Danielle Allen and Mark Fagan say that when tested, thoughtfully deployed, and regulated AI actually can help governments serve citizens better. Sure, there is no shortage of horror stories these days about the intersection of AI and government—from a municipal chatbot that told restaurant owners it was OK to serve food that had been gnawed by rodents to artificial intelligence police tools that misidentify suspects through faulty facial recognition. And now the Trump administration and Elon Musk's so-called Department of Government Efficiency or DOGE say they are fast-tracking the use of AI to root out government waste and fraud, while making public virtually no details about what tools they are using or how they'll be deployed. But Allen and Fagan, say that while careless deployment creates risks like opening security holes, exacerbating inefficiencies, and automating flawed decision-making, AI done the right way can help administrators and policymakers make better and smarter decisions, and can make governments more accessible and responsive to the citizens they serve. They also say we need to reorient our thinking from AI being a replacement for human judgement to a partnership model, where each brings its strengths to the table. Danielle Allen is an HKS professor and the founder of the Allen Lab for Democracy Renovation. Mark Fagan is a lecturer in public policy and faculty chair of the Delivering Public Services section of the Executive Education Program at HKS. They join PolicyCast host Ralph Ranalli to explain the guidelines, guardrails, and principles that can help government get AI right. Danielle Allen is the James Bryant Conant University Professor at Harvard University. She is a professor of political philosophy, ethics, and public policy and director of the Democratic Knowledge Project and of the Allen Lab for Democracy Renovation. She is also a seasoned nonprofit leader, democracy advocate, national voice on AI and tech ethics, and author. A past chair of the Mellon Foundation and Pulitzer Prize Board, and former dean of humanities at the University of Chicago, she is a member of the American Academy of Arts and Sciences and American Philosophical Society. Her many books include the widely acclaimed Talking to Strangers: Anxieties of Citizenship Since Brown v Board of Education; Our Declaration: a reading of the Declaration of Independence in defense of equality; Cuz: The Life and Times of Michael A.; Democracy in the Time of Coronavirus; and Justice by Means of Democracy. She writes a column on constitutional democracy for the Washington Post. Outside the University, she is a co-chair for the Our Common Purpose Commission and Founder and President for Partners in Democracy, where she advocates for democracy reform to create greater voice and access in our democracy, and to drive progress towards a new social contract that serves and includes us all. She holds Ph.Ds from Harvard University in government and from King's College, University of Cambridge, in classics; master's degrees from Harvard University in government and King's College, University of Cambridge in classics; and an AB from Princeton in classics.Mark Fagan is a lecturer in public policy and former senior fellow at the Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School. He teaches Operations Management, Service Delivery via Systems Thinking and Supply Chain Management, and Policy Design and Delivery in the degree program. In executive education, he is the faculty chair for Delivering Public Services: Efficiency, Equity and Quality. In another program, he teaches strategy and cross boundary collaboration. The focus of his research is on the role of regulation in competitive markets. He is presently spearheading an initiative at the Taubman Center for State and Local Government that examines the policy and associated regulatory impacts of autonomous vehicles. He leads efforts to catalyze policy making through Autonomous Vehicle Policy Scrums, cross sector policy design sessions hosted by governments from Boston to Buenos Aries to Toronto. Leadership is a key component of other professional schools, particularly business and policy programs. But it's less emphasized in law schools. Should it be taught in law schools, and what are the most important elements for them to learn? [2:11] Of course. The Innovation & Entrepreneurship Center is the whole ecosystem we have built as a school around innovators and entrepreneurs. As we say, we think, we teach, and we act around innovation and entrepreneurship. That means we do research on innovation and entrepreneurship. We have more than 20 programs we are teaching at the school to teach innovation and entrepreneurship to our students. And we have all of our incubator acceleration programs, so students are learning by doing. Entrepreneurship is really part of the DNA of the school. The Creative Destruction Lab, or CDL, was founded 10 years ago in Toronto, Canada at the Rotman Management School. They're now partnering with 12 universities all over the world to offer this objective-based program from massively scalable, seed-stage science and technology-based companies. It's really an acceleration program for deep tech. The program has an intake from more than 600 companies per year. We have one lab in Paris, we have one lab on climate, and one lab on space. What's the difference between deep tech and tech? [4:15] Very good question. I think I can give 10 different answers to this. For us, we can see this really emerging more and more in engineering and scientific projects. Those are really long-term projects. We are working with scientists and engineers to get these projects to grow. For us, it's specifically based on scientific and engineering projects to give this deep tech long-term projects. When I say we are working with scientists and engineers, they're coming out of the laboratories. It's very research-based. If I have a business idea, or maybe I don't yet have a business idea, but I know that I want to be an entrepreneur at some point in my career, how can an MBA help me succeed? [5:33] I think of these as two different stages. If you already have your idea or if you're just joining an MBA, what we can see is very often, students are launching their business or their ideas a little bit after completing their MBA. They learn all the basics, they build their network,
Sean Patrick Hazlett is an Army veteran and former captain, speculative fiction writer and editor, and finance executive in the San Francisco Bay area. He was born in Wilmington, Delaware, but trekked across the country to pursue an AB in history and BS in electrical engineering from Stanford University on an ROTC scholarship. He earned a Master in Public Policy from the Harvard Kennedy School of Government where he won the 2006 Policy Analysis Exercise Award for his work on policy solutions to Iran's nuclear weapons program under the guidance of future secretary of defense Ashton B. Carter. While at the Harvard Kennedy School, he worked on the Harvard-Stanford Preventive Defense Project. As mayor of Efrat, the population has grown by over sixty percent, making him one of the most effective leaders in the history of the YESHA Council. USA TODAY recently described the YESHA Council as "one of the most powerful and effective lobbying groups in Israel”. Oded began his professional career as an attorney working in several law firms and in 2000 he opened up his own law practice, where he specialized in real estate and business law in addition to litigation. Prior to becoming a lawyer, Revivi served for 4 and 1/2 years in the Israel Defense Forces Armored Corps as a conscript and subsequently an additional 25 years as a reserve officer attaining the rank of Lieutenant Colonel (Res.). Under his leadership and command, his tank regiment received the President of Israel's Prize for Excellence. Revivi served as Chief Foreign Envoy of the YESHA Council, heading the newly reinstated Foreign Affairs Department of the YESHA Council and acting as the official political representative of the Israeli settlement movement to the international community. Following his success in Efrat, Oded was chosen to be a mentor for newly elected mayors in a special program initiated by the Ministry of the Interior in cooperation with the Center for Local Government and the Hebrew University School for Public Policy. Revivi received his Bachelor Degree in Law at from East London Law School in the United Kingdom and Master's Degree in Social Sciences and Public Policy from the Hebrew University in Jerusalem. He is a graduate of the San Francisco based Gvanim fellowship, that fosters the advancement of religious pluralism in Israel. Virginia Shearer, the Eleanor McDonald Storza Director of Education at the High Museum of Art, has more than 20 years of experience in museum education. Ms. Shearer oversees all areas of the High's Department of Education, where she focuses on creating a platform for engagement and connectivity that extends the museum's reach and deepens the High's relationships with the Atlanta community through experimental, collaborative, and research-based practice. Since joining the High in 2005, she has initiated, led, and participated in cross-institutional initiatives that are key to the museum's future, including such innovative projects as the High's summer piazza activation commission series, the newly designed Greene Family Learning Gallery, and a series of popular exhibitions focused on children's picture book art. From 2005 to 2012, Ms. Shearer served as the High's Associate Director of Education, leading the Museum's public programs team during a period of significant growth that included opening the Greene Family Education Center as a part of the Renzo Piano–designed expansion project, the Louvre Atlanta partnership, and the development of successful young audience initiatives, including the inaugural Teen Team program. She previously served as the Deputy Director for Education and Public Programs at the Tampa Museum of Art and as the Director of Education at the John and Mable Ringling Museum of Art. Early in her career, Ms. Shearer coordinated the ImaginAsia family program for the Freer Gallery of Art and the Arthur M. Sackler Gallery of the Smithsonian Institution. Ms. Shearer served as the Southeastern Regional Director for the Museum Education Division of the National Art Education Association from 2004 through 2006. My guest for this episode is Bob Fecteau who is the CIO of SAIC. SAIC is a 15000 employee, $4.0 billion publicly-traded company. He is one of the four top people who travel to Wall Street to report on the company performance along with the CEO, CFO and COO. He signs off on the SOX control documents for his publicly traded company. From my perspective of working with and interviewing hundreds of CIOs, he is a visionary, and is one of the best in the profession. He is a giver who wants to elevate the whole profession and share his wisdom. I think every early, mid and late career CIO with gas in the tank will benefit from listening to Bob's perspective as it rang true for me. Here are the quick wins for you. What it means to have consistent artifacts as a CIO. About Bob Fecteau Bob Fecteau is the Chief Information Officer (CIO) for SAIC. In this role, Bob is responsible for guiding technology investments and delivering operational services in direct support of the business. As the CIO, Bob focuses on the efficiency and effectiveness of enterprise IT operations in support of both internal business needs and customer support processes. Prior to joining SAIC, Bob served as the CIO of BAE Systems’ Intelligence and Security sector and as Chief Information Officer, United States Army Intelligence and Security Command (INSCOM). In 2001, he was selected for the Department of Defense’s Chief Information Officer Award for Outstanding Achievement in Information Management. As an Army officer he served a variety of roles with the intelligence branch including, Army System Integration Management Officer (SIMO) for Army Intelligence; Intelligence Systems Architect for automated systems; Tactical Intelligence Officer; Human Intelligence Officer; and Company Commander. While assigned to Army headquarters as the Army SIMO, he received the National Intelligence Meritorious Citation for support to the Army’s and National Intelligence Community’s Y2K mission as well as serving as the Army’s Intelligence Year 2000 Program Manager. Bob also serves the technical community as an executive board member of CIO Magazine’s CIO Executive Council and a judge for their annual One’s To Watch program. He also works as a mentor within the Pathways Program and teaches Enterprise Architecture and IT Leadership at Carnegie Mellon University’s Executive Education Program. Bob's technical and leadership acumen has also been recognized by industry peers. In 2009 he was selected as one of the top 100 IT Leaders by Computerworld Magazine and in 2004, he received Government Executive Magazine’s Grace Hopper Government Technology Leadership Award for his efforts in breaking down barriers between government and industry through the use of the Army Contractor Automated Verification System (ACAVS). The ACAVS system has continued to deliver outstanding savings for the U.S. Army and contract companies in support of intelligence missions. Bob received a Bachelor of Science degree from Corpus Christi State University and completed Syracuse University’s masters of information studies in Washington, D.C.
