Mardi 24 février, quatre ans jour pour jour après le début de l'invasion à grande échelle de l'Ukraine par la Russie, le président ukrainien Volodymyr Zelensky a fleuri les portraits des soldats tombés au combat, sur la place Maidan à Kiev, en présence de plusieurs leaders européens. Vladimir « Poutine n'a pas atteint ses objectifs. Il n'a pas brisé les Ukrainiens. Il n'a pas gagné cette guerre », a déclaré Zelensky dans un message vidéo. Force est de constater que l'armée russe patauge en Ukraine, avec à peine 20 % du territoire conquis, dont 0,75 % l'an passé, et plus de 325 000 morts au front, selon les données de l'Institute for the Study of War et du Center for Strategic and International Studies. Rappelant la souffrance du peuple ukrainien, Zelensky a également appelé ses alliés européens à accélérer l'accession de l'Ukraine à l'Union européenne. Officiellement, Bruxelles soutient toujours l'Ukraine, en témoigne le déplacement à Kiev ce mardi de la présidente de la Commission européenne, Ursula Von der Leyen ou le message de soutien envoyé par Emmanuel Macron : « Nous sommes et resterons aux côtés de l'Ukraine ». Mais en coulisses, plusieurs pays rechignent à soutenir l'effort militaire ukrainien, à commencer par le président hongrois Viktor Orban. Le dirigeant populiste menace de mettre son veto sur le nouveau paquet d'aides de 90 milliards d'euros approuvé par le Parlement européen, si l'Ukraine ne reprend pas le transit de pétrole russe vers la Hongrie, bloqué depuis le 27 janvier après un bombardement russe. En Lettonie, ancienne république soviétique, la population se demande si elle ne sera pas la prochaine cible de la Russie, avec qui elle partage une frontière terrestre de 214 kilomètres. Fin décembre, Riga a achevé la construction d'une clôture de 280 kilomètres sur l'ensemble de cette frontière. Depuis des années, les responsables gouvernementaux lettons accusent leurs voisins orientaux de mener une guerre hybride en facilitant le trafic de migrants, multipliant les intrusions de drones, et les cyberattaques. Riga a annoncé en décembre investir 3,5 millions d'euros dans la lutte contre les drones après plusieurs survols au-dessus de la capitale. Die Christlich-Demokratische Union, angeführt vom Ministerpräsidenten Schleswig-Holsteins, Daniel Günther, plant schon seit Dezember ein Social-Media-Verbot für alle unter 16-Jährigen. Dazu äußerte er:„Wer jetzt weiterhin die Augen verschließt, gefährdet damit vorsätzlich die Zukunft unserer Kinder. Es ist unsere Pflicht, Verantwortung zu übernehmen und klare gesetzliche Grenzen zu setzen, […] dass unter 16-Jährige Tiktok-frei und frei von Social Media aufwachsen können.“ Daniel Günther (1)Offiziell soll es also um Kinderschutz gehen und um die Abwehr von Hass, Mobbing und psychischem Druck. Wer jedoch zwischen den Zeilen liest, erkennt die wahre Agenda: Kontrolle, Überwachung und politisch gewünschte Indoktrination.Der Antrag, der auf dem CDU-Bundesparteitag am 20./21. Februar diskutiert werden soll (2), verlangt ein gesetzliches Mindestalter von 16 Jahren für offene Plattformen wie Instagram, TikTok und Facebook sowie eine verpflichtende Altersverifikation. Kinder unter 16 sollen demnach komplett ausgeschlossen werden. SPD-Politiker ergänzen das mit einem abgestuften Modell, das unter 14-Jährigen ein totales Verbot auferlegt und für 14- bis 16-Jährige eine eingeschränkte Version ohne Algorithmen und Endlos-Scrollen vorschreibt. (3)Internationale Vorbilder wie Australiens Verbot für unter 16-Jährige, das Millionen Konten löschte, oder Frankreichs Regelung unter Präsident Macron für unter 15-Jährige (4) werden als Blaupause herangezogen, auch Spanien und Portugal haben bereits gesetzliche Verbote beziehungsweise strenge Altersgrenzen eingeführt. Zahlreiche weitere Staaten, insbesondere in Europa, bereiten ähnliche Regelungen vor, alles ermöglicht durch EU-Anpassungen unter Ursula von der Leyen. Diese „Schutzgrenze“ wird als moralische Pflicht verkauft, doch sie ist ein elaborierter Vorwand für die Einschränkung von Meinungsbildung und digitaler Teilhabe, denn diese Pläne ignorieren, dass Jugendliche bereits mit 14 das Geschlecht oder die Religion wechseln dürfen und ab 16 wählen können, aber vor ihrem 16. Réunis en sommet informel, les dirigeants européens planchent sur la compétitivité du continent. Face à la montée en puissance des États-Unis et de la Chine, Emmanuel Macron remet sur la table une idée longtemps controversée, les eurobonds, ou la dette commune européenne. L'objectif est de financer massivement les investissements stratégiques pour éviter le décrochage économique de l'Europe. Les dirigeants des 27 se retrouvent pour un sommet informel consacré à un sujet on ne peut plus sensible: la compétitivité du continent. Une question revient avec insistance dans les débats européens: comment éviter que l'Europe ne décroche face aux États-Unis et à la Chine ? Dans ce contexte, Emmanuel Macron a relancé une vieille idée, aussi ambitieuse que clivante, emprunter à l'échelle européenne. Car aujourd'hui, chaque pays du continent s'endette de manière autonome. La France émet sa dette, l'Italie ou l'Allemagne la leur, chacun gérant son financement de façon indépendante. Problème : certains États sont déjà très endettés. Résultat, leur capacité d'emprunt est désormais très limitée, ce qui freine leurs possibilités d'investir dans les secteurs d'avenir. C'est là qu'intervient l'idée des eurobonds. Concrètement, il s'agirait de créer des obligations européennes communes, comparables à des bons du Trésor européen afin d'emprunter ensemble pour investir ensemble. Plutôt que de conserver 27 dettes nationales fragmentées, l'Europe émettrait une dette commune, capable d'attirer les investisseurs du monde entier. L'enjeu est double, financer les investissements stratégiques et renforcer le rôle international de l'euro face au dollar. L'idée d'eurobonds avait déjà été évoquée lors de la crise de la zone euro en 2010-2012, avant d'être rejetée, notamment par l'Allemagne et les pays dits « frugaux » comme les Pays-Bas ou la Finlande. Pour Berlin, longtemps championne de l'orthodoxie budgétaire, la mutualisation de la dette restait un tabou. Aujourd'hui encore, les réticences demeurent fortes. Pourtant, ce mécanisme a déjà été mis en œuvre pendant la crise du Covid. En 2020, l'Union européenne a lancé un vaste plan de relance financé par un emprunt commun de 750 milliards d'euros. Pour la première fois de son histoire, Bruxelles s'est alors endettée au nom des 27 États membres. Un tournant majeur, qui a démontré qu'un endettement européen commun était techniquement possible et financièrement crédible. Défense, technologie, climat : pourquoi l'Europe veut changer d'échelle Six ans plus tard, l'idée des eurobonds revient avec force pour trois grandes raisons. D'abord, la défense. Face au retour des tensions géopolitiques, l'Europe doit se réarmer et renforcer son autonomie stratégique. Ensuite, la technologie. Le continent doit investir massivement dans l'intelligence artificielle, les semi-conducteurs et les technologies de rupture pour rester compétitif face aux géants américains et chinois. Enfin, la transition écologique. La décarbonation de l'économie européenne exige des investissements colossaux dans l'énergie, les infrastructures et l'industrie. Selon le rapport de Mario Draghi, ces besoins représenteraient jusqu'à 1 200 milliards d'euros par an. Sans ces investissements, l'Europe risque d'amplifier sa dépendance technologique, militaire et énergétique à Washington et Pékin. Les eurobonds apparaissent ainsi comme un outil permettant de changer d'échelle, en offrant une capacité d'endettement bien plus importante, et surtout moins coûteuse. En mutualisant la dette, les conditions d'emprunt seraient meilleures que celles dont bénéficient de nombreux États pris individuellement. Cela réduirait aussi le risque de crise financière dans les pays les plus fragiles et permettrait de créer un grand marché des obligations européennes, renforçant le poids géopolitique de l'Union. Mais les opposants restent nombreux. Leur principal argument : la crainte que certains pays relâchent leurs efforts budgétaires en profitant de la mutualisation, s'appuyant sur la solidité financière de leurs partenaires. Derrière ce débat technique se joue en réalité une question fondamentale : la capacité de l'Union européenne à agir comme une puissance collective. Car ce dont il s'agit désormais, ce n'est plus de raisonner État par État, mais bien en termes de force commune, afin de rester un acteur majeur sur la scène économique et géopolitique internationale.

Procesul de integrare europeană avansează, Republica Moldova a deschis negocierile la nivel tehnic pentru 3 din cele 6 grupuri de capitole. Pe plan energetic, datorită interconectării cu piața europeană și cu România prin punerea în funcțiune în această vară a 4 linii electrice de tensiune joasă peste Prut, Republica Moldova a reușit să-și restabilească în câteva ore pana de curent națională de acum două săptămâni, când 70 la sută din țară a rămas fără electricitate din cauza bombardamentelor rusești în Ucraina. De asemenea, se lucrează la cele 3 linii de tensiune înaltă, interconexiuni cu România care vor asigura independența energetică deplină a Republicii Moldova. Guvernul coordonează proiecte de modernizare a infrastructurii, majoritatea din fonduri europene, atât în plan local, cât și la nivel de drumuri și infrastructură națională. Au fost lansate și consultări publice pentru pregătirea reformei administrației publice locale, una din cele mai ambițioase reforme ale acestui mandat, a mai spus premierul Alexandru Munteanu în raportul de activitate în primele 100 de zile. *** Prima comunitate de energie din surse regenerabile din Moldova a fost înregistrată în satul Cociulia, raionul Cantemir. Potrivit Agenției Naționale pentru Reglementare în Energetică, noua comunitate le va permite membrilor săi să producă, să consume, să stocheze și să partajeze energie electrică din surse regenerabile, transmite IPN. Comunitatea va funcționa pe principii de cooperare, oferind membrilor posibilitatea de a-și acoperi necesarul de curent prin producerea locală a energiei verzi. The European Commission president Ursula Von Der Leyen has celebrated the signing of a trade agreement with India, saying it sent a message that international cooperation could still work. The remarks have been taken as a dig at President Trump - with the agreement itself partially the result of Europe seeking trade partners beyond the United States. Tariffs will gradually be eliminated, raising expectations of an increase in volumes traded. La visita dei vertici europei a Nuova Delhi segna un passaggio storico nei rapporti tra Unione europea e India, culminato con l'annuncio della conclusione dei negoziati per un accordo di libero scambio. Ursula von der Leyen ha sottolineato che l'Ue otterrà il più alto livello di accesso mai concesso da New Delhi a un partner commerciale, in un mercato tradizionalmente protetto. L'intesa, definita dal segretario al Commercio indiano Rajesh Agrawal "equilibrata e orientata al futuro", prevede l'eliminazione o la riduzione dei dazi su oltre il 90% delle esportazioni europee, con risparmi fino a 4 miliardi di euro l'anno e nuove opportunità nei servizi, in particolare finanziari e marittimi. A differenza del Mercosur, le parti hanno escluso i settori più sensibili per facilitare la chiusura dell'accordo. Il trattato, negoziato a fasi alterne dal 2007 e rilanciato nel 2021, unirà economie che rappresentano circa il 25% del Pil globale e 2 miliardi di persone, rafforzando la strategia commerciale europea in un contesto internazionale instabile. À New Delhi, Ursula von der Leyen et Antonio Costa espèrent concrétiser un accord de libre-échange avec un marché de près d'un milliard et demi d'habitants.Le chancelier allemand appelle de tous ses vœux cet accord, de la même façon qu'il avait mis tout son poids dans la balance en faveur du traité Mercosur - aujourd'hui suspendu à la décision de la justice européenne.  De notre correspondante dans la région de Berlin, Contrairement aux Français, les agriculteurs allemands sont profondément divisés sur le dossier. Dans un pays où les très grandes exploitations intensives sont largement majoritaires, les principaux syndicats de l'agro-industrie, réunis à Berlin pour le Salon de l'agriculture qui a fermé ses portes dimanche, ont soutenu le Mercosur et sont favorables à davantage de partenariats économiques. Mais les petits agriculteurs, eux, sont à la peine et manifestent leur inquiétude. Malgré les températures négatives de ce mois de janvier, Lilli Haule est à la ferme depuis 7 h 15 ce matin-là. La jeune femme de 27 ans termine son apprentissage dans une exploitation du Brandebourg.  « Nous avons environ 120 animaux, il y a environ 45 vaches allaitantes et leur progéniture. » Passionnée, elle a toujours su qu'elle voulait devenir agricultrice et suivre les pas de son grand-père. Mais Lilli est aussi engagée. Depuis plusieurs années, elle participe au mouvement « On n'en peut plus », qui réunit agriculteurs, consommateurs et activistes – pour une agriculture plus raisonnée dans une Allemagne où la profession est très divisée, entre petits et gros exploitants. Une bataille entre petits et gros exploitants « Les dirigeants des grandes fermes-entreprises ont d'autres intérêts que les nôtres, et ils considèrent la profession comme une industrie, et non comme une activité paysanne. Nous ne sommes pas d'accord avec eux. Nous sommes certifiés bio et ce que je trouve particulièrement intéressant ici, c'est que nous cultivons de nombreuses céréales. Mais sans miser sur un seul type de culture – d'autant plus qu'actuellement le prix des céréales permet difficilement d'en vivre. Nous devons aussi produire suffisamment de fourrage pour pouvoir nourrir les animaux en été, car l'herbe ne repousse pas assez dans les pâturages », explique Lilli Haule.  Sa ferme se trouve en effet dans l'une des régions les plus sèches d'Allemagne.  Alors comme des milliers d'autres agriculteurs, Lilli Haule est montée en tracteur à Berlin pour manifester son ras-le-bol – et son rejet de l'accord avec le Mercosur par la même occasion. La jeune femme a laissé ses vaches pour la journée mais elle est déçue que le mouvement ici ne prenne pas davantage d'ampleur, comme en France : « Oui, l'accord Mercosur est tout simplement dramatique pour les agriculteurs !  Et il y a une chose que je trouve particulièrement intéressante : c'est que tous les agriculteurs européens s'accordent à dire que c'est stupide, mais tous ceux des pays du Mercosur aussi ! » Le nombre de fermes a baissé de 12 % en 10 ans Car les petits exploitants ont peur de se faire manger par l'agro-business. Selon le journal The Guardian, l'Allemagne est l'un des pays européens avec le plus de fermes-usines, notamment des élevages porcins. Malgré tout, la moitié des exploitations ici sont familiales – et ont du mal à joindre les deux bouts. Le nombre de fermes a baissé de 12 % entre 2010 et 2020, un chiffre qui ne devrait pas aller en s'améliorant avec le départ à la retraite de milliers de baby-boomers comme ces retraités, Jürgen et Anke, rencontrés dans le cortège. À la tête d'une petite exploitation, ils se battent pour leurs enfants et petits-enfants, « et pour que nos descendants aient un avenir !  En 2015, l'Organisation des Nations unies, la FAO avait déjà averti que si on continuait à pratiquer l'agriculture intensive, il ne resterait plus que 60 années de récoltes. Dix ans plus tard, on voit malheureusement que le système n'a pas beaucoup changé. » En cause, la baisse de la biodiversité, l'acidité des sols qui contiennent de moins en moins de nutriments et la hausse des quantités de nitrates dans l'eau. Il a réuni mi-janvier plus de 1 500 exposants, dont les principaux syndicats agricoles, la grande distribution et de grands groupes de l'industrie agro-alimentaire. Malgré des intérêts qui divergent, ces derniers sont d'accord sur un point : le traité avec le Mercosur est une bonne chose pour l'Allemagne et son économie, comme le résume Jörg Migende, le secrétaire général du très puissant syndicat agricole allemand Raiffeisenverband. « Je comprends les inquiétudes de nos agriculteurs, mais elles sont moins liées au Mercosur qu'à leurs conditions générales de travail aujourd'hui en Allemagne et en France : bureaucratie excessive, normes environnementales strictes, mépris, denrées alimentaires à prix cassés dans les supermarchés. » À l'annonce de la saisine de la Cour de justice de l'Union européenne sur l'accord avec le Mercosur, voté par le Parlement européen le 21 janvier, le syndicat a rapidement appelé le chancelier Merz à demander une application provisoire du traité, pour « limiter les dégâts » d'un tel recours à la justice. Nous en avons également besoin sur le plan géopolitique, car l'Europe est forte et a besoin d'amis dans le monde, ce que les accords de libre-échange permettent à merveille de réaliser », explique Jörg Migende. This week on Hafta, Newslaundry's Abhinandan Sekhri, Manisha Pande and Jayashree Arunachalam are joined by journalist and entrepreneur Govindraj Ethiraj. The discussion opens up with the recently concluded World Economic Forum held in Davos. Abhinandan sharply questions the performative nature of Indian participation at the forum, criticising chief ministers for announcing Memorandums of Understanding (MoUs) with Indian companies on foreign soil. “We are funding the circus,” Jayashree remarks bluntly, calling Davos a “clown show” driven by optics rather than outcomes.Govindraj also agrees that announcing MoUs, especially with Indian firms, is a misallocation of time and attention, given how the WEF offers leaders “an opportunity to gauge the temperature of what is happening in the world order right now”. The discussion also touches on the much-touted India-EU free trade agreement, which European Commission president Ursula von der Leyen described as the “mother of all deals”. Govindraj, however, tempers expectations, warning that free trade agreements are often narrow and slow-moving. “The first bottle of cheaper Scotch won't arrive tomorrow – it could take five years,” he quips.He further adds, “The red lines for India are clearly dairy and agricultural products… You can't do something which immediately jeopardises your farming lobby. ​So, if you take away agriculture and cheese, what's left now?”From Davos, the conversation shifts to press freedom in Jammu and Kashmir. Speaking on the recent summonses sent national media reporters by the J&K Police, Manisha remarks, “Over the last one year, at least 25 journalists have been summoned by the J&K Police… anything at all can just land you in a police station being questioned, because it's ‘public disorder', you're causing ‘public safety' disorder.”Drawing a contrast between reporters in New Delhi and Kashmir, Abhinandan says, “It's very difficult for someone in J&K to tough it out because there is no insulation. Delhi provides great insulation; that's why those headquartered in Delhi have to step up and protect their reporters who are not in Delhi.This and a lot more. The Greenland situation continues to look more theatrical than existential. To me, leaked private messages from Emmanuel Macron, public frustration from Donald Trump, and hurried diplomatic calls ahead of Davos all point to the same conclusion: this is pressure politics playing out in real time. Trump's irritation appears rooted less in Greenland itself and more in confusion over European military commitments and mixed signals from allies. That kind of misunderstanding is combustible, but it is also solvable, especially when everyone involved is about to be in the same conference rooms in Switzerland.Europe's response, though, has been pretty revealing. Ursula von der Leyen's declaration that the “old order is dead” was less a threat than a signal of insecurity. Europe wants leverage, and hinting at closer ties with China is one way to gesture at it. My priors remain that this all de-escalates quietly. The United States and Europe trade too much, rely on each other too deeply, and share too many strategic interests for this to spiral beyond bruised egos and tough talk. Tom Homan publicly arguing for better messaging around ICE operations is a tell. He understands that enforcement without a moral argument collapses under public scrutiny. His claim that roughly 70 percent of those arrested are criminals is clearly meant to counter the perception that ICE is acting indiscriminately, especially after the fatal shooting of Renee Good in Minneapolis.What stands out is who is not making that case. Kristi Noem, who has leaned heavily into the aesthetics of enforcement, has ceded the substance to Homan, and that imbalance matters. When enforcement becomes spectacle, it invites backlash. When it is framed as governance, it can sustain itself politically. The friction between Homan and Noem is, to me, the most important palace intrigue to watch in Trump's second term.Britain, Chagos, and Playing to the FutureSpeaking of our relationship with Europe, Trump's sharp criticism of the United Kingdom over the Chagos Islands is best understood through a political lens, not a strategic one. The deal to transfer sovereignty to Mauritius while leasing Diego Garcia back for 99 years is not new, nor was it opposed by Washington initially. Trump's reversal feels less about the base itself and more about aligning with figures like Nigel Farage, who benefit from confrontation with current European leadership.This is Trump playing a long game with the people he thinks will be in power next, not the ones currently holding office. Whether that gamble pays off is unclear, but it explains why a relatively obscure British territorial issue suddenly became Truth Social fodder. It is coalition maintenance, not military planning.Netflix, Warner Bros., and the End of Cable GravityFinally, Netflix's revised all-cash bid for Warner Bros. Discovery does a great job highlighting just how badly legacy media wants scale — and how selectively Netflix wants assets. Netflix does not care about cable networks. It wants intellectual property: Batman, Harry Potter, Game of Thrones. Paramount, by contrast, wants the whole thing in order to fight back against Netflix, and is willing to fight in court to get it.Hovering over all of this is CNN, which Netflix has no interest in owning and Paramount views as distressed but strategically important. Trump's recent reposts criticizing Netflix's cultural dominance suggest he may no longer stay neutral, which adds another unpredictable variable. This fight is not just about entertainment.
