Nicole O'Byrne speaks with Gabriel Arsenault about his book The Higgs Years. Blaine Higgs was the premier of New Brunswick from 2018 to 2024. Leading his Progressive Conservative Party through six years of headline-making policy, in September 2024 he called an election, trying and failing to become the first premier since Liberal leader Frank McKenna to win three consecutive terms in that province. The Higgs Years analyzes Higgs's premiership, particularly in terms of his party's electoral pledge fulfillment record. Contributors portray Higgs as both a unifier and a divider: he successfully reduced New Brunswick's public debt, implemented ambitious governance reforms, and managed the province's response to the COVID-19 pandemic in a bipartisan manner. Yet he also intensified ethnic and linguistic divisions, embraced an executive style of governance, and emphasized wedge issues, such as abortion restrictions and gender identity in schools. While Higgs largely avoided divisiveness in critical areas such as housing, health care, and the environment, he was nonetheless known to alternate between being a unifying and a polarizing leader. Drawing on original data from the Polimeter, a nonpartisan tool that measures whether politicians keep the promises they make, The Higgs Years raises vital questions about the integrity of the relationship between voters and their government in New Brunswick. Betty Boyd Caroli's biography of Mary Kingsbury Simkhovitch is the first full-length work on a seminal figure in the settlement house movement, which spearheaded efforts to improve the life of immigrants and to counter urban squalor in cities around America in the early 19th century. Greenwich House, the community center Simkhovitch founded in 1902 in Greenwich Village, then a destination point for new immigrants to New York, quickly gained a reputation equal to that of Jane Addams's Hull House in Chicago, providing services in health, recreation, education, and the arts (which Greenwich House continues to do to this day). Simkhovitch became a tireless advocate of public housing and has been called by some "the mother of public housing." She played a central role in designing and administering the first public housing projects in America during the New Deal, in which she was an integral figure. The National Housing Conference, which she founded in 1931, continues to operate in our current "housing crisis" as among the most prominent advocates for safe, affordable housing. She co-wrote the National House Act of 1937, the first piece of legislation to establish the federal government's responsibility to help provide low-income families with housing. A Slumless America: Mary K. Simkhovitch and the Dream of Affordable Housing (Oxford University Press, 2026) by Caroli, best-known for her work on presidential First Ladies, which has gone through multiple editions, will become the standard account of a truly remarkable life. Born in New England and educated in Boston and at the University of Berlin, Simkhovitch married a Russian intellectual seven years her junior who spoke no English and had no job prospects. Raising a family while working for her rapidly expanding set of causes, Simkhovitch was portrayed in a DC Comics series (also featuring Diana Prince) in the early 1940s as a "Wonder Woman of History" for her seeming ability to do it all: take on the full spectrum of urban ills while also raising and supporting her family. Her husband eventually joined the Columbia faculty and became a noted art collector, advising collectors such as J. P. Morgan, while she exposed the squalor of Downtown slums. The stress of trying to do it all took a heavy toll on Simkhovitch, but her lifelong, passionate advocacy of and contributions to housing reform continued unabated and remains both inspiring and relevant. Betty Boyd Caroli is a graduate of Oberlin College and holds an MA in Mass Communication from Annenberg School of University of Pennsylvania, as well as a Ph.D. in American Civilization from New York University. She studied at the Università Per Stranieri in Perugia, Italy, and the Salzburg Seminar in Austria. A Fulbright in Italy led her to teach at the British College in Palermo, the English School in Rome, and two branches of City University of New York (Queens College and Kingsborough Community College). Les Outre-mer du globe traversent une période difficile, attentifs qu'ils sont aux menaces qui pèsent sur le Groenland, pays constitutif du royaume du Danemark et territoire associé à l'Union européenne.  De fait, ils sont nombreux les Outre-mer contemporains, produit résiduel de l'expansionnisme colonial qui a poussé en son temps des nations rivales à étendre leurs frontières au-delà des mers et des océans, ces territoires offshore se situant souvent dans des zones névralgiques pour les échanges mondiaux. Engagé à partir du XVIIè siècle, ce mouvement avait pour but de satisfaire les intérêts économiques de ces nations et promouvoir leurs idéaux politiques et religieux. Et voilà qu'il refait surface sur fond de velléités de Donald Trump de mettre la main sur le Groenland. Une démarche qu'on peut imaginer être observée de près et dans un certain silence, par le grand rival des États-Unis qu'est la Chine et qui n'en est pas moins active elle aussi dans d'autres zones et de manière moins ouverte….quoique. Géopolitique se saisit de cette occasion pour jeter un regard sur les Outre-mer français -dans les Caraïbes, le Pacifique, l'océan Indien et l'Atlantique Sud- qui fondent une large part du rayonnement mondial de la France et qui se trouvent confrontés à deux situations qui, parfois, ne sont pas sans lien : entre mouvements de contestation au sein même de ces territoires et stratégies de déstabilisation portées par divers acteurs internationaux. Mais moi je pose la question qui dérange : est-ce que Léonard était particulièrement bon ? Ou est-ce que dans chaque domaine, c'était l'éternel second, le touche-à-tout qui n'approfondit et ne finit jamais son travail ? This scholarly work uses intersubjectivity to understand how NATO's internal dynamics and external relations, especially concerning the Ukraine conflict, shape its meaning beyond mere military power, potentially moving beyond traditional IR theories to explore collective identity and systemic challenges. In NATO's Meaning and Existence: Within the Interstate Intersubjectivity (2026), Ozigci treats NATO as an intersubjective phenomenon rather than an objective entity. To him, NATO “does not exist objectively” but rather appears “meaningfully through intersubjective recognition.” His skillful integration of philosophical innovations from such thinkers as Edmund Husserl, Martin Heidegger, and Jean-Paul Sartre supports his deep insights into Kenneth Waltz's structural interpretations of the balance of power, John Mearsheimer's offensive realism, and Robert Keohane's complex interdependence and invites readers to reconsider how alliances exist beyond the surface of policy and power. NATO's Meaning and Existence: Within the Interstate Intersubjectivity (Vernon Press, 2026) a forthcoming 2026 book by Yunus Emre Ozigci, offers a deep analysis of NATO's identity and role, suggesting it's stuck in bureaucratic inertia despite modern crises, aiming to redefine its purpose through exploring shared identity and transformation, particularly in the context of Russia's actions. This scholarly work uses intersubjectivity to understand how NATO's internal dynamics and external relations, especially concerning the Ukraine conflict, shape its meaning beyond mere military power, potentially moving beyond traditional IR theories to explore collective identity and systemic challenges. In NATO's Meaning and Existence: Within the Interstate Intersubjectivity (2026), Ozigci treats NATO as an intersubjective phenomenon rather than an objective entity. Reconnaître et prévenir la souffrance des soignants  Parmi les invités de l'émission, le professeur Thibaud Damy, cardiologue à l'Hôpital Henri Mondor de Créteil et président du collectif Les Survivants, qui a conduit une étude auprès de 384 soignants hospitaliers dans différentes régions du pays : il ressort de ce rapport national que l'essentiel (93% des professionnels interrogés) n'ont reçu aucun enseignement adapté sur la façon de faire face au décès en milieu médical. Pollution de l'air, manque d'espaces verts, échangeurs d'autoroutes, tours en béton, usines, précarité énergétique, surexposition aux vagues de chaleur... les quartiers en périphérie des métropoles sont les premiers touchés par les inégalités environnementales et les conséquences du réchauffement climatique. Les habitants des quartiers populaires ont pourtant une empreinte carbone plus faible. Un cumul de fragilités qui s'ajoutent aux vulnérabilités économiques et sociales, mais la prise de conscience est bien présente au sein des banlieues. En France, selon un baromètre réalisé pour l'Agence nationale pour la rénovation urbaine de 2021, près de 78% des habitants des quartiers prioritaires estimaient que pour améliorer leur cadre de vie, « il est prioritaire d'y développer la transition écologique ». Jardins partagés, réparation ou réemploi d'objets, les initiatives écologiques existent bel et bien mais face à l'ampleur des difficultés, les solutions se font attendre. Une plus grande visibilité dans le débat public, également. Selon le rapport (in)justice climatique de l'association Ghett'up sur la situation et l'engagement écologiques, des jeunes des quartiers populaires, 70% d'entre eux ont répondu ne pas se sentir représentés par le mouvement climat. Face à ce constat, comment améliorer le cadre de vie des banlieues ? Politikwissenschafter Reinhard Heinisch von der Universität in Salzburg skizziert diesen Plan und erklärt auch, warum das Vorgehen Trump bei seiner eigenen Basis nicht sonderlich schaden wird.
