It requires banks to hold only a fraction of the money their customers deposit. That amount is the reserve requirement, and in most countries, it is set by the central bank. Banks can loan the rest of their deposits to other customers, which serves to expand the economy. It works like this. Banks accept deposits from individuals and businesses providing them with savings and checking accounts in return. Banks can loan out the bulk of those deposits to other customers to buy homes or cars, start businesses, or to fund other projects. If a customer deposits $100,000 into a bank and the reserve requirement is 5%, the bank can loan $95,000 out to other customers. Once the bank has loaned out $95,000, it in essence has created $195,000. Customers borrow that $95,000 and deposit some or all of it into other banks. If the reserve requirement is still 5%, then the other banks can loan $90,250 to new customers. And the process keeps repeating itself. Financial crisis occurs when the fractional banking system breaks down and the money supply does not expand. Many US banks had to shut down during the Great Depression, because so many people attempted to withdraw their money at the same time. Today, safeguards exist to prevent such an occurrence. 1. The designs and labors of a certain society, to introduce the former of them into America, have been well exposed to the public by a writer of great abilities; and the further attempts to the same purpose, that may be made by that society, or by the ministry or parliament, I leave to the conjectures of the thoughtful. But it seems very manifest from the Stamp Act itself, that a design is formed to strip us in a great measure of the means of knowledge, by loading the press, the colleges, and even an almanac and a newspaper, with restraints and duties; and to introduce the inequalities and dependencies of the feudal system, by taking from the poorer sort of people all their little subsistence, and conferring it on a set of stamp officers, distributors, and their deputies. But I must proceed no further at present. Full Text of ReadingsThe Commemoration of All the Faithful Departed (All Souls) Lectionary: 668The Saint of the day is Commemoration of All the Faithful DepartedThe Story of the Commemoration of All the Faithful Departed The Church has encouraged prayer for the dead from the earliest times as an act of Christian charity. “If we had no care for the dead,” Augustine noted, “we would not be in the habit of praying for them.” Yet pre-Christian rites for the deceased retained such a strong hold on the superstitious imagination that a liturgical commemoration was not observed until the early Middle Ages, when monastic communities began to mark an annual day of prayer for the departed members. In the middle of the 11th century, Saint Odilo, abbot of Cluny, France, decreed that all Cluniac monasteries offer special prayers and sing the Office for the Dead on November 2, the day after the feast of All Saints. The custom spread from Cluny and was finally adopted throughout the Roman Church. The theological underpinning of the feast is the acknowledgment of human frailty. Since few people achieve perfection in this life but, rather, go to the grave still scarred with traces of sinfulness, some period of purification seems necessary before a soul comes face-to-face with God. The Council of Trent affirmed this purgatory state and insisted that the prayers of the living can speed the process of purification. Superstition easily clung to the observance. Medieval popular belief held that the souls in purgatory could appear on this day in the form of witches, toads or will-o'-the-wisps. Graveside food offerings supposedly eased the rest of the dead. Observances of a more religious nature have survived. These include public processions or private visits to cemeteries and decorating graves with flowers and lights. This feast is observed with great fervor in Mexico. Reflection Whether or not one should pray for the dead is one of the great arguments which divide Christians. Appalled by the abuse of indulgences in the Church of his day, Martin Luther rejected the concept of purgatory. Yet prayer for a loved one is, for the believer, a way of erasing any distance, even death. In prayer we stand in God's presence in the company of someone we love, even if that person has gone before us into death.
