même le sol, dans des gymnases, des salles de classe, où les bancs sont cassés et coupés pour fabriquer du bois de chauffage ou cuisiner. Ils utilisent tout ce qu'ils peuvent pour améliorer leur quotidien, mais il y a de gros problèmes d'approvisionnement en eau. Il faut parfois amener l'eau sur les sites, il faut construire des blocs sanitaires et les entretenir, ce qui pose d'autres problèmes. Nous avons aussi des difficultés pour mettre ces familles à l'abri, car les bâches que nous distribuons ont une durée de vie très limitée sous le soleil et il faut les remplacer pendant la saison des pluies.Les déplacés vivent les uns sur les autres, dans une promiscuité totale qui provoque des accès de violence et surtout des violences de genre. Les jeunes filles et les femmes sont violées, parfois exploitées. Et les gangs, même s'ils ne sont pas présents dans ces zones, y conservent une influence. Ce qui signifie que nous peinons à trouver des interlocuteurs à même d'agir, sans qu'ils soient à leur tour rançonnés ou exploités.Les gangs peuvent-ils percevoir une part de l'aide qui parvient jusqu'à ces sites ? Je n'en ai pas la preuve, mais ils sont sans doute au courant des lieux et des heures de distribution. Il y a certainement eu des cas où ils ont exigé leur quote-part, parce que c'est aussi leur méthode pour trouver des financements ou nourrir leurs troupes : le racket, les kidnappings, la drogue, les armes, ils emploient tous les moyens pour essayer de faire de l'argent.Au-delà de la capitale, la situation est alarmante dans le département de l'Artibonite. De quelles remontées de terrain disposez-vous ?Il y a de plus en plus d'attaques dans l'Artibonite, mais nous avons de profondes difficultés à y accéder, car Port-au-Prince est une ville assiégée. Pour en sortir, nous ne pouvons que négocier un accès ou nous reposer sur nos partenaires déjà présents dans le département, afin qu'ils essaient d'y déployer des mesures d'assistance. L'absence de procédures judiciaires reste un point noir, on ne peut pas appréhender les auteurs de ces massacres qui demeurent inaccessibles. La police fait ce qu'elle peut, avec le soutien de la Mission multinationale d'assistance à la sécurité (MMAS). Mais le rapport de force est complètement asymétrique au bénéfice des groupes armés.Quelles sont pour vous les conséquences des coupes budgétaires annoncées par Donald Trump, qui a suspendu l'aide étrangère aux pays en difficulté ?Il y a un impact que nous sommes toujours en train d'évaluer. Nous percevons encore certains fonds américains qui n'ont pas été gelés. Et heureusement, ce sont les fonds les plus importants qui forment l'aide humanitaire pure : assistance médicale et psychosociale, kits d'hygiène alimentaire, etc. Et nous pouvons toujours compter sur d'autres bailleurs comme la France, le Canada, les Nations unies ou la Corée, entre autres.L'administration américaine prévoit aussi d'écourter la durée du TPS, l'un de ses programmes d'immigration, qui risque de prendre fin dès le mois d'août. Ce statut concerne un nombre énorme d'Haïtiens installés aux États-Unis, plus de 500 000 personnes. Avez-vous une idée de la manière dont ils pourraient être pris en charge s'ils étaient expulsés vers Haïti ?On ignore comment ils vont être pris en charge, car ce sont justement ces fonds-là qui ont été gelés chez nous. Les expulsions, c'est quelque chose qu'un État souverain peut mettre en œuvre, mais il y a des principes. Et ce que nous aimerions, c'est que ces principes soient appliqués. Que ces expulsions soient réalisées dans la dignité, qu'elles soient humaines. Et si possible, il vaut toujours mieux privilégier les retours volontaires aux expulsions. Mais le chiffre que vous mentionnez, 500 000 personnes, est énorme lorsque l'on connaît l'état de l'économie haïtienne et la situation sécuritaire du pays, qui n'est absolument pas en situation d'absorber un tel nombre de gens.Mark Carney, futur Premier ministre du CanadaCet économiste réputé a pris hier (9 mars 2025) la tête du Parti libéral, désigné par 86% des militants pour succéder à Justin Trudeau. Les libéraux sont convaincus que son bagage professionnel peut redonner confiance aux Canadiens, puisque Mark Carney se positionne comme un pragmatique, avec un message clair : réduction des dépenses publiques, allégement des impôts pour les classes moyennes et stimulation des investissements. C'est avec cette approche plus centriste qu'il compte remettre l'économie canadienne sur les rails.« On sait que la valeur d'une économie forte commence par des travailleurs qui ont de bons emplois bien payés aujourd'hui et des avenirs plus brillants pour des jeunes de demain, affirme Mark Carney. Nous savons en tant que libéraux que nous ne pouvons redistribuer ce que nous n'avons pas. Les nouveaux chiffres de l'Organisation internationale (OIM) pour les migrations montrent que le nombre de familles délogées a triplé en l'espace d'un an, du fait des violences orchestrées par les groupes armés. Entretien avec Grégoire Goodstein, le représentant de l'OIM en Haïti. RFI : Quels sont les grands mouvements de population causés par les accès de violence qui secouent Haïti ? Les déplacés partent des quartiers situés dans la périphérie de la capitale. Soit en essayant de se recentrer dans les zones sécurisées qui ne représentent plus que 15% de la ville, soit vers les provinces. Et davantage vers le sud du pays, car le Nord est de plus en plus sujet aux attaques des gangs. Le problème des déplacements vers la province, c'est que les gangs encerclent la capitale et établissent des check-points. Ces traversées représentent une véritable prise de risque. RFI : Quelles sont les conditions de vie dans les camps de déplacés qui se multiplient aux abords de Port-au-Prince ? En l'espace d'un an, la situation s'est dégradée, d'autant qu'un certain nombre de ces camps sont situés hors des zones sécurisées et restent difficiles d'accès. La vie et l'approvisionnement y sont difficiles, qu'il s'agisse de nourriture, d'eau ou des conditions sanitaires, qui font partie du minimum vital. RFI : Qui accueille les familles qui prennent le risque de partir vers la province ?La majorité d'entre elles sont hébergées dans des familles d'accueil, chez des proches ou des connaissances qui partagent leur maison et qui sont déjà en difficulté. Lorsque l'on parle d'un million de déplacés du fait des violences, il faut ajouter à ce chiffre les communautés d'accueil qui ont aussi besoin d'assistance. L'ensemble des services publics a du mal à fonctionner, ce qui confère un rôle essentiel aux organisations internationales qui agissent en complément de l'État. Or, en 2024, faute de bailleurs, les Nations-unies n'ont pu financer leurs missions humanitaires en Haïti qu'à hauteur de 42 ou 43% des sommes demandées. C'est insuffisant et nous ne savons pas ce que 2025 nous réserve. Une nouvelle impulsion pour l'appareil sécuritaire haïtien ?Les autorités haïtiennes viennent d'installer un nouveau secrétaire d'État chargé de la sécurité publique : Mario Andrésol reprend du service et sa nomination semble faire l'unanimité. C'est un homme expérimenté, formé en Haïti, aux États-Unis et en France, qui a fait carrière dans l'armée avant d'entrer dans la police et de grimper tous les échelons de l'institution policière. Il a été directeur de la PNH, la police nationale, entre 2005 et 2012, et crédité à l'époque de résultats notables dans la lutte contre les groupes armés. D'après Le Floridien, l'un des journaux de la diaspora haïtienne, basé à Miami, c'est « l'un des rares hauts fonctionnaires doté d'une connaissance approfondie des mécanismes du banditisme et son passage à la PNH avait permis d'affaiblir un certain nombre de réseaux criminels ».Il est de retour, sa nomination est encourageante, mais il va falloir du concret, prévient Le Nouvelliste, qui liste tout ce qui lui manque : « Il faut d'urgence, écrit Frantz Duval, un budget, des moyens, du personnel qualifié pour revitaliser la secrétairerie d'État à la Sécurité publique alors qu'elle est coincée entre le ministère de la Justice, celui de l'Intérieur, la Primature, le Conseil Supérieur de la Police Nationale, le nouveau Conseil National de Sécurité et la présidence ». Goodstein led the expansion of the Center for Environmental Policy which now offers master's of science degrees in environmental policy and climate science and policy as well as an MEd in environmental education. This week we continue our "senior salutes" with the men's soccer team. We talk with the senior captains and head coach Tyler Sheikh gives his perspective on the men's soccer class of 2021! The Bates seniors did not have a losing season during their time as Bobcats. In fact, they made some history, matching the program record for NESCAC wins in one season in 2019. This group was led by a pair of senior captains, goalkeeper David Goodstein and defender Blaise Marceau. Goodstein and Marceau reflect on their careers while coach Sheikh honors all the graduating seniors, including team captain Peder Bakken, who missed most of 2019 due to injury and came back this fall for a fifth year with the team, only to see the season canceled due to the coronavirus.

On today’s episode, we get to listen in on a conversation between my business partner Brandon Averill and serial entrepreneur, Mark Goodstein. Mark has been starting companies and other ventures for 15 years and is the founder of intrantets.com, goto.com, X1 Technologies, and the progressive automotive XPrize. Mark also has long-standing ties to Caltech and Ideal Lab – the longest running technology incubator which has created over 150 companies with more than 45 IPO’s and acquisitions. Mark has been personally involved with launching 4 of those companies, most notably goto.com, which became Overture Services and is now Yahoo’s search-marketing company. He helped launch this disruptive search engine company in 1996, creating 250 billion dollars in market capitalization today. Mark has since moved on to X1 Technologies in 2002 to help spark the desktop search revolution. He also started the Progressive Automotive X Prize which was a set of competitions and events from the X Prize Foundation to inspire a new generation of super-efficient vehicles that help break America’s addiction to oil and curve the effects of climate change. ABOUT DEBBIE GOODSTEIN Debbie Goodstein was the writer and director of Voices from the Attic (1988), which was shortlisted for an Academy Award. Voices from the Attic had a limited theatrical release, was broadcast for three years on Israeli television on Yom Hashoah (Holocaust Remembrance Day) and in the U.S. on the Discovery network. It was widely distributed to schools and religious institutions and—and over 20 years later—it is still being sold at places like the United States Holocaust Memorial Museum and Yad Vashem in Jerusalem. Goodstein wrote and directed the semi-autobiographical narrative feature Mighty Fine, starring Andie MacDowell and Chazz Palminteri, which was released theatrically in May of 2012 by Lionsgate. In 2013, Mighty Fine had a special Academy screening and was invited to screen at Simon Wiesenthal Center at The Museum of Tolerance in LA, and, most recently, won “Best in Show” at the Female Eye Film Festival in Toronto (named one of the top 25 festivals in North America by Movieline Magazine). Goodstein has sold several screenplays to major studios and has numerous other credits in film and television, including: writer for “Saying Kaddish,” which was nominated for a Daytime Emmy; writer/producer for “Growing Up in America” (Fox TV Films); and writer/ producer/ director for “The Bubbies,” a reality show on NBC. She and her cousin Leslie Wolfowitz also wrote and produced the play "Kindergarten Confidential" which was showcased Off Broadway in 2006. ABOUT ECHOES FROM THE ATTIC “Echoes from the Attic” tells the small but epic story spanning 70 years of the shifting, sometimes tense, sometimes distant relationship between two families surviving the Nazi occupation, one Jewish and the other, their Polish rescuers. It is the story of the triumph of an enduring bond forged in war, tempered by compassion and made resilient by love. “Echoes from the Attic" will premiere in Berlin at the end of the month, screening in tandem with its prequel, the academy award shortlisted "Voices from the Attic", in the Asynchronous program dedicated to the remembrance of the victims of the Holocaust. Invited by Arsenal Cinema, the organizers of the Berlinale Forum of the Berlin Film Festival, “Voices” and “Echoes” are two of eleven films invited to be screened in a three-city tour beginning in Berlin and going on to Leipzig and Frankfurt. Our Echoes team has been hard at work all summer getting the film ready for its Berlin debut. Post-production costs along with a final shoot in Poland organized in an effort to dig deeper into guarded family histories, have brought us here to Kickstarter in hopes of covering these costs. After our German tour, we hope to rerelease “Voices” along with “Echoes” theatrically, here at home. “Echoes” will also be distributed as a stand alone at festivals, museums, schools, and eventually to global accessibility online. THE STORY “Echoes from the Attic” is Debbie Goodstein’s follow up to her 1989 documentary “Voices From the Attic” which charted her journey to Poland and the attic where her mother and 15 family members were hidden for two years during the Holocaust. “Voices” features Debbie’s Aunt Sally as she deals head on with the scars she’s carried and the long shadows cast by those harrowing attic years. “Echoes” picks up 23 years later when Aunt Sally announces that, after years of lobbying Israel’s Holocaust Center, Yad Vashem, the late Stanislaw Grocholski, the Polish farmer who gave them shelter, will be awarded the “Righteous Among the Nations” honor. Thrilled with this victory, attic survivors and descendants, 27 in all, travel back to Poland to attend the ceremony honoring their hero. But something goes terribly wrong during the ceremony, opening a painful rift between them and the Grocholski family that they are determined to mend. A private meeting with Stanislaw’s eldest daughter, Zosia, reveals the unknown and life-shattering risks her parents took to do the right thing. With Zosia’s revelations, “Echoes” becomes the natural companion piece to “Voices,” shining a bright light on often-overlooked sacrifices, pain and strength of ordinary people of extraordinary heart.

Process choice can be tricky. Most of us would like to avoid the courtroom if at all possible, but how do mediation and collaboration work? How do you determine which divorce model is right for your circumstances? And when is it appropriate to choose litigation? Melissa Goodstein has extensive experience in both mediation and the collaborative divorce process. She has been practicing mediation since 1993, and she received her training in the collaborative model in 2003. Her practice is located in Katonah, New York. Melissa serves on the New York State Council of Divorce Mediation, the Greater New York Council of Family and Divorce, the New York Association of Collaborative Professionals as well as the International Association of Collaborative Professionals.
