The buzzword in Brussels is simplification. In reality it's a euphemism for sweeping deregulation and it marks a dramatic U-turn for the European Union. For decades, the EU prided itself on being a regulatory superpower, capable of extending its influence through protective and demanding regulation. That's now changing. A year ago Mario Draghi, the former president of the European Central Bank, dusted off the timeworn idea of cutting red tape. Draghi's message was eagerly embraced by many EU leaders, many from conservative and far-right parties, and many of them increasingly aligned with Trumpian ideas on blocking migrants, ignoring the environment and canceling overseas aid. Draghi's ideas have since snowballed. In the works are measures to water down laws on everything from technology and chemicals to farming and finance. Executing on those plans, and more, is European Commission president Ursula Von der Leyen. She's been using the deregulation mantra to deflect criticism from her far-right rivals and to placate US tech giants and Donald Trump and his threats to abandon Europe militarily. To be sure deregulation is having a moment. In Argentina, in India, and in the US where Elon Musk's DOGE dismantled entire agencies, almost certainly illegally, and where Russ Vought at Trump's budget office says wants to put civil servants in trauma. The approach in Europe is far less blunt and belligerent. But there are significant parallels according to Alberto Alemanno, the law professor at HEC Paris and the founder of The Good Lobby. Alberto sees an ideological and methodological alignment across the Atlantic that includes the sidelining of legislators, the privileging of executive fiat, and the possible DOGE-style downsizing of the European Commission. Alberto also warns that von der Leyen is "pushing towards illegality" by bundling together deregulatory measures in so called omnibus laws that bypass the usual channels of evidence-based policymaking and of democratic consent. The European Ombudsman, Teresa Anjinho, has opened an investigation into the omnibus process. But her opinions are non-binding. Meanwhile EU governments are pushing for continuous rollbacks, and von der Leyen has promised to deliver. But there is a deeper unease here, that simplification is not just about deregulation, or pandering to Trump, or the far right, rather that simplification will end up undermining the capacity and legitimacy of EU administration itself. A pair of US academics have described this phenomenon as ungoverning, discrediting institutions and the machinery of government and creating circumstances where enforcement and the rule of law suffer and authoritarians can thrive. Alberto doesn't see the quite the same deliberate campaign in Europe as in the US. But he warns that von der Leyen's willingness to take a chainsaw to previously agreed laws — and to act as little more than the executor of member states' demands — is a kind of dereliction of duty that risks permanently weakening the Union at a moment when many Europeans are looking for answers beyond national borders. ¡Vótame en los Premios iVoox 2025! Giorgia Meloni acaba de cumplir tres años en el cargo, un hito notable en un país como Italia, caracterizado desde hace décadas por la inestabilidad política y los gobiernos efímeros. Desde el final de la segunda guerra mundial sólo Silvio Berlusconi ha conseguido superar los tres años en el Palazzo Chigi. Si Meloni se mantiene otros diez meses más le igualará. Es muy posible que así sea porque goza de una posición sólida, su popularidad está por encima del 40%, un porcentaje de aprobación mucho más elevado que el de Emmanuel Macron, Keir Starmer o Pedro Sánchez. Italia, antes un dolor de cabeza para Bruselas por sus vaivenes políticos y económicos, es ahora todo un modelo a seguir. En estos tres años Meloni ha reducido el déficit público a la mitad, los rendimientos de los bonos a 10 años han bajado hasta situarse a la par de los de Francia, y el desempleo ha pasado del 8% al 6%, lo que está animando la recaudación fiscal. En septiembre la agencia Fitch mejoró la calificación crediticia del país precisamente por eso, porque el cuadro macroeconómico pinta mejor que el de otros países europeos. Sólo la monstruosa deuda pública, del 137% sobre PIB, ensombrece el panorama. Meloni se las ha apañado para transformar en muy poco tiempo la imagen internacional de Italia, especialmente si lo comparamos con el caos político en el que se han sumido sus vecinos franceses, que coleccionan primeros ministros, protestas callejeras y mociones de censura en el parlamento. La coalición de Meloni, que ganó en 2022 con el 44% de los votos, mantiene su ventaja en las encuestas. Esto es así porque ha sabido equilibrar su base electoral más dura con cierto pragmatismo que tranquiliza a los moderados y a Bruselas. Aunque en el pasado, cuando estaba en la oposición, criticaba sin piedad a la Unión Europea, ahora prioriza el control del déficit y ha desarrollado una relación muy constructiva con Ursula von der Leyen. En el interior da satisfacción a sus votantes con medidas típicamente conservadoras como los límites que ha impuesto al aborto pero sin derogar la ley de 1978, ha convertido en delito la gestación subrogada y ha endurecido las penas contra quienes atenten contra la policía. Su política migratoria no es tan agresiva como se esperaba, pero ha reducido las llegadas gracias a un acuerdo con Túnez, que la Unión Europea ha firmado en su nombre. Eso sí, su plan de procesar las solicitudes de asilo en Albania no ha terminado de salir. Sus críticas al Pacto Verde de la UE han encontrado eco en otras partes de Europa, especialmente en Alemania, donde el canciller Friedrich Merz se ha convertido en su aliado. Su éxito es innegable, pero tiene por delante algunos escollos como el problema del raquítico crecimiento económico de Italia. La economía no se ha recuperado del todo del impacto de la pandemia y la inflación que le siguió. Sus aliados de la Liga le buscan algunos problemas en el extranjero, pero ha conseguido domar a Matteo Salvini y ponerle esencialmente a su servicio. Por suerte para ella la oposición de izquierda está dividida y desconectada de las preocupaciones del italiano medio. Su sentido práctico quizá no apasione a la mayoría, pero si parece convencerles. Es quizá la opción menos mala posible y eso mismo es lo que hace que se mantenga en el poder. Le texte devrait être déposé à l'Assemblée nationale au plus tard le 13 octobre, de façon que le Parlement dispose des 70 jours prévus par la Constitution pour en débattre.Le même jour, à la veille des rencontres organisées à Matignon avec le Parti socialiste et le Rassemblement national, l'entourage de Sébastien Lecornu a laissé fuiter quatre pistes de soutien au pouvoir d'achat en précisant toutefois que « rien n'est arbitré ». Il s'agirait de favoriser davantage les heures supplémentaires par une défiscalisation et un allègement des charges sociales ;d'alléger l'impôt sur le revenu des couples modestes : en améliorant le mécanisme de « décote », afin de l'aligner sur l'avantage accordé aux célibataires touchant des montants équivalents. De défiscaliser à nouveau les «primes Macron » les primes des salariés gagnant moins de trois fois le SMIC en 2026. D'encourager les dons familiaux en direction des jeunes générations.Selon le journal Les Échos, le projet de budget inclurait une « année blanche » comprenant le gel du barème de l'impôt sur le revenu et de toutes les pensions de retraite, ainsi que le relèvement du taux du « prélèvement forfaitaire unique » sur les revenus du capital. L'augmentation de la flat tax jusqu'à 36%, rapporterait 1,5 milliard d'euros. Le texte devrait comporter une mesure anti-optimisation centrée sur les holdings, certains contribuables très aisés y stockant de l'argent afin d'échapper à l'impôt. Des mesures seraient également en préparation pour lutter contre l'optimisation des Pactes Dutreil, cet outil fiscal conçu pour réduire la fiscalité des transmissions et donations des entreprises afin de préserver l'outil productif. Quant à la surtaxe d'impôt sur les sociétés, elle serait reconduite d'un an, mais son taux serait divisé par deux par rapport à celui appliqué en 2025. Son rendement attendrait ainsi de l'ordre de 4 milliards d'euros.Vendredi, le Premier ministre s'est engagé à ne pas utiliser l'article 49 alinéa 3 de la Constitution pour faire adopter son budget. Oslo, Copenhague, Munich ont été victimes des mêmes survols de drones non identifiés, contraignant les autorités danoises, norvégiennes et allemandes à fermer provisoirement leur espace aérien au-dessus de certains aéroports. Contrairement aux Ukrainiens, les Européens n'ont guère d'expérience dans le domaine de la lutte contre les drones.Dans ce contexte, lundi, Ursula von der Leyen, la présidente de la Commission, a dévoilé, une première cartographie de la « préparation 2030 », date à laquelle l'Europe doit être prête à se défendre par elle-même en cas d'agression russe. Les discussions ont porté principalement sur trois axes : le développement capacitaire conjoint, les « projets phares » - comme le mur de drones ou la surveillance du flanc oriental - et la montée en puissance de l'industrie de défense européenne. Afin d'accélérer la montée en puissance militaire du continent, l'Union européenne a adopté en juin dernier le Security Action For Europe (SAFE), un instrument financier de prêts de 150 milliards d'euros. Environ 100 milliards sont alloués au flanc oriental de l'Europe : 43,7 milliards pour la Pologne, 16,7 milliards pour la Roumanie, 16,2 milliards pour la Hongrie. Près de 10 000 milliards d'euros « dorment » aujourd'hui sur les comptes bancaires du continent. La Commission européenne veut inciter les ménages à placer cet argent en Bourse, via une nouvelle stratégie qui mêle incitations fiscales, produits accessibles et éducation financière. Les Européens adorent épargner. L'Union européenne est l'une des régions du monde où l'on met le plus d'argent de côté. Mais ce capital reste souvent sur des livrets ou comptes bancaires qui rapportent peu, voire rien. En période d'inflation, il perd même de sa valeur : un euro mis de côté reste un euro, mais si le prix d'un produit passe de 1 euro à 1,05 euro en un an, le pouvoir d'achat diminue. Pour mesurer l'ampleur de la situation, Bruxelles rappelle que les 10 000 milliards d'euros qui « dorment » représentent l'équivalent du PIB cumulé de l'Allemagne, de la France, de l'Italie et de l'Espagne sur une année. Objectif : financer les petites et moyennes entreprises, soutenir l'innovation, accélérer la transition écologique et stimuler les grands projets du continent. Selon ses calculs, cette stratégie pourrait générer jusqu'à 470 milliards d'euros d'investissements supplémentaires par an. Pour attirer les épargnants, Bruxelles imagine des placements accessibles dès 10 euros, investis dans des actions, obligations ou fonds, tout en excluant les produits jugés trop risqués. Incitations fiscales et éducation financière Pour convaincre les ménages les plus prudents, l'exécutif européen mise aussi sur des avantages fiscaux appliqués aux revenus générés par ces comptes. Mais la fiscalité n'est pas le seul levier : Bruxelles veut également lancer une vaste campagne d'éducation financière. Il s'agit de sensibiliser les citoyens aux opportunités d'investissement, mais aussi aux risques. Contrairement aux livrets classiques, les actions et obligations peuvent perdre de la valeur. D'où l'importance de la diversification, comme le rappelle l'adage populaire, de ne pas mettre tous ses œufs dans le même panier. Mais attention, le succès du projet dépendra aussi de la confiance : pour l'instant, chaque État garde la main sur la fiscalité et la mise en œuvre. Sans harmonisation ni pédagogie suffisante, il sera difficile de convaincre les Européens de franchir le pas. Mais Bruxelles veut y croire : car réorienter l'épargne vers l'investissement pourrait être l'une des clés pour rivaliser avec les États-Unis, où plus d'un ménage sur deux détient des actions et contribue ainsi à dynamiser le financement des entreprises.
