Good morning, RVA! It's 71 °F, and today looks like another hot and humid scorcher. You can expect temperatures in the 90s and Feels Likes closer to 100 °F today, tomorrow, and, honestly, straight on through until Friday. As always: Stay hydrated.Water coolerAs of this morning, the Virginia Department of Health reports the seven-day average of new COVID-19 cases, hospitalizations, and deaths as: 169, 7, and 6.6, respectively. VDH reports a seven-day average of 16.1 new cases in and around Richmond (Richmond: 1.7; Henrico: 10.3, and Chesterfield: 4.1). Since this pandemic began, 1,356 people have died in the Richmond region. 46.5%, 58.1%, and 54.7% of the population in Richmond, Henrico, and Chesterfield have received at least one dose of a COVID-19 vaccine.We reached some big vaccination milestones over the weekend: Over five million Virginians have received at least one dose of a COVID-19 vaccine, 50.4% of the entire commonwealth is now fully vaccinated, and more than nine million total doses have been administered since late last December. Those are big numbers! Great work, everyone. The daily rate of new folks getting vaccinated looks like it has started to level out, which you can see in this graph. Leveling out is better than continual decrease, but, at this rate, it'd take more than a year to vaccinate the entire population of Virginia. That's not a reasonable goal, though, as some folks will never choose to get vaccinated.Thursday is the big marijuana legalization day, and the Richmond Times-Dispatch's Mel Leonor had a good piece over the week working through how the new law is still just one step towards equity. There's lots of work left for the General Assembly to do on clarifying legal gray areas that will, undoubtedly, lead to inequitable enforcement—open container definitions, application of the laws to renters, and, of course, undoing previous marijuana convictions. I imagine the newly created state agency will start working on some recommendations in the coming months and that, fingers crossed, the GA will take up a few clarifying weed bills this winter.City Council meets tonight, and you can flip through the agenda—as it stands—here. Of note, the agenda includes a handful of small rezonings, but both the rezonings of Greater Scott's Addition and of Broad Street between the Science Museum and the VCU & VUU Pulse stations have been continued until July 26th. Also a dozen or so honorary block dedications in Jackson Ward have ended up on the Regular Agenda. These dedications are part of the JXN Project and would honor residents of Jackson Ward like Lucy Goode Brooks, Neverett Eggleston, Lillie Ann Estes, and Charles Sidney Gilpin. The ordinances are definitely worth tapping into to get a brief biography of each person and their contribution to the neighborhood and beyond. I'm not sure why they're all on Regular Agenda instead of the Consent Agenda. Maybe to give folks a chance to speak in support of each ordinance? Chris Suarez at the RTD has some more details on the project.John Reid Blackwell, also at the RTD, has an extensive look at the future of whatever we're calling the area around Hardywood—which developers want to call “Brewer's Row.” I'm stoked to see a mostly industrial wasteland turn into a place for people, and I'd love to see more trees, more shade, and more pedestrian and bike infrastructure as the area grows!Speaking of places for people, Mark Robinson at the RTD has an article focusing mostly on the cost of the market-rate homes that are part of the larger Armstrong Renaissance development, a development which I love and find beautiful from both an urbanism and aesthetic standpoint. Just 28 single-family homes in the 256-unit neighborhood are market-rate, which makes them way unaffordable to, well, most folks. But this is what you get when you build mixed-income communities, and I'm not surprised when the (limited) market-rate components reflect the current market rate. As Robinson reports, the Armstrong Renaissance is a, “mixed-income community, which also features deeply affordable and workforce rentals,” and we should build more of this sort of thing throughout the region.I loved reading these RPS graduates' strong and determined reflections on this past school year via Alan Rodriguez on VPM. Good morning, RVA! It's 35 °F, and today you can expect a brisk day with highs in the low 50s. Yesterday evening, I rode my bike around wearing an actual winter coat!## Water coolerAs of this morning, [the Virginia Department of Health reports 2,228↘️ new positive cases of the coronavirus in the Commonwealth](http://www.vdh.virginia.gov/coronavirus/) and 31↘️ new deaths as a result of the virus. VDH reports 220↘️ new cases in and around Richmond (Chesterfield: 120, Henrico: 58, and Richmond: 42). Since this pandemic began, 464 people have died in the Richmond region. Check out this new (to me?) section of VDH's data dashboard called [Weekly Health District Case Data](https://www.vdh.virginia.gov/coronavirus/covid-19-data-insights/weekly-health-district-case-data/). At first glance, a table of weekly new reported cases by health districts seems pretty standard, boring stuff right? This is why we've all made our own spreadsheets! But, the cool part of this page, I think, is that you can disaggregate those weekly case counts by age or race/ethnicity, _and_ you can choose to graph them as an area chart. So, for example, see how in Richmond [Latino folks made up a much large chunk of reported cases earlier in the pandemic](https://rosscatrow.s3.amazonaws.com/CA576C4D-9353-451B-973F-A6D92E15FAE4.jpeg) than they do now. As always, remember that these are reported cases, and VDH just can't magically know about folks who catch the coronavirus but don't get tested (which folks may not do for employment, cultural, or other complicated reasons). I imagine there is at least some overlap between those unreported cases and some of our region's Black and Brown populations. Anyway, that's your regularish reminder that none of these chartsandgraphs paint an exactly perfect picture of what's happening on the ground.Remember Navy Hill? Remember how we spent months and months talking about building a place where thousands of people would (intentionally!) gather in person? Seems wild! After failing to convince much of the public and, more importantly, five members of City Council, the development team behind Navy Hill has now turned and pitched their arena-anchored development idea to Henrico County. Tom Lappas at the Henrico Citizen has [all the details on the proposed GreenCity project](https://www.henricocitizen.com/articles/greencity/), which sounds a lot like Navy Hill: arena, hotels, retail, residential. It's just located in the 'burbs out by Parham Road and I-95. I haven't learned more about municipal financing during the course of the pandemic, so I can't speak super intelligently to all the details of how the County will pay for this project, but Lappas says, "Though Henrico would not directly contribute any money to the project, the [community development authority] it creates likely would sell bonds to pay for infrastructure improvements to the site, then recoup that money during a period of no more than 30 years through certain taxes on the property." Honestly, this sounds a lot like a TIF (the mechanism the Mayor proposed using to paying for Navy Hill) and was how Short Pump Town Center got funded (which was held up as a regional example of TIF-like funding during the whole Navy Hill process). The key difference between then and now to me, is that the Navy Hill TIF would have encompassed almost the entirety of downtown and included areas that have and will continue to thrive regardless of what happens around the site of the current Coliseum. According to Lappas, "Henrico officials intend to restrict the assessment or tax to the GreenCity project itself." The aforelinked article frames this development as "a major coup for Henrico," but I dunno. A bigger coup—and a coup I could get behind—would be for the City to raze the Coliseum and build a dense, urban, wonderful neighborhood on its most valuable land instead of an enormous room that sits empty most of the time. We can do both: a suburban arena and a downtown neighborhood! As every single pro-arena person said during the Navy Hill Saga, an arena is a regional amenity. It'd be great to stop thinking about our region in zero-sum terms. Moving on from one major economic development project to another, the City has set up [this page with information about bringing a potential resort casino to Richmond](https://www.rva.gov/economic-development/resort-casino). During this past spring's session, the General Assembly passed legislation that allows casinos in Richmond pending a ballot referendum. The City anticipates that referendum hitting ballots next November, and, "prior to requesting the court to order a casino referendum, the city [needs to] select a preferred resort casino operator and location." My personal preference is to just not select an operator and location and avoid bringing a resort casino to Richmond entirely. However, I don't think that my opinion is reflected widely or generally, but we'll see. In the meantime, the City has [a survey for folks to fill out](https://www.surveymonkey.com/r/ZT297J6) to "make sure the Request for Qualifications/Proposals reflects your goals for a new economic development initiative." Casino haters like myself will be annoyed that the survey assumes you definitely want a resort casino in the city limits and doesn't really give you a way to say otherwise. Remember how one of my continual issues with Navy Hill was the City charging forward on the project—a project with a lot of benefits!—without bringing folks in and asking if they even wanted the project in the first place? Yeah, that. While this is a bit different since the casino must ultimately be approved by voters, it still feels like yet another economic development project presented as a done deal with the community brought in at the tail end. Here's [Sheri Shannon saying it better than me on Twitter](https://twitter.com/SheriShannon27/status/1333776661381341186?s=20): "A suggestion: Educate the public on this process and the referendum vote for 2021. There’s a lot of info on the survey landing page that folks will gloss over. The first step cannot just be a survey, but helping folks understand everything that’s on the table."A lot was riding on this past November's election, so I totally understand if you haven't once thought about the redistricting amendment that passed. For many in the food and hospitality industry, that change has been drastic.  Hardywood Craft Brewery co-founder and brew-master Patrick Murtaugh and vice president of operations and quality Kate Lee joined Scott and Robey for a special, socially-distant, live podcast event at Hardywood West Creek where they discussed their personal journeys that led them to Richmond and how COVID prompted Hardywood to get creative.  "Of course, people love Richmond Lager over and over again, and Singel, and Pils. Bethlehem Road is one of the few ways to connect to Libbie Mill while avoiding both Broad Street and Staples Mill, but, unfortunately, the street lacks side walks and the intersection is massive, unsafe, and designed to maximize vehicle speeds. It’s unsurprising that “the preliminary investigation indicates that [neither] speed nor alcohol were factors in this crash” because the area is not designed as a place for people to safely exist. What will Henrico do to make this part of the County—where they plan on adding thousands of people and jobs—safer for folks moving around? Will they respond to Johnson’s death and change how this intersection works?You should read this column in the Richmond Times-Dispatch by Ebony Walden, about building a more equitable Richmond. She doesn’t explicitly state it, but this column asks the question that sits on all of our plates after Council rejected the mayor’s proposal to redevelop downtown: How will we move forward and implement—citywide—the community benefits that the mayor’s proposal sought to address? Things like affordable housing, public transit, safe pedestrian and bike infrastructure, jobs, disinvestment in Black communities, school funding, and environmental sustainability. In her words: “We did not get here overnight. Federal, state and local policies and private industry practices like urban renewal, redlining, deed restrictions, exclusionary zoning, highway construction and subprime lending have created a segregated city. In the face of these trends, urgent action is needed to develop a racial equity strategy rooted in equitable development, ensuring that all can thrive.” Remember, City Council could begin passing legislation to address some of these issues immediately, while the Mayor’s upcoming budget could bring much needed funded to equitable solutions. Keep an eye on our elected leaders over the next couple of months to see if they move to, as Walden says, make “a solid and actionable commitment to racial equity rooted in equitable development in 2020.”Related, you should also read this column in the RTD by Corey D.B Walker and Thad Williamson about how Richmond—its citizens and its leaders—should build a new, better, and more democratic economic development process. This is important stuff to think through as a community! Those empty blocks of downtown will not (and should not!) stay empty forever, and as VCU moves forward with building a ballpark the City will suddenly find itself with lots and lots of prime real estate along Arthur Ashe Boulevard. Before we kick off either of those projects, it makes sense to do some introspection, learn from these past two years, and deploy a much-improved economic development process. Right?Kate Masters at the Virginia Mercury has a really great explainer on the General Assembly’s plan for the Commonwealth to create its own health insurance marketplace. Is this a good idea? I would love to know! Health insurance is totally not my jam, but it kinda seems like this would creat a lot of new overhead for not that much benefit—now folks looking for insurance would need to check both the federal and state marketplaces while doing some compare/contrast work. Hardywood Park is determined to 'Brew With Purpose' Hardywood Park Craft Brewery's founders Eric McKay and Patrick Murtaugh have known each other most of their lives.  After sampling some homebrew on a farm in Australia the stage was set.  After many years working in the craft beer industry, they were destined to open their own brewery.  McKay became Richmond, Virginia's first Certified Cicerone and while attending brewing school Murtaugh found out his family's brewing history goes back several generations. From the time they opened in 2011, Hardywood Park has strived to 'Brew With Purpose.'  They implement that mantra in their recipes, employee and customer relations, brewing with local ingredients, and minimizing their impact on the environment.  The brewery has grown to include three locations and expanded distribution offering a huge variety of styles and variants.  Their sought-after Gingerbread Stout taught them about dealing with hordes of consumers and is still anticipated each year. Chocolate Work. With Peanut Butter and Community. Meet Tim Gearhart of Gearhart's Fine Chocolates, otherwise known as the Willie Wonka of Charlottesville! The theme of this episode is Ahead of the Curve and how that can help your business tremendously. In Tim's case, his Nostradamus ability to foresee trends paired with his passion have helped Gearhart's to not only become a beloved Charlottesville institution but has expanded his reach to the national level. You can now find Gearhart's on Amazon! I first met Tim during the 2016 Tom Tom Festival where he was part of a local panel discussing the triumphs and challenges of running a food business. I was completely captivated by his story as well as his advice and knew I had to have him on the podcast. Tim was born in Detroit and landed in Virginia as a teenager. The 1980's was a volatile time, perfect for an oddball kid like Tim who was way into food before it was a trend, and who spent his spare time eating at the C&O and trying new foods whenever he could. His first job was as a dishwasher at Duner's where he eventually worked his way up to busboy. After some time in the Marines, he attended the Culinary Institute of America and traveled, creating pastries in various kitchens around the world, including one in a 1,000-year old castle as well as right here at Keswick. "Another cool thing about the Charlottesville food scene is that a lot of these folks are still here...They're doing what they love...that's what it's about...finding that passion...whether you're a super-creative architect or a chef at a famous restaurant, that's what it's about." The passion for pastry switched over to chocolate because of a "perfect storm" as he describes it, one that affected him nationally, professionally, and personally. At the time he'd just opened Hamilton's with Bill Hamilton. When he mused one afternoon about how fun it would be to open a chocolate shop, Bill replied, "I'm in!" The rest is history. Gearhart's Fine Chocolates just celebrated 16 years in business and their new, expanded location with coffee and PASTRY opened last year. There's even a window where you can watch Charlottesville's own Oompa Loompa's hard at work creating culinary confections. "Chocolate was the next thing up after wine in the 80's and beer in the 90's...coffee in the 90's...kind of this time of people saying wow, there might be a local option...this doesn't have to have wax in it...it can made to be eaten right now...it can have fresh herbs...it was the right place, right time...timing in the world of business is a huge thing." Gearhart's uses eight different varieties of chocolate, never purchasing a disc from a company he doesn't know or trust. The Fair Trade designation? A little foggy, similar to the organic label. Often questionable, not always reliable. A better way is to look locally for items like peaches or honey. Do a lot of homework. Ask a lot of questions. Tim's palate and eye for creation is extraordinary. He's got an uncanny skill of figuring out what flavors go with what. If you've had his Malted Caramels, meant to be eaten with beer, or his Earl Grey Tea chocolates, or his Miso Caramels, you know exactly what I mean. And it's not just about chocolate! Tim is a strong advocate for community initiatives and fundraising for folks who need it. When I announced The Big Love Bakesale fundraising initiative, Tim was one of the first ones to step forward and donate an 8-person chocolate tour. His Peanut Butter Pups raise money for veterans with PTSD. The story behind how these whimsical chocolates were created is so heartwarming and another great example of how local businesses in Charlottesville include social entrepreneurship as part of their mission. Tim is a Gulf War veteran himself. How does his military background as a Marine benefit and inform his chosen career? Attention to detail, consistency. You have to be a little OCD to be a chocolatier and being a Marine helped with that aspect of it. "It absolutely set the foundation and was a humongous part of the puzzle for me...I was the only one in my group who signed up to be a cook...30 years ago it was making soups from scratch, gravies from scratch, it was real cooking." Why is brainstorming one of the most fun things you can do as an entrepreneur? Especially in the world of chocolate, where you have to perform within extremely strict parameters? We talk about how Tim does this. You have to be agile in business, examining every angle in order to stay in business and be successful. Maybe doing things you never thought you would like corporate work, wholesale and online selling, weddings. Another good example? Birthday parties! Gearhart's has become a go-to space for these events, even though the decibel level goes through the roof when a group of 8-year-old girls comes in to celebrate. But it's fun and Gearhart's has wholeheartedly embraced this new role of community celebration space. "I think we are absolutely making the best product we have ever made. Right now. It's the most consistent, and that's so much about the people." Gearhart's employees 20 people, many of whom have been with him for years. A real testament to his abilities as a both a business owner and a teacher. As he says there are many different paths to success, and spending $60K on culinary school is just one of them. Sometimes just taking a job and working your way from the ground up can be a better, more meaningful method. "I never ever would have imagined that I would be even where I'm at today...now I'm just like this is great but where's the next level for myself and for my shop and for my employees?" One thing? Honeycomb chocolates for every single pillow in the Jefferson Hotel. A project that takes creativity and focus to make sure each chocolate stays fresh and tastes great. Plus, launching this week just in time for Father's Day - Virginia Craft Beer Chocolate! Tim partnered with Champion, Hardywood, Devil's Backbone, and Port City breweries to create artisanal chocolate treats that include your favorite brews. If it's anything like his wine chocolates these will sell out fast. What chocolatiers does he admire? What others do are just poseurs?
