La semana pasada Ursula von der Leyen presentó una legislación ómnibus digital destinada a simplificar la regulación europea sobre datos y, sobre todo, a desbloquear el desarrollo de la inteligencia artificial en la Unión Europea. La propuesta afecta directamente al Reglamento General de Protección de Datos (RGPD), en vigor desde 2018, un momento en el que prácticamente nadie hablaba de IA generativa. También prepara el terreno para suavizar la futura Ley de Inteligencia Artificial. Entre las medidas más importantes está permitir que las empresas de IA procesen datos amparándose en el “interés legítimo” en lugar de pedir consentimiento explícito cada vez que se acceda, facilitar el uso de datos pseudonimizados, reducir radicalmente los avisos de cookies que llevan años irritando a los usuarios y, tras la polémica inicial, mantener ciertas salvaguardas sobre datos personales especialmente sensibles y el acceso a ciertos dispositivos. El RGPD se ha convertido en la metáfora ideal de la hiperregulación europea: un texto enrevesado, difícil de cumplir y molesto para ciudadanos y empresas. Para los grupos de izquierda del parlamento europeo (socialistas, verdes e izquierda radical) es un trofeo intocable del que se sienten muy orgullosos y que defienden como la mejor protección mundial de la privacidad. Para el centro-derecha y la derecha es en cierto modo un lastre que explica buena parte del retraso europeo en IA frente a Estados Unidos y China. Von der Leyen, que fue reelegida en 2024 gracias a una gran coalición con socialistas y verdes, necesita ahora los votos de la derecha para sacar adelante este paquete, lo que supone romper la alianza que la ha mantenido en el cargo. Los verdes ya han advertido que cualquier acuerdo con la “ultraderecha” les parecerá inaceptable. Los socialistas tampoco están de acuerdo en tocar regulación alguna y, menos aún, la relativa a la protección de datos. Este ómnibus digital es solo uno de los seis grandes paquetes de desregulación que la Comisión planea presentar hasta 2026 en áreas que van desde la agricultura hasta la defensa. Devia haver o reconhecimento de que o modelo anterior, muito assente na ajuda dos países da União Europeia África, está esgotada do ponto de vista moral e político. Acredito que a cimeira de Luanda é o palco ideal para se fazer um reset, dado o seu simbolismo pós-colonial. Um reset para uma parceria mais justa, mais equilibrada? Sim. Eu acho que o sucesso desta cimeira, ao contrário do que se fazia anteriormente, já não se mede pelo volume de fundos prometidos, mas pela demonstração de que há uma clara mudança de mentalidade. Ou seja, há uma predisposição do lado da União Europeia para abordar a relação não mais como aquele projecto de caridade, como o grande doador, mas como um investimento estratégico, num parceiro que é fundamental para os desafios globais. Estamos a falar da segurança climática, do problema das migrações e da inovação digital. Há aqui uma clara tendência de mudança que deve evoluir de um instrumento de influência para um mecanismo de corresponsabilidade, porque muitas vezes a ajuda que era prestada a esses países era vista sobretudo como um instrumento de influência. E aí poderá estar o ponto de viragem. Esta reunião acontece numa altura em que a União Europeia tenta impor-se face a concorrentes como a China, a Rússia e outros países. Exactamente. Eu creio que deve haver um novo paradigma. Em vez de a União Europeia chegar com soluções ou com a sua agenda de interesses, a cimeira deve lançar bases para o diálogo permanente sobre temas específicos: transições energéticas; quais são os interesses dos países africanos? Quais são os interesses da União Europeia para haver uma transição energética justa? Criação de emprego jovem, governação em termos de assuntos globais. Penso que europeus e africanos, independentemente de depois virem os asiáticos, os norte-americanos ou outros povos, deviam estar nesta fase a desenhar juntos políticas e investimentos cujo objectivo final é uma parceria perceptível e benéfica para cidadãos comuns que estão em Luanda, em Paris, em Lisboa. Que as pessoas pensem que, desta parceria, os cidadãos dos diferentes Estados europeus e africanos sintam melhorias concretas. No centro da agenda está o mecanismo Global Gateway. Este mecanismo poderá contribuir para uma parceria mais justa? A expectativa é que este mecanismo global signifique também uma mudança não só de narrativa, mas sobretudo de mentalidade na interacção entre os povos. Mas, por enquanto, por mais queiramos ser optimistas, a prudência ensina-nos a dizer: “Está lançada uma base. Vamos ver como é que isto se materializa”. A presidente da Comissão Europeia afirmou que a economia global está mais politizada do que nunca, com tarifas e barreiras comerciais utilizadas de forma agressiva. Ursula von der Leyen admitiu que, face a este cenário, a resposta está numa parceria mais forte entre o continente africano e a Europa. O ponto de partida é o comércio. Acredita que esta é a melhor solução para os dois continentes? O comércio foi sempre o grande mote que impulsionou a interacção entre os povos. Quando os navegadores europeus se lançaram pelos mares e tiveram contacto com outros povos, foi exactamente o comércio a mola impulsionadora. Agora é urgente um outro tipo de comércio que assente em vantagens mútuas, dos vários países. Um comércio feito com corresponsabilidade de ambos os povos e assente noutras bases. É preciso que o continente africano também ganhe com este comércio? Eu acredito que há aqui elementos que têm de ser tidos em conta. O primeiro é que esta prosperidade gerada pelo comércio não foi partilhada historicamente - e esta é a grande queixa dos países africanos, ainda que também haja responsabilidades próprias. Não podemos culpar apenas os outros povos. A prosperidade rendeu para alguns povos e para algumas pessoas de ambos os lados; não foi é justamente partilhada. Portanto, a prosperidade partilhada, a responsabilidade com as questões ambientais e sociais inerentes ao comércio e aos projectos é essencial. Ou temos a capacidade de transformar o peso histórico das relações comerciais, que teve muitas vezes um peso negativo, ou não avançamos. É preciso uma parceria comercial entre entes verdadeiramente iguais - e isto nem sempre foi assim. A grande queixa de África é precisamente essa. Reconhecer as mais-valias do continente em termos de recursos minerais, energias renováveis e até também o seu papel nas questões de segurança. É isso a que se refere? Exactamente. É importante incluir abordagens como a capacitação humana. Os nossos recursos naturais são importantes, mas mais importantes ainda são os africanos, as pessoas, e as pessoas contam. É importante trazer ao debate a sustentabilidade, a igualdade de género. Mais do que recursos minerais, mais do que recursos naturais, importa considerar a implicação da exploração desses recursos na sustentabilidade. Que cada negócio com África tenha em conta, no mínimo, três elementos: se é economicamente viável, se é socialmente justo e se é ambientalmente sustentável. A questão migratória está também no centro desta cimeira. O que se pode esperar da política migratória da União Europeia para com o continente africano? A política migratória é incontornável. Há uma crise do paradigma da política migratória europeia. África está num impasse porque a migração foi sempre tratada como uma questão de segurança e controlo, e não como uma questão de desenvolvimento humano, de oportunidades. A nível da União Europeia, sobretudo na ala mais conservadora, o tema é movido pelo pânico político interno. Isto não é apenas uma questão de segurança e controlo de fronteiras; é uma questão de desenvolvimento humano e de oportunidades para os africanos. Há africanos retirados das condições básicas no seu próprio território, o que os obriga a migrar. E era importante deixarmos de olhar para isto com hipocrisia. Temos de debater as causas profundas. Que levam os africanos a deixar o país? Sim. As guerras em África têm uma dimensão internacional muito grande, com vários tipos de interesses. Muitas vezes podem não ser muitos Estados, mas há instituições e empresas ligadas à União Europeia com interesses… Ganham com a instabilidade no continente? Exactamente. Veja o que acontece na RDC, a exploração do Congo. Eu acredito que os países têm de olhar para isto sem grandes complexos e apontar as causas. E dar as respostas certas? Dar as respostas certas, sim. Acho que é isso. A cimeira é também uma oportunidade para se falar desses aspectos. O chefe de Estado de Angola, que lidera a presidência rotativa da União Africana, apelou a mecanismos de reestruturação da dívida mais justos e a uma reforma da arquitectura financeira mundial, dando mais peso aos países africanos nas instituições financeiras internacionais. O apelo de João Lourenço será levado em conta? Eu acredito que o Presidente esteve muito assertivo e corporiza muito do que várias vozes africanas têm defendido. E, antes de falar da reforma da arquitectura financeira internacional, fala-se já da reforma dos grandes sistemas - como o sistema das Nações Unidas. Não faz sentido termos um sistema montado desde 1945 ou 1947 pelos vencedores da Segunda Guerra Mundial. A União Europeia tem vários países membros do Conselho de Segurança. Sem hipocrisias, poderia ser a primeira a dar o empurrão para que essa reforma ocorra. A segunda reforma necessária é claramente a do sistema financeiro internacional. Os africanos já perceberam que aquilo que recebem, como ajuda ou doação, é muitas vezes inferior ao que sai dos seus países, por vezes de forma ilícita. Há uma fuga enorme de capitais. Há um sistema internacional que, por vezes de forma ilegal, facilita isso. É uma hemorragia de recursos financeiros do nosso continente. Faz sentido, portanto, repensar. E há ainda a questão da Ajuda Internacional ao Desenvolvimento. Eu acho que o Presidente da República de Angola assume aqui um posicionamento que tem sido defendido por muitas vozes em África e também, embora minoritárias, na Europa. Ou seja, que seja reconhecido o peso do continente africano? Que seja reconhecido o peso e que seja reconhecida a necessidade de uma nova arquitectura financeira. No fim destas cimeiras fazem-se grandes promessas, renova-se a esperança e o compromisso. Mas, com este sistema financeiro, não chegamos lá. Há que o renovar. O sistema financeiro é um instrumento fundamental para materializar aquilo a que nos comprometemos neste tipo de cimeiras. A FLEC-FAC instou a União Europeia e a União Africana a tomarem medidas práticas para garantir o processo de descolonização de Cabinda, permitindo ao povo de Cabinda exercer o direito à autodeterminação. Acha que esta questão estará em cima da mesa? Tenho muitas dúvidas de que esta seja uma questão que estará em cima da mesa, até porque imagino que Angola, nesta cimeira, está reunida entre pares e, até onde sei, todos os países reconhecem o território angolano como uno e indivisível. Portanto, não vejo como poderá ser acolhida. Entendo que, para a FLEC, é sempre uma boa oportunidade para lançar ao público a sua reivindicação histórica. Mas não acredito que os líderes presentes nesta cimeira dediquem tempo a discutir isso, até porque este é um tema tabu e muitos entenderiam esta discussão como ingerência em assuntos internos do nosso país.

As 2025 draws to a close, the European continent is facing the most pressing of problems: how to raise financial support for Ukraine, almost four years into Russia's full-blown invasion. Kyiv's financial resilience is eroding and thanks to an unpredictable Trump administration questioning the cost of collective defence, Europe is now faced with shouldering the burden. EU Commission President Ursula Von der Leyen warned this week that urgent measures are needed to fill Ukraine's €135 billion budget shortfall for the next two years. One option would be tapping €185 billion in frozen Russian assets –a move that has faced opposition from the likes of Belgium, where most of the assets are located. If no agreement is made among member states before the end of the year, it could have disastrous consequences. Von Der Leyen has stressed that what happens in Ukraine is fundamental not only to the country's survival but to Europe's future. Dankzij deze achtergrond kan hij analytisch naar geopolitieke dreigingen kijken. In zijn huidige werk houdt Zasada zich bezig met wilskracht en weerbaarheid. Zijn nieuwe boek Controlekramp legt bloot hoe de behoefte aan zekerheid en grip ons gedrag, onze organisaties en onze samenleving vormt. Samen met Edwin Zasada bespreken Marianne en Rick de toenemende macht van Brussel onder leiding van Ursula von der Leyen. Het lijkt erop alsof Europa een censuurmachine wordt met het nieuwe “democratische schild” dat ons tegen de Russen en China moet beschermend. Volgens Brussel proberen vijanden als Rusland en China met nepnieuws onze Europese democratie te ondermijnen. Zasada beschrijft in zijn boek Controlekramp hoe deze mechanismen (niet) werken. Daarnaast bespreken ze de nog steeds toenemende angstporno, die zijn hoogtepunt kende rondom de NAVO-top, maar nu opnieuw oplaait door de grote media-aandacht voor noodpakketten en de bangmakerij in het Sinterklaasjournaal. De patronen van angst herkennen we uit de coronatijd en het klimaatbeleid. Maar hoe kunnen we ons werkelijk wapenen tegen dreigingen, in plaats van gevangen te raken in het controleweb van de EU? Is het verstandig om kinderen met zulke heftige onderwerpen te confronteren, of is het juist een essentieel medicijn tegen het rubberentegelparadijs? Luister mee en oordeel zelf!

Comisarul european pentru agricultură, Christophe Hansen, a avut, săptămâna trecută, un schimb de opinii cu membrii Comisiei Agri a Parlamentului European, axat pe teme precum finanțarea agriculturii, strategia privind reînnoirea generațională și simplificarea politicii agricole comune în actualul exercițiu financiar. Europarlamentarii vor să se asigure că agricultura europeană va fi adecvat finanțată prin bugetul PAC după 2027 și că sunt create condiții suficiente pentru atragerea tinerilor în sector. Hansen a spus, în timpul dezbaterii, că așteptările și solicitările Parlamentului European sunt ascultate cu atenție de Comisia Europeană. „Noi luăm părerea dumneavoastră în serios”, a spus el. De asemenea, a asigurat că poziția fermierilor și îngrijorările exprimate de aceștia în timpul vizitelor de lucru, efectuate în statele membre pe parcursul anului, contează în acțiunile Executivului european. Până în prezent, Hansen a vizitat ferme din 25 de state membre și a purtat discuții cu reprezentanții agricultorilor locali, iar până la sfârșitul lunii în curs își propune să ajungă în Ungaria și Slovacia și să finalizeze, astfel, periplul european promis la începutul mandatului. Reforma propusă de Comisia Europeană pentru politica agricolă după 2027 este în dezacord cu majoritatea legiuitorilor de la Bruxelles. Ei se tem că unirea bugetului regional cu cel agricol într-un singur fond gestionat de guvernele naționale va vicia piața unică, dând o lovitură concurenței loiale, și amenință că, dacă acest plan nu se va modifica, vor bloca următorul buget al UE. Întâlnirea programată pentru luni, 10 noiembrie, între președinta Comisiei, Ursula von der Leyen, președinta Parlamentului European, Roberta Metsola, și președintele Consiliului Uniunii Europene, premierul danez Mette Frederiksen, este privită de presa europeană ca o încercare de detensionare a relațiilor interinstituționale și sunt așteptate concesii din partea Executivului european. Ambasadorii țărilor membre la Uniunea Europeană au analizat scrisoarea săptămâna trecută și intenționează să prezinte subiectul miniștrilor comerțului la următoarea lor reuniune din 24 noiembrie. Dacă inițiativa câștigă un sprijin mai larg până atunci, scrie Politico, este posibil să fie discutată și cu secretarul american al comerțului, Howard Lutnick, care a fost invitat la reuniunea de la Bruxelles. Subiectul rămâne însă controversat în Uniune, din cauza intereselor economice diferite. Mai multe țări vor să păstreze accesul la materii prime ieftine pentru industriile lor, cum ar fi fierul și oțelul, produse vizate în apelul celor șapte state; altele susțin că astfel de măsuri se încadrează în politica de sancțiuni. Reamintim că Bruxelles-ul a impus de anul trecut tarife vamale suplimentare pentru exporturile rusești de cereale și din iulie anul curent pentru îngrășămintele pe bază de azot. Președintele Franței susţine UE-Mercosur, fermierii reacţionează Deschiderea președintelui Franței, Emmanuel Macron, față de acordul UE-Mercosur stârnește indignare în Hexagon, notează euractiv.com. În urma unei întâlniri de săptămâna trecută între președintele francez și omologul său brazilian, Macron a sugerat că Franța ar putea sprijini acordul, cu condiția ca țările blocului sud-american să accepte garanțiile propuse de Uniunea Europeană, iar după discuțiile la care a participat și președinta Comisiei Europene s-a declarat „destul de optimist” cu privire la rezultatul negocierilor. Schimbarea de opinie a lui Emmanuel Macron a declanșat un val de nemulțumiri în mediul agricol francez, dar și printre politicieni, care l-au acuzat fie de „trădare”, fie de „capitulare” în fața Bruxelles-ului. Chiar ministrul francez al agriculturii, Annie Genevard, a reacționat, subliniind că standardele de producție egale rămân o linie roșie și că deși au existat progrese, acestea nu sunt suficiente. Se schimbă echilibrul politic în Parlamentul European? După luni agitate, care au început odată cu învestirea noii comisii Von der Leyen, tema revine puternic în actualitate. Aceasta, după ce joi, Partidul Popular European (PPE) a reușit să treacă pachetul de simplificare birocratică, propus de Comisie, cu voturile dreptei eurosceptice. Partenerii tradiționali de coaliție au fost lăsați pe dinafară. După cum constată Euractiv, rezultatul pune la îndoială majoritatea parlamentară din spatele președintei Comisiei Europene, Ursula von der Leyen, și marchează un pas înainte în coordonarea dintre centrul politic al UE și extrema dreaptă din Parlament. Rezultatul evidențiază disponibilitatea PPE de a-și abandona aliații tradiționali din coaliția de centru, notează și Politico. Pe scurt: votul de joi a vizat reducerea drastică a obligațiilor companiilor de raportare a amprentei carbon. De asemenea, au fost eliminate planurile obligatorii de tranziție climatică pentru companii, în conformitate cu obiectivele UE și ale Acordului de la Paris. Un număr de 382 de deputați europeni au votat pentru, 249 au fost împotrivă și 13 s-au abținut. Pachetul de simplificare a fost propus de Comisia Europeană în februarie, în cadrul eforturilor de creștere a competitivității economiei blocului. Inițiativa a fost intens negociată în cadrul coaliției majoritare, alcătuită din PPE de centru-dreapta, social-democrații (S&D, centru-stânga), liberalii centriști din Renew și grupul Verzilor. Negocierile nu au înaintat deloc, așa că PPE a privit către dreapta și a reușit să treacă legea cu ajutorul conservatorilor dar și al grupurilor din dreapta eurosceptică - Patrioții și Europa Națiunilor. Însă și unii liberali au votat în favoarea modificărilor. O agendă ”trumpistă”? Imediat după vot, grupul PPE și-a arătat satisfacția, postând pe pagina sa că și-a respectat promisiunile. ”Astăzi este o zi bună pentru întreprinderile și competitivitatea europeană. Astăzi am dat rezultate. Am readus competitivitatea pe ordinea de zi și am demonstrat că Europa poate fi atât sustenabilă, cât și competitivă”, a declarat deputatul european Jörgen Warborn, negociator principal al Parlamentului pentru acest dosar. Cu totul altfel se văd lucrurile din zona de centru-stânga. Ana Catarina Mendes, vicepreședinta S&D, a deplâns faptul că PPE a trecut pachetul legislativ prin colaborarea cu extrema dreaptă eurosceptică. ”Făcând echipă cu extrema dreaptă, aceștia implementează o agendă trumpistă fără reguli și obligații, demontând standardele UE și modelul nostru de societate”. Ea spune că s-ar fi putut găsi un compromis bun ”între simplificare și protejarea cetățenilor”, dar acest lucru nu a fost posibil din cauza popularilor europeni. ”PPE trebuie să se întrebe dacă dorește cu adevărat să se lege de forțe de extremă dreaptă pentru câștiguri pe termen scurt”, a avertizat reprezentanta socialistă. The lurch rightwards in our politics has brought a wave of disinformation and discrimination against lesbian, gay, bisexual, trans and intersex people.As well as exacerbating prejudice, the anti-LGBTIQ+ campaigns, many supported by US evangelicals and Russian oligarchs, foment social divisions and aim to weaken liberal democracy. That's why the new era of bigotry should be seen as a strategic threat for Europe, former Irish Prime Minister Leo Varadkar explains in this episode. Leo is currently a Senior Fellow for the Global LGBTQI+ Human Rights Program at the Carr-Ryan Center for Human Rights at the Harvard Kennedy School. He stepped down as Taoiseach last year after serving two terms and making history as Ireland's first openly gay head of government.Among Leo's current concerns: how US diplomats and corporate executives who formerly supported LGBT rights have changed position or melted away, leaving regions like Central and Eastern Europe especially vulnerable."The fact that America is withdrawing from that space has left it open to Russia," says Leo. "That's where I think the European Union needs to come in and needs in many ways I think to fill the space of the Americans."A particular focus is Hungary, the EU state that is the subject of what Rémy Bonny, executive director of Forbidden Colours, calls the largest human rights lawsuit in the bloc's history.That lawsuit concerns a so-called child-protection law that censors inclusive sex education, equates LGBTI lifestyles with pedophilia, blocks adoption for LGBTI couples, and restricts content in media and advertising.A top advisor has already issued a preliminary finding against Hungary and the Court of Justice of the EU is expected to reach a verdict next year.A definitive ruling against Hungary "can't go without a meaningful response" from EU authorities, says Leo. The buzzword in Brussels is simplification. In reality it's a euphemism for sweeping deregulation and it marks a dramatic U-turn for the European Union. For decades, the EU prided itself on being a regulatory superpower, capable of extending its influence through protective and demanding regulation. That's now changing. A year ago Mario Draghi, the former president of the European Central Bank, dusted off the timeworn idea of cutting red tape. Draghi's message was eagerly embraced by many EU leaders, many from conservative and far-right parties, and many of them increasingly aligned with Trumpian ideas on blocking migrants, ignoring the environment and canceling overseas aid. Draghi's ideas have since snowballed. In the works are measures to water down laws on everything from technology and chemicals to farming and finance. Executing on those plans, and more, is European Commission president Ursula Von der Leyen. She's been using the deregulation mantra to deflect criticism from her far-right rivals and to placate US tech giants and Donald Trump and his threats to abandon Europe militarily. To be sure deregulation is having a moment. In Argentina, in India, and in the US where Elon Musk's DOGE dismantled entire agencies, almost certainly illegally, and where Russ Vought at Trump's budget office says wants to put civil servants in trauma. The approach in Europe is far less blunt and belligerent. But there are significant parallels according to Alberto Alemanno, the law professor at HEC Paris and the founder of The Good Lobby. Alberto sees an ideological and methodological alignment across the Atlantic that includes the sidelining of legislators, the privileging of executive fiat, and the possible DOGE-style downsizing of the European Commission. Alberto also warns that von der Leyen is "pushing towards illegality" by bundling together deregulatory measures in so called omnibus laws that bypass the usual channels of evidence-based policymaking and of democratic consent. The European Ombudsman, Teresa Anjinho, has opened an investigation into the omnibus process. But her opinions are non-binding. Meanwhile EU governments are pushing for continuous rollbacks, and von der Leyen has promised to deliver. But there is a deeper unease here, that simplification is not just about deregulation, or pandering to Trump, or the far right, rather that simplification will end up undermining the capacity and legitimacy of EU administration itself. A pair of US academics have described this phenomenon as ungoverning, discrediting institutions and the machinery of government and creating circumstances where enforcement and the rule of law suffer and authoritarians can thrive. Alberto doesn't see the quite the same deliberate campaign in Europe as in the US. But he warns that von der Leyen's willingness to take a chainsaw to previously agreed laws — and to act as little more than the executor of member states' demands — is a kind of dereliction of duty that risks permanently weakening the Union at a moment when many Europeans are looking for answers beyond national borders. Giorgia Meloni acaba de cumplir tres años en el cargo, un hito notable en un país como Italia, caracterizado desde hace décadas por la inestabilidad política y los gobiernos efímeros. Desde el final de la segunda guerra mundial sólo Silvio Berlusconi ha conseguido superar los tres años en el Palazzo Chigi. Si Meloni se mantiene otros diez meses más le igualará. Es muy posible que así sea porque goza de una posición sólida, su popularidad está por encima del 40%, un porcentaje de aprobación mucho más elevado que el de Emmanuel Macron, Keir Starmer o Pedro Sánchez. Italia, antes un dolor de cabeza para Bruselas por sus vaivenes políticos y económicos, es ahora todo un modelo a seguir. En estos tres años Meloni ha reducido el déficit público a la mitad, los rendimientos de los bonos a 10 años han bajado hasta situarse a la par de los de Francia, y el desempleo ha pasado del 8% al 6%, lo que está animando la recaudación fiscal. En septiembre la agencia Fitch mejoró la calificación crediticia del país precisamente por eso, porque el cuadro macroeconómico pinta mejor que el de otros países europeos. Sólo la monstruosa deuda pública, del 137% sobre PIB, ensombrece el panorama. Meloni se las ha apañado para transformar en muy poco tiempo la imagen internacional de Italia, especialmente si lo comparamos con el caos político en el que se han sumido sus vecinos franceses, que coleccionan primeros ministros, protestas callejeras y mociones de censura en el parlamento. La coalición de Meloni, que ganó en 2022 con el 44% de los votos, mantiene su ventaja en las encuestas. Esto es así porque ha sabido equilibrar su base electoral más dura con cierto pragmatismo que tranquiliza a los moderados y a Bruselas. Aunque en el pasado, cuando estaba en la oposición, criticaba sin piedad a la Unión Europea, ahora prioriza el control del déficit y ha desarrollado una relación muy constructiva con Ursula von der Leyen. En el interior da satisfacción a sus votantes con medidas típicamente conservadoras como los límites que ha impuesto al aborto pero sin derogar la ley de 1978, ha convertido en delito la gestación subrogada y ha endurecido las penas contra quienes atenten contra la policía. Su política migratoria no es tan agresiva como se esperaba, pero ha reducido las llegadas gracias a un acuerdo con Túnez, que la Unión Europea ha firmado en su nombre. Eso sí, su plan de procesar las solicitudes de asilo en Albania no ha terminado de salir. Sus críticas al Pacto Verde de la UE han encontrado eco en otras partes de Europa, especialmente en Alemania, donde el canciller Friedrich Merz se ha convertido en su aliado. Su éxito es innegable, pero tiene por delante algunos escollos como el problema del raquítico crecimiento económico de Italia. La economía no se ha recuperado del todo del impacto de la pandemia y la inflación que le siguió. Sus aliados de la Liga le buscan algunos problemas en el extranjero, pero ha conseguido domar a Matteo Salvini y ponerle esencialmente a su servicio. Por suerte para ella la oposición de izquierda está dividida y desconectada de las preocupaciones del italiano medio. Su sentido práctico quizá no apasione a la mayoría, pero si parece convencerles. Es quizá la opción menos mala posible y eso mismo es lo que hace que se mantenga en el poder.
