Après sa démission le président de la République a nommé Premier ministre Sébastien Lecornu. Depuis sa réélection en 2022, Emmanuel Macron a désigné cinq Premier ministres. Elisabeth Borne, Gabriel Attal,puis Michel Barnier, dont le gouvernement n'a duré que trois mois, le plus court jamais enregistré sous ce régime et le premier de la Vème République à être censuré par l'Assemblée nationale. François Bayrou, censuré à son tour par l'Assemblée, n'aura duré que neuf mois.Cette crise politique s'accompagne d'une crise économique et budgétaire profonde à laquelle s'ajoute une crise sociale, avec des appels au blocage du pays le 10 septembre et à la grève le 18. Jérôme Fourquet, directeur du département opinion de l'Ifop, observe que « la division des forces politiques au point qu'une majorité semble introuvable est le reflet de l'archipellisation de la France ». Des divisions sociologiques, politiques et idéologiques qui fracturent le pays bien au-delà de l'ancien clivage droite-gauche.Dans la rue, si la France ne s'est retrouvée ni bloquée ni à l'arrêt mercredi, de nombreuses actions ont eu lieu toute la journée partout dans le pays, avec des rassemblements d'ampleur dans certaines villes – entre 197.000 et 250.000 - personnes recensées – et une très forte présence des forces de l'ordre. Né en mai à l'initiative d'un site souverainiste, proche de la droite et de l'extrême droite, "Bloquons tout" a été repris et développé par des sympathisants de la gauche radicale. Le conflit des « Gilets jaunes » comme le rendez-vous de mercredi s'inscrivent dans la continuité d'une série de mobilisations citoyennes 2.0, qui se sont succédées depuis le référendum sur le traité constitutionnel européen de 2005. Les deux mouvements partagent la même forme d'auto-organisation horizontale en réseaux que celle des Gilets jaunes et une absence de leader. Toutefois, une récente enquête menée sous l'égide de la Fondation Jean Jaurès, souligne que le profil des animateurs de Bloquons tout est assez différent de celui des Gilets jaunes. Il s'agirait de citoyens plus jeunes, plus actifs, plus politisés et plus proches de la gauche radicale. Appartenant aux classes moyennes, ils sont souvent diplômés du supérieur. Seulement 27% d'entre eux prirent d'ailleurs part à la révolte des ronds-points de 2018. La plupart des organisations de salariés se sont placés à distance de l'initiative. Seuls, Solidaires et la CGT ont soutenu la démarche du 10 septembre. Za svobodnou a nezávislou Evropu, za naše hodnoty a naši demokracii, za naši svobodu a schopnost si sami určovat své osudy.“ Takto dramaticky zahájila předsedkyně Evropské komise Ursula von der Leyenová svou výroční zprávu o stavu Unie. Před plénem Evropského parlamentu upozornila, že „právě teď se staví bitevní linie pro nový světový řád“.

De top in Alaska en de tarievenoorlog van Donald Trump hebben hem meer dan ooit overtuigd dat Europa op niets of niemand meer kan rekenen. "Europa is teruggeworpen op zichzelf. We staan alleen.” Trump gebruikt de militaire en geopolitieke zwakte van de EU en haar lidstaten om hen economisch te onderwerpen en achter hun rug met Vladimir Poetin te dealen ten koste van Oekraïne. Daarbij acht hij de belangen van zijn 'tech bros' van grotere betekenis dan die van de NAVO- en EU-lidstaten die al decennia trouwe bondgenoten zijn. Weber zegt het ronduit: "Wij zijn te lang zwak geweest en hadden onze veiligheid uitbesteed aan de Amerikanen. Daar betalen we nu een hoge prijs voor." Hij wijst erop dat JD Vance en Elon Musk openlijk koketteren met anti-Europese partijen als de AfD. "Die juichen 'America First!'. Ze heulen met Poetin. Marine le Pen is door hem gefinancierd!" Tegenover deze krachten staat de EVP pal, benadrukt hij. Niet alleen het CDA tegenover de PVV en CDU-CSU tegenover de AfD, maar ook Peter Magyars Tisza versus Viktor Orbán, Donald Tusk tegenover PiS en de Tsjechische partij tegen Poetin-populist Andrej Babiš. Ursula von der Leyen moet daarom ‘Europa, ontwaak!’ roepen in de Staat van de Europese Unie, haar grote toespraak vandaag in Straatsburg. De lidstaten moeten veel nauwer samenwerken. Het Rapport-Draghi? "Honderd procent! Een Interne markt voor energie, voor digitale industrie, voor diensten, kapitaalmarkten. Mario Draghi voltooit wat Jacques Delors begon." Ook een wereld-vrijhandelsorganisatie van de EU met gelijkgezinde landen en regio's tegenover Amerika en China zet hij op de agenda. Dertien van de 27 EU-premiers zijn van de EVP en de meerderheid van de Commissie. Dit machtige blok wil hij nog verder versterken door radicaalrechts te versplinteren. In de conservatieve ECR-fractie wil hij Giorgia Meloni's Fratelli en de Vlaamse N-VA van Bart de Wever laten breken met hun extreme partners zoals die uit Spanje en Polen. Verdeel en heers. Europa moet zijn eigen boontjes doppen, meent Weber. De Frans-Duitse as functioneert weer dankzij Emmanuel Macron en Friedrich Merz. De Britten komen weer langszij. En Nederland kan, ja móet volop mee doen. De marginalisatie in de Schoof-fase vond Weber ergerlijk, want "Nederland is een middelgrote lidstaat met krachtige hightech, logistiek, de haven in Rotterdam, een sterke landbouw. Zo'n land moet mee doen en voorop lopen." Vincent van Peteghem (vanaf minuut 28) De Belgische vicepremier Vincent van Peteghem is de minister die over de begroting gaat en een van de toonaangevende gezichten van de Europese christendemocratie. Keken we in ons land vaak meewarig naar de langdurige crises en formaties bij de Zuiderburen, intussen vragen we ons af hoe zij naar onze perikelen kijken. Met een grijnslach ontkent Van Peteghem enig leedvermaak over Den Haag te hebben gehad. Veeleer vond hij de politieke absentie van Nederland in Europa verontrustend. "Je merkte toch dat deze ministers daar met een andere agenda zaten." De weigering met het Vlaams Belang in zee te gaan is voor zijn CD&V - zusterpartij van het CDA - principieel. De nieuwe, brede midden coalitie in Brussel is instructief voor de Haagse politiek. Men slaagde er bijvoorbeeld in rond 'Gaza' een breed gedragen lijn te vinden. "Wij verkeren in de mentale luxe dat wij ons niets hoeven aan te trekken van de agenda van het Vlaams Belang. Dat maakt hen meteen irrelevant." Van Peteghem is in deze regering een van de meest ambitieuze beleidshervormers. Vol vuur zet hij uiteen hoe een hervorming van arbeidsmarkt en sociale zekerheid ineengrijpt met een vergaand pensioenakkoord en fiscale hervorming. Lasten weg van arbeid naar consumptie en vervuiling. Met zijn 'staatsbons' onthutste hij de banken en de financiële markten. Met het enorme succes ervan bij miljoenen spaarders heeft hij naam gemaakt. Bijna achteloos vertelt hij hoe de Belgen het stikstofprobleem hebben. Ook hier kan Nederland van leren. Van Peteghems advies aan zijn Europese partijgenoot Henri Bontenbal is scherp: 'Hou vast aan je koers die vóór alles de lange termijn voorop zet.' En Manfred Webers strategie om radicaalrechts te splijten en conservatieven naar de EVP te lokken? Dat lijkt hem prima. Maar de N-VA hoort niet in de EVP, waarschuwt hij toch even. Comisia Electorală Centrală l-a sancționat pe primarul de Chișinău, Ion Ceban, care este și concurent electoral, după ce acesta a mers în Italia în calitate de primar în momentul în care campania electorală începuse deja oficial.   Alexandru Bălan, fost adjunct al serviciilor secrete de la Chișinău, a fost reținut pe aeroportul din Timișoara. În dimineața zilei acesta a fost adus cu mascați pentru audieri la sediul central al DIICOT. Bălan este cercetat pentru trădare și acuzat că ar fi transmis informații secrete ale României către KGB-ul din Belarus.   Invitatul Moldova Zoom de astăzi este Victor Ciobanu, analist politic de la Chișinău, cu care discutăm cum poate fi combătută dezinformarea rusească și care sunt șansele Republicii Moldova de a continua parcursul european după alegerile parlamentare de la sfârșitul acestei luni.   Despre luxul cărții în limba română peste Prut ne povestește jurnalistul Euronews România, Vitalie Cojocari. Știrile zilei: ­Parlamentul European începe sesiunea de toamnă cu momente politice majore, începând cu discursul președintei Comisiei Europene, Ursula von der Leyen, despre starea Uniunii, și continuând cu dezbateri privind sprijinul pentru Ucraina, situația din Gaza și viitorul european al Republicii Moldova și un discurs ținut de președinta Maia Sandu, relatează Calea Europeană. Agenda de marți aduce în prim-plan războiul din Ucraina și relațiile cu Rusia. Dimineața, eurodeputații, împreună cu șefa politicii externe a Uniunii, Kaja Kallas, dezbat garanțiile de securitate și o pace justă pentru Ucraina, precum și calea țării către aderarea la UE. Un alt moment important al zilei va fi la prânz, când președinta Republicii Moldova, Maia Sandu, se va adresa Parlamentului European. Discursul are loc înaintea alegerilor parlamentare cruciale din R. Moldova din 28 septembrie, pe fondul avertismentelor potrivit cărora Kremlinul continuă să utilizeze o serie de tactici online și offline, inclusiv dezinformarea și schemele de cumpărare a voturilor, în încercarea de a deraia traiectoria proeuropeană actuală a țării. Europarlamentarii vor participa și la o dezbatere cu Consiliul și Comisia Europeană privind sprijinul pentru integrarea europeană a Republicii Moldova. Votul asupra rezoluției este prevăzut pentru miercuri.   Un fost ofițer de rang înalt din cadrul Serviciului de Informații și Securitate al Republicii Moldova (SIS), Alexandru Bălan, a fost reținut pe aeroportul din Timișoara. În dimineața zilei acesta a fost adus la audieri la sediul central al DIICOT, Direcția de Investigare a Infracțiunilor de Criminalitate Organizată și Terorism din România. Bălan este cercetat pentru trădare și acuzat că ar fi transmis informații secrete ale României către KGB-ul din Belarus. Acesta venea la Timișoara la o conferință organizată de Universitate, urmând să vorbească despre provocările pe calea integrării europene a Republicii Moldova. „Nu e nimic nou în faptul că Rusia „se joacă” în zona noastră geografică”, așa a comentat cazul ministrul Apărării de la București, Ionuț Moșteanu.   Misiunea de observare a alegerilor a asociației Promolex de la Chișinău a semnalat ceea ce a numit „piața neagră a sondajelor” în Republica Moldova înainte de alegerile parlamentare din 28 septembrie. Chiar dacă legislația reglementează clar condițiile în care pot fi realizate și publicate sondajele, una fiind înregistrarea acestora la Comisia Electorală Centrală, observatorii Promo-LEX au semnalat cel puțin 10 cazuri de realizare a unor așa-zise „sondaje” neautorizate. Printre acestea se numără și unele care vin din surse complet neidentificate și nu au date în ceea ce privește cheltuielile suportate. Până în acest moment Comisia Electorală a autorizat 13 sondaje, realizate de 8 entități. Promolex explică de ce sunt periculoase sondajele obscure care circulă pe internet: „Acestea nu doar măsoară opinia publică, ci și formează percepția cetățenilor, inclusiv prin promovarea unor narative și influențarea comportamentului alegătorilor”.   Serviciul Vamal a finalizat migrarea integrală a sistemului său informațional la cea mai recentă platformă europeană pentru gestionarea regimului de tranzit. Instituția precizează că Republica Moldova se numără printre primele țări care implementează această versiune și este prima din regiune care finalizează o astfel de modernizare tehnică. „Noul sistem este nu doar un progres tehnologic, ci și un pas decisiv către integrarea Republicii Moldova în spațiul vamal european”, a declarat directorul Serviciului Vamal, Alexandru Iacub, citat într-un comunicat de presă al instituției.   La Chișinău, se desfășoară, în perioada 10–21 septembrie, cea de-a X-a ediție a Reuniunii Teatrelor Naționale Românești, cel mai amplu festival al artelor scenice din Republica Moldova. Ediția din acest an va reuni opt teatre din România, dar și mai multe teatre din Republica Moldova. Pentru al patrulea an consecutiv participă și Teatrul Național „Ivan Franko” din Kyiv. În program sunt incluse spectacole radiofonice, surpriza festivalului fiind două spectacole realizate la Teatrul Național Radiofonic Radio București în parteneriat cu Teatrul Național „Mihai Eminescu” din Chișinău, cu participarea actorilor de pe ambele maluri ale Prutului.

”Ar trebui să fie clar că Donald Trump nu este și nu va fi niciodată un aliat”. Este mesajul tranșant pe care îl transmit trei nume grele ale politicii europene. Într-un articol comun de opinie din Politico, ei propun câteva măsuri pentru ca Europa să evite situația de a deveni un protectorat al Americii lui Trump. Cei trei sunt: Josep Borrell Fontelles, fostul Înalt Reprezentant al UE pentru afaceri externe și politica de securitate, Guy Verhofstadt, fost prim-ministru al Belgiei și președinte al Mișcării Europene Internaționale și Domènec Ruiz Devesa, fost europarlamentar și președinte al Uniunii Federaliștilor Europeni. Din primele rânduri ale articolului, autorii deplâng faptul că Uniunea Europeană apare ca periculos de fragmentată și slabă, într-o lume a imperiilor continentale, fiind expusă unui risc real de a deveni vasalul Americii. Acest lucru a devenit evident după concesiile nereciproce făcute președintelui american Donald Trump privind cheltuielile pentru apărare și comerț, precum și după acceptarea de către Europa a unui rol minor în gestionarea războiului din Ucraina. Mai mult, de la Gaza la Nagorno-Karabah, implicarea UE în conflictele externe a devenit în mare parte irelevantă, fie din cauza lipsei sale de credibilitate internațională, fie din cauza lipsei unității. Pe plan intern, autorii critică abandonarea pactului verde, proiectul far al precedentului mandat al președintei ursula von der Leyen, ca și abandonarea politicii de coeziune în favoarea unor noi priorități. Între timp, extrema dreaptă populistă eurosceptică și eurofobă nu a fost niciodată mai puternică în țările membre sau în instituțiile UE. ”Actualii lideri ai UE suferă de o lipsă de viziune politică pe termen lung, de leadership și de unitate”, scriu autorii. Ei consideră că acum, instituțiile europene sunt dominate de o ”alianță improbabilă” formată din simpatizanți ai lui Trump și atlantiști nostalgici. Astfel, linia predominantă a fost de a-l flata și a-l îmbuna pe președintele SUA în speranța de a limita pagubele - și acest lucru nu funcționează deloc. Pentru Trump, contractele obligă doar cealaltă parte - nu și pe el. Concluzia autorilor?  Trump nu este și nu va fi niciodată un aliat. America sa constituie un șoc geopolitic, economic și cultural uriaș pentru Europa. Cei trei propun o revigorare a unei majorități pro-europene  - în special Parlamentul European. Pentru început, legislativul ar putea bloca reducerea tarifelor la produsele americane - o mișcare care ar fi cu siguranță populară în rândul alegătorilor și ar semnala disponibilitatea Europei de a se opune șantajului. În plus, trebuie să ne consolidăm uniunea politică, să depășim veto-crația care îi permite prim-ministrului maghiar Viktor Orbàn să blocheze asistența militară a UE către Ucraina și să ne construim propriul sistem de apărare. Sau, ”Coaliția celor care vor” ar trebui să lanseze o nouă „Comunitate Europeană de Apărare” cu o dimensiune parlamentară și fiscală, deschisă tuturor țărilor membre interesate să adere.
